Minutes of the 214th meeting of the State Level Expert Appraisal Committee held on 18/10/2014 at Committee Room, Gujarat Pollution Control Board, Gandhinagar.
The 214th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 18th October, 2014 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Following members attended the meeting:

The agenda of TOR/Scoping/Category 8 (a) cases and appraisal cases was taken up. Eighteen cases of TOR/Scoping/Category 8 (a), Five appraisal cases and one case as table agenda item i.e total twenty four cases were taken up. The applicants made presentations on the activities to be carried out along with other details furnished in the Form-1 / Form-1A, EIA report and other reports.

Appraisal case
This is a new building construction project with land area of 10,545 sq.m. and the proposed built up area of 28,903.06 sq.m. As the built up area is ≥ 20,000 sq m and <1,50,000 sq m, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.
The project was considered in the SEAC meeting held on 13/06/2014. During the meeting held on 13/06/2014, the Committee felt that disposal of sewage in septic tank - soak pit cannot be allowed and asked the project proponent to provide STP and work out some alternate mode of sewage disposal. It was found that Municipal Solid waste generation has been estimated very less. After deliberations, it was decided to appraise the project after satisfactory submission of following additional information.
It is a proposed residential building construction project having 7 buildings with 14 number of blocks. The project will comprise of 264 numbers of residential units. The plot area is 10,545.0 sq.m. FSI area will be 20,203.54 sq.m. whereas built-up area will be 28,903.06 sq.m. The scope of the buildings in the project will be Hollow Plinth + Ground Floor + 3 floors for 4 blocks and Hollow Plinth + Ground Floor + 4 floors for 10 blocks. Water requirement during the construction phase shall be 70 KL/day [30.00 KL/day for domestic + 40.00 KL/day for construction and dust suppression] and it shall be met through the water tankers. Sewage generation during the construction phase shall be 25 KL/day and it shall be discharged into Septic Tank. Water requirement during the operation phase shall be 170.0 KL/day [160.0 KL/day for domestic purpose + 10.0 KL/day for gardening] and it shall be met through water supply from the own bore well / GUDA. Sewage generation during the operation phase shall be 136.00 KL/day and it shall be discharged into the GUDA drain. It is proposed to provide parking space of 4,808.95 sq.m. [3,907.76 sq.m. in hollow plinth + 901.19 sq.m. surface parking area] equivalent to 179 ECS which is more than the GDCR requirement of 4335.45 sq.m. and NBC requirement of 132 ECS. The excavated earth generated during the construction phase will be used for leveling of low lying area at project site. Municipal waste to the tune of approximately 264.0 Kg/day will generate during the operation phase. Biodegradable waste and non biodegradable waste will be collected separately and Biodegradable waste will be disposed into nearby municipal bin whereas non-biodegradable waste will be sold to vendors. Total 3 percolation wells will be provided for ground water recharge through rain water harvesting.

Proposed dust control measures during the construction phase are dust suppression by spraying of water, peripheral barricading the project site, covering the construction material during transportation and storage etc. Use of water efficient taps, flow control devices, water meters etc. have been proposed as water conservation measures. One number staircase will be provided at each Block. Underground tank having capacity of 50 KL will be provided for firefighting water. Area provision for green belt development is 2200.00 sq.m. with 150 nos. of trees within the project premises. Provision of Personal Protective Equipments, safety related training, first aid facilities, along with the basic amenities like adequate sanitation facilities, drinking water facility etc. will be provided to the construction workers.
During the meeting it was presented that the project site is covered under the draft Town Planning Scheme of GUDA sanctioned by the Government of Gujarat. The project will take about 2-2.5 years to complete the construction phase and by the time the construction phase of the project will complete, the water supply and drainage line of GUDA will be available in the area. They have assured that if water supply and drainage connection from GUDA will not be available during the initial operational phase, they will provide STP and obtain water requirement through ground water only after obtaining requisite permission from Central Ground Water Authority. Further they have submitted a copy of receipt obtained from GUDA against the payment of various charges including charges for drainage connection. The project proponent was asked to provide STP during the operation phase of the project, in a case if drainage connection is not available to the project during the initial operational phase of the project. After detailed discussion on various aspects regarding the project, it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after submission of the following:
1. Status of water supply, drainage line and municipal solid waste collection facility in the area. A letter from GUDA stating the time limit within which the water supply, drainage connection and municipal solid waste collection facility will be made available to the project.
2. Undertaking stating that (i) In the case if water supply will not be available during the initial operational phase of the project, they will use ground water during the operation phase of the project only after obtaining requisite permission from CGWA for ground water abstraction and existing borewell/s within premises shall be either sealed or converted into recharge well upon getting the water supply from GUDA. (ii) In case if drainage connection from GUDA will not be available to the project in its initial operational phase, they will provide STP for treatment of sewage to be generated during the operation phase of the project, treated sewage will be reused for various purposes like flushing, gardening, washing, road side plantation etc. and sewage shall not be disposed off into septic tank soak pit system during the operation phase of the project.

Appraisal case
This is a new building construction project with land area of 19,279.0 sq.m. and the proposed built up area of 37,606.76 sq.m.. As the built up area is ≥ 20,000 sq.m. and <1,50,000 sq.m., it falls in the category 8(a) of the Schedule of EIA Notification, 2006.
The project was taken up in the SEAC meeting held on 23/06/2014 and during the meeting, the committee suggested to provide separate exit and entry for unidirectional movement of vehicles. The committee noticed that same area has been claimed as parking space as well as green area. The project proponent was asked to provide adequate fire fighting facilities and sufficient open peripheral margin all along the boundary of the project site for easy access of fire tender in case of emergency. After deliberation on various aspects, it was decided to appraise the project further after satisfactory submission of certain additional information.

