YOUR REGION, YOUR PAPER India-China agree to difuse tension on Ladakh border AGENCY NEW DELHI, JUNE 23 In a positive move, Indian and Chinese armies have arrived at a consensus to "disengage" from all friction points in eastern Ladakh at a marathon meeting of top mil- itary commanders of the two sides on Monday, official sources said. The talks were held in a "cordial, positive and construc- tive atmosphere" and it was de- cided that modalities for disen- gagement from all areas in east- ern Ladakh would be taken for- ward by both the sides, they said. The Indian delegation at the nearly 11-hour talks was led by Lt Gen Harinder Singh, the com- mander of the 14 Corps, while the Chinese side was headed by Commander of the Tibet Military District Maj Gen Liu Lin. The talks were held in the midst of escalating tension be- tween the two countries follow- ing the killing of 20 Indian Army personnel by China's People's Liberation Army (PLA) in a vio- lent clash in Galwan Valley on June 15. India termed the incident as a "premeditated and planned ac- tion" by the Chinese troops. "There was a mutual consen- sus to disengage. Modalities for disengagement from all friction areas in eastern Ladakh were dis- cussed and will be taken forward by both the sides," said a source. In the meeting, the Indian delegation strongly raised the "premeditated" assault by Chi- nese troops on Indian soldiers in the Galwan Valley and demanded immediate withdrawal of Chinese troops from all areas in eastern Ladakh where the two militaries are on a standoff, people familiar with the development said. The Indian side also suggest- ed bringing down the number of troops by both sides in their rear bases along the Line of Actual Control, the 3,500 km de-facto border, they said. The first round of the Lt Gen- level talks were held on June 6 during which both sides finalised an agreement to disengage gradu- ally from all standoff points be- ginning with Galwan Valley. Russia rules out mediation MOSCOW: Russia on Tuesday ruled out mediating between In- dia and China following the vio- lent clashes in the Galwan Valley, saying the two nations do not need any kind of assistance to re- solve their disputes. Russian Foreign Minister Sergey Lavrov's remarks came after a virtual conference of the foreign ministers of Russia, India and China. External Affairs Minister S Jaishankar and Chinese Foreign Minister Wang Yi also attended the conference. The conference was held amid escalating tension between India and China following the violent clashes in Galwan Valley on June 15 that left 20 Indian Army per- sonnel dead, significantly escalat- ing the already volatile situation in the region. India asks Pak to cut diplomatic staff by half NEW DELHI: India on Tuesday announced that it has taken a decision to reduce the staff strength in Pakistan High Commission in New Delhi and In- dian mission in Islamabad by 50 per cent as behaviour of the neighbouring country and its officials is not in conformity with the Vienna Convention and bilateral agreements on the treatment of diplomatic and consular officials. Ministry of External Affairs (MEA) on Tuesday summoned Charge d' Affaires of Pakistan Syed Haider Shah and informed that India had repeatedly ex- pressed concern about the activities of officials of Pakistan High Commis- sion. The decision to reduce the strength of high commission officials, which is to be implemented in seven days, was conveyed to Shah. AGENCY NEW DELHI, JUNE 23 Hours after Baba Ramdev’s Patan- jali Ayurved claimed to have formu- lated medicines to combat the novel coronavirus with products named 'Coronil and Swasari', the Ministry of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) has taken cognizance of the same. The Ministry said that the facts and details of the study on the basis of which Patanajali is making such claims are not known to it, and directed the company to stop adver- tising the 'medicines' till the issue is examined. Patanjali claimed on Tuesday that its medicines 'Coronil and Swasari' can help patients recover from COVID-19 within seven days and that they have shown 100% favourable results during clinical trials on COVID-19 affected per- sons except those on life support. Ramdev told that the medicines have been developed by Patanjali Research Centre, Haridwar, and pri- vately-owned National Institute of Medical Science, Jaipur, following all protocols with clinically con- trolled trial-based evidence. However, the ministry of AYUSH has said in a statement that it informed Patanjali that such ad- vertisements of drugs including Ayurvedic medicines are regulated under the provisions of Drugs and Magic Remedies (Objectionable Advertisements) Act, 1954 and Rules thereunder, as well as direc- tives issued by the central govern- ment in the wake of COVID-19 out- break. The government notification bars companies from advertising a ‘cure’ without government ap- proval. The ministry had also issued a notification on April 21 stipulating the requirements and the way the re- search studies on COVID-19 with AYUSH interventions/medicines should be undertaken. The restaurants, hotels, among others, however, will have to follow all standard operating procedures (SOPs) as ordered by the government. With this, the restaurants can now provide dine-in fa- cility till 8 pm with 50 per cent strength or 50 guests, whichever is less. The hotels have been for- bidden to open their bars, however, liquor can be served in rooms and restau- rants as permitted under the Excise policy. In a positive move, Indian andChinese armies have arrived at aconsensus to "disengage" from allfriction points in eastern Ladakhat a marathon meeting of top mil-itary commanders of the twosides on Monday, official sourcessaid. The talks were held in a"cordial, positive and construc-tive atmosphere" and it was de-cided that modalities for disen-gagement from all areas in east-ern Ladakh would be taken for-ward by both the sides, they said.

