Baker University Athletics Return-to-Play Protocol

August 10, 2020

What is Coronavirus (COVID-19)?

Coronavirus (COVID-19) is an illness caused by a communicable virus that can spread from

person to person. The virus that causes COVID-19 is a new coronavirus that has spread

worldwide. COVID-19 symptoms can range from mild (or no symptoms) to severe illness and

even death. One can become infected from respiratory droplets when an infected person

coughs, sneezes, or talks. One may also contract COVID-19 by touching a surface or object

that is contaminated and then by touching one’s mouth, nose, or eyes.

What is the difference between quarantine and isolation?

Quarantine keeps someone who might have been exposed to the virus away from

others.

Isolation separates people who are infected with the virus away from people who are

not infected.

Ways to reduce the spread and risk of exposure to others:

Self-quarantine: Student-athletes, coaches, parents, and spectators with symptoms

should not attend in-person team-related events.

Practice good hygiene: Wash your hands often with soap and water for at least 20

seconds. According to the CDC, alcohol-based wipes or spray should contain at least 70

percent alcohol.

Protective face coverings: Face coverings are required on Baker University’s campus.

Social distancing: All student-athletes, coaches, staff, faculty, and spectators should

practice social distancing of at least 6 feet whenever possible.

Screenings: All student-athletes must be screened before their first team activity of the

day. During this screening they will also take their temperature and report it within

their screening.

Guidance provided by CDC.

Defining Contact

If possible, recommend that athletes keep a list of all close contacts (those they are in contact

with while staying less than 6 feet apart for at least 15 minutes).

Definitions of high- and low-risk contacts:

o High-risk, close contact:

Household contact or close contact (less than 6 for at least 15 minutes)

with an individual who has confirmed or suspected COVID-19 during 48

hours before the individual develops symptoms or is diagnosed.

Face-to-face contact drills against another athlete.

Direct contact with an infected individual’s oral or nasal secretions

(cough or sneeze).

o Low-risk contact:

Brief contact (less than 6 feet for less than 15 minutes) with someone

with COVID-19 while both parties are wearing cloth facial coverings or

other approved masks.

Athletes Who Come Into Contact With Suspected or Confirmed Cases of COVID-

19

Low-risk contact:

o May continue to participate.

o Monitor and immediately report fever or other concerning symptoms.

o Those with medical conditions that put them at higher risk may consider a more

conservative approach and opt to quarantine.

High-risk contact:

o Quarantine at home for 14 days from date of last possible exposure.

o Complete active monitoring form, recording temperature and symptoms twice

daily.

o Immediately report any fever or concerning symptoms.

Response Plan for Suspected or Confirmed Cases of COVID-19

Suspected infection:

o Isolate individual.

o Provide with a mask if they are not already wearing one.

o Perform hand hygiene.

o Refer for a medical evaluation and possible testing (see Testing Plan below).

Confirmed infection:

o Asymptomatic:

Isolate for at least 10 days from the positive test.

Conduct contact tracing. Complete active monitoring form, recording temperatures and symptoms

twice daily.

If symptoms develop, follow guidelines for symptomatic.

o Symptomatic:

Isolation for at least 10 days from symptom onset and for at least three

days without a fever without the use of antipyretics and at least three

days of improvement of respiratory symptoms. (This is the CDC’s 10+3

rule for discontinuations of isolation.)

Conduct contact tracing.

Check in by phone daily with athletic training staff.

Complete active monitoring form, recording temperature and symptoms

twice daily.

If symptoms worsen or athlete becomes short of breath, refer for

medical evaluation.

Before returning to activity, anyone with suspected or confirmed COVID-19 will have a

medical evaluation completed and will begin the proper return-to-play progression.

Testing Plan With Symptomatic Individual

AT will contact Dr. Heronemus regarding the student-athlete

o Depending on symptoms and how the student-athlete is presenting, they may be

able to do a telephone or telemedicine visit, or they may need an in-person visit.

AT will also send an email to Candice Bonnel and Natalie Kohl regarding the student-

athlete to ensure that they have a chart in Cerner. Their demographic sheet will be

attached. If no chart is present, one will be created.

Dr. Heronemus will place the order for COVID-19 testing in the chart.

o A Douglas County address needs to be on the patient’s chart in order for results

to be sent to the Douglas County Health Department.

o Athletes should list their address at Baker University as their primary address.

Once an order is placed, student-athletes will present to a respiratory evaluation clinic

for NP-PCR testing.

Once results return, Dr. Heronemus will contact ATC and the student-athlete

regarding the results.