The project proponent has submitted the additional information sought during the SEAC meeting held on 23/06/2014 vide their letter dated 04/07/2014. During the meeting, the project was appraised based on the additional details submitted as well as facts presented before the committee.
It is a proposed commercial park having 13 numbers of commercial buildings. The project will comprise of 305 numbers of commercial shops and 280 numbers of industrial sheds. The net plot area is 19,279.0 sq.m. whereas built-up area will be 37606.76 sq.m.. Scope of the buildings in the project will be Ground Floor + 4 floors for two buildings and Ground Floor + Mazzanine + one floor for remaining 11 buildings. Fresh water requirement during the construction phase shall be 25.00 KL/day and it shall be met through local water tankers. Sewage to be generated during the construction phase shall be disposed off into septic tank/soak pit system. Water requirement during the operation phase shall be 116.0 KL/day and it shall be met through water supply from Ahmedabad Municipal Corporation. Sewage generation during the operation phase shall be 90.0 KL/day and it shall be discharged into Ahmedabad Municipal Corporation drainage line. It is proposed to provide parking space of 14,940.31 sq.m. [3,098.99 sq.m. on surface + 11,841.32 sq.m. at basements] equivalent to 511 ECS which is more than the GDCR requirement of 7008.78 sq.m. and NBC requirement of 508 ECS. The excavated earth generated during the construction phase will be used for leveling of low lying areas and roads at project site. The top soil generated will be stored and utilized in green belt development. Municipal waste to the tune of approximately 100.0 Kg/day will generate during the operation phase and it will be collected and disposed through AMC authorized agency.
Proposed dust control measures during the construction phase are dust suppression by spraying of water/dust suppressant at regular interval, barricading the construction material storage area, maximum use of RMC, proper handling & disposal of construction debris etc. Area provision for green belt development is 2,106.57 sq.m. which consists of tree covered area of 775.0 sq.m. and 250 numbers of trees will be planted within the premises. Provision of Personal Protective Equipments, safety related training, first aid facilities, along with the basic amenities like adequate sanitation facilities, drinking water facility etc. will be provided to the construction workers. It was presented that they have already paid charges for water supply & drainage line to AMC and copy of receipt obtained from AMC in this regard were also submitted. Further it was presented that the proposed industrial sheds will be used as godowns of engineering spare parts and other plant machineries.
During the meeting, it was observed that the details submitted regarding the fire fighting arrangements to be provided is not satisfactory considering the proposed commercial project comprising of shops and sheds. After detailed discussion, it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after satisfactory submission of the following:
1. Notarized Undertaking stating that no any kind of manufacturing activity shall be allowed in the commercial units of the proposed project and any commercial unit shall not be sold / allotted for storage of chemicals, flammable substances, explosives, fire crackers or any other material of hazardous characteristics.
2. Details of fire fighting system including location of fire water tanks & capacity, separate power system for fire fighting, automatic sprinkler system, fire detection system with alarms & automatic fire extinguishers, location of fire lift and fire retardant staircases, details of qualified and trained fire personnel & their job specifications, nearest fire station & time required to reach the proposed site etc. Calculation and provision of minimum fire water requirement based on fire study as well as the availability of external fire fighting facility.

3. Details on ventilation, lighting arrangements, CO sensors etc. to be provided in basement.
3 Indian Oil Corporation Ltd.

Chronology of EC Process:
This unit has applied for environmental clearance on 02/11/2011.
The project was considered in the meeting of the SEAC held on 20/12/2011 and TOR were prescribed considering the 30 MW gas based captive power plant with HRSG of 125 MT per hour HP steam.
EIA report submitted by the unit vide letter no. NIL dated 01/09/2014.
Project / Activity Details:
Gujarat Refinery of Indian Oil Corporation Ltd. is having installed capacity of processing 13.7 MMTPA
(Million Metric Tonne per Annum) of crude. The power and steam requirement of the refinery is met from
the captive generation. There are 5 Gas Turbines (GTs) each of 30 MW capacity and 2 Turbo
Generators (TGs) each of 12 MW capacity and one TG of 12.5 MW i.e total 186.5 MW. With the
commissioning of Residue Upgradation Project (RUP), the power consumption of the refinery has gone
up. To meet the enhanced power requirement, Indian Oil Corporation Ltd. has proposed to install 6th Gas
Turbine of 30 MW capacity with HRSG of 125 MT per hour HP steam. The proposed GT with HRSG will
be installed in the existing location of Thermal Power Section of Gujarat Refinery.
During the meeting, the committee was of the view that the proposed 30 MW power generation along with
HRSG of 125 MT per hour HP steam may an integral part of the existing 186.5 MW power as well as
steam generation plant of the Gujarat Refinery complex for which Environmental Clearances have been
obtained from Ministry of Environment and Forest from time to time for various plants within the complex.
The proposed 30 MW gas based CPP being an integral part of the entire refinery complex, the project
proponent was advised to approach Expert Appraisal Committee (EAC) at MoEF&CC for getting
Environmental Clearance for the proposed project.

Project / Activity Details:
This is a new stand alone cement grinding unit proposing to manufacture Ordinary Portland Cement [OPC] 45 MT/Day. Basic raw materials are Clinker, Gypsum, fly ash and Additives. There will be only dry process. Nearest residential area of village Hadamtala is @ 2.16 Km away from the site. Total plot area will be 1,052.22 sq m. Expected cost of the project will be Rs 74.4 Lacs. Water consumption will be 3 KL/day (1 KL/day for Domestic, 0.5 KL/day for dust suppression & 1.5 KL/day for Gardening) & it will be sourced from their own borewell. There will be no generation of industrial waste water. Domestic waste water will be disposed off into soak pit system. Cement mill and crusher are the main sources of dust emission and pulse jet type bag filter is proposed as an APCM with provision of suction points at other dust generation points. Design of bag filter is prepared by LDCE, Ahmedabad. Provision of covered storage for raw materials, conveyors with conveyor cover, automatic bagging machine, providing suction point of bag filter at the packing section, water sprinkling on internal roads, regular maintenance of bag filter, green belt development around the plant etc. proposed to control fugitive emission. Dust collected in different dust collection systems will be completely recycled back in the process. It has been proposed to carry out pre-employment and periodic medical check-up of the workers. Work place ambient air quality in terms of cement dust and silica will be monitored once in 6 months. The area earmarked for greenbelt development is 200 sq.m. and about 100 trees will be planted within the premises. Hazardous waste to be generated are used oil (50 Kg/year), Discarded drums & bags (100 Kg/Year) and cement dust.
Observations & Discussions:
During the meeting, the project proponent was asked to maintain, clean and operate the bag filter regularly & efficiently to ensure that the dusting do not cause any harm to the surrounding farms. After deliberation on various aspects, it was decided to recommend the project for grant of environmental clearance.
5 Residential Building (Kedar Jagirdar)

