He also called for a detailed inquiry into the contract. C h i d a m b a r a m demanded that there should be a public debate on how the prices negoti- ated for each aircraft by the Congress-led UPA government "have gone up by three times" in the deal negotiated by the BIP-led NDA dispensa- tion. "We think the matter is serious enough that there should be a public debate and a detailed inquiry into it. That is why the Congress president (Rahul Gandhi) has raised it," he said. The former finance minister alleged that the Cabinet Committee on Security was not taken into confidence by the government before sign- ing the deal. "There are several questions, which need to be answered. There is a defence procurement pro- cedure that was com- pletely bypassed. There was a Contract Negotiation Committee that never met for this deal. There is a Price Negotiation Committee which was never called to meet. "Above all, there is a Cabinet Committee on Security, which has to approve any defence pur- chase of this size. None of these committees were involved, the ministers didn't know about it," he told reporters at the Congress office . The contract was announced in April 2015 by keeping everybody in the dark, Chidambaram alleged. "The UPA contract priced the Rafale jets at Rs 526 crore per aircraft and the NDA contract priced them at Rs 1,670 crore per aircraft. If these numbers are correct, will someone explain why the prices jumped three times? The government says it is a secret agree- ment. But a Dassault Aviation report has already quoted the price," he said. Chidambaram said the deal was made by stating that the aircraft were being brought in a fly- away condition on "emer- gency purpose" as the squadrons of the Indian Air Force are depleting, but "not a single aircraft" has arrived in India so far. "If they wanted the aircraft on an emergency purchase basis, they would have ensured that the first aircraft lands in the country within a few months. So, this is cer- tainly not an emergency purchase," he said. During the UPA deal, he said, there was a clause that offset obliga- tions of Dassault Aviation would be performed by state-owned Hindustan Aeronautics Ltd (HAL). But, under the new contract by the NDA gov- ernment, Dassault was given the opportunity to choose its offset partner and it had picked a pri- vate company for this purpose, the senior Congress leader said. "Under the UPA gov- ernment deal, technology was to be transferred to HAL and it was to make 108 aircraft... But, under the NDA contract, there was no transfer of tech- nology and HAL has been completely kept out of the agreement," Chidambaram alleged. "Why didn't the gov- ernment ask Dassault to choose HAL as its offset partner and why there is no transfer of technolo- gy? There are no answers to these questions," he said. Chidambaram said the charge by the BIP that previous governments, too, did not disclose the price of defence acquisi- tions is completely base- less, as the UPA govern- ment had "time and again" disclosed the prices of such deals. "We had revealed the prices of INS Vikaramaditya, the Sukhoi and Mirage aircraft on the floor of Parliament. "All of these taken together leads to great sus- picion. Why is the govern- ment so secretive about the price and why are they refusing to answer ques- tions and coming up with lame excuses?" he asked. Presidency Univ impasse: Agitating students to undertake signature drive PBD BUREAU KOLKATA, AUG 25 A section of students of Presidency University, who have been demand- ing accommodation in the Hindu hostel which is presently under repair, on Saturday said they will launch a signature cam- paign apart from continu- ing with their sit-in to bol- ster their demand. Around 50 students have been agitating in the university campus since Augist 3. A spokesman of the agi- tating students, Subho Biswas said, the boarders will launch a signature campaign among the uni- versity students from Monday to raise aware- ness about the difficulties faced by the boarders of the Hindu Hostel and the reasons behind the current stir. "While continuing the sit-in, we will take the bat- tle among the students in general and seek their opinion about the future course of action by under- taking a signature cam- paign. We will then organ- ise a mass convention in the first week of September and based on the feedback from these two campaigns, we will decide whether to approach any higher authority to address our demand," Biswas, one of the 50 boarders, said. Ayan Chakraborty, an activist of students' body I n d e p e n d e n t Consolidation (IC), said a part of the corridor of the university building has been turned into a makeshift hostel without causing any difficulty to anybody. He