Talks can happen only if then shun the violence. Talks can happen only if they lay down weapons. During Ramzan, we had given opportunity to the separatists to lay down arms. But if someone picks up the gun, we will take action,’’ Gen Rawat said referring to a question on talks with separatist Hurriyat Conference in Kashmir on the analogy of Taliban during his annual press briefing in the Union capital. He said that while the securi- ty forces favoured peaceful dia- logue among stakeholders in Jammu and Kashmir, there will be zero tolerance on violence even as he maintained that there were around 300 terrorists across the LoC waiting to infil- trate into India but declared that the Army was determined to foil all infiltration attempts (by the militants). He said that the security forces are using various strate- gies to bring situation in Jammu and Kashmir under control and SIC initiates penalty proceedings against ACD, 3 BDOs for not discharging statutory duties Mohinder Verma JAMMU, Jan 10: State Information Commission (SIC) has initiated penalty proceedings against Assistant Commissioner Development (ACD) and three Block Development Officers (BDOs) under Jammu and Kashmir Right to Information Act for their failure to discharge statutory duties and denying information about develop- mental activities carried out under various schemes. This has established that the field functionaries of the Rural Development Department are still creating hurdles in the implementation of transparen- cy law. As per the details of the case before the State Information Commission, an applicant had sought complete list of works carried out under Constituency Development Fund (CDF), Member of Parliament Local Area Development Scheme (MPLADS), Backward Region Grant Fund (BRGF) and Contingent Register of MGN- REGA and SBM from 2010 till date of filing of the application in Gundna Block of Doda dis- trict. However, neither BDO Gundna in his capacity as Public Information Officer (PIO) furnished the informa- tion within the period speci- fied under the RTI Act nor Assistant Commissioner Development Doda (First Appellate Authority) disposed of the first appeal within the statutory period. During the proceedings before the State Information Commission under second appeal, no explanation was filed by the BDO Gundna for the delay in furnishing the informa- tion that too incomplete to the appellant. While issuing directions for furnishing complete information to the appellant, the State Information Commissioner Mohammad Ashraf Mir has Excelsior Correspondent JAMMU, Jan 10: Governor Satya Pal Malik said today that only youth have solution to the issues faced by Jammu and Kashmir and announced that Jammu and Kashmir Police will get some good news on Monday. Addressing concluding func- tion of 8th Police Martyrs Memorial T-20 cricket champi- onship in Kathua, Malik said it was only youth which can solve the issues and problems of Jammu and Kashmir. "The youth of the State had nothing to do after 6 pm. I real- ized this. Now, I have asked the administration to construct play grounds in the districts and other places. Very soon, we hope to host Indian Premier League (IPL) matches in Jammu and Srinagar,'' he said, pinning lot of hopes on the youth. Lauding Jammu and Kashmir Police for successful conduct of Panchayat and Municipal elections in Jammu and Kashmir, the Governor said police will get a good news on the upcoming Monday. Though Malik didn't drop any hint, speculations were rife that Jammu and Kashmir Police could get much awaited hard- ship allowance on Monday when the State Administrative Council (SAC) is scheduled to meet under the chairmanship of the Governor. Jammu and Kashmir Police had, for the past quite some time, been demanding hardship allowance in view of its working under extreme tough circum- stances in the militancy-infested State. Sources said the proposal for hardship allowance was vir- tually through and the SAC could give its nod to the propos- al on Monday. "Earlier, there used to be 70 to 80 killings during the elections, In just one by-poll of Srinagar Lok Sabha con- stituency, nine people were killed,'' Malik recalled and lauded the role of Jammu and Kashmir Police in complete peaceful conduct of Municipal and Panchayat polls in the State from October to December last year. Malik also lauded the sacri- fices made by martyrs for integrity and sovereignty of the nation. He said the role of J&K Nishikant Khajuria JAMMU, Jan 10: Big busi- ness houses and prominent politicians, including former Ministers and Legislators are among the big defaulters of electricity arrears, who have been served disconnection notice by the Power Development Department. These defaulters, both from Jammu and Kashmir provinces, having past electricity arrears on account of charges of Rs 10 lakh and above as on November 30, 2018, have been asked to liqui- date balance electricity charges within two week’s time failing which their installations shall be disconnected without further notice. These more than 800 default- ers who owe the Electricity arrears worth hundreds of crores of rupees while a number of them, mostly business