Appraisal case
This is a new building construction project with land area of 15,048.0 sq.m. and the proposed built up area of 61,890.0 sq.m. As the built up area is ≥ 20,000 sq.m. and <1,50,000 sq.m., it falls in the category 8(a) of the Schedule of EIA Notification, 2006.
The project was taken up in the SEAC meeting held on 23/06/2014 and during the meeting, while asking by the committee regarding drainage network, the project proponent replied that drainage network already available in the area. Committee also noticed that project proponent has not given details regarding rain water harvesting and green belt area development plan. The project proponent was suggested to provide Sewage Treatment Plant for treatment of sewage to be generated during the operation phase of the project. After deliberation on various aspects, it was decided to appraise the project after satisfactory submission of certain additional information.
The project proponent has submitted the additional information sought during the SEAC meeting held on 23/06/2014 vide their letter dated 10/09/2014. During the meeting, the project was appraised based on the additional details submitted as well as facts presented before the committee.
It is a proposed residential building construction project having 07 numbers of building blocks housing total 351 numbers of residential units of 3 BHK. The plot area is 15,048.0 sq.m., FSI area will be 44,904.86 sq.m. whereas built-up area will be 61,890.0 sq.m. Scope of all the buildings in the project will be hollow plinth + 13 floors. Fresh water requirement during the construction phase shall be 10.0 KL/day

and it shall be met through Bore Well water. Sewage generation during the construction phase shall be 2.00 KL/day and it shall be discharged into the drainage line of Surat Municipal Corporation. Total water requirement during the operation phase shall be 270 KL/day, out of which fresh water requirement of 170.0 KL/day shall be met through SMC water supply system and the remaining 100.0 KL/day of water requirement for gardening, flushing & washing shall be met through treated water. Sewage generation during operation phase shall be 210.0 KL/day and it shall be treated in a proposed onsite Sewage Treatment Plant. Treated sewage-100 KL/day will be reused for gardening, flushing & washing purpose whereas remaining quantity @ 100 KL/day of treated sewage will be discharged into the underground drainage line of SMC. It is proposed to provide parking space of 12,848.21 sq.m. [8,633.47 sq.m. in basement + 3,850.74 sq.m. at Hollow Plinth] equivalent to 407 ECS which is more than the GDCR requirement of 6,735.73 sq.m. and NBC requirement of 351 ECS. The excavated earth generated during the construction phase will be used for leveling of low lying area and roads at project site. The top soil generated will be stored and utilized in green belt area development. Municipal waste to the tune of approximately 877.50 Kg/day will generate during the operation phase which will be collected in collection bins to be provided at various places within the premises for its ultimate disposal at MSW dumping site of SMC. STP sludge will be collected, dried and will be used as manure within the premises. Proposed dust control measures during the construction phase are dust suppression by spraying of water, peripheral barricading the project site, covered structures/areas for storage of construction material etc. D.G Sets - 2 X 200 KVA using HSD (@ 50 liter/hour) as fuel will be provided for power back up. Energy conservation measures proposed include maximum use of natural light through architectural design, use of low energy consuming PL lamp in common areas, motion sensor lighting in basements and timer operated lighting in common passages, solar street lights, use of low emission glass on external facades for reduced heat loss & low air conditioning energy consumption etc. Two staircases having 1.75 m width and two lifts will be provided in each block. Maximum travel distance of the staircase from the farthest corner of the floor will be less than 30 m. The nearest fire station at Udhana is approx. 6.00 Km away from the project site and a fire tender will take about 10-15 minutes to reach the project site in case of emergency. Peripheral open path of 7.50 m width will be provided for easy movement of fire tender in case of emergency. 7 nos. of underground fire water storage tanks having capacity of 75 KL capacity, fire hydrant system, sprinkler system inside the building, fire detectors like smoke detectors, hotter or MCP and alarm control panel etc. will be provided as firefighting facilities. Area provision for green belt development is 900.0 sq.m. as tree covered area. Provision of Personal Protective Equipments, safety related training, first aid facilities, along with the basic amenities like adequate sanitation facilities, drinking water facility etc. will be provided to the construction workers. Rain water harvesting and ground water recharge through 4 nos. of percolation wells is proposed to carry out. The project site is more than 2 Km away from the sea and it is about 1.95 Km away from river Tapi. It was presented that the project site has not been affected by flood in the past.
During the meeting, it was observed that the project proponent has not submitted a copy of NOC obtained from Airports Authority of India for the proposed high rise buildings. After detailed discussion, it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after submission of the following: 1. Copy of No Objection Certificate from Airports Authority of India for the proposed high rise buildings.

The project proponent remained present during the SEAC meeting held on 11/06/2013 but the committee

decided not to hear them in view of construction done by them without obtaining prior EC. It was decided to consider the project only after submission of a formal resolution and after following the procedure depicted in the MoEF’s Office Memorandum No. J-11013/41/2006-IA.II(I) dtd. 12/12/2012.
A notarized undertaking stating that they have stopped the construction activity and it shall be restarted only after obtaining Enviornmental Clearance from SEIAA, Gujarat. A legal case against the violation taken place has been filed by Gujarat Pollution Control Board through its regional office located at Surat.

