Alliance Air to resume Delhi-Kullu flight from Jul 16 MUMBAI: Alliance Air, a wholly-owned subsidiary of Air India, on Thursday said it will resume its flight services to Kullu in Himachal Pradesh from New Delhi from July 16. The airline will deploy a 70- seater ATR aircraft to operate the services on the route, Al- liance Air said in a statement. The flight will operate three times a week -- Monday, Thursday and Saturday. Gangster Vikas Dubey arrested from Ujjain temple AGENCY BHOPAL/LUCKNOW, JUL 9 Gangster Vikas Dubey, wanted in connection with the Kanpur ambush in which eight policemen were killed, was arrested from Ujjain in Madhya Pradesh on Thursday, an of- ficial said. Madhya Pradesh Home Minister Narottam Mishra confirmed the de- velopment. He told reporters that Dubey is in the state police's custody in Ujjain. "Yes, we have arrested him and he is in our custody," the minis- ter said, without revealing how po- lice nabbed him. The minister did not confirm if the gangster, carrying a reward of Rs 5 lakh on information leading to his arrest, was nabbed from within or out- side the Mahakal temple premises. "Dont bring the temple into it. Inside the temple or outside it... he is arrest- ed from Ujjain, Mishra said. "We will share details after going deep into the matter. It is a matter of intelligence and we cant reveal it now, the minister said, when reporters asked if a priest or a security guard had identified the gangster. "It is a big achievement for the Madhya Pradesh police. They were on high alert after the Kanpur in- cident, Mishra said. Meanwhile, tem- ple sources said Dubey reached the temple gate in the morning and pur- chased a Rs 250 ticket from a counter near the police post. When he went to a nearby shop to buy 'prasad' for the deity, the shop owner identified him and alerted police, they added. When the policemen asked him his name, he loudly said "Vikas Dubey", following which the cops and private security personnel deployed at the temple nabbed him, the sources said. Eyewit- nesses said Dubey was accompanied by two associates. Police are yet to confirm this account. Amarinder seeks cancellation of final year college exams SP JAIN CHANDIGARH, JULY 9: Terming the Covid situation in the state non-conducive to the conduct of examinations, Punjab Chief Minister Captain Amarinder on Thursday said that he shall write to Prime Minister Narendra Modi and Union Home Minister Amit Shah seeking cancellation of ex- ams in universities and colleges in the interest and safety of the students. The Chief Minister said he will seek revoca- tion of the July 6 MHA orders on compulsory conduct of final terms exams in the universities/colleges by September, and withdrawal of the University Grants Commission (UGC) guidelines accordingly. Covid cases in Punjab are in- creasing every day and are pro- jected to peak in Septem- ber, Captain Amarinder pointed out, adding that he was not ready to risk the lives of the students in these circumstances. “How can we take the risk of exposing students by bringing them togeth- er for exams at this junc- ture?,” said the Chief Minister. He further said that ex- ams could not be held in online mode, which the UGC had sug- gested as an option, since a large section of the students in Punjab, especially in rural areas. No community transmission of COVID- 19: Dr Harsh Vardhan NEW DELHI, JULY 9 Union Health and Family Welfare Minister Dr Harsh Vardhan on Thursday sought to quell fears of community transmission of COVID-19 in the country, saying there is no such thing yet. "During our discus- sions today, experts again stated that there is no community transmission in India. There may be some localised pockets where transmission is high but as a country, there's no community transmission," the Union Minister said after a meeting of Group of Minis- ters in the national capital. Observing that currently, India has the third- largest number of COVID-19 cases across the globe, he said, "We need to understand this in perspective. We are the second most populated country in the world. Currently, India has 538 per million cases in India, as compared to the rest of the world, which has an average of 1,453. Similarly, in terms of deaths, we have 15 cases per million compared to the world's average of 68.7." Further sharing the details of the steps taken by the government to fight the pandemic, he added, "We have the best recovery rate in the world as well as the lowest fatality rate. Hry to reduce syllabus for Classes 9 to 12 CHANDIGARH: To make up for the loss of studies due to the coronavirus pan- demic, the Haryana govern- ment has decided to reduce the syllabus of Classes 9 to 12 in the current academic session. Education Minister Kanwar Pal said the government has instructed the Board of School Education to set up a panel in coordination with the State Council of Educa- tional Research and Train- ing, Gurgaon, to work out modalities for it. The government believes that in view of the coron- avirus situation, students should not feel any kind of burden or mental pressure, he said. It was a major factor taken into consideration when the decision was taken, which will be applicable to all schools affiliated to the board, the minister said.