He informed that themain objective of the State Government isto impart education to every school studentin the present situation of Covid-19. Withthis new initiative of the government, stu-dents will be able to watch all four channelsof Eduset through TV, laptop, desktop,tablet and mobile. Apart from this, thebroadcast content on TV will be availableon Geo-TV for a week so that the students

The Education Minister informed thatthis step of the State Government will ben-efit about 52 lakh Hindi and English medi-um students studying in government and

He informed that there are about 94lakh subscribers of Jio in Haryana whichmakes it easy for most of the people of thestate to access 'Reliance Jio TV'.

Announcing the national lockdown to containCovid-19 pandemic, Prime Minister NarendraModi on March 24 cautioned the people that it

could take us 21 days to win the war against the virusas opposed to the 18 days the Pandavas took in the Ma-habharata. The Prime Minister’s announcement wasfollowed by assessments of experts and think-tanksabout the time we would take to flatten the curve of thespread of the infection. The machinery of the state governments, whichare fighting the war on the ground, is at the end of theirtether; it could fray any moment, thanks to the lack offinancial, human and knowledge resources. In between,this nation left the lakhs of guest workers to their fate,and many of them met with it while trekking their wayhome. It is not that there is no silver lining. There arestates such as Kerala and Karnataka that have resistedthe advance of the virus successfully. Dharavi, Asia’sbiggest slum where 8 to 10 people live in one facilityand use shared toilets, has chased the virus out, thanksto the determined efforts of the Brihanmumbai Munici-pal Corporation and the Maharashtra government.Bhilwara was an earlier success story. In a recent study, scien-tists have completedlarge-scale tests on a

new type of five-minuteurine test that measures thehealth of a person's diet, andproduces an individual'sunique urine 'fingerprint'.

Scientists at ImperialCollege London in collabo-ration with colleagues atNorthwestern University,University of Illinois, andMurdoch University,analysed levels of 46 differ-ent so-called metabolites inthe urine of 1,848 people inthe U.S.

Metabolites are consid-ered to be an objective indi-cator of diet quality - andare produced as differentfoods are digested by thebody, say the research team,who published their find-ings in the journal NatureFood.

The work was fundedby the U.S. National Insti-tutes of Health and HealthData Research UK.

Dr Joram Posma, authorof the research from Imperi-al's Department of Metabo-lism, Digestion and Repro-duction said: "Diet is a keycontributor to human healthand disease, though it is no-

toriously difficult to meas-ure accurately because it re-lies on an individual's abili-ty to recall what and howmuch they ate. For instance,asking people to track theirdiets through apps or diariescan often lead to inaccuratereports about what they re-ally eat. This research re-veals this technology canhelp provide in-depth infor-mation on the quality of aperson's diet, and whether itis the right type of diet fortheir individual biologicalmake-up."

The findings revealedan association between 46metabolites in urine, andtypes of foods or nutrientsin the diet. For instance,certain metabolites correlat-ed with alcohol intake,while others were linked tointake of citrus fruit, fruc-tose (fruit sugar), glucoseand vitamin C. The teamalso found metabolites inurine associated with di-etary intake of red meats,other meats such as chicken,and nutrients such as calci-um. Certain metaboliteswere also linked with healthconditions - for instancecompounds found in urinesuch as formate and sodium

(an indicator of salt intake)are linked with obesity andhigh blood pressure.