houses, have individual arrears of above Rs one crore. Kashmir has more number of defaulters than Jammu. Congress Headquarters at Shahidi Chowk Jammu, which has to pay Rs 39,59,969 elec- tricity charges to PDD, and a number of Government Department offices as well as some Cooperative Societies are also among the defaulters. The Jammu and Kashmir Government representatives in the GST Council meeting held in New Delhi today opted for Rs 40 lakh limit for registration of traders under the GST, giving major relief to small and mar- ginal businessmen as present such limit was Rs 20 lakh, offi- cial sources told the Excelsior. They said the States were given an option to raise the exemption limit to Rs 40 lakh or keep it to Rs 20 lakh per annum for keeping the traders exempt- ing from purview of registration under the GST. "Taking into account the interests of small and marginal businessman, the State Government representatives on directions of Governor Satya Pal Malik, opted for Rs 40 lakh limit,'' sources said, adding that the decision will benefit large number of small businesses. "Aggregate turnover of Rs 40 lakh would now be exempt- ed from the GST. Currently, businesses with a turnover of up to Rs 20 lakh were exempt- ed from the GST registra- tion,'' sources said. They pointed out that the Central Government will be bearing an annual revenue loss on account of doubling exemp- tion limit to Rs 40 lakh, consid- ering that all States implement it, at Rs 5200 crore. The State Government also decided to raise the limit of composition to Rs 1.5 crore from present Rs 1 crore, which will again benefit the small traders and manufacturers, who will now pay quarterly tax and have to file Annual Return only, thereby reducing their compli- ance burden. The module was plotting to carry out blasts in the country. Sources said involvement of two persons of Rajouri and South Kashmir has surfaced in the module and the NIA teams have conducted searches for them. However, identity of the persons, who were wanted to the NIA in the State, couldn't be ascertained immediately. Further details were awaited. Suhail Bhat PAHALGAM: Encompassed by thickly lush pine forests, stun- ning springs and the snow- capped Himalayan mountains, the Pahalgam constituency is considered as the tourist capital of the Valley which attracts thou- sands of visitors every year. While all the attention goes to the beauty of the area, the residents felt ignored on the development front as they continue to battle with civic woes- poor healthcare, irregular water supply, shabby roads and inadequate educational facilities. The constituency is spread over a hundred villages with a voter base of little over 80,000. The constituency is a part of South Kashmir's Anantnag dis- trict and has a literacy rate of over 60 percent. It has been rep- resented by people's Democratic Party twice in the past. However, in 2014 Assembly elections Jammu and Kashmir's National Conference won the seat after its candidate Altaf Ahmad Wani defeated PDP's Rafi Ahmad Mir by 1000 votes. The locals, however, blamed that the change of Government has not changed their fortunes. Although the notified area of Pahalgam witnessed some development, but majority of the pockets lacked the amenities. The main roads leading to the constituency hasn't been macadamized for last one decade and many interior locali- ties also lacked proper connec- tivity. The residents are not happy with the quality of drink- ing water that they receive from the local water bodies. The locals also complained that the health care facilities on the fringes are far from satisfactory. Residents held the Government's failure to com- plete many key projects respon- sible for the under-development of the area. Development proj- ects like construction of Sub District Hospital at Pahalgam, roads, Tourist Reception Centre and Water Supply Schemes that were started for the upliftment of the constituency remained incomplete. The resentment against the government is pretty obvious across the whole con- stituency. "None of the MLAs has ever cared to solve our prob- lems. Nothing has ever been done for the uplift of our local- ities. The whole constituency has a dearth of drinking water. Although the notified area ofPahalgam witnessed somedevelopment, but majority of thepockets lacked the amenities.The main roads leading to theconstituency hasn't beenmacadamized for last onedecade and many interior locali-ties also lacked proper connec-tivity. The residents are nothappy with the quality of drink-ing water that they receive fromthe local water bodies. Thelocals also complained that thehealth care facilities on thefringes are far from satisfactory.

Residents held theGovernment's failure to com-plete many key projects respon-sible for the under-developmentof the area. Development proj-ects like construction of SubDistrict Hospital at Pahalgam,roads, Tourist Reception Centreand Water Supply Schemes thatwere started for the upliftmentof the constituency remainedincomplete. The resentmentagainst the government is prettyobvious across the whole con-stituency. "None of the MLAshas ever cared to solve our prob-lems.