Screening & scoping case
This is an existing educational project now proposes the expansion of existing collage buildings and hostel facility. The project proponent remained present during the SEAC meeting held on 19/07/2014. In the meeting, during the course of discussion, it came to the notice of the committee that the existing buildings with built up area of 58,440.48 sq.m. were constructed after the EIA Notification-2006 came into existence and attracts the provisions of EIA Notification. The committee decided not to hear the project in view of construction done by them without obtaining prior EC. It was decided to consider the project only after submission of a formal resolution and after following the procedure depicted in the MoEF’s Office Memorandum No. J-11013/41/2006-IA.II(I) dtd. 12/12/2012.
The project proponent has submitted a formal resolution as per the procedure depicted in the MoEF’s Office Memorandum No. J-11013/41/2006-IA.II(I) dtd. 12/12/2012. A legal case against the violation taken place has been filed by Gujarat Pollution Control Board through its regional office located at Rajkot.
Plot area of the project is 86,907.0 sq.m., existing built up area of the project is 58,440.48 sq.m. and the proposed built up area of the project will be 53,202.24 sq.m. Total built up area of the project after proposed expansion will be 1,11,642.72 sq.m. As the built up area is >20,000 sq.m. and <1,50,000 sq.m., it falls in the category 8(a) of the Schedule of EIA Notification, 2006. Existing buildings of faculty of Engineering & Technology having ground floor + 4 floors structure will be extended upto 7th floor, 2 nos.

of existing hostel buildings with ground floor + 6 floors structure will be of ground floor + 11 floors, a technical institutional building of ground floor + 2 floors will be extended up to 12th floor and ground floor +2 storied technical institute & residential buildings for students will be expanded upto 9 storied buildings. The project will comprise of 161 staff rooms, 112 nos. of different types of laboratories including 46 nos. of computer laboratories, a library building of 3 storied structure, 107 class rooms, 4 nos. of canteens and hostel buildings comprising of 556 rooms.
Water requirement during the construction phase will be 25.0 KL/day and it will be met by existing Narmada water supply system. Domestic waste water generation during the construction phase will be 3.0 KL/day and it will be disposed off into the septic tank/soak pit system. Total water requirement during the operation phase shall be 1,037.0 KL/day, out of which fresh water requirement of 517.0 KL/day shall be met through Narmada water supply system and the remaining 520.0 KL/day of water requirement for gardening & flushing shall be met through treated water. Sewage generation during operation phase shall be 550.0 KL/day and it shall be treated in a proposed onsite Sewage Treatment Plant. Treated water will be reused for gardening & flushing purpose and hence there will not be any kind of sewage discharge outside the premises. Municipal solid waste to the tune of 550 Kg/day will generate during the operation phase which will be disposed off as per the provisions made by Rajkot Municipal Corporation (RMC). Total 9,000 sq.m. open surface area is designated as parking area. Frequent water sprinkling, maintaining internal roads in good condition, development of trees, barricading the project site with sufficient height etc. have been proposed as dust control measures. 2 nos. of D.G.sets of 250 KVA & 380 KVA using HSD as fuel will be installed during the operation phase of the project as power back up arrangements. The project site is directly connected to Rajkot-Morbi state highway. It was presented that the existing road network will be adequate enough to cater the existing as well as additional traffic load after the proposed expansion comes into operation phase. The nearest fire station of Rajkot city is approx. 9 Km away from the proposed project site and time required for the fire tender to reach at the project site is 10 minutes. It is proposed to provide earmuff & other protecting devices, medical facilities, health check up of the workers at regular intervals, subsidized food for workers, crèches & mother rooms, toilets& bathrooms, drinking water etc. for the construction workers. Use of energy efficient electrical appliances, energy efficient luminaries like CFL lights, maximum use of natural light etc are proposed as energy conservation measures. It is proposed to develop 20% of the total plot area as green belt with 1040 nos. of trees (750 existing & 290 additional). One rain water harvesting pond of 30 KL capacity is constructed and they have planned to construct one additional pond of the same capacity for rain water harvesting & ground water recharge.
During the meeting, the project proponent was asked to make use of solar energy at the maximum extent possible and to install all the necessary fire fighting facilities as per the requirement of NBC or local by-laws whichever is more stringent. After detailed discussion, it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after satisfactory submission of the following:
1. Exact aerial distance of the nearest boundary of the project site from the nearby river.
2. A certificate from structural engineer, for each individual building to be extended, stating that the existing individual buildings are structurally sound to bear the load of additional floors.
3. Location of STP on layout plan.

Scope of eight buildings will be ground floor (parking & living rooms) + 5 floors, scope of two buildings will be ground floor (parking & living rooms) + 2 floors, scope of one building will be hollow plinth + 2 floors and scope of remaining two buildings will be hollow plinth + one floor. Maximum building height in the project will be 16.20 m. Water requirement during the construction phase shall be 18.15 KL/day and it shall be met through the water tankers. Sewage generation during the construction phase shall be 2.52 KL/day and it shall be discharged into Septic Tank/soak pit. Water requirement during the operation phase shall be 186.20 KL/day and it shall be met through water supply from Vadodara Urban Development Authority (VUDA). Sewage generation during the operation phase shall be 145.92 KL/day and it shall be discharged into the drainage line of VUDA. It is proposed to provide parking space of 3,934.36 sq.m. equivalent to 147 ECS which is more than the GDCR requirement of 3,213.0 sq.m. and the NBC requirement of 141 ECS. Top soil-2500 m3 will be used for the green belt development within the premises. Municipal waste to the tune of approximately 608 Kg/day will generate during the operation phase. 36 nos. of bins of 80 lit. capacity will be provided at various locations for collection of municipal solid waste and the said community bins will be regularly emptied by VUDA. Proposed dust control measures during the construction phase are covering the construction material during storage & transportation, water sprinkling on roads & at storage areas, use of RMC etc. Energy conservation measures proposed include use of energy efficient motor and pumps, use of CFL & low voltage lighting, solar lighting in common plot & road side lighting, use of light colors to reduce the light absorption & to minimize the cooling requirement for walls & ceiling etc. One staircase of 1.2 m width will be provided in each block. The nearest fire station at Panigate is approx. 6 Km away from the project site. Fire extinguishers & fire hydrant system will be provided at various locations. Rain water will be collected from open terrace and surface runoff and Rain water harvesting from through 3 no. of percolation wells is proposed to be carried out. Area provision for green belt development is 1,094.88 sq.m. with 165 nos. of trees within the premises. Provision of Personal Protective Equipments along with the basic amenities like adequate sanitation facilities, drinking water facility, health checkup of the workers at regular intervals, shelter for workers etc. will be made for the construction workers. The project site is having direct access through service road of 75 m wide Vadodara-Ajwa road and it is proposed to provide two separate gates on the approach road.
During the meeting, the project proponent was asked to use solar energy at the maximum extent possible and to make provision of necessary fire fighting arrangements as per the requirement of NBC or local by-laws, whichever is more stringent. The project proponent was asked not to use ground water during the operation or construction phase of the project. After detailed discussion, it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance.