said there had been no further com- munication with Vice Chancellor Anuradha Lohia or any varsity offi- cial on the issue after the V-C talked to them on August 8. "The V-C talked to the students last week but on a different issue and the hos- tel agenda did not figure," he said. A university spokesman said, "We have already explained the situ- ation to the students. We had promised to them that the Hindu Hostel can be thrown open to them only after PWD declares it fit for use after renovation. We can only hope they will understand the situation." A group of 36 teachers of the university had earli- er urged the agitating stu- dents to withdraw their stir promising them to monitor renovation work of the Hindu Hostel build- ing and go back to the rented premises at New Town, about 18 km away from the university cam- pus, for the time being. "We are not disrupting the academic or adminis- trative work. We are just staying at a particular place in the campus," Chakraborty said. The students claimed that renovation in two of the six blocks of the Hindu Hostel building has already been completed and they should be accom- modated in these two blocks. The Hindu Hostel, adjoining the College Street institution, had been shut down for repairs on July 29, 2015 and 150 boarders were shifted to a rented accommodation at New Town. Chidambaram supports Rahul Gandhi for anti-Sikh riot comment PBD BUREAU KOLKATA, AUG 25 SENIOR Congress leader P Chidambaram on Saturday came out in sup- port of his party presi- dent's comment on the 1984 anti-Sikh riots and said Rahul Gandhi cannot be held responsible for something that took place when he was 13-14 years. Chidambaram, who is on a visit in the city, said former prime minister Manmohan Singh had apologised in Parliament as had former party chief Sonia Gandhi for the "ter- rible thing" (anti-Sikh riots) that took place when the Congress was in power. Rahul Gandhi, who is on a two-day visit to the UK, had told an audience of UK-based parliamen- tarians and local leaders in London on Friday that the incident was a "very painful tragedy", but dis- agreed with the view that the Congress was involved. Chidambaram said, "Congress was in office in 1984, nobody is denying that. A very terrible thing happened in 1984 for which Dr Manmohan Singh has apologised in Parliament. We are not saying that the Congress is absolved. Mrs (Sonia) Gandhi has also apolo- gised and on numerous occasion, some of us have also said what happened in 1984 was a terrible thing." Woman arrested for trying to ‘kill’ two salesman, PBD BUREAU KOLKATA, AUG 25 A woman has been arrested fiom the New Alipore area of the city for allegedly trying to "kill" two salesmen of a kitchen-chimney company when they went to her home to receive payment for a prod- uct she had purchased a month back, police said on Saturday Madhumanti Saha, in her 50s, has been arrested from her residence in New Alipore's P-block for allegedly spiking drinks she had offered to the two salesmen Amit Chakraborty and Somnath Mondal of a chimney compa- ny when they went to her home yesterday to receive payment for the chimney, a senior officer of Kolkata Police said. Amit Chakraborty fell unconscious after having the "spiked" drink while Somnath say police seeing him in that state tried to contact his seniors but was stopped by the woman, the officer said quoting the com- plaint of the company. "First the woman tried to snatch Somnath's phone and unleash her dog on him when he tried to contact his senior officials," the officers said. Somnath, somehow, man- aged to escape and went to the New Alipore Police station and then rescued Amit in an unconscious-state and admit- ted him to a nearby hospital, he said. The police arrested the woman after the company lodged a complaint against her in connection with the matter. "She had purchased a chimney last month and paid the amount through a cheque which bounced. When she was informed about the mat- ter, she said she will be paying the amount in cash and had invited officials from the com- pany," the Investigating officer (IO) in the case said. One killed during panchayat chief election KOLKATA, AUG 25 ONE person was killed and 10 others were injured when two groups clashed during the election of a village panchayat pradhan (chief) in North Dinajpur district today, police said. Two groups clashed dur- ing the election of the pan- chayat pradhan of Panditpotta village, they said. The two groups attacked each other with stones and bricks in which one person was killed 10 were injured, police said. They said the injured per- sons have been admitted to Islampur hospital and six per- sons have been arrested in connection with the clash. Dinajpur district today, policesaid.
