Whether you are a member that is looking to rekindle the fraternal flame or an elected officer of yourChapter, the Alumni Chapter Operations Guide is a great resource for learning not only how to forma P.A.D. Alumni Chapter, but also how one should operate. Inside this guide you will find informationon starting a Chapter, Chapter organization, programming, and much more. These tools are necessary forthe Chapter to be a success!

Support for you and your Chapter does not end with this guide. The International Executive Office,IEB, Alumni Advisory Council, and many dedicated volunteers of P.A.D. are available to answer thequestions that you may have regarding the Fraternity.

It generally takes the diligent efforts of two or three members to organizeand establish a successful chapter. Be sure to contact the DAR to learn of any alumni thathave expressed an interest in Alumni Chapter involvement.

First, the Alumni Chapter needs a name. When thinking of a name,choose one based on the name of the community, city, or county that the Alumni Chapter isin. If a Chapter wishes for “statewide” recognition, 25 signatures are required. Second, appointa few interim officers and get more alumni involved. People want to be a part of what theyhelp create. When the interest is generated, develop a list of possible ideas and objectives.

What works for them may notnecessarily work for you, but they may be able to providematerial to begin with (activity ideas, Chapter By-Laws,programming suggestions, etc.) and offer insight thatcomes from experience.

A sample version of a chartering petitionis available at www.pad.org and in the back of the AlumniChapter Operations Manual. Mail the completed charterpetition to the International Executive Office. Include a checkpayable to “Phi Alpha Delta Law Fraternity” to cover the AlumniChapter’s charter fee (set at $35). Once received, the petitionwill be presented to the International Executive Board for approval.

Contact:a. Contact: Using the email addresses received, send a general interest email to themembers at least six weeks prior to the first meeting. The letter should include thedate and place of the first meeting, the names of those already involved (the coregroup), a summary of potential goals and ideas, and an invitation to join the AlumniChapter. The letter will create the first impression of the group, so make it clear,

concise, and interesting. Include in the email a biographical/suggestions sheet forinformation and ideas as well as requesting an RSVP to generate a stronger response.

FFFFFolloolloolloolloollow-up: w-up: w-up: w-up: w-up: Follow up the general email with a meeting reminder about ten daysbefore the meeting and a telephone call (if possible) three days before the meeting.Naturally, the group’s ability to do this will depend on the size and number of brothers/sisters in the area. Typically, personal contact will result in increased attendance!

The Charter MeetingThe Charter MeetingThe Charter MeetingThe Charter MeetingThe Charter MeetingThe initial meeting of the alumni group should be an informal and interactive one, a chance forthe members to become acquainted and learn more about the Alumni Chapter concept. Duringthe meeting, the group should assess the needs and wishes of the members, decide on a temporarygoverning structure, approve a basic set of by-laws and set a time and place for the next meeting.Having a brief outline and some programming ideas already prepared by the core group isimportant. Coupled with good advance communication, it will show that the effort is organizedand will generate enthusiasm!

1. Plan the time/place carefully to ensure a strong turnout. Monday through Thursdayevenings tend to be the most convenient. The meeting may be held in a core groupmember’s home, office, or maybe even a local restaurant depending on the expectedattendance.

2. Name tags and refreshments should be provided for everyone. Have a bulletin board onhand, or think of a creative way for members to post their business cards. Members willlook at the bulletin board for business contacts and it will serve as a good conversationpiece. Ask each attendee to record his/her name, address, home/work phone numbers,and email addresses on a roster sheet to ensure the accuracy of the master list.

3. After everyone has arrived and settled, hand out the outline of objectives and ideas andopen the floor for discussion. Have someone record everything to ensure that no ideas arelost. It may be helpful to have a flip chart available to structure the discussion. A suggestedorder of business is:

a. Discuss objectives and possibilities for the Chapter.b. Select a name, using city/area that Chapter will serve.

If going for statewide recognition (e.g. Oklahoma Statewide Chapter), 25 petitionsignatures are required, instead of ten.

c. Elect officers.d. Complete and sign the petition to be recognized as an official Alumni Chapter andforward it to the Executive Office along with the chartering fee of $35.e. Decide on plans for the next meeting and other events.

4. The group may hold a special charter signing ceremony, inviting local Law SchoolChapter members and key P.A.D. volunteers in the area to mark the occasion.

5. Be fraternal. A good idea for a follow-up function is lunch or dinner at a nearby restaurant.The purpose of the group should revolve around enjoying each other’s company, notattending business meetings.

6. Submit an article and pictures to the Executive Office for publication in The Reporter.7. The officers should send a thank you note to all of the new members and a reminder for

the next event. Also send an email to those who did not attend, informing them of theChapter’s formation, ideas, the names of those involved, place and time of the next eventand extending the invitation to join. Forward that email to the Executive Office. Ask

members that know other members that couldn’t attend to call them specifically. Havinga friend call proves more effective.

8. Contact the Director of Alumni Relations at the Executive Office and your DistrictJustice. They will provide additional leadership and ideas for building commitment andenthusiasm.

Model Chapter By-Laws can befound on the P.A.D. website. Once the Chapter has adopted its By-Laws, submit them to theIEO for Fraternity record. The Constitution states that any Chapter that has not adopted a set ofBy-Laws is to be governed by the Model Chapter By-Laws.

Every dues payingalumni member receives a complimentary copy mailed to them. Upon request, anAlumni Chapter may receive several copies to use for recruitment purposes.

