The project is located in Martin County, Kentucky. A Finding of No Significant Impact (FONSI) is antici- pated for the proposed project. A Draft FONSI is included with the DEA for public review. In compliance with the National Environmental Policy Act (NEPA) and 40 CFR 1501.4, the DEA and draft FONSI must be available to the public in the affected area for thirty (30) days for review and comment.