waste to be generated are ETP waste & Incinerator ash (0.094 MT/Month), Discarded plastic bags/Drums
(6400 Nos/ Month), Used oil (50 Lit./Year) & Spent Residue - 203.79 Litre/Month. 666.65 m2 of the total
plot area is allocated for the green belt development.
During the meeting, effluent characteristic, mode of treatment, used solvent management, probable air

pollutants from the incinerator and issues related to hazardous waste management were discussed. The project proponent requested to categorize the project as B2. Looking to the zero effluent discharge and low air pollution potential and its location in the industrial estate of Chhatral, request for categorizing the project as B2 was considered by the committee and the following additional information was sought for appraisal of the project.
1. Copy of plot holding certificate obtained from GIDC Chhatral.
2. Present land use pattern of the study area shall be given based on satellite imagery.
3. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all round the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without reversing back. Mark the same in the plant layout.
4. Details of manufacturing process / operations of each product along with chemical reactions, mass balance, consumption of raw materials etc. Details on strategy for the implementation of cleaner production activities.
5. Chemical name of each proposed product to be manufactured. Details on end use of each product.
6. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative and quantitative analysis of the each waste stream from the processes.
7. Assessment of source of the water supply with adequacy of the same to meet with the requirements for the project. Permission obtained from the GIDC for supply of raw water. Undertaking stating that no bore well shall be dug within the premises.
8. Explore the possibility of reuse / recycle and other cleaner production options for reduction of wastes. Details of methods to be adopted for the water conservation.
9. Quality and quantity of waste water to be generated from the manufacturing process of each product to be manufactured along with mass balance.
10. Stream wise qualitative & quantitative analysis of each waste stream (including process water, cooling tower blow down, boiler blow down, washing effluent etc.) to be generated. Characteristics of untreated and treated wastewater. A detailed effluent treat ability study vis-à-vis the adequacy and efficacy of the treatment facilities proposed for the wastewater to be generated. The characteristic on which treatability is based shall also be stated.
11. Details of the ETP units including its capacity, size of each unit, retention time and other technical parameters.
12. Technical details of proposed Incinerator including capacity, fuel to be used, adequacy etc. Techno-economical viability of the proposed Incinerator. Control measures proposed for the Incinerator in order to avoid/reduce gaseous emission/VOC from incineration of industrial effluent containing solvents & other chemicals.
13. Undertaking stating that a separate electric meter will be provided for the Incinerator & logbook for operation of incinerator will be maintained.

The EMP should also include the concept of waste-minimization, recycle/reuse/recover techniques, energy conservation, and natural resource conservation. Total capital cost and recurring cost/annum earmarked for environment pollution control measures.
23. Permission from PESO, Nagpur for storage of solvents, other toxic chemicals, if any.
24. Occupational health impacts on the workers and mitigation measures proposed to avoid the human health hazards along with the personal protective equipment to be provided. Provision of industrial hygienist and monitoring of the occupati onal injury to workers as well as impact on the workers. Plan for periodic medical checkup of the workers exposed. Details of work place ambient air quality monitoring plan as per Gujarat Factories Rules.
25. Risk assessment including prediction of the worst-case scenario and maximum credible accident scenarios should be carried out. The worst-case scenario should take into account the maximum inventory of storage at site at any point of time. The risk contours should be plotted on the plant layout map clearly showing which of the facilities would be affected in case of an accident taking place. Based on the same, proposed safeguard measures including On-Site / Off-Site Emergency Plan should be provided.
26. MSDS of all the products and raw materials.
27. Details of hazardous characteristics and toxicity of raw materials and products to be handled and the control measures proposed to ensure safety and avoid the human health impacts. This shall include the details of Antidotes also.
28. Details of quantity of each hazardous chemical (including solvents) to be stored, Material of Construction of major hazardous chemical storage tanks, dyke details, threshold storage quantity as per schedules of the Manufacture, Storage & Import of Hazardous Chemicals Rules of major hazardous chemicals, size of the biggest storage tank to be provided for each raw material & product etc. How the manual handling of the hazardous chemicals will be minimized?

Total plot area is 725 m2. Estimated project cost will be 1.3 Crores. Total Water consumption will be increased from 0.6 KL/day (Domestic – 0.5 KL/day + Gardening - 0.1 KL/day) to 10.5 KL/day (Domestic - 1 KL/day, Process - 7 KL/day, Boiler - 1 KL/day, Cooling - 1 KL/day, Gardening – 0.5 KL/day). At present water consumption as well as w/w generation from the process is NIL. After proposed expansion waste water generation will be 1.3 KL/day (Domestic – 0.8 KL/day + Boiler blow down – 0.5 KL/day). Domestic waste water will be disposed off in to soak pit system while boiler blow down will be recycled for dilution of Spent acid generated from the process. Generated spent acid will be sold out to SSP (Single Super Phosphate) fertilizer manufacturing industries, who are using this spent sulphuric acid as raw material. One steam boiler (cap. 0.5 TPH) will be installed in which HSD/LDO – 15 Liter/day will be used as fuel. One DG set having capacity 82.5 KVA will be installed as stand by arrangement in case of power failure. HSD-9 Lit./hr will be used as fuel in DG set. Hazardous waste to be generated from the propoed project will be Discarded containers/bags – 240 no.s/Year & Used oil – 10 liters/year.