Professor Paul Elliott,study co-author and Chairin Epidemiology and PublicHealth Medicine at Imperialsaid: "Through carefulmeasurement of people's di-ets and collection of theirurine excreted over two 24-hour periods we were ableto establish links betweendietary inputs and urinaryoutput of metabolites thatmay help improve under-standing of how our dietsaffect health. Healthful dietshave a different pattern ofmetabolites in the urine thanthose associated with worsehealth outcomes."

In a second study alsopublished in Nature Foodby the same Imperial team,in collaboration with New-castle University, Aberyst-wyth University, and Mur-doch University and fundedby the National Institute forHealth Research, the Med-ical Research Council andHealth Data Research UK,the team used this technolo-gy to develop a five-minutetest to reveal that the mix ofmetabolites in urine variesfrom person to person.

Now China versus JapanThe dispute between China and Japan

is brewing in the East China Seaover the chain of Senkaku/ Diaoyu

islands which may trigger new politicaltension in Asia over the years.

China shares its borders with 14 coun-tries but it is in loggerhead with most na-tions over territories including islands.Tensions over the rocky chain, 1,200 miles(1,900 kilometres) southwest of Tokyo,have simmered for years, and with claimsover them dating back hundreds of years,neither Japan nor China is likely to backdown over territory considered a nationalbirthright in both capitals, CNN reported.

Both Tokyo and Beijing claim the un-inhabited islands, known as the Senkakusin Japan and the Diaoyus in China, as theirown, but Japan has administered themsince 1972.

But since mid-April, Japan has spotted67 Chinese government ships near the wa-ters of the islands. If Japan retaliates, itcould trigger a conflict that will even bringthe United States on to the table as Wash-ington is obligated to defend Tokyo, due toa mutual defence treaty signed betweenthe two countries, in case any foreign pow-er attacks the Japanese territory.

Last week's announcement from theJapanese coastguard that Chinese govern-ment ships had been spotted in the watersclose to Senakaku/Diaoyu Islands has fur-ther heightened fears of a possible con-frontation. In response to the increasedChinese presence, Yoshihide Suga, Japan'schief cabinet secretary, reasserted Tokyo'sresolve at a news conference last Wednes-day. "The Senkaku Islands are under ourcontrol and are unquestionably our territo-ry historically and under international law.

It is extremely serious that these activitiescontinue. We will respond to the Chineseside firmly and calmly," Suga said. In astatement cited by CNN on Friday, China'sForeign Ministry echoed that the Japanesegovernment's sentiments, from the reverseperspective. "The Diaoyu Island and its af-filiated islands are an inherent part of Chi-na's territory, and it is our inherent right tocarry out patrols and law enforcement ac-tivities in these waters," the statementread.

Similar comments were recently pub-lished in China's state-run Global Timesnewspaper. The report, titled "Japaneseconservatives disrupt recovering China-Japan ties by hyping Diaoyu Islands dis-pute," criticised attempts underway inJapan's Okinawa prefecture to change theadministration of the islands, noting itcould do serious harm to Japan-China rela-tions. Japan formally recognised the chainof islands as part of the Japanese sovereignterritory in 1895. A group of settlers manu-factured dried fish and collected feathers,with the islands having more than 200 in-habitants at one point, according to Japan'sForeign Ministry. Japan then sold the is-lands in 1932 to descendants of the origi-nal settlers, but the factory failed around1940 and the islands were eventually de-serted. The Japanese surrender at the endof World War II in 1945 only served to fur-ther cloud the issue. The islands were ad-ministered by the US occupation force af-ter the war. But in 1972, Washington re-turned them to Japan as part of its with-drawal from Okinawa. Meanwhile, self-governing Taiwan, which Beijing regardsas a Chinese province, also claims owner-ship of the chain.

The NDA crossed100 Rajya Sabhaseats on Friday, fur-

ther consolidating theBJP as India’s dominantpolitical force in its 40thyear. The BJP wasformed in April 1980 af-ter its members were ex-pelled from the JanataParty, the joint Opposi-tion force launched threeyears earlier to counteran authoritarian IndiraGandhi. One of its com-ponents was the JanSangh, launched in 1951.

