Changes from 08

• Added PORT_WAVELENGTH_EXCLUSIVITY in the RestrictionType parameter. Added section 6.6.1 that has an example of the port wavelength exclusivity constraint.

• Port/Wavelength Exclusivity constraint: – A wavelength can be used at most once among

a given set of ports. The set of ports is specified as a parameter to this constraint.