Haryana registered 679 freshCovid cases on Thursday, rais-ing the infection tally to 19,369in the state.

According to an officialhealth bulletin, 151 new caseshave been reported from Guru-gram district, 85 from Sonepat,46 from Rohtak, 24 each fromKarnal and Palwal, 21 from Pa-nipat, 16 from Jhajjar, sevenfrom Jind and two fresh caseseach from Yamunanagar andPanchkula districts.

Of the 282 fatalities tillnow, 102 deaths have been re-ported from Gurugram district,97 from Faridabad, 20 fromSonepat, twelve from Rohtak,eight from Karnal, 7 each fromPanipat and Hisar, 5 each fromAmbala and Rewari, 4 eachfrom Bhiwani, Jhajjar and Jind,3 from Palwal, while 1 deatheach was reported from Nuh,Charkhi Dadri, Kurukshetraand Mahendergarh districts.

Gurugram district leads the

Of the 3,37,318 samples,19,004 have tested positive and3,12,272 negative, while the re-sults of 6,042 samples areawaited. There are 4,585 activecases in the state.

A total of 14,137 patients,including 5,228 from Guru-

As many as 1,11,266 pa-tients have been put under sur-veillance till date, of which62,742 have completed theirsurveillance period and only48,524 patients continue to beunder surveillance. The total19,004 positive cases included14 Italian nationals. Thirteen ofthem had been discharged aftertheir initial test came negativeand one later tested negative forCOVID-19. Haryana Director General of Police(DGP) Manoj Yadava on Thursdaysaid the number of heinous crimes, in-cluding murder, attempt to murder, da-coity, robbery, kidnapping for ransomin Haryana, declined 3.75 per cent inthe first half of 2020.

A total of 49,978 cas-es under IPC were report-ed between January andJune 2020 as against51928 cases during thecorresponding period of2019, he said, adding thatas many as 84.63 per centcases of murder, 100 percent of culpable homi-cide, 91.75 per cent of at-tempt to murder, 97.66per cent of hurt and 83.59 per cent ofkidnapping/abduction were success-fully worked out in first six months of2020.

Mr Yadava said that in overallterms, the crime against persons wentdown by 4.06 per cent during this pe-riod. The number of murder cases be-tween January and June went down to488 as compared to 590 in 2019, a dipof 17.28 per cent. However, the casesof attempt to murder also went downjust by 18 cases, from 467 to 449 dur-ing the same period.

Among more serious crimes, therewas a massive fall of 957 cases (18.56per cent) in cases of wrongful con-

finement of persons which went downfrom 5155 in 2019 to 4198 in 2020.Likewise, there was a drop of 23 cas-es in criminal trespass during the sameperiod. The cases of kidnapping/ab-duction of boys and men went down to88 cases in the first half of 2020 ascompared to 350 cases in 2019, a dipof 25.14 per cent.

Similarly, as far asthe crime against proper-ty concerned, there hasbeen a 9.67 per cent fallin the number of burgla-ry cases in January-June2020 as only 3258 caseswere registered as com-pared to 3607 cases in2019. However, there is adrastic fall in the numberof theft cases which re-duced from 11794 to

8123, a sharp drop of 31.12 per cent.The number of robbery cases also

fell from 667 to 500. There were 1023cases of snatching reported last year,but this year the count has stuck to670. Cases of dacoity too have been ina relatively better situation as it had re-duced by 10.66 per cent.