According to its ownrecord, the Jan Sanghwas the result of three

events. First, the death ofSardar Vallabhbhai Patelin December 1950, sec-ond, Syama PrasadMookerjee’s resignationfrom the Nehru govern-ment, and the election,also in 1950, and subse-quent forcing out of P.D.Tandon as Congress pres-ident. Tandon was seenas a Hindu conservativeopposed to Nehru’s secu-larism, and after Patel’sdeath Nehru forced Tan-don to resign.

Another event, alsoacknowledged by the JanSangh as important to itsformation, was the ban-

ning of the RashtriyaSwayamsevak Sangh af-ter Mahatma Gandhi’s as-sassination in 1948 andthe arrest of its leaderM.S. Golwalkar. TheRSS was not registeredas a political organisationand the ban was lifted in1949, on the conditionthat it adopt a constitu-tion, that it agreed to do.

At this point, insidethe RSS, and published inits mouthpiece Organiser,there began a series of ar-ticles arguing why theRSS should participate inpolitics. Golwalkar’s so-lution was to not make

the RSS itself a politicalbody but to allow work-ers to set up a party.

DEHRADUN: With an increase of 103 COVID-19 cases, Uttarakhand's tallyof coronavirus cases reached 2,505 on Tuesday. According to the HealthBulletin issued by the Directorate of Medical Health and Family Welfare,Uttarakhand, the tally includes 1,541 cured and recovered patients while 920active cases are there in the state. 29 deaths have been reported due to thedisease in the state so far. The doubling rate for Uttarakhand in the pastseven days stood at 22.37 days while the percentage recovery for patients inthe state is at 61.52 percent, according to the Health Bulletin.

Bailey bridge nearIndia-China border inU'khand collapsesPITHORAGARH: A bailey bridge inthis district of Uttarakhand, nearly 50km from the Sino-India border,collapsed when a truck carrying a JCBmachine was crossing it, an officialsaid on Tuesday. The truck driver andthe JCB machine operator wereinjured as the 40-feet-long bridge, builtin 2009, crashed on Monday under thecombined weight of the truck and theJCB machine, SDM of Munsyari A KShukla said. The weight-bearingcapacity of the bridge was 18 tonnewhile the combined weight of the JCBmachine and the truck was 26 tonnes,he said. The SDM said the truck driverand the JCB machine operator havebeen admitted to a hospital inMunsyari. Around 15 border villages ofJohar Valley have been cut off. Legalaction will be taken against the truckdriver, the official said. Construction ofanother bridge will take at least 15days, the SDM said.

No case of illegalfelling in Chopal

HP Forest Minister Govind Singh Thakur onTuesday said that there were no case of illegalgreen felling in the Chopal area of Shimla district.

While reviewing ongoing projects in theChopal forest division through video-conferencing, he said that no case of illegal fellingwas reported during the year 2019-20 in Chopalforest division. This was made possible by theforest department by observing strict vigil, grouppatrolling and monitoring through drone cameras,he added.

State Forest Minister said that the decisiontaken by Chopal forest division to construct checkdam from pine leaves was a commendable step.

After the scientific study, efforts would bemade to replicate the same in the other parts of thestate. In the last three years, permission has beengranted in 114 cases under Forest Rights Act while15 cases under FCA, he said. Punjab Finance MinisterManpreet Singh Badal todaysaid that the shutting down ofthe loss-making and smoke-spewing Bathinda ThermalPlant will provide a windfallfor Punjab, paving the way forthe creation of the largestindustrial park in Punjab.

Addressing the mediapersons during a pressconference here today, theFinance Minister said thatwhile the Bathinda ThermalPlant was shut down threeyears ago due toenvironmental, economic, andadministrative issues, therecently approved plan willrevitalize and rejuvenate theeconomy of Southern Punjab.

The Finance Minister alsoinvited companies that arerelocating from China to investin the new Bathinda IndustrialComplex, stating that this willemerge as another industrialhub. Additionally, Bathindacity will gain 164 acres ofwater bodies and lakes thatwere earlier a part of thethermal plant. Similarly, thevacant power colony thatstretches across 280 acres willaccommodate the entire civil

and police lines. Moreover,Bathinda residents are alreadybreathing free of pollutionspewed by coal power plant, hesaid. The Finance Ministerstated that the BathindaThermal Plant, which wasinitially established in 1974,was the oldest in Punjab, and ithad outlived its original life of25 years. According to CentralElectricity Agency (CEA)guidelines, all non-viablethermal plants that haveexceeded a 25-year life spanare to be closed.

