The West Hollywood Global Mastermind Groups are operated by Harmony Solutions International. GMG is based on the Entrepreneurial Operating System (EOS) and Lean Start-Up methodology. We are continually researching (so you don’t have to) and implementing (with laser focus) best business practices.

There is so much in this issue of West Hollywood WORKS

to tout! Our Membership has grown by 20% since

Leslie Espinoza took the helm as Membership Relations

Manager. She has skyrocketed our social media and

marketing efforts, increasing the value of a membership

and public awareness of your brand. This Chamber is

one of the few in the country with an “ala carte” approach to your membership.

This new Dues structure allows you to pick the package that best suits your

needs as a business and had proven valuable to our members. If you have not

seen our news Dues Structure, check it out on pages 20 and 21.

Our award winning website is now receiving 20,000 lead referrals per day

from the online Business Directory. Not only can we now track how many go to

your listing, we can also see if they went to your website, mapped how to get

to you and your social media engagement. Call Enoch for your stats and find

out how your listing is doing!

Sandra Barsoum, Director of Development led our Eat Shop Play campaign,

along with Board Director, Maxine Tatlonghari. Read her article on pages 22

and 23 about all our great Members who made that happen! With so much in

the works, thank goodness for Enoch Miller keeping us all organized.

Last month your Chamber Board of Directors completed an inspiring

planning retreat, amply themed “Getting Back to Business” at the gorgeous

Sofitel Hotel. Led by facilitator and Chamber Member, Greg Stuart of Harmony

Solutions, the strategic planning session was one of the best we have ever

experienced and focused the organization’s goals and priorities for the next 15

months.

We appreciate each and every member, and we are grateful for our Board of

Directors that leads with vision and encourages us to take bold strides in order

to meet the challenges businesses face in today’s marketplace.

How to Use Your Membership

Committees are a big part of the West Hollywood Chamber of Commerce’s programs and strategic planning. By actively participating in a committee, you can bring your talents to the table and help shape and plan Chamber programs and events. Committee participation is a great way for Members to network, promote their business and meet fellow Chamber Members. We encourage you to join a committee, learn more about them or simply attend a meeting to see what they are about. Committees typically meet once a month and offer various opportunities for Chamber Members.

Governmental Affairs Committee The Governmental Affairs Committee (GAC), representing business in government, reviews various requests for project support and discusses other governmental issues affecting the business community. *Ideal for members interested in civic, government and local legislation*

Member Relations/Ambassador Committee This committee works to retain and increase Membership by assessing and accommodating the needs of Members. This Committee strengthens Member relations by welcoming new Members and assisting all Members in utilizing their benefits. This Committee actively communicates with Members and is a great way to meet people. *Ideal for members interested in networking, fostering relationships and strengthening relations*

Special Events CommitteeThis committee assists in planning the Chamber’s Special Events. The Chamber has three major events each year that acts as fundraisers for the Chamber. They are the Annual Member Meeting and Board Installation, State of The City and Creative City Awards. Ideas, planning and strategies are discussed and created in these meetings*Ideal for event planners, creative planners and members interested in social events*

Finance CommitteeThis committee oversees financial records and reports the monthly financial status to the CFO of the Board of Directors. The Committee also will from time to time consider special fundraising and special spending requests. Finance Committee meets quarterly. *Ideal for members working and interested in the financial sector*

Health Fair CommitteeThis committee successfully assisted in the planning of the annual Health Fair which will be held on March 21st. Committee members participate in all aspects of planning and executing the event. *Ideal for members in the health, wellness and fitness industries*

Marketing/PR CommitteeThis committee helps shape the strategic plan for promoting our Chamber and its members through social media, social business, quality content, marketing campaigns and blogging for the websites. *Ideal for members interested in social media, online marketing, publicrelations and graphic design.

EMV Liabilty and What It Means for Your Business

What is EMV? The letters stand for EuroPay, MasterCard and Visa. EMV is a fraud-resistant computer chip designed to replace the fraud-prone magnetic stripe card authentication process for POS (point-of-sale) terminals. EMVenabled cards contain a computer chip that generates an encrypted code to identify the customer when inserted into the card reader or tapped for contactless acceptance. The chip generates a new code each time it’s used.

How to identify an EMV chip? You can identify an EMV card by the small metallic square, or chip, that is located on the front of the card.

Why should I care about EMV? On October 1, 2015: Vendors & merchants who do not update to chip-reading POS (point of sale) systems are liable for the fraud if a chip card is used as magnetic stripe. Currently, the card-issuing company is responsible for the cost of fraud.