However, the section 188 of IPC,which deals with willful violation oflawful orders, has seen a sharp in-crease from 98 cases in 2019 to to4189 cases in 2020.

The DGP said that enhanced pa-trolling and close monitoring havehelped to bring down the crime rate.

Even as the state government pre-pared to launch its pilot Rapid Anti-gen Testing project in five of theworst affected districts from Friday,Punjab Chief Minister CaptainAmarinder Singh today gave thego-ahead for establishment of aPlasma Bank to facilitate Covidplasma therapy treatment, which isalready being carried out as anICMR trial project in the state’sgovernment hospitals.

Chairing a Video Conferencereview meeting of the Covid situa-tion in the state, the Chief Ministerapproved the establishment of thePlasma Bank under the supervisionand guidance of Dr Neelam Mar-waha, former Head of Blood Bankand Transfusion Medicine, who isalready involved in, and guiding,the Plasma Therapy Trials. ThePlasma Bank would serve as aready inventory source for serious-ly ill patients or those at risk of se-vere disease, and thus will enable awider range of adults to be treatedwith convalescent plasma. In total

15 patients have been recruited forthe trial, of whom 8 were givenplasma and rest 7 had been placedin control arm as per randomisationby ICMR. Five patients have re-covered completely and shall bedischarged soon. A total of 11donors have donated plasma so farof the 300 recovered patients, themeeting was informed.

Expressing concern over theincreasing violations of safetynorms in the state, many of themby political parties, the ChiefMinister said he will write to the

presidents of all the registered po-litical parties to seek their cooper-ation in checking large gatherings.He said he will also appeal tothem to avoid any actions thathave the potential to spreadCovid. Meanwhile, DGP DinkarGupta said the police had regis-tered cases against some of thepolitical parties for violation ofCovid safety norms and his de-partment was also planning towrite to all the parties not to in-dulge in such acts.

Pointing out that 258 caseshad been reported on Wednesday,with 11 PCS and other senior offi-cers, including CMO Sangrur,judges etc, infected so far, theChief Minister stressed the needto raise the guard even further. Amarinder gives go-ahead to set upplasma bank as covid cases on rise

First death due to corona in Sultanpur LodhiSULTANPUR LODHI (MK SHARMA ): A 54-yr-old man from Sultanpur Lodhi died due to corona virus epidem-ic. The case relates to Jwala Singh Nagar, in the city, where Ashok, a 54-yr-old man, was on dialysis for some time.Meanwhile, on July 8, after confirmation of Corona in him, he was taken to the private hospital in Jalandhar, wherehe died on the night itself during treatment. SMO Anil Kumar Manchada said that he was referred after the report camepositive during the investigation.

It is being told that the deceased person was a patient of kidney disease. According to Dr. Manchada, the Corona-born deceased person will be cremated by the medical team. Family will be included in the funeral as per the wish. Hesaid that at present about 10 people came in contact with the deceased and they have been quarantined, as well as teamshave been engaged to investigate other people as well.

If we talk from the industrialpoint of view, the main purpose of thiseconomic package, then I would liketo say that due to the shock causedby Covid, our industrial sector has topull out this region and take it to thepath of progress. So far, our MSMEsthrough banks working in HimachalPradesh. A loan of about Rs 1250crore has been disbursed toentrepreneurs under this economicpackage. 8 BSF jawans including onewoman among 11 corona+ve cases detected RAMESH KASHYAPFEROZEPUR: 11 cases of Corona+ve have been detected in Ferozepurincluding 8 BSF jawans of singlecheck post-Jallo Ke near Indo-Pakborder. Among 8 BSF jawans, one iswoman BSF jawan. As per theinformation, one jawan is infected dueto direct contact while the others arein contact with a positive cases.Earlier also one BSF official has beenreported as Corona positive, makingthe total to nine. With the detection ofnew 11 Corona positive cases, thetotal active cases have reached 54 inFerozepur district. So far, the activecases are 7 Mallanwala, 6Guruharsahai, 5 Mamdot, 1 Makhu,21 Talwandi and 12 at Zira. Due toan increased number of cases, theTalwandi and Zira towns have beenput under strict vigil restricting themovement by declaring as micro-containment zones. However, out ofthe total 142 positive cases in thedistrict, 84 Corona positive caseshave been cured and there had beenthree deaths also. Kharar MLA, KanwarSandhu has drawn the at-tention of the Punjab Gov-ernment to certain unfin-ished and neglected proj-ects at Radiala Village nearKharar in SAS Nagar Dis-trict. In a letter to Mr. Cha-ranjit Singh Channi, Minis-ter for Technical Education& Industrial Training, Pun-jab, the MLA has sought hisintervention in the unfin-ished and neglected proj-ects, which include the newITI building, defunct SevaKender, and a CommunityCentre.