Observations & Discussions:
During the meeting, the project proponent was suggested to make provision of temperature controller with alarm system. They were asked to transport sulfuric acid through their own dedicated tankers only. The project proponent requested to categorize the project as B2 looking to the low pollution potential of the project and its location in the industrial estate of Mithi Rohar. The request for categorizing the project as B2 was considered by the committee and the following additional information was sought for appraisal of the project.
1. Copy of plot holding certificate obtained from GIDC Sachin.
2. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all round the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without reversing back. Mark the same in the plant layout.
3. Details of manufacturing process / operations of each product along with chemical reactions, mass balance, consumption of raw materials etc. Details on strategy for the implementation of cleaner production activities.
4. Chemical name of each proposed product to be manufactured. Details on end use of each product.
5. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative and quantitative analysis of the each waste stream from the processes.
6. Assessment of source of the water supply with adequacy of the same to meet with the requirements for the project. Permission obtained from the GIDC for supply of raw water. Undertaking stating that no bore well shall be dug within the premises.
7. Explore the possibility of reuse / recycle and other cleaner production options for reduction of wastes. Details of methods to be adopted for the water conservation.
8. Stream wise qualitative & quantitative analysis of each waste stream (including process water, cooling tower blow down, boiler blow down, washing effluent etc.) to be generated from the manufacturing process of each product along with mass balance. Characteristics of untreated and treated wastewater.
9. Details regarding the treatment and disposal facilities proposed for the wastewater to be generated. Detailed effluent treatment scheme and disposal method. Technical details of the proposed ETP including size of each unit, retention time etc. along with adequacy and efficacy report.

The parking area provision made is more than the requirement of NBC, but committee was of the view that looking to the present scenario of vehicular parking especially at various commercial complexes and malls which may worsen in the coming years, the project proponent should, if possible, provide second level basement for commercial building of the project which will comprise of as many as 455 nos. of commercial units. Further the project proponent was asked to make provision of all the requisite firefighting arrangements as per the requirement of NBC or local by-laws whichever is more stringent. It

Total plot area is 3900 m2. The total cost of the proposed expansion is Rs. 2.0 Crores. Total water consumption after proposed expansion will be 19 KL/day (Industrial – 18 KL/day + Domestic-0.8 KL/day + Gardening – 0.2 KL/day). Fresh water will be sourced from GIDC water supply. Total industrial effluent generation will be 10.4 KL/day (Industrial – 10 KL/day + Domestic – 0.4 KL/day) Industrial waste water will be sent to common MEE (Multiple Effect Evaporator) of NEPL-Naroda. During the meeting, after detailed discussion, the following Terms of Reference were prescribed for the

EIA study to be done covering 5 Km radial distance from the boundary of the project premises.
1. Exact aerial distance of project site from the boundary of the Critically Polluted area of Vatva.

3. Demarcation of proposed facilities in lay out plan of the existing premises. Provision of continuous unobstructed peripheral open path within the premises for unobstructed easy movement of the emergency vehicle / fire tenders without reversing back. Mark the same in the plant layout.
4. Exact details about additional infrastructural facilities, plant machineries etc. required for the proposed expansion.
5. Existing as well as proposed monthly production details with raw material consumption for each product.
6. Manufacturing process along with chemical reactions and mass balance.
7. Assessment of source of the water supply with adequacy of the same to meet with the requirements for the proposed expansion. Copy of permission obtained from GIDC for additional water supply.

9. Details of manufacturing process / operations of each product along with chemical reactions, mass balance, consumption of raw materials etc. Details on strategy for the implementation of cleaner production activities.

Comparative statement showing the details like water requirement, wastewater generation, wastewater characteristics, ETP units, fuel requirement, flue gas stacks, process stacks, air pollution control measures, hazardous waste generation, hazardous/toxic material storage tanks, etc. in existing and proposed scenario.
12. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative and quantitative analysis of the each waste stream from the processes.
13. Assessment of source of the water supply with adequacy of the same to meet with the requirements for the project. Permission obtained from the GIDC for supply of raw water. Undertaking stating that no bore well shall be dug within the premises.
14. Explore the possibility of reuse / recycle and other cleaner production options for reduction of wastes. Details of methods to be adopted for the water conservation.
15. Quality and quantity of waste water to be generated from the manufacturing process of each product to be manufactured along with mass balance.
16. Qalitative & quantitative analysis of each waste stream (including process water, cooling tower blow down, boiler blow down, washing effluent etc.) to be generated. Characteristics of untreated and treated wastewater. A detailed effluent treat ability study vis-à-vis the adequacy and efficacy of the treatment facilities proposed for the wastewater to be generated. The characteristic on which treatability is based shall also be stated.
17. Details of the ETP units including its capacity, size of each unit, retention time and other technical parameters.
18. Plans for management, collection and disposal of waste streams to be generated from spillage, leakages, vessel washing, used container washing etc. Measures proposed for preventing effluent discharge during unforeseen circumstances.