How does this benefit my business? Consumers will increasingly be switching to EMV chip cards over the next year. More merchants will begin accepting EMV chip cards, a move that helps businesses as well as customers. After October 1, 2015, the major credit card payment networks may hold merchants who have not upgraded to EMV financially liable for “card-present counterfeit” transactions.

How your business can prepare? Talk to your POS provider about how they plan to adapt their hardware and software to meet the new EMV standards. Your vendor should be knowledgeable about EMV and currently preparing to roll out the software updates and new hardware required to ensure that their customers will be able to support chip-and-PIN by the deadline.

The West Hollywood Chamber of Commerce (WHCC) debuted an outdoor, print and online media campaign that promoted the successful shop local program for West Hollywood retail, restaurants, hotels, and nightclubs as a lifestyle brand. This campaign was made on the West Hollywood Chamber’s nonprofit budget through inkind donations, which after assessing the costs is easily valued at a quarter of a million dollars. On a chilly morning, with a call time at 6:00 am, photographers, production teams, models, hair/makeup artists, and stylists

(all local West Hollywood businesses) gathered at The London West Hollywood for a professional photoshoot sponsored by the West Hollywood Chamber of Commerce. With three photomontages to be completed by 4:00 pm that day being expeditious was paramount to be on time, on point and at our Weho best! Each video montage throughout the day captured the essence of the West Hollywood shop local program: EAT SHOP PLAY. Models were hired to depict both LGBT and straight couples enjoying the unique diversity of the city’s culinary fare, hospitality options, retail and nightlife.

With art direction expertly crafted by Ruben Esparza of Red Studios, the first photomontage of the day quickly began on the rooftop deck of The London with photographer Jon Viscott capturing the moments through his lens. Male models dressed in LASC clothing and groomed by 18|8 Fine Men’s Salon wade in the pool as they grab a bite to eat, highlighting “EAT WEHO” and “SHOP WEHO”.

“PLAY WEHO” continued with male models grabbing a drink in the hotel bar and female models taking selfies with makeup artfully applied by Marco Pelusi Hair Studio. Gals flirt in their brand new clothing they purchased at Nicole Miller before going out to the famous Sunset Strip in West Hollywood. The modelsromp in a newly remodeled London suite sharing their experiences of the evening on top a luxurious London West Hollywood king size bed. This campaign was successful from the combined efforts of Maxine Tatlonghari of Vanity Girl Hollywood and the Chair of the Marketing Committee, artistic guru Ruben Esparza of Red Studios who conducted the Art Direction, and the professional talent of photographer Jon Viscott. Public Relations efforts from

expert Steve Valentine of Valentine Group PR garnered editorial press, and our sponsors Frontiers and LA Independent graciously provided advertising. Our campaign caught the attention on Clear Channel Outdoor and grabbed great street impressions from digital posters, billboards and bulletins from July 20th thru September 9th. Ribbon Cutting Ceremonies What is a Chamber ribbon cutting?A ribbon cutting is the ceremonial opening of a brand-new or newly-renovated/relocated business that has opened within the last six months. It can inaugurate an organization’s first day of business or it can take place weeks after the business’ soft opening. Because the ribbon cutting marks a very significant moment in the business’ history, this is also a great photo opportunity. The ceremony gives the business owner or manager a chance to say a few words to those gathered. Business owners have used this time to publicly thank their financial backers, their employees, their friends and family, and/or their business partners. They also take the opportunity to showcase their business to the community and to talk about what their business does. Governmental Affairs and Business Advocacy

On Minimum WageNew minimum wage laws have been put into effect in Los Angeles and will soon be implemented in LA County creating significant political and economic pressure. Many other surrounding municipalities will follow suit. West Hollywood is essentially a small island in the midst of all of these communities, puting our local business community at a significant disadvantage as we must recognize the pressures of the surrounding social and political landscape. The City of West Hollywood and the West Hollywood Chamber of Commerce (WHCC) recognize that we must be at or near parity with our surrounding communities or risk losing the ability to recruit good workers and maintain stability in our workforce. Accordingly, the likelihood that our City Council will propose an increase in the minimum wage inWest Hollywood is great. The City of Los Angeles has enacted an increase to minimum wage over the next 5 years, from $9 an hour to $15 an hour by 2020 and Los Angeles County quickly followed suit. The 67 percent increase from the current State of California minimum will be phased in over five years, first to $10.50 in July 2016, then to $12 in 2017, $13.25 in 2018 and $14.25 in 2019. Businesses with fewer than 25 employees will have an extra year to carry out the plan. Starting in 2022, annual increases will be based on the Consumer Price Index (CPI) average of the last 20 years.

