2017 - NATIONAL REPORT OF PARTIES ON THE

IMPLEMENTATION OF THE CONVENTION ON THE

CONSERVATION OF MIGRATORY SPECIES OF WILD

ANIMALS

The deadline for submission of the reports is 24 April 2017. The reporting period is from May 2014 to

April 2017.

Parties are encouraged to respond to all questions. Parties are also requested to provide comprehensive answers,

including, where appropriate, a summary of activities, information on factors limiting action and details of any

assistance required.

The reporting format was agreed by the Standing Committee at its 40th Meeting (Bonn, November 2012) for

mandatory use by Parties, for reports submitted to the Eleventh Meeting of the Conference of the Parties (COP11). The

45th meeting of the Standing Committee recommended the use of the same format for reports submitted to COP12,

with necessary adjustments to take into account relevant COP11 decisions, in particular amendments to the

Appendices and resolutions.

COP Resolution 9.4 adopted at Rome called upon the Secretariats and Parties of CMS Agreements to collaborate in the

implementation and harmonization of online reporting implementation. The CMS Family Online Reporting System (ORS)

has been successfully implemented and used by AEWA in their last Meeting of the Parties (MOP 5, 2012) reporting

cycle. CMS now offers the Convention’s Parties to use the ORS for submitting their national reports for the COP11

(2014) reporting cycle.

IV. National and Regional Priorities

1. What priority does your country assign to the conservation and, where applicable, sustainable use of

migratory species in comparison to other biodiversity-related issues

☑ High

2. Are migratory species and their habitats addressed by your country's national biodiversity strategy or

action plan?

☑ Yes

2.1. If Yes, please indicate and briefly describe the extent to which it addresses the following issues:

☑ Conservation, sustainable use and/or restoration of migratory species

☑ Conservation, sustainable use and/or restoration of the habitats of migratory species, including protected areas

› Eritrea's revised national biodiversity strategy or action plan (2015) addressed the most important species

which needs high respective conservation, sustainable use in all aspects. it emphasized on endangered and/or

critically endangered species to be protected in their habitat striving establishing of the Semenawi and

Debubawi Bahri, Buri-Irrori Hawakil Islands as well as Bara-Sole as protected area system in 2013 can be a

practical intervention of the Government of the state of Eritrea to ensure conservation of the critical

biodiversity resources. The proposed protected areas outstrip both the NBSAP and Aichi Biodiversity Targets in

situ conservation. Hence, more than one million hectare of terrestrial and marine ecosystem has been

proposed for protected area establishment and that fund is secured from GEF/UNDP and Government

expected to be implemented within 7 years. and legislation on protected areas system is being worked. In

addition avoiding invasive alien species, overgrazing/over browsing, illegal hunting, deforestation, fire, and

initiating research and assessment on migratory species are the most efforts being done. Some of the most

endangered species considered are Africa wild ass, African elephant, soemmering’s gazelle, green turtle,

dugongs, seabirds etc. It is also addressed that there are very important migratory birds, providing migration

route and stop-over location for many species. A total of 14 Important Bird Areas (IBA) have been identified

for Eritrea.

☑ Actions to prevent, reduce or control factors that are endangering or are likely to further endanger migratory species

(e.g. alien invasive species or by-catch)

› Strategic Goal B: Reduce the direct pressures on biodiversity and promote sustainable use

Target 9: By 2020, invasive alien species and pathways are identified and prioritized, priority species are

controlled or eradicated, and measures are in place to manage pathways to prevent their introduction and

establishment.

(Ministry of Land, Water and Environment, ( 2014-2020). Revised National Biodiversity Strategy and Action

Plan for Eritrea. NBSAB report 160 pp.)

☑ Minimizing or eliminating barriers or obstacles to migration

☑ Research and monitoring of migratory species

☑ Transboundary co-operation

3. Does the conservation of migratory species currently feature in any other national or regional

policies/plans (apart from CMS Agreements)

☑ Yes

3.1. If Yes, please provide details:

› As mentioned above the issue of conservation of migratory species is considered in the draft environmental

law

3a. Do these policies/plans cover the following areas?

Exploitation of natural resources (e.g. fisheries, hunting, etc.)

☑ Yes

If Yes, please provide details

› The Revised national biodiversity strategy and action plan also consider the over exploitation of marine

resource and terrestrial wild lives. The legislation of the marine resources states that illegal fishing and

overfishing is prohibited and, the proclamation of Forestry and wild life (2006) addressed illegal hunting and

illegal cutting trees and their penalties.

Economic development

☑ Yes

If Yes, please provide details

› There is National Environmental Impact Assessment Procedures and Guidelines that focused on considering

conservation of species during any developmental projects such as mining, road and house construction,

course monitoring and evaluation on impacts of projects is the main activity. It also tries to mainstream in the

relevant sectors.

Land-use planning

☑ Yes

If Yes, please provide details

› As sustainable use of natural resource is a milestone for conservation of natural resources, Eritrea has

practiced land use planning for agriculture, construction and other developments in different parts of the

country. In addition, a sustainable land management project (SLM) has been initiated as a model using land

use planning.

Pollution control

☑ No

If Yes, please provide details

› The Department of Environment has a mandate to control environments pollution in the country. Therefore

many projects has been conducted regarding pollution such as air, water, soil pollution caused by various

factors like solid and liquid wastes, industrial, commercial and agricultural chemicals etc. The department has

conducted various assessments in industries, households, agriculture etc. There was also an emphasis on

persistent organic pollutants, and hazardous wastes .In the past years, a national implementation plan was

prepared to mange pollutions arise from different development activities.

Designation and development of protected areas

☑ Yes

If Yes, please provide details

› Protected areas have a long history in Eritrea. Recently, an integrated Protected area system legal

framework that could enable the implementation of three pilot PA’s areas is under preparation.

Furthermore, different activities such as: biophysical study, socioeconomic study, awareness raising etc…

have been conducted in the three pilot areas.