Kanwar Sandhu saidthat the ITI building whichwas started on an approxi-mate three-acre plot almost10 years ago was lying un-finished and unless it wascompleted and put to use atthe earliest, it would soonfall apart. “The roofs areleaking and wild grassgrowing on roof tops. It is

possible that the building,which consists of 15-16rooms, is being used byanti-social elements/ drugaddicts at night,” he added.

The MLA said that Vig-ilance Inquiry into the newITI building should be com-pleted at the earliest. Clear-ly, the construction work onthe ITI building was under-taken without proper plan-ning, earthwork and level-ing as a result of which thebuilding is at a much lowerlevel than the area aroundit. He suggested that the

Vigilance Inquiry be put toa time frame and completedwithin 30 days.

Sandhu wanted a Com-mittee of technical expertsto be constituted to suggestways and means to put theITI building to use by cre-ating a water body/ rainharvesting reservoir aroundit. He demanded that theconstruction of the buildingshould be finished in thenext four months so that thecurrent Girls’ ITI at Radialabe shifted to the new build-ing by January 1, 2021.

Presently, the Girls’ ITI atRadiala (shifted fromKharar) was functioningfrom tin sheds which wereadded to an old schoolbuilding. The MLA sug-gested that a Girls StitchingCentre could be started inthe old building.

Sandhu said that anoth-er building of a Communi-ty Centre was also lyingunfinished in Radiala. Thefoundation stone of thiswas laid by S. Ujagar SinghBadali in August, 2015.“This project should also

be completed in a giventime frame by release ofrequisite funds, “ he added.

The MLA also visitedthe Seva Kender at Radialawhich was non-functionaland in a state of neglect.This is one of the centresclosed down by the Gov-ernment two years ago.Even though the buildingwas in fine shape, thedoors, furniture and equip-ment were lying brokenand littered all over theplace.

Seven more COVID-19deaths in RajasthanJAIPUR: Rajasthan reported sevenmore COVID-19 deaths and 149 freshcases of coronavirus infection onThursday, taking the death toll to 489and total tally to 22,212, officials said.There are 4,846 active cases in thestate. While three deaths were reportedin Pali, two were in Jodhpur, one each inNagaur and Udaipur. In Jaipur alone, thedeath toll due to coronavirus infectionhas increased to 169 followed by 64 inJodhpur, 40 in Bharatpur, 26 in Kota, 22in Ajmer, 18 in Bikaner, 15 in Nagaur, 15in Pali and 11 in Dholpur. According anofficial report, 29 new cases werereported in Nagaur, 25 in Jaipur, 21 inAlwar, 20 in Ajmer, 16 in Bharatpur, 13in Bikaner, 11 in Dausa and eight inJhunjhunu besides cases in otherdistricts. A total of 16,504 people havebeen discharged after treatment.