The cost of electricitygenerated at Bathinda was overRs 7.70 per unit, while thePunjab government isnowadays purchasing power atrates ranging between Rs 2.30-2.70 per unit, he said, addingthat the thermal plant was

running at a plant load factor ofonly 7.23 per cent, which madeit unviable. Also, the annualrunning cost of merelymaintaining the thermal plantwas over Rs 110 crore.

The Ministry of Forests hasalready asked thermal plants toinstall Flue-GasDesulfurization, SuspendedParticulate Matter (SPM), andmercury control equipment,failing which they would haveto pay a daily penalty of 18lakh per day. The state wouldhave to pay this additionalpenalty. Moreover, afterclosing down the thermal plant,not a single employee - be itregular or contractual - wasretrenched; and all employeeswere accommodated, hecategorically said. Elaboratingon the Punjab Cabinet's newdecision, Mr. Manpreet SinghBadal said that 164 acres ofwater bodies and lakes,established for the power plant,will now be connected to thewater supply system. Bathindarelies on canal water for itswater needs, and it has anexisting storage capacity of 10days of water supply. With theaddition of these lakes,Bathinda will increase thewater supply storage byanother 60 days. Secondly, the

280-acres power colony of thethermal power plant will beused to accommodate the entirecivil and policy administration,ranging from the DeputyCommissioner to Class-IVemployees. Otherwise, thesehouses would have fallen intodisuse. This shifting of civiland police lines will vacate 65acres of land in Bathinda city,making way to a CentralCommercial Complex that willbe the envy of entire Punjab, headded. Thirdly, 1320 acres ofland that was previouslyoccupied by the defunctBathinda power plant and ash-dikes, etc, will now beconverted into an industrialpark — which will be thebiggest in Punjab. The PunjabGovernment is approaching theUnion Government to establisha pharmaceutical park inBathinda, which could be oneof the three such parks in thecountry. Alternatively, a full-fledged industrial park will beestablished at the site.Bathinda, an education andmedicine hub, will also emergeas an industrial hub. Moreover,this park will also benefit fromthe existing railway line andcarriage facilities that wereearlier utilized by the thermalplant.

Punjab Government todayissued detailed guidelinesfor normal opening ofrestaurants, hotels and otherhospitality services. Earlier,Punjab Government had is-sued guidelines for phasedreopening of places of wor-ship, hotels, restaurants,other hospitality servicesand shopping malls. In the-ses guidelines the state gov-ernment has relaxed theconditions for opening ofall types of hospitality serv-ices.

Disclosing this here to-day, an official spokesper-son of Punjab Governmentsaid the restaurants are al-lowed with 'dine-in' facilitytill 8 pm with 50% occu-pancy or 50 guests,whichever is less. The man-agement would complywith the SOPs under whichrestaurants in hotels are al-lowed to serve food includ-ing buffet meals upto 50%of their seating capacity or50 guests, whichever is less.

In addition, the restau-rants would also be open topersons other than hotelguests but the timings forboth the hotel guests as wellas persons from outsidewould be till 8 pm. Howev-

er the bars in the hotelsshall remain closed butliquor could be served inthe rooms and restaurants,as permitted under the ex-cise policy of the State.

He further informedthat marriages other socialfunctions and 'Open-Air'parties in banquet halls,marriage palaces, hotelsand open venues could be

organised upto 50 persons.The number of guests ex-clusive of catering staffwould not exceed 50 per-sons. The size of banquethall and venue for 50 per-sons shall at least be 5,000sq. feet based on require-ment of 10' x10' area for aperson for the purpose ofmaintenance of adequatesocial distancing.

He added that the barswould continue to remainclosed in banquethalls/marriage palaces.However liquor could beserved in the function as perthe excise policy of theState. The SOPs for hotelsand other hospitality servic-es would be strictly fol-lowed. The management ofhotels and other hospitality

She said that the stateECCE Policy reaffirms thecommitment of the Govern-ment to provide integratedservices for the holistic devel-opment of all children, alongthe continuum, from the prena-tal period to six years of age.The Policy lays down the wayforward for a comprehensiveapproach towards ensuringsound foundation for survival,growth and development ofevery child with focus on careand early learning.