Officers are encouraged to submit articles of their Chapter events for publication in TheReporter. This is a fantastic way to tell your fellow brothers and sisters around the globe whatyour Chapter is doing.

The Constitution and International By-Laws of Phi Alpha Delta require that a Chapter elect a Justice,Vice Justice, Clerk, Treasurer, and Marshal, as well as delegates to the Biennial Convention. Whileofficer responsibilities are similar to those of the Law School Chapters, the Alumni Chapter maychoose to assign different tasks depending on the Chapter’s size.

• Ensure that the programs and activities of the Chapter comply with all federal,state, local, and Phi Alpha Delta laws and regulations. Take extra precautionswhen planning special events, especially social functions.

• Personal vehicles should not be used for group transportation to and from Chapterevents. Chapters should use a licensed third party transportation vendor that willprovide professional drivers when possible.

• Check to see if the business/location of any events being held by the Chapterrequires a certificate of insurance. If they do, please contact the IEO for one.

• Be on the lookout for general liability claims. If bodily, property or personalinjury occurs at a Chapter function, get the contact information of everyoneinvolved. Contact the IEO as soon as possible.

BudgetBudgetBudgetBudgetBudgetA Chapter’s budget is its financial plan, and should guide all planning aspects of the Chapter.Each month the Treasurer should compare the budgeted income and expenses with the actualsituation and report in detail the financial status to the Executive Board. It’s also recommendedthat the Treasurer post a financial summary of expenses at least twice a year for the generalmembership. If the income has fallen below expectations or if the expenses are too great, stepsshould be taken to immediately rectify this situation. Proper use of a Chapter budget by theTreasurer and the other officers will strengthen the Chapter financially.

Chapter officers should prepare and adopt a budget annually. Assess the costs of each of theChapter’s professional, social, publicity and recruitment programs. A budget is not carved in

stone, but it should represent a workable plan and provide a goodstarting point for the Chapter. As plans and programs get underway,

Chapter officers should routinely review, update, and if necessary,revise the Chapter’s budget.

In preparing a budget, take intoconsideration the figures from the

previous year’s statement and theconditions of the upcoming fiscalyear. You should be able to fairlyaccurately forecast the income andexpenses for the coming year.

Remember, the income must alwaysequal or exceed the expenses. If the

income exceeds expenses, the excess eachyear will provide a fund which can be used

for various worthwhile projects.

This puts P.A.D. under the clubs and fraternities category as a nonprofit,tax exempt organization.

P.A.D. IS NOIS NOIS NOIS NOIS NOTTTTT a charitable organization under 501(c)(3) which allows donors to claimdeductions on contributions made to the organization. Firms and companies should contacttheir tax advisor for information regarding sponsorship.

In making another distinction between 501(c)(7) and (3) organizations, 501(c)(7) organizationsand P.A.D. are not exempt from sales tax. The tax exemption status deals only with exemptionfrom income taxes for the organization. This is important to remember when dealing with salesand purchases.

Each Chapter has an assigned Tax ID also known as the Federal Tax Identification number. TheEO will provide this ID number to the Chapter. This number is to be used for opening bankaccounts and other matters in which the number is required for doing business. Never use theFFFFFraternityraternityraternityraternityraternity’’’’’s s s s s designated Tax ID number, only use the Chapter’s number.

The EO handles the tax returns for each Chapter by filing a 990 postcard form annually. However,if your Chapter has cash receipts of $25,000 or more please contact the IEO as there are extrameasures that need to be followed.

Attendance at an event is a great wayto impart wisdom upon tomorrow’s trial attorneys and network with other attorneys at the sametime.

P.A.D. members only. Over the years, P.A.D. has developed amazing connections within thecourt system. As of 2011, P.A.D. has four sitting U.S. Supreme Court Justices as members.

Conventions bring together P.A.D. studentand alumni members from around the world. Delegates elect International Officers and set theFraternity’s course for the future. The Fraternityreimburses one delegate from each Chapter for airfare and partial hotel expenses. Chapters areencouraged to send more than one delegate to the Convention.

With students,alumni, District Justices, and International Board members coming together from all acrossthe country, Convention is a sight to behold. Phi Alpha Delta Law Fraternity, International recognizesthat there exist state and local laws prohibiting the practice of “hazing”*. An attempt to codifyone uniform rule prohibiting hazing might conflict with such laws from state to state. Therefore,the universal policy of Phi Alpha Delta Law Fraternity, International relative to the practice ofhazing is as follows:

Phi Alpha Delta Law Fraternity, International does not condone any form of hazing. No Chapter,member, pre-law member or prospective member shall engage in any activities which may beconstrued as hazing. Each member and Chapter of Phi Alpha Delta Law Fraternity, International,including each member and Chapter of the Pre-Law program, shall fully comply with allapplicable state and local ordinances and laws which prohibit the practice of “hazing”. In addition,each member and Chapter shall comply with their school’s policies as those policies relate tohazing.

It is the duty and responsibility of every member of Phi Alpha Delta to report to local authoritiesand the International Executive Office of Phi Alpha Delta any and all conduct which thatmember in good faith believes violates such laws, ordinances or school policies. Failure to reportsuch activities when required shall constitute grounds for the International Executive Board ofPhi Alpha Delta to suspend membership and/or the charter of the offending Chapter until suchtime as there is satisfactory showing that such activity has ceased in its entirety.

Phi Alpha Delta Law Fraternity, International, reserves the right to revoke the rights and privilegesof membership of a member or pre-law member who has at any time brought disrepute to theFraternity through unworthy conduct, including but not limited to engaging in hazing activities.”
