At the March 14th meeting Matthew Keeling of the Central Coast Water Board will discuss the pending development and implementation of salt and nutrient management plans as called for within State Water Resources Control Board Resolution No. 2009-0011 (aka, Recycled Water Policy). As part of the discussion, he will summarize various aspects of the stakeholder driven process (as outlined within the Recycled Water Policy) including potential pitfalls and benefits. The stakeholder driven process provides a unique opportunity for local and regional stakeholders, particularly municipalities, to shape the development of appropriate and effective management strategies to address salt and nutrient issues within their watersheds. Life as I find itLife as I find itLife as I find it Bicycling as a means of viable transportation is becoming a reality.

People on bike committees will wonder what rock I crawled out from under to make this statement. However, save for the u ber progressive cities like Santa Barbara, many communities have yet to create a functional bicycle infrastructure. It isn’t that these communities dislike the idea; it just takes a lot of money to create the infrastructure and lane modifications, along with time for drivers to adjust and share the road with cyclists.

Motorists so seem less resentful of cyclists than they use to. Sharing the road is considered reasonable, especially with the growing “green” movement and rising cost of gas. You know they are thinking: One more bike, one less car, more room for me! It helps that the bike groups have stopped antagonizing motorists with bike parades designed to jam traffic in downtown areas; which did nothing but inflame commuters disdain for two wheelers.

And just when we are getting close to functional, now everyone is going to complete streets! Paso is turning their 21st into a complete street. Apparently the cyclist-motorist relationship has been improving so much, that our legislators now believe we need to accommodate not just bikes, but pedestrians, buses, cars, fish and wildlife, and roller bladers.

Frankly, I think we need to temper our aspirations a bit. I’m not clear on why we need to accommodate pedestrians. Talk about slow moving, brother. But I digress.

Here are some notable improvements from around our two counties:

The City San Luis Obispo was awarded the distinction of being a “SILVER Bicycle Friendly Community” by the League of American Bicyclists.

The City of Pismo Beach Bicycle and Pedestrian Master Plan lists 22 bike path projects on their future projects list.

Lompoc’s River Bike Path, or River Bend Bike Path Extension, is approximately 2.25 miles and connects the northeastern edge of the City with the southeastern edge, along the west bank of the Santa Ynez River.

Some of the planned paths and trails take cyclists closer to places many would like to go along – creeks, streams and rivers, across open land, and through forests. Many places have only been accessible to hikers. The Bob Jones trail in SLO County takes you through some beautiful areas along San Luis Creek and through the surrounding riparian habitat. Not to mention Avila’s breath-taking wastewater treatment plant.

Paso Robles has been adding section after section of bike path around that wonderful town. A once treacherous section of Vine Street now sports a colorful new set of bike lines on all new pavements.

Getting around on a bike has always been a bit of a challenge, even for the alert and nimble riders. But for the regular Joe and Jane, biking to work is a mixture of bikes, cars, caffeine, and cell phones – making for a daunting experience. So the more bike lanes created, the safer and fewer incidents require them to mix. I admit skepticism when the movement to accommodate bikes began. I struggled to envision motorists and cyclists truly sharing the roads. I can see now that I underestimated.

There remain some obstacles to be overcome: mostly money and still some attitudes. But communities have spent a lot of money, time, and effort, and it has paid off handsomely.

Well I’m almost to work, so I need to wrap up this column and finish a few texts before I pull into the lot. See you all next month!!