Quarantine Related to Travel Restrictions

The Kansas Department of Health and Environment (KDHE) requires any person traveling to

Kansas from a KDHE Travel and Exposure locations to quarantine for 14 days upon arrival in

Kansas. Please note this list is regularly updated. This mandate applies to students and anyone

traveling with students to help them move back to campus.

Preseason Athletes

Before the assigned move-in date:

Student-athletes coming to Baldwin City early to quarantine need to make their own

housing and meal arrangements. Students can stay at The Lodge Hotel for a discounted

rate that Baker has negotiated. The student is responsible for his or her payment and

will be responsible for his or her own meals.

On or after assigned move-in date until August 14, 2020:

o Student-athletes who are required to quarantine based on the State of Kansas

travel requirements and who live in university-owned housing will quarantine for the

required 14 days at designated on-campus housing or at overflow housing at The

Lodge Hotel or other off-campus location at the university’s expense. The Office

of the Dean of Students will coordinate housing assignments during this period.

Meals will be delivered to the student and will be at the university’s expense

from the preseason budget.

o Student-athletes who are required to quarantine based on the State of Kansas

requirements and who live in a fraternity or sorority chapter house need to

coordinate with their respective fraternity or sorority for housing

accommodations during the athletic preseason at the fraternity or sorority

chapter house or another location designated by the fraternity or sorority. Each

fraternity or sorority may access available rooms at The Lodge Hotel at a

discounted rate, but this cost will not be paid by the university. Meals will be

delivered to the student at the fraternity or sorority chapter house, The Lodge

Hotel or other locations within a 10-mile radius of Baldwin City as designated by

the fraternity and sorority at the university’s expense from the preseason

budget.

o For student-athletes who are required to quarantine based on the State of

Kansas requirements and who live in other off-campus housing, no housing or meals

will be provided by the university. If students need assistance with meals, they

should contact the Office of the Dean of Students for support.

All Other Students

If the student is not on a meal plan, the fraternity or sorority may deliver

meals, the student may purchase individual meals at his or her own expense, or make other arrangements for meal or grocery delivery.

Meals will be only delivered within a 10-mile radius of Baldwin City.

o For students who are required to quarantine based on the State of Kansas

requirements and who live in other off-campus housing, no housing or meals will be

provided by the university. If students need assistance with meals, they should

contact the Office of the Dean of Students for support.

Voluntary Travel During the Academic Term

Travel to and from a designated KDHE Travel and Exposure location is strongly discouraged.

However, it is understood there may be unique circumstances where the travel cannot be

avoided. Any student who voluntarily travels to a designated KDHE travel-restricted location

and is required to quarantine by the State of Kansas upon return will be required to quarantine

off campus and outside of fraternity and sorority chapter housing and will not be allowed back

to campus during that time.

The student is responsible for notifying the Office of the Dean of Students regarding the travel

and the required quarantine period upon return. The student will be responsible for all housing

and meal expenses during the quarantine and must complete the COVID-19 Student Affidavit

before returning to campus.

For travel related to athletics, NAIA guidelines will be followed and students should coordinate

with their respective coach.

Quarantine Related to Potential COVID-19 Exposure

Any student who is notified by the Douglas County Health Department of a close direct

contact with a person who is COVID-19 positive will be required to quarantine for 14 days and

will not be allowed back to campus during that time. A close contact is defined by the CDC as

contact with a COVID-19 positive person

for more than 15 minutes,

within less than 6 feet of space,

within the past 2 days.

Please understand, there are NO exceptions to this policy!

The Office of the Dean of Students should be notified of the need to quarantine because of

possible direct exposure.

Students who live in university-owned housing or fraternity or sorority chapter housing and are

required to quarantine because of direct exposure to a person who is COVID-19 positive will

return home to quarantine for the required 14 days if at all possible.

In very limited circumstances for international students or other students who cannot return

home without using public transportation as determined by the Dean of Students, housing

during the quarantine will be provided as follows:

If the student lives in the residence halls, the quarantine will be at designated on-campus

housing or overflow housing at The Lodge Hotel or another off-campus location at

university expense as assigned by the Office of the Dean of Students. Students who live

in residence halls will be given priority for assignment to on-campus isolation rooms.

o If the student is on a meal plan, meals will be delivered to the student and

charged to his or her meal plan.

o If the student is not on a meal plan, the student may purchase individual

meals at his or her own expense or make other arrangements for meal or

grocery delivery.

If the student lives in fraternity or sorority chapter housing, the student will need to

coordinate with the Office of the Dean of Students to be assigned to housing

previously identified by their fraternity or sorority (rooms will be available at The

Lodge Hotel at the discounted rate). The fraternity or sorority will be responsible

for determining how the housing expense is paid (by organization or by student).

o If the student is on a meal plan, meals will be delivered to the student and

charged to his or her meal plan.

o If the student is not on a meal plan, the student may purchase individual

meals at his or her own expense or make other arrangements for meal or

grocery delivery.

o Meals will only be delivered within a 10-mile radius of Baldwin City.