22. One season site-specific meteorological data including temperature, relative humidity, hourly wind speed and direction and rainfall shall be provided. Anticipated environmental impacts due to the proposed project/production may be evaluated for significance and based on corresponding likely impacts VECs (Valued Environmental Components) may be identified. Baseline studies may be conducted within the study area of 5 km for all the concerned/identified VECs and likely impacts will have to be assessed for their magnitude in order to identify mitigation measures.
23. One season AAQ data (except monsoon) to be given along with the dates of monitoring. The parameters to be covered shall be in accordance with the revised National Ambient Air Quality Standards (NAAQS). The location of the monitoring stations should be so decided so as to take into consideration the pre-dominant downwind direction, population zone and sensitive receptors. There should be at least one monitoring station in the upwind direction. There should be at least one monitoring station in the pre dominant downwind direction at a location where maximum ground level concentration is likely to occur.
24. Modeling indicating the likely impact on ambient air quality due to proposed activities. The details of model used and input parameters used for modeling should be provided. The air quality contours may be shown on location map clearly indicating the location of project site, habitation, sensitive receptors, if any. The wind rose showing pre-dominant wind direction should also be indicated on the map. Impact due to vehicular movement shall also be included into the prediction using suitable model. Results of Air dispersion modeling should be superimposed on google map / geographical area map.
25. Details on management of the hazardous wastes to be generated from the project stating detail of storage area for each type of waste, its handling, its utilization and disposal etc. How the manual handling of the hazardous wastes will be minimized. Methodology of de-contamination and disposal of discarded containers and its record keeping.
26. Membership of Common Environmental Infrastructure including CETP, TSDF, Common MEE, CHWIF, if any.
27. Complete Management plan for By-products/Spent acid to be generated, (if any) from the project including their quantity, quality, characteristics, end use etc. along with the name and address of end consumers to whom the by-product/spent acid will be sold. Copies of agreement / MoU / letter of intent from them, showing their willingness to purchase said by-product from the proposed project.
28. Name and quantity of each type of solvents to be used for proposed production. Details of solvent recovery system including mass balance, solvent loss, recovery efficiency feasibility of reusing the recovered solvents etc. for each type of solvent.

A detailed EMP including the protection and mitigation measures for impact on human health and environment as well as detailed monitoring plan and environmental management cell proposed for implementation and monitoring of EMP. 32. Risk assessment including prediction of the worst-case scenario and maximum credible accident scenarios should be carried out. The worst-case scenario should take into account the maximum inventory of storage at site at any point of time. The risk contours should be plotted on the plant layout map clearly showing which of the facilities would be affected in case of an accident taking place. Based on the same, proposed safeguard measures including On-Site / Off-Site Emergency Plan should be provided.
33. MSDS of all the products and raw materials.
34. Details of hazardous characteristics and toxicity of raw materials and products to be handled and the control measures proposed to ensure safety and avoid the human health impacts. This shall include the details of Antidotes also.
35. Details of quantity of each hazardous chemical (including solvents) to be stored, Material of Construction of major hazardous chemical storage tanks, dyke details, threshold storage quantity as per schedules of the Manufacture, Storage & Import of Hazardous Chemicals Rules of major hazardous chemicals, size of the biggest storage tank to be provided for each raw material & product etc. How the manual handling of the hazardous chemicals will be minimized?

This unit is engaged in manufacturing of Mono filament yarn and now applied to enhance the production
capacity from 1,980 MT/Year to 7,200 MT/year.
Total plot area is 4,422 sq.m. Expected cost of the project is Rs. 40 crores. Basic raw material is
Polyester chips and it is a continuous type process. Manufacturing process involves drying of chips,
melting & extrusion and filament formation. Water consumption will be increased from 3.0 KL/day to 7.3
KL/day (4.3 KL/day-Industrial + 3 KL/day-Domestic). Additional water requirement will be met through
GIDC water supply. Total domestic waste water-2.7 KL/day will be disposed off though septic tank/soak
pit system. Industrial effluent- 0.5 KL/day (0.3 KL/day-process + 0.2 KL/day- utility) will be reused. No
discharge of waste water is envisaged. There will be no process emission from the manufacturing activity.
Unit has proposed one electric base fluidized bed cleaner for burning of waste generated from the
process. Unit has already provided one D.G.Set of 2000 KVA. Diesel - 100 lit/hr is used as a fuel in
D.G.set. Hazardous wastes to be generated are Used Oil – 65 MT/year, Discarded bags/liners/drums –
5.05 MT/Month and Strainer Burnt Ash – 0.25 MT/Year. Unit has proposed to develop a green belt on @
400 sq.m. area on both the sides of internal road of GIDC.
The presentation made by the project proponent included the details like General information,

Manufacturing process, EMP, Green belt development, Resource consumption and conservation, water
consumption and wastewater generation etc.
During meeting, committee was not satisfied with the reply related to reuse of waste water generated
from process and utility section and asked to submit the complete management plan for zero discharge.
Committee also asked to explore other options in place of fluidized bed cleaner which can create the air
pollution. The project proponent requested to categorize the project as B2. Looking to the location of the
project, technical aspects of the project, the details presented during the meeting including the low
pollution potential of the proposed expansion, after detailed discussion, request for categorizing the
project as B2 was considered by the committee and the following additional information was sought for
appraisal of the project.

2. Demarcation of proposed facilities in lay out plan of the existing premises. Provision of continuous unobstructed peripheral open path within the premises for unobstructed easy movement of the emergency vehicle / fire tenders without reversing back. Mark the same in the plant layout.
3. Exact details about additional infrastructural facilities, plant machineries etc. required for the proposed expansion.
4. Existing as well as proposed monthly production details with raw material consumption for each product.
5. Manufacturing process along with chemical reactions and mass balance.
6. Assessment of source of the water supply with adequacy of the same to meet with the requirements for the proposed expansion. Copy of permission obtained from GIDC for additional water supply.
7. Complete waste water management plan for existing as well as proposed production. Characteristics of untreated and treated wastewater. Detailed effluent treat ability study vis-à-vis adequacy and efficacy of the treatment facilities for existing as well as proposed for the wastewater to be generated along with adequacy and efficacy report. The characteristic on which treatability is based shall also be stated.
8. Details of the ETP units including its capacity, size of each unit, retention time and other technical parameters and details about up-gradation in the existing ETP (if any proposed) to take care of the wastewater to be generated after the proposed expansion.
9. Application wise break-up of treated effluent quantity to be recycled / reused. How it will be ensured that treated effluent won't flow outside the premises linked with storm water during high rainy days.
10. Treated effluent management plan during monsoon season when utilization of treated effluent for gardening & plantation purpose is not feasible.
11. Specific details of (i) Details of the utilities required (ii) Flue gas emission rate from each utility (iii) Air Pollution Control Measures proposed to each of the utility along with its adequacy (iv)List the sources of fugitive emission from the unit along with proposed measures to control it.
12. Technical details of electric base fluidized bed cleaner which is proposed for process waste burning. Give analysis of vent gas emission and mitigation measures to avoid air pollution.
13. Give characteristic of process waste to be generated from polymer filters and any other stage of manufacturing activity and explore the possibility for other options like reuse or incineration at CHWIF to avoid air pollution problems.
14. Base line status of the noise environment, impact of noise on present environment due to the project and proposed measures for noise reduction including engineering controls.
15. Impact of the transport of raw material and finished product on the existing transport system should