The City of West Hollywood began discussions last year and continues to evaluate the studies conducted by the City of Los Angeles and County as well as the proposed increases and timelines in an effort to develop their own plans for addressing the minimum wage issue. At the September 8, 2014 city council meeting, the council adopted a resolution in support of an increase in the federal minimum wage and directed the city manager to provide information and analysis regarding wages in West Hollywood. One of the main recommendations of this item was that staff conducts a comprehensive study to determine the wages currently being paid in West Hollywood. Given the unique landscape of our business community and our geographical position as a small island surrounded by Los Angeles and Los Angeles County the true economic impact of any increases of this type will be distinct and demands careful review and consideration. In a recent statement, the WHCC expressed concerns regarding a lack of any formal research being conducted with the business community. In order to take any position, the Chamber would like to see a balanced, thoughtful and well-executed plan for a wage increase that takes into consideration not only the needs of the employees, but also what the businesses need in terms of incentives, tax breaks etc., the overall benefit to the community, the unique concerns presented by our hospitality industry and the compensation of tip-wage earners, as well as the impact to non-profits.

The issue of any minimum wage increase is complex. Rather than simply follow what our neighbors have implemented in terms of increases and timeline, the Chamber has encouraged the West Hollywood City Council to implement a local minimum wage rate and timeline equitable to our market, the industry’s most prevalent in our community and the composition of our small businesses. WHCC believes any discussion of wage increases must be part of a larger plan with concrete steps to grow our economy, increase private sector jobs, and bring new businesses to West Hollywood. It must also look at the small business model, nonprofits and gratuity wage earners and how these impact a community predominately comprised of hospitality industry businesses. Across-the-board increases without recognition of these particular issues could have significant and unfortunate consequences for much of our business community and, in turn, the city itself. WHCC has been raising these concerns from our local businesses with the City Council and has urged them to look towards creative solutions and incentive programs to help minimize the economic impact that would result from any movement on minimum wage. We recognize the realities of today. It is impossible to ignore the public dialogue on this issue that seeks to address poverty and attempts to define a living wage. The call to action has been made and we all must work together to seek solutions to improve our economic competitiveness with our neighboring cities and ensure job growth for West Hollywood. The West Hollywood Chamber looks forward to working with city leaders in a creating a strong and thriving economy.

New configurations and traffic lights planned for Santa Monica BoulevardAt the August 17th West Hollywood City Council approved major modifications to the traffic signals and crosswalks along Santa Monica Boulevard between La Cienega Boulevard and San Vicente Boulevard to address pedestrian safety and traffic flow down in this busy road segment. As a community we all believe that public safety is paramount and continued vigilance in monitoring and implementing new measures are part of our core values. Pedestrian safety in particular involves a complex set of issues that include a multi-modal approach. Proposed solutions must take into account a range of issues including: the location of encounters with cars, site lines and proximity time of day visibility range and lighting conditions street parking, signage and way finding crosswalk locations, intersection locations, enforcement, and pedestrian and driver behavior including observance of traffic regulations. Specific geographic situations must also be taken into account. In this case, there are five primary areas along Santa Monica Boulevard being explored -- Palm, Hancock, Westbourne, Westmount and West Knoll. The objective of the recommendations to Council from staff was to prioritize the safety of people walking in this active commercial district, while balancing the needs of automobile circulation along Santa Monica Boulevard. Accordingly the approved recommendations included the addition of full traffic signals at several intersections and the reconfiguration of the median and turn lanes.

Throughout the outreach process the Chamber requested a more detailed, thorough study and documentation of traffic analysis before the City moved to implement permanent, irrevocable measures. There is full consensus that revi-sions to the boulevard should be driven by pedestrian safety considerations. But the Chamber, as well as local resident groups feel that the best practices to positively address the considerations of traffic flow and pedestrian safety can only be identified through comprehensive study and consideration of both design and engineering options not only on Santa Monica Boulevard, but on the neighboring residential streets as well. The Boulevard has been very successful over the last years across our various commercial areas and while the Chamber supports pedestrian safety and are on record with concerns regarding these new signalization and configuration changes and how they impact the North side businesses and how it addresses the most important issue of “pedestrian safety”. The Chamber was concerned that the final modifications did not address all the factors that needed to be considered. They suggested a phased-in approach for the Santa Monica Boulevard reconfiguration. Andrequested the City test one new signal/crosswalk combination first in order to more accurately assess the impact of such a change considering the results of this assessment before spending significantdollars on the median reconfiguration. Additionally, the Chamber

