Your request to Minister Snelgrove's office regarding possible grant funding for your Silver Willow Water System project has been sent to our office for review. Given it is the Christmas season, I wish I had good news to share with you! Although our Ministry has a number of funding programs in place to help rural municipalities address their infrastructure pressures, we do not have a program to fund country residential water servicing systems; this includes the Capital for Emergent Projects (CEP) fund that Minister Snelgrove advised may be suitable for this project. Eligible capital projects under this fund include construction or major rehabilitation of government- owned and supported infrastructure, which is not the case here. There are other discretionary programs such as the Alberta Municipal Infrastructure Program (AMIP), the New Deal for Cities and Communities (NDCC), the Municipal Sustainability Initiative (MSI), that the county may wish to direct towards this project ifit is deemed a priority. If you wish to explore these progrCUTIS further, Dave Mcintyre is our department's water/wastewater expert, and is an excellent resource of information.     Sorry for the delay in getting back to you. It appeared by your e-mail that Minister Snelgrove had somethingspecific in mind when he was speaking with the County, and I was just able to speak with him for my ownunderstanding.

    Indeed, yes ...he was considering that the Silver Willow Water project may be eligible for funds under the Capitalfor Emergent Projects (CEP) fund, which is held under the responsibility of the Minister, Infrastructure andTransportation, Honourable Luke Ouellette.

    We would ask that you contact Minister Ouellette's office directly to determine the process for application.Minister Snelgrove has advised Minister Ouellette of his support of your project and informed him that he hasreferred the County to Infrastructure and Transportation.

    I have copied this response to Shawna Shepherd, one of Minister Ouellette's assistants, who would be anexcellent contact for further information pertaining to the CEP funding process. Shawna may be reached inthe Minister's Office at (780) 427-2080.

    We are asking for your assistance with a grant submission that we will be making next week.

    The project that the County of Vermilion River will be applying for grant funding is the Silver Willow WaterSystem Upgrade. Our Administrator, Glenda Thomas, spoke with Mr. Snelgrove last week at the AAMDCConference about this upgrade, and he indicated that there is a grant available through Service Alberta that weshould apply for.

    In particular, we need direction, in writing, about the application:

    1. Specifically, what grant do we apply for?2. Is there an information package available that would answer other questions such as:

    a. What forms need to be submitted?b. Where does the grant application / submission get sent to?c. Who's attention does the submission go to?d. What is the time frame for applying for the grant, and receiving written confirmation of the

    amount of the grant received?e. What percentage of the project costs are covered by the grant?f. What is the maximum amount of grant that we would be eligible for?

    Please note that the cost of the project was estimated at $412,120.00 a year ago. Increases in all areas ofconstruction over the last year will necessitate increasing this estimate substantially.