SC pulls up Maharashtragovernment on plightof migrant labourers

The Supreme Court has askedMaharashtra government to fileproper affidavit and adjourned thematter for further hearing on nextFriday. During the hearing, senioradvocate Kapil Sibal told theBench that a national plan forCOVID-19 is needed. SolicitorGeneral Tushar Mehta said that thenational plan for COVID

management as sought in apetition filed by the Centre forPublic Interest Litigation (CPIL)through advocate PrashantBhushan is already on record.Mehta stated that government hasCOVID-19 containment plan also.The apex court stated that the sameissue had come up earlier also andat that time, national plan was notplaced on record, now they'veplaced it. Supreme Court toldSolicitor General Tushar Mehta tosupply the affidavit detailing theissues to other parties. Mehtastated that the latest affidavit wasfiled on July 6. He said that in theaffidavit it was stated that themigrants who wanted to leaveearlier have now decided to stayback in the cities of theiremployment as the state opened upemployment opportunities. terests in the mining industry. Butthe anger over the treatment ofAfrican workers in Chinese miningcompanies has triggered a burgeon-ing diplomatic crisis and exposedthe exploitation as well as unethicalpractices adopted by Chinese em-ployers in the African nation.

The recent incident of shootingof Zimbabwean workers by theChinese mine owners, once again,has been dogged by controversywith gross human rights violationsand safety norms for mining work-ers. On July 1, a Zimbabweanrights group slammed Chinese-runmining companies of "rampantabuse" after two workers were shotand wounded, allegedly by theirChinese boss, after they com-plained about outstanding wages.

The incident was captured onvideo and shared on Twitter whichfurther caused a widespread rage inthe country. The Chinese nationalhas been charged with attemptedmurder and released on bail.

"The problem of ill-treatmentof workers is systematic and wide-spread and what that shooting didwas to expose the rampant abuse ofworkers. Wages are often very lowand in many cases are not paid ontime. If someone tries to exercisetheir right as a worker and demand

In February, a groupof local miners at a Matobo-basedfirm in Matabeleland Southprovince complained of their firingfrom jobs by Chinese employers ina court. Workers accused their Chi-nese employer of gross humanrights abuses ranging from beatingand unfair dismissals.

According to a new study, young children withnarrow retinal artery diameters were more likelyto develop higher blood pressure, which made

them more vulnerable to develop retinal microvascularimpairment during early childhood. The first study toshow this connection in children was published todayin Hypertension, an American Heart Association jour-nal.

High blood pressure, themain risk factor for the devel-opment of cardiovascular dis-ease (CVD), can manifest asearly as childhood, and theprevalence of high blood pres-sure among children continuesto rise. In previous studies,analysis of blood vessels in theretina has shown promise as apredictor of CVD risk amongadults. In the study titled,"Retinal Vessel Diameters andBlood Pressure Progression inChildren," researchers sought to predict the develop-ment of high blood pressure in children over four yearsbased on retinal blood vessel measurements.

"Hypertension continues as the main risk factor forthe development of cardiovascular diseases and mortal-ity," says Henner Hanssen, M.D., the study's lead au-thor and a professor in the department of sport, exerciseand health at the University of Basel in Switzerland."Primary prevention strategies are needed to focus onscreening retinal microvascular health and blood pres-sure in young children in order to identify those at in-creased risk of developing hypertension. The earlier wecan provide treatment and implement lifestyle changesto reduce hypertension, the greater the benefit for thesechildren." Researchers screened 262 children ages sixto eight from 26 schools in Basel, Switzerland, in 2014,

for baseline blood pressure and retinal arterial measure-ments. Both measures were taken again in 2018. Bloodpressure measurements at both baseline and follow-upwere performed in a sitting position after a minimum offive minutes of rest and were categorized based on theAmerican Academy of Pediatrics' blood pressureguidelines. These guidelines utilize the same measure-ments as the American Heart Association/American

College of Cardiology 2017Guideline for the Prevention,Detection, Evaluation, andManagement of High BloodPressure in Adults.

Results from the analysisindicate:

- Children with narrowerretinal vessel diameters atbaseline developed higher sys-tolic blood pressure at follow-up;

- Retinal vessel diameterscould explain 29 -31 per cent

of the changes in systolic blood pressure progressionbetween 2014 and 2018;

- Children with higher blood pressure levels atbaseline developed significantly narrower arteriolar di-ameters at follow-up, depending on weight and car-diorespiratory fitness; and

- Initial blood pressure measures explained 66-69per cent of the change in retinal arteriolar diameterfrom baseline to follow-up.