Students who live in off-campus housing are responsible for making isolation

arrangements at their own expense. For those students who have a meal plan, no meals

will be delivered during the isolation period.

Upon completion of the required quarantine period, students are required to complete the

COVID-19 Student Affidavit ensuring that requirements were met.

Isolation

COVID-19 Symptomatic Students Waiting for COVID-19 Test

If students have a fever and/or other symptoms related to infection by COVID- 19 and a

medical professional has recommended a COVID-19 test, the student will isolate at home while

waiting for his or her COVID-19 test results if at all possible.

While waiting to be picked up or arranging to return home, students will stay in identified

isolation rooms on campus while awaiting departure. First priority will be given to students

living in residence halls. If space is available, Baker will temporarily house students living in

fraternity or sorority chapter housing while awaiting pick up or arranging to return home.

In very limited circumstances, international students or other students who cannot return

during the isolation period while awaiting test results will be provided as follows:

o If the student lives in the residence halls, the isolation will be at designated off-campus

university housing, The Lodge Hotel, or another off-campus location at the university

o If the student is on a meal plan, meals will be delivered to the student and

charged to his or her meal plan.

o If the student is not on a meal plan, the student may purchase individual

meals at his or her own expense or make other arrangements for meal or

grocery delivery.

If the student lives in fraternity or sorority chapter housing, the student will coordinate with

the Office of the Dean of Students to be assigned to housing. If there is availability, the

university will house fraternity or sorority chapter housing students in designated

isolation rooms at the off-campus university housing at no additional expense while

waiting for COVID-19 test results. However, if the off-campus university housing is fully

occupied, the student will be assigned to other isolation housing previously identified by

their fraternity or sorority at their expense (for example, rooms will be available at The

Lodge Hotel at the discounted rate). The fraternity or sorority will be responsible for

determining how the housing expense will be paid (by organization or by student).

o If the student is on a meal plan, meals will be delivered to the student and

charged to his or her meal plan.

o If the student is not on a meal plan, the student may purchase individual

meals at his or her own expense or make other arrangements for meal or

grocery delivery.

o Meals will only be delivered within a 10-mile radius of Baldwin City.

Upon receiving a negative COVID-19 test verifying the symptoms are not COVID-19 related,

the student may return to campus and residential housing or fraternity or sorority chapter

housing upon submitting the test results to the Dean of Students.

COVID-19 Positive Students Protocol

Students who test positive for COVID-19 with or without symptoms must isolate immediately

and make plans to return home. These students are required to immediately notify the Dean of

Students regarding their positive test and arrange to return home as quickly as possible, and

they may not return to campus as outlined in the criteria below.

While awaiting pickup or arranging to return home, students will stay in identified isolation

rooms on campus. First priority will be given to students living in residence halls. If there is

space available, Baker will temporarily house students living in fraternity or sorority chapter

housing while awaiting pick up or arranging to return home.

Recovered Students Return to Campus Protocol

Recovered students will be allowed to return to campus following CDC guidelines.

Symptomatic Students with Positive COVID-19 Test

According to the CDC and Baker University, students may return to campus and no

longer isolate after the following:

Completing the COVID-19 Student Affidavit

Three days with no fever without fever-reducing medication and . . .

Respiratory symptoms have improved (e.g., cough, shortness of breath) and . . .

10 days since symptoms first appeared

Student-athletes will not be allowed to return to sport until they are cleared by a

physician

Asymptomatic Students with Positive COVID-19 Test

According to the CDC and Baker University, students may return to campus and no

longer isolate after the following:

Completing the COVID-19 Student Affidavit

10 days have passed since the positive test as they continue to have no

symptoms

In some cases, a doctor may require two negative tests in a row at least 24

hours apart

Student-athletes will not be allowed to return to sport until they are cleared by a

physician.

Students will be required to sign the COVID-19 Student Affidavit confirming the above

criteria has been met before returning to campus and residential or fraternity or

sorority chapter housing and to provide a copy to the Office of the Dean of Students.

Game Days

Baker University will not compete against any universities that have not tested

their student-athletes in the following sports: Cross Country, Football, Men’s

and Women’s Soccer and Volleyball.

There will no fans allowed at any events throughout the month of September.

No concessions will be available.

Face coverings are required in athletic facilities.

Spectators must follow social distancing guidelines when entering and exiting

facilities.

Livestream of games or matches will be provided free of charge to fans who are

denied entry.

Each event will follow National Sport Guidelines.

