Paddy was born and educated in Ballsbridge and he has spent his working life as an Optician in Baggot St. and Ringsend. He has been an active member of Fine Gael since the eighties when Garret FitzGerald was Taoiseach. Paddy is committed to representing the best interests of his constituents in Ballsbridge, Donnybrook, Merrion, Milltown, Nutley and Sandymount and he also serves Ringsend and Irishtown. Paddy’s Constituency Office is located at 12 Thorncastle St. Dublin 4. Cllr. In relation to a controversial site in Church Avenue Sandymount D4, owned by Sean Dunne, Cllr McCartan wishes to put it on the record that NOT ONE COUNCILLOR spoke in favour of the proposed development at the S.E A committee meeting held on 11th February last. The committee comprising of Fine Gael, Fianna Fail ,Sinn Fein and Labour voted to reject the planning application. "The fact that I objected to this had nothing to do with it being supposedly for social and affordable housing but because the site is fundamentally unsuited to a development of this scale".

BALLSBRIDGE RESIDENTSIGNORED BY PLANNERS Council Planners ignored City Council’s own guidelines ingranting planning permission for the 15 storey developmenton the former Veterinary College site says Cllr. Paddy McCartan. Dublin City Councillors last July voted against theDraft Local Area Plan for Ballsbridge, which would haveallowed for some high-rise in the area. However, despite theclear objections of residents in Ballsbridge and localCouncillors, their wishes have now been ignored.

The City Manager is on record as saying that “the Councilis not planning a Manhattan in Dublin”. He has also statedthat higher buildings would be appropriate in 1. TheDocklands 2. the area around Heuston Station and 3. thearea surrounding the former Psychiatric Hospital inGrangegorman. Ballsbridge was not included included.

With regard to high-rise, the views of the communitycould be best summed up in the words of BrianMurphy,Chairman of Ailesbury Park ResidentsAssociation,when he said “The proposed structures in termsof height , materials and density are inappropriate in sucha residential area”.

As someone whose grandparents and parents lived onWellington Rd, Anglesea Rd and Serpentine Ave, Paddy McCartan’s fears for the destruction of the fabric of Ballsbridgecannot be over emphasized. “I will use what power I haveto bring together all the participants involved ie. Thedevelopers, City Councillors, planners and local residentswith the objective of reconstituting a new Local Area Planfor Ballsbridge” says Cllr. Mc Cartan.

WHICH LOCAL T.D. IS QUOTEDON THE INCINERATOR HERE?Which Deputy is Cllr McCartan quoting here, when he said,before the last general election “I make the strongestpossible statement of my total opposition to an incineratorin Poolbeg. It is my view and the view of my party that thisproposal will set back progress on sustainable wastemanagement in Ireland by decades. It will damage thehealth and amenity of local communities and it will benefitonly those private companies who are associated with it”.You might be surprised to learn that it was none other thanDeputy John Gormley, now the relevant GovernmentMinister and the one person with the power but it wouldappear not the will to prevent the building of thisincinerator. He should use his power under section 24C ofthe Waste Management Act 1996 to do this, just as herequested the last Minister when he was in opposition.

When Mr Gormley was in opposition, he was passionateand powerless to stop the incinerator being built. Now inpower and as Minister for the Environment, he has renegedon his commitments and he has put the health and welfareof his constituents in Sandymount, Ringsend, Irishtown andbeyond secondary to his personal ambitions.

With regard to political expedience, the Minister mightwell quote Groucho Marx “Those are my principles and if youdon’t like them I’ve got others.”

LUAS ACCESS AT MILLTOWNMUST BE RESOLVEDPub l i c a c c e s s to the LUAS line at the Mount St. Anne’sD e v e l o p me n t ,Milltown is yetto be resolved.Presently LUASaccess is onlyavailable to theresidents of thatdevelopment with access denied to the residents of thesurrounding roads.

“Council’s legal advice is that the original conditionwhich stated that access ‘shall be in accordance withthe requirements of the Planning Authority’ is notsufficiently precise to be enforceable in law” says Cllr.Mc Cartan.

Cllr. McCartan together with other city councillorswill endeavour to resolve this longstanding difficulty.

On a recent visit to Cambridge Court Ringsend, Paddy and Lucinda met withsome of the residents.

BORD PLEANALA REJECTSDONNYBROOK DEVELOPMENTCllr Paddy McCartan welcomes Bord Pleanala’s decisionto overturn planning permission granted by Dublin CityCouncil for a 6 storey office block on the former Bizquip site in Donnybrook. “This development wouldconstitute an incongruous and jarring element to thearea and would be out of scale and out of characterwith adjoining properties in the surrounding area.” saysPaddy Mc Cartan. “Local residents there can restassured that I will continue to do all in my power toensure that Ballsbridge is not turned into Manhattan”.

It was established in1743 andprovides rehabilitation, complex extended care andrespite services to older people and to adults withphysical and neuro-disability in 200 in-patient beds. Italso operates a 25-place day hospital. A furtherdevelopment is the locating of a Multi DisciplinaryPrimary Care Team offering services to local people intheir own homes.

In order to be able to vote at an election or referendum, aperson’s name must be entered on the register of electorsfor the locality in which the elector ordinarily resides. Theregister comes into force on the 15th February and is usedat each election and referendum in the succeeding 12months. - Damaged Street Nameplates in the Pembroke area willbe replaced in the coming weeks

- Graffiti will be removed at Victoria Avenue Entrance,Donnybrook

- New larger Litter Bins are being installed throughoutthe area

- Replacement Lights in Ringsend Park are currentlybeing installed

- Heap of stones and rubble deposited in the car parkopposite Milltown Church have been removed by theParks Division

- Overgrown trees are being pruned near Clarke’s pub,Irishtown Road and at Seafort Gardens, Sandymount

- New tree planting will be considered where requested- Cllr. Mc Cartan has also raised the serious health concerns

of constituents by persistent offenders who allow theirdogs to foul our open spaces and foothpaths. The DraftLitter Management Plan proposes that known dog litterareas will be targeted using covert means foridentification and ultimate prosecution.

ELIGIBLE TO VOTE AT LISBON TREATY REFERENDUM?democratic. Ratification would cut bureaucracy, speed updecision-making and make the European Union moreresponsive to its citizens. It would also make the EU moreanswerable to the Oireachtas. FG will run a vigorouscampaign in favour of the treaty demonstrating ourcommitment to Europe.

Public Meetings will be held and Cllr McCartan togetherwith Lucinda Creighton TD, who is the Fine Gaelspokesperson on European Affairs look forward to meetingyou and debating the issues involved.

Following a series of robberies on business premises in Sandymount, Cllr. Paddy McCartan requested more Garda presence in the village. ACommunity Garda now patrols the area and this has led to a muchimproved feeling of security in Sandymount. Paddy is pictured here with a new Garda to the area, Garda Anthony Moran.