"Early childhood assessments of retinal microvas-cular health and blood pressure monitoring can im-prove cardiovascular risk classification. Timely pri-mary prevention strategies for children at risk of devel-oping hypertension could potentially counteract itsgrowing burden among both children and adults," saidHanssen.

AHindu temple plannedfor Islamabad, thecity's first, was sup-

BHEL commissions first solar PV plant forrail traction applicationNEW DELHI: Bharat Heavy Electricals Ltd (BHEL) has successfullycommissioned a 1.7-megawatt solar photovoltaic plant at Bina in MadhyaPradesh for the Indian Railways. The plant will directly feed power to tractionsystems of Indian Railways. BHEL said the project is a landmark achievementas this is the first time that solar power is being directly used for tractionapplications. Tata Steel said on Thursdayits production and salesvolumes in the first quarterended March were lower asthe outbreak of COVID-19and ensuing mobilityrestrictions severallyimpacted industrial activityand consumer sentimentacross all geographies. Theproduction volumes in Indiafell to 2.99 million tonnes inQ1 FY21 from 4.5 milliontonnes in Q1 FY20, in Europeto 2.14 million tonnes from2.65 million tonnes and insoutheast Asia to 0.39 milliontonnes from 0.57 milliontonnes. On the other hand,sales volumes in India weredown to 2.92 million tonnesfrom 3.96 million tonnes inQ1FY20, in Europe to 1.94million tonnes from 2.26million tonnes and insoutheast Asia to 0.42 milliontonnes from 0.62 milliontonnes. In India, capacityutilisation of upstreamfacilities was adjusted toabout 50 per cent level inApril while downstream unitswere closed. "With thephased opening of theeconomy, utilisation levelshave been ramped upgradually to around 80 percent level by end of June.Downstream facilities havealso been restarted and are

being ramped upprogressively, the companysaid in a statement. Tocounter the closure of theIndian markets in April andMay, exports were ramped upsignificantly by tapping newmarkets and improving thesupply chain capability andwill constitute around 50 percent of total sales volume inQ1 FY21. Legendary Indian skipper Mithali Rajfeels the COVID-19 forced break mayhave pushed back the growth ofwomen's cricket by at least two years.

Mithali, Indian women's ODI cap-tain and the world's highest run-getter in50-over cricket, also said that a full-fledged women's IPL is still at least threeyears away although a fourth team canbe added for the Challenger series.

"Unfortunately, women's cricketmay have been set back by a couple ofyears by this pandemic as some of themomentum that had been built betweenIndia's success in World Cup 2017 andWorld T20 2020 has been lost," the 37-year-old Raj said during a webinar.

The Asian Cricket Council(ACC) on Thursday an-nounced the postponement ofthe Asia Cup 2020 due to thecoronavirus pandemic.

In a statement, ACC saidthat its Executive Board meton multiple occasions to eval-uate the impact of theCOVID-19 pandemic on theAsia Cup tournament whichwas scheduled to take place inSeptember this year.

"From the onset theBoard was keen on organis-ing the tournament as per theoriginal schedule. However,travel restrictions, country-specific quarantine require-ments, fundamental healthrisks and social distancingmandates have posed as sub-stantial challenges to theholding of the Asia Cup," thestatement read.

"Above all, the risks re-lated to health and safety ofparticipating players, supportstaff, commercial partners,

fans and the cricketing com-munity were deemed to besignificant. Accordingly, theBoard, after careful consider-ation of all the above factors,has determined that the AsiaCup 2020 be postponed," itadded.

ACC further stated thatconducting the event in a re-sponsible manner remainstheir priority and the Board ishopeful that the tournamentwill be held in 2021. "The

ACC is currently working to-wards securing June 2021 asa suitable window for thesame," it said.

ACC then added thatPakistan Cricket Board(PCB) has exchanged hostingrights for the tournament withSri Lanka Cricket (SLC) andconsequently, SLC will nowhost the rescheduled AsiaCup expected in June 2021while the PCB will host theAsia Cup 2022.