No handshaking before, during, or after games will occur.

Baker University will follow all CDC and Heart of America guidelines.

Athletes must bring and use personal water bottles.

No communal water will be available.

Personal belongings may not be shared.

Athletic Event Travel Protocol

Athletes, coaches and support staff traveling to and from athletic events should wear a

mask to and from the bus to the playing facility. When traveling to an opponent, teams

will follow the host guidelines and requirements once they arrive on campus.

Temperature and symptom checks must be complete before getting on the bus

and as soon as the team arrives at the venue.

Transportation vehicle should include the following:

o Face masks

o Hand sanitizer

o Disinfectant wipes

o During overnight trips it is recommended that teams travel with an extra

vehicle in case of positive temperature and screening.

Athletic Training Room

All students will be required to wear a mask in the athletic training room.

If a student-athlete refuses to wear a mask, they will not be allowed in the

athletic training room.

In order to see an athletic trainer, a student-athlete must set up an appointment

with their assigned athletic trainer. NO WALK-INS WILL BE ACCEPTED!

Adequate cleaning schedules will be created and implemented to mitigate

communicable diseases.

No cold tubs will be used.

Student-athletes may NOT make their own ice bags.

Weight Room

Capacity is limited to 15 people.

Student-athletes must have their temperature checked and complete the daily

screening before entering the weight room.

Masks must be worn at all times in the weight room. Anyone who refuses to

wear a mask will not be allowed in the weight room.

Teams must schedule a time to use the weight room.

Adequate cleaning schedules will be created and implemented to mitigate

communicable diseases.

It is recommend to split teams into training groups and have athletes interact

only with those in their group each day.

Collins Gymnasium

Student-athletes must have their temperature checked and complete the daily

screening before entering the Collins Center.

Masks must be worn at all times unless athletes are actively working out.

Practice

Practices and all activities related to athletics will be guided through local

government and CDC guidelines.

Temperature will be checked and the daily screening form must be filled out

before the first team function each day. Student-athletes will not be allowed to

practice until this is completed.

Virtual meetings are encouraged whenever possible.

Locker Rooms

Locker room capacity is limited to 50 percent.

Shower use will be staggered.

Athletes must bring and carry a full personal water bottle.

Visiting Team Players and Staff

Temperature checks and screenings will be done before arriving at the facility.

Masks and social distancing are required when arriving and entering Collins Gymnasium.

Visiting teams must bring their own equipment and must sanitize their own gear.

Game Day Staff, Volunteers, and Officials

Temperature checks and screenings will be conducted by Baker University’s

athletic training staff before all events.

Masks and social distancing are required unless working in an isolated position.

All equipment will be sanitized before and after games.

Officials will be asked to bring their own towels.

Liston Stadium

Student-athletes must have their temperature checked and complete the daily

screening before entering Liston Stadium.

Masks must be worn at all times unless athletes are actively working out.

Practice

Sport-Specific Modifications

All Fall Sports

No hugging, shaking hands, or fist bumps during or after contests.

o No pregame or postgame interteam gatherings will be allowed. Teams must stay

separated.

Teams should not congregate with fans after contest is over.

All sports will follow CDC guidelines.

All student-athletes must be clean (showered) before using the athletic training facilities.

Official game day rosters will not be submitted to officials, game day administration,

sports information personnel, and so on until after clearance based on the temperature

and symptoms checks.

Men’s and Women’s Soccer

NAIA sport rule modification:

Team bench areas will be extended to the top of the penalty box (18 yards from the

end line).

Athletes will not go to the bench after the first game until clearance is given.

Bench must be cleaned between games.

Water coolers must be changed between games.

Volleyball

NAIA sport rule modification:

Teams will not switch benches between sets. The home team will choose its playing

side.

Tournaments must give ample time for cleaning between games.

Football

NAIA sport rule modification:

Bench area will be extended to the 15-yard line.

Officials’ jurisdiction will be moved to 60 minutes instead of 90 minutes before the

game.

Cross Country

Consider widening the course to at least 6 feet at its narrowest point.

Consider using finish corrals to distance runners at the finish.

Finish protocols: Student-athletes should remain upright and walk through the chute

with the understanding that there will be times that a participant may need medical

attention.

Waiting spots should be provided at restrooms to aid in social distancing.

Hand sanitizer should be available throughout the event including packet pickup, higher-

traffic areas, and in and around portable toilets.

Staff and volunteers will wear masks and gloves and conduct regular hand sanitation.

Athletes are required to wear a face covering at the event anytime they are not running.

Athletes should carry their own water bottle.

Student-athletes should have individual bags and locations for sweats—no mass piling of

team clothing.

Food and snacks should be separated for athletes.