16. Details of management of the hazardous wastes to be generated from the project stating detail of storage area for each type of waste, its handling, its utilization and disposal etc. How the manual handling of the hazardous wastes will be minimized.
17. Copy of membership certificate of Common Environmental Infrastructure like TSDF, CHWIF if any taken, should be incorporated.
18. A detailed EMP including the protection and mitigation measures for impacts on human health and environment as well as detailed monitoring plan and environmental management cell proposed for implementation and monitoring of EMP. The EMP should also include the concept of waste-minimisation, recycle/reuse/recover techniques, energy conservation, and natural resource conservation. Total capital cost and recurring cost/annum earmarked for environment pollution control measures.
19. Occupational health impacts on the workers and mitigation measures proposed to avoid the human health hazards along with the personal protective equipment to be provided to the workers. Provision of industrial hygienist and monitoring of the occupational injury to workers as well as impact on the workers. Plan for periodic medical check up of the workers exposed. Details of work zone ambient air quality monitoring plan as per Gujarat Factories Rules.
20. Fire fighting arrangement and requirement of its strengthening due to proposed augmentation. This should include details of automatic detection and control system & detailed control plan showing hydrant pipeline network, provision of DG Sets, diesel driven fire pumps for operation during power disruption, jockey pump, fire water monitor, toxic gas detectors, fire / foam tenders etc.
21. Detailed risk assessment report including prediction of the worst case scenario and maximum credible accident scenario along with damage distances and preparedness plan to combat such situations and risk mitigation measures.
22. Submit checklist in the form of Do’s & Don’ts of preventive maintenance, strengthening of HSE, terminal staff for safety related measures.
23. Detailed five year greenbelt development program including annual budget, types & number of trees to be planted, area under green belt development [with map], budgetary outlay; along with commitment of the management to carry out the tree plantation activities outside the premises at appropriate places in the nearby areas and elsewhere.
24. Proposal for socio-economic development activities including community welfare program most useful in the project area for the overall improvement of the environment. Submit a detailed plan for social corporate responsibilities, with appropriate budgetary provisions for the next five years and activities proposed to be carried out; specific to the current demographic status of the area.

Compliance status of the existing unit with respect to various conditions given in the previous Environment Clearance, Consent to Establishment and Consolidated Consent and Authorization order obtained for the existing plant. Records of any legal breach of Environmental laws i.e. details of show- cause notices, notice of direction closure notices etc. served by the GPCB to the existing unit in last three years and actions taken then after for prevention of pollution.
26. Last three years analysis report for the sample taken under Air Act 1981, Water Act 1974 and Hazardous Waste Rules by the Gujarat Pollution Control Board.
27. Details of fatal / non-fatal accidents, loss of life or man hours, if any, occurred in the existing unit in last three years and measures proposed to be taken for avoiding reoccurrence of such accidents in future.

During the meeting, the project proponent was asked not to start any kind of construction activity at the project site. After detailed discussion it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after satisfactory submission of the following:
1. A letter from AUDA indicating the time limit within which the water supply and drainage connection will be made available to the project.
2. Details on Green Building measures to be adopted for the proposed project also including the details on solar energy utilization, energy conservation measures etc.
3. Details of the nearby water body and exact aerial distance of the nearest boundary of the project site from the water body in the vicinity.
4. Details of D.G.Set to be provided including its capacity, fuel type & quantity, its location on the layout plan, noise control measures etc.
5. Revised details on parking area provision as per the requirement of NBC norms considering the actual area available in the hollow plinth.

The project was awarded Terms of Reference by SEAC in its meeting held on 17/01/2013. Public hearing of the project was conducted on 10/06/2014. The project proponent has submitted final comprehensive EIA report, comprehensive Marine EIA report, Risk assessment report and maps of demarcation of HTL, LTL and CRZ boundaries. The project was appraised during the SEAC meeting held on 20/08/2014.
During the meeting held on 20/08/2014, the project proponent was asked to run the ESP efficiently to achieve norms of 50 mg/Nm3 at the final outlet, to provide online monitoring system for PM at the final stack outlet with tripping arrangement, to employ the trained personals for running the ESP and to use same quality coal for efficient working of ESP. After detailed deliberation on various aspects regarding the project it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance only after submission of the following:
1. Notarized undertaking stating that only one of the facilities, i.e. either coal based or gas based power

plant shall be operated at any given time and the capacity shall not exceed 360 MW.
The project proponent vide their letter dated 06/10/2014 requested to allow them to use the existing gas based power plant in case of emergency in such a manner that at any given point of time the total installed capacity of the Hazira complex will not exceed 499 MW and at any given time the operative capacity of the complex shall not exceed 360 MW capacity.
The matter was discussed in detail during the meeting and considering that the total installed capacity of captive power generation within the complex at any given time will not exceed 499 MW as well as operation of the power plant will be in such a manner that total operative power generation capacity will not go beyond the 360 MW, the request of the project proponent was considered by the committee and it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after submission of the following:
1. A notarized undertaking stating that at any given point of time the total installed capacity of the complex shall not exceed 499 MW and that at any given point of time the total operational power generation capacity of the complex shall not exceed 360 MW.
