Talking to reporters here, on the sidelines of an official func- tion to review the CRF and PMGSY road projects for the Jammu region, the Union Minister asked "why not to ask terrorists who have picked up guns to shun violence during the holy month of Ramzan? The cease- fire can't be unilateral but it is bilateral process and those who are advocating it must first ask the terrorists to declare ceasefire in the fasting month of Ramzan to follow the teachings of Quran in real sense instead of politicking over Ramzan to please their constituency''. He said the ceasefire should be seen as a point of strength and not as weakness. "It should be seen that the other side is demanding mercy on the name of ceasefire'', he added. Dr Jitendra Singh said that Centre has not received any pro- posal regarding the unilateral ceasefire so far and the Union Home Minister, Rajnath Singh has also made it clear that no formal propos- al has been received in this regard till date''. "Moreover it is the preroga- tive of Central Government and not the State whether to accept the proposal or not'', he added. The ceasefire is the person- nel opinion of Chief Minister, Mehbooba Mufti and Centre is fully capable to take a decision on it, he said. Based on a specific informa- tion, a major operation was launched jointly by Rajouri police and Army and a trap was laid for the accused in Rajouri district. At Kallar naka on Rajouri- Jammu road, the naka parties arrested four persons transacting hard -money (cash) when they were travelling in car No. 1092 JK22. They were subjected to sustained questioning. The accused were identified as ex-militant of Harkat Ul Mujahideen namely Ajaz Ahmed son of Ghulam Ali, resi- dent of Batapora, Shopian who had surrendered in 2005 and also remained detained under Public Safety Act (PSA) during 2005-07. Other three are OGWs of HM militant outfit namely Mohd Arif son of Mohd Younis, resident of Kotli Peer Badesar in Rajouri , Sajjad Ahmed Malla S/o Shakeel Ahmed Malla, resi- dent of Maldera Shopian, who remained detained under PSA in 2016 and Khursheed Ahmed Thokar son of Ghulam Rasool Thokar, resident of Hefkuri, Shopian. All the four including one ex militant and three OGWs were put to questioning by police team headed by SSP Rajouri Yougal Manhas who divulged that Mohd Arif son of Mohd Yousaf resident of Kotli Peer Badesar in Rajouri used to col- lect hawala money in Rajouri for militant outfit after which same used to be sent to Kashmir val- ley for the militants of the same outfit. During initial investiga- tion, it has also come to fore Ex-militant, 3 OGWs held in Rajouri with hawala money Fayaz Bukhari SRINAGAR, May 12: A Central Reserve Police Force (CRPF) personnel was killed in an encounter this morning while three militants managed to escape under the cover of darkness at Bargam village of South Kashmir's Pulwama district. A joint operation was launched by 55 Rashtriya Rifles (RR), Special Operations Group (SOG) of Jammu and Kashmir Police and CRPF at village Chinar Bagh, Mohalla Takya, Bargam in district Pulwama at around 12:30 am. Militants fired upon the troops leading to a brief gun bat- tle in which a paramilitary CRPF personal Mandeep Kumar of 182-Battalion was critically injured. He was evacuated to Army's 92-Base Hospital but succumbed on way to the hospi- tal. Two houses were also dam- aged in the gunfight and owner of one of the houses Bashir Ahmad suffered injuries in his shoulder and as per officials the injury is of minor nature and was hospitalized. Militants managed to escape while taking advantage of dark- ness amid stone pelting in the area. The militants fled at around 3:00 am taking cover of CRPF jawan killed in Pulwama, militants flee Sanjeev Pargal JAMMU, May 12: Chief Minister Mehbooba Mufti today called upon the security agencies to ensure that the people don't suffer during holy month of Ramadhan, tourist season and annual pil- grimage of Shri Amarnath Ji while top brass of security agencies called for counseling of youth by civil and police administration to ensure that they don't turn up at the encounter sites, which often leads to civilian casualties. Official sources told the Excelsior that though there was no direct mention of ceasefire in the Unified Headquarters meet- ing, Mehbooba called upon all security agencies, operating in Jammu and Kashmir, to see to it that the people are not subjected to any kind of harassment during the month of Ramadhan and that tourists and yatris are given safe and secure environment all across the State. The Chief Minister called for calibrated response to various situations during the coming month of Ramadhan, tourist sea- son and Amarnath Yatra,'' sources said, adding she stressed upon security agen- cies to provide secure environment and hassle free movement during the holy month. Only few days back, Mehbooba had called upon the Centre to consider year 2000 like cease- fire in the Kashmir Valley this month. However, the ceasefire demand was opposed by the BJP. Official sources told EXCELSIOR that keeping in view huge solar energy potential in Ladakh region Union Ministry of New and Renewable Energy several years back had decided to establish 7500 Mega Watt capacity solar power proj- ects in Leh and Kargil districts. Accordingly, a Memorandum of Understanding was signed between the Union Ministry of New and Renewable Energy and Science and Technology Ministry of Jammu and Kashmir on March 3, 2014 for establishment of 2500 Mega Watt solar power project in Kargil and 5000 Mega Watt in Leh. Thereafter, the State Cabinet accorded formal sanction for setting up of two ultra mega solar power projects and even a high-level coordination commit- tee was constituted to give prac- tical shape to the projects. Though land was identified at different places in both the districts for establishment of these projects yet evacuation of power from the Ladakh region to other parts of the State and country remained a major issue for the Union Ministry and due to this no progress could be made on set- ting up of two mega solar power projects, sources said. "As 220 KV Srinagar-Leh transmission line is going to be completed by the end of current year and a new line between Leh-Manali under Green Energy Corridor has been planned, the Union Ministry of New and Renewable Energy has decided to closely analyze all the aspects relating to establishment of these projects", they further said. In this regard, a team of scientists of the Ministry head- ed by Nigam Dilip, who looks after Solar Mission, Solar Renewable Purchase Obligation and Renewable Energy aspects in the Ministry, is visiting Ladakh from May 23. Muzafar Khan, 17, son Mohammad Wali Khan of Brariangan, Shangus was out- side his house when he was struck by lightening this after- noon. SRINAGAR, May 12: A 17-year-old youth was killed whenlightening struck near his houseat Shangus area of SouthKashmir's Anantnag districttoday while windstorm coupledwith rains disrupted normal lifein North Kashmir andMeteorological Department hasforecast thunderstorm in theState for next few days.