suggested the city look at both the cul de sac and easement from Trader Joes off Westbourne Drive, as well as further studies on the impact to the residential streets from cars trying to find alternative routes to avoid Boule-vard traffic. And finally, the Chamber requested further outreach, not only to residential associations such as West Hollywood North and businesses on both sides of the street, but also to businesses and residents along the Boulevards in Center City and Eastside areas, who will also be impacted by these modifications. The following are the approved Crosswalk Reconfigurations: (The recommendations presented were developed based on analysis by the City’s traffic consultant Fehrand Peers) • Westmount Drive- Install a new traffic signal at Westmount Drive.- Maintain current crosswalk configuration.- Allow for new traffic movements including: east-bound left turns from Santa Monica to Westmount and south-bound left turns from Westmount to Santa Monica. Convert existing east-bound tum Jane just east of the intersection to a west-bound turn lane.• West Knoll Drive- Add an eastbound U-turn pocket- Phase-in installation of a new traffic signal at West Knoll Drive at a later date, when pedestrian traffic and/or pending adjacent developments warrant it.•Hancock Avenue- Install a new traffic signal at Hancock Avenue.• Palm Avenue- Install a new traffic signal.

Fur Ban Amendment

Two challenges to the ordinance banning the sales of fur apparel that was enacted in 2013 prompted City Council to draft revised language that alters the ordinance substantially. In August, 2014 during a hearing on an enforcement citation issued to Mayfair House an administrative law judge dismissed the citation, a big victory for Mayfair House, and issued a ruling in which the judge affirmed the right of a retailer in West Hollywood to display fur product. In June, 2015 the Los Angeles County Superior Court ruled that the ordinance conflicts with California Fish & Game Code Section 3039(b), which allows the sale of fur products from animals taken under a trapping license issued by the State, including badgers, beavers, bobcats, coyotes, gray foxs, minks, muskrats, opossums, raccoons, spotted skunk, striped skunk and weasels. In a response to these rulings the city revised the language of the ban and added exemptions for certain fur types in an effort to strengthen the City’s defense and enforcement of the ban. What has been the actual effect of this ban? In initial documents supporting this legislation one of the reasons cited for the ban was to allow West Hollywood to be a “beacon” leading towards a broader movement for other communities/governments to enact similar legislation. To date, no other local or state governments have sought similar legislation based on the lead provided by West Hollywood. Several retailers have moved out of West Hollywood and others have decided not to expand their presence here in response to the ban on fur apparel which impacts revenues and creates job losses. In one stretch of Melrose between La Cienega and Orlando alone several retailers have moved and these storefronts have remained vacant for several years. Others have elected not to move into West Hollywood in order to be free to offer their full product line. The ban has not sent a message to designers, retailers or consumers as intended. West Hollywood is NOT a “fur-free” city. Fur was not banned in home and design stores and now, with the revised ordinance that provides exemptions for certain fur types we are even further from this goal.

In light of these considerations the West Hollywood Chamber of Commerce asked to work with Council to seek a better solution, one that supports animal welfare and provides meaningful consumer education about fur but does not damage our city’s reputation among the global design community, does not position our city as unfriendly to business and does not unfairly target certain types of businesses. Such a program, in allowing consumers and businesses to exercise freedom of choice based on education and awareness would also promote the core values of our city in

a positive and meaningful way. Unfortunately, it didn’t turn out that way. On August 17, 2015, without benefit of a public hearing, the city chose to amend the current ordinance. Therefore we now have a “Fur Ban” that allows the sale of product fur products made from furbearing mammals and nongame mammals lawfully taken under the authority of a trapping license, as provided by California Fish and Game Code Section 3039. As you can imagine, this creates even more confusion on an already convoluted ordinance. Sadly, the city council also denied requests to exempt UGGS and shearling; fur produced from food by product which even animal rights groups are not protesting in designer collections. These products represented significant revenue streams for a number of local retailers. UGGS, in particular, is an iconic California fashion staple that now cannot be purchased in West Hollywood proper but can be purchased directly across the street from some of our retailers. Various questions regarding the changes to the Fur Ban Ordinance have continued to come up, particularity regarding enforcement. We need to know what to tell our businesses in regards to how this will be enforced and what is now legally allowed. Is there a way to verify or prove the fur used in the production of a garment satisfies the qualifications of the exemption?Is every fur apparel item available for sale going to be checked, and what will enforcement officers be looking for? Our local apparel retailers, including West Coast outposts of many major international fashion brands, have no clear instruction on how to proceed. For many, who use their retail sites as marketing offices for presentation of their collections to stylists and editors, there is tremendous confusion. The Chamber continues to work with the city in an effort to secure clear direction for our retailers and hopes to re-engage the City in a discussion of an exemption of by-products, such as UGGS, shearling and calf skin.

