1 IntroductionPadom Holdings Ltd retained exp Services Inc. (exp) to prepare a Stormwater Management Report for a proposed redevelopment project located at 173-177 Preston Street in the City of Ottawa, Ontario. The proposed development will comprise of a new four-storey residential apartment building, one level basement, and asphalt parking lot. Refer to Appendix A, Figure 1 for Aerial / Location Map.

2 Existing Conditions The current site is approximately 0.051 hectares, and is occupied by a two-storey, semi-detached residential dwelling with surface parking. It is zoned as local Traditional Mainstreet (TM). Appendix A, Figure 2 shows the Zoning Plan.

3 Development ProposalThe proposed development involves the construction of a new four storey residential apartment building, with improvements to the existing parking area. The existing dwelling is to remain. Appendix A, Figure 3 shows the proposed Site Plan.

�4 Stormwater Management 4.1 Existing Site Drainage

Currently, the site is occupied by an existing 2-storey building with an asphalt surface parking lot. Storm water runoff from the area sheet flows off-site to the existing inlets located on both Preston and Poplar Street, with no on-site detention.

4.2 Proposed Site Drainage

In the proposed development the storm runoff will be detained on-site with the designed restrict flow being released to the municipal system. The proposed stormwater management system will consist of: surface storage (i.e. parking area), an on-site catch basin manhole connected to a lateral lead, that further connects to the existing 450mm diameter combined sewer located along Poplar Street. Reference Appendix A, Servicing, Grading, and Erosion Control Plan (Dwg. No. 216595-SGP) for details on the proposed storm sewer system.

4.3 Stormwater Quantity Control

Design of the storm sewer system was completed in conformance with the City of Ottawa Design Guidelines (November 2004), specifically Section 5 “Storm and Combined Sewer Design” and Technical Bulletin ISDTB-2012-4 issued June 20, 2012.

The allowable release rate was determined using the 2-year design storm event. With a total controlled drainage area of 0.031 hectares and runoff coefficient of 0.40, the calculated rate was 2.67 L/sec. See Table 1 in Appendix B.

Quantity storage requirements were based on storms up to and including the 100-year. On-site detention will be provided via surface parking, underground structure (i.e. CBMH1), and roof-top. The proposed catch basin manhole will be equipped with an Inlet Control Device (ICD) to control the outflow rate. Also, roof drains will be equipped with adjustable controls (i.e. upper cone, closed position) to restrict flow, see Appendix B for details.

Supporting calculations are included in Appendix B, summary provided below in Table 4.3-1. The depth and extent of surface storage is illustrated on the Servicing, Grading and Erosion Control Plan Drawing No. 216595-SGP, Appendix A.

4.4 Stormwater Quality Control

Quality control is not required as the site drains to an existing combined sewer on Poplar Street that is directed to a wastewater treatment plant.

5 Sanitary and Water Servicing The new building will be serviced with a proposed 135mm diameter sanitary and 100mm diameter water lateral each connected to the existing infrastructure located along Preston Street; 2100mm diameter sanitary sewer and 400mm diameter watermain, respectively. In addition, weeping tiles from the proposed building will connect (i.e. 100mm diam.) to the existing sanitary sewer located along Preston Street. �

6 Erosion and Sediment Control Measures During all construction activities, erosion and sedimentation shall be controlled by the following techniques:

� Extent of exposed soils shall be limited at any given time; � Exposed areas shall be re-vegetated as soon as possible; � Filter cloth shall be installed between frame and cover on all proposed catch basin manhole; � Visual inspection shall be completed daily on sediment control barriers and any damage repaired

immediately. Care will be taken to prevent damage during construction operations; � Sediment control devices will be cleaned of accumulated silt as required. The deposits will be

disposed of as per the requirements of the contract; � During the course of construction, if the engineer believes that additional prevention methods are

required to control erosion and sedimentation, the contractor will install additional silt fences or other methods as required to the satisfaction of the engineer; and

� Construction and maintenance requirements for erosion and sediment controls are to comply with Ontario Provincial Standard Specification (OPSS) OPSS 805, and City of Ottawa specifications.

�7 ConclusionThe conclusions of this report are as follows:

� Runoff from the site is controlled to an allowable release rate of 2.67 L/sec. � Quantity storage requirements were based on storms up to and including the 100-year. � The required and provided storage volumes are 9.7 and 12.1 cubic-meters, respectively. � Quality control of stormwater is not required as the site drains to an existing combined sewer on

Poplar Street further flowing to a wastewater treatment plant. � An overland flow route is provided for the major storm event. � Erosion and sediment control measures will be implemented during construction.