Muzafar Khan, 17, sonMohammad Wali Khan ofBrariangan, Shangus was out-side his house when he wasstruck by lightening this after-noon. Khan felt unconsciousand was rushed to nearby hospi-tal where doctors declared himbrought dead.

And in North Kashmir,windstorm coupled with rainsthis afternoon toppled trees anddamaged houses in NorthKashmir's Baramulla district,leaving a woman injured.

A house belonging toFarooq Ahmad Hajam wasdamaged by gusty winds inSyed Kareem Baramulla. Hiswife was injured and was shift-ed to district hospital Baramullafor treatment.

Three more houses weredamaged at Syed Karim andTrikanjan Boniyar areas ofBaramulla district.

between the BJP and theCongress, most exit polls forthe Karnataka Assembly elec-tions today forecast a hungassembly with the JD(S) likelyto play the kingmaker, but weredivided on which of the twonational parties will emerge asthe largest in the House.

The exit polls run byRepublic TV-Jan Ki Baat andABP-C Voter predicted that theBJP will emerge as the largestparty by getting 95-114 and 97-109 seats respectively.

4 held for assaultingKashmiri woman

arrested four men for allegedlyassaulting a Kashmiri woman insoutheast Delhi’s SunlightColony, a senior police officersaid.

Earlier in the day, DelhiPolice Commissioner AmulyaPatnaik informed Union HomeSecretary Rajiv Gauba that theincident was a local issue, trig-gered by a dispute over feedingstray dogs and had nothing todo with the woman’s origin.