Some of the most important current challenges to West Hollywood area employers are the following:

Wage Hikes: Within about three months, area employers will become subject to a series of increases in the minimum wage. On January 1, 2016, the state minimum wage will increase from $9.00 to $10.00 per hour. As a consequence, the minimum salary employers must pay exempt (salaried) employees will increase from $3,120.00 to $3,466.67 per month.

In 2016, employers in the City of Los Angeles will become subject to an aggressive municipal wage ordinance: beginning on July 1, 2016, the LA City minimum wage will be $10.50 per hour for businesses with 26 or more employees, followed by annual increases on July 1 of each year through July 1, 2020, when the minimum wage will reach $15.00. LA businesses with fewer than 26 employees are subject to the same series of increases, but starting one year later, on July 1, 2017. West Hollywood and Santa Monica are among other cities considering minimum wage ordinances.

Antitrust Claims: Given higher costs of doing business, restaurants and other employers are considering adding “service charges” or increasing prices. On September 1, 2015, however, a class action lawsuit was filed against West Hollywood-area restaurant Lucques, as well as Animal, AOC and others, claiming the restaurant owners violated antitrust law by allegedly agreeing with one another to charge patrons a surcharge to pay the increased cost of providing medical coverage for employees. Paid Sick Leave: Nearly all California employers must now pro-vide paid sick leave to employees. Employers must implement written paid sick leave policies that set out the formula for accruing paid sick leave, how much accrued leave may be used in any single year and how much unused leave carries over to the next year.

STATE OF THE CITY 2015: THE HOTEL EVOLUTIONWest Hollywood Chamber of Commerce (WHCC) and the City of West Hollywood hosted their annual State of The City (SOTC) event on Thursday, June 11, 2015. The evening program presented by The Witkoff Group and Latham & Watkins and catered by Wolfgang Puck at the Pacific Design Center’s Silver Screen Theatre. In partnership with the City of West Hollywood, State of the City 2015: The Hotel Evolution focused on West Hollywood as a global destination. The city’s hotels, setting the trends for the hospitality industry and new hotel developments coming online in West Hollywood in the next several years. These developments include: La Peer Hotel, James West Hollywood, Edition, San Vicente Inn, 8950 Sunset Hotel, Roberston Lane and 7811 Santa Monica Blvd. Mayor Horvath shared the City’s vision with regard to West Hollywood as a tourist destination. She also celebrated the City being a beacon for companies like Alibaba, the world’s largest e-commerce site which sponsored a contest to choose 20 Chinese gay and les-bian couples for the groups wedding ceremony hosted in the City of West Hollywood. City Manager Paul Arevalo spoke about new initiatives, economic trends, and innovations in the City of West Hollywood. Following the theme of hospitality and tourism for the program Paul captured the audience with astounding statistics provided by Visit West Hollywood. Paul stated, “West Hollywood attracted over 1.34 million visitors in 2014, and $700 million in direct spending. Most visitors came for the day and the greatest economic impact came from hotel guests. Hotel guests stayed an average of 3.8 nights totaling over 2.5 million visitor days. Shopping was the key driver of tourism for West Hollywood with visitors spending over $250,000,000 annually.” The highlight of the program was a conversation with keynote speaker, hotelier and nightclub entrepreneur, Ian Schrager with Mayer Rus, West Coast Editor of Architectural Digest. Mayer led an exciting program that captured the dynamic essence of design that Mr. Schrager provides to all of his projects by giving us an in-depth coverage of his work that focused on many different projects. These projects included iconic interiors for the Paramount and Royalton in New York and the Delano in Miami Beach Hotel. Mayer Rus, quoted “these hotels pioneered a style imitated endlessly around the world and cemented Mr. Schrager’s success as an hotelier.”
