MEXT is supporting with a wide and varied menu of financial support students finding it difficult to continue their studies dueto a decrease in income from part-time jobs and a sudden change in their family's household finances resulting from theCOVID-19 pandemic so that they can continue to attend school and not be forced to abandon their studies. In addition,persons having difficulty repaying loan-type scholarships will have their debt repayment burden eased.

Support to students facing financial difficulties(※Underlined measures are included in the FY 2020 2nd supplementary budget and reserve funds.)

Support to students facing financial hardshipsMEXT has newly established a Student Support Emergency Payment program to enable students facing financial hardships due to a loss or decrease of part-time job income to continue their studies. (https://www.mext.go.jp/a_menu/koutou/hutankeigen/mext_00686.html)The decision on the amount of support to supplement payments under the New Learning Support System for Higher Education and loan-type scholarships provided by Japan Student Services Organization (JASSO) for students whose family finances have sharply changed due to the impact of COVID-10 will be made based on an estimation of the family's projected income.

JASSO will provide repayment assistance, including the postponement of repayment and reduction of the monthly installment, to those facing difficulties repaying scholarship loans.

MEXT will request that economic organizations and companies provide sufficient information to students in the process of seeking employment and not to cancel informal agreements to hire graduating students, and will ask universities and other institutions to provide support to students.

MEXT will provide support through tuition exemptions or reductions to students of families whose household finances have greatly changed and through High School Supplemental Scholarship Fund. Particularly for students of private high schools bearing a heavy tuition burden, MEXT will enhance support for tuition exemption or reductions.

MEXT will provide emergency support to all universities, colleges of technology, and professional training colleges that independently reduce or exempt tuition payments so that students in need whose family finances have been disrupted by the impact of COVID-19 will not have to abandon their studies due to financial reasons. At that time, MEXT will raise the subsidy rate for subsidies for current expenditures to private universities by two-thirds.

MEXT will request all universities to give flexible handling and other careful consideration to students in financial difficulty making first-year payments of enrollment and other fees and tuition payments by providing a grace period for these initial payments, etc., and to respond flexibly and carefully to students who cannot make tuition payments by payment deadlines due to unavoidable circumstances so that they will not be put at a disadvantage.

MEXT will support overseas study by providing travel support funds to Japanese students temporarily returning to Japan in accordance with a government request to return to Japan due to the impact of the COVID-19 pandemic.

Based on the reality that society as a whole will have to live with COVID-19 for a long period, MEXT is providing necessaryhuman and material support so that schools will be able to ensure that children's healthy learning is compatible withcountermeasures against COVID-19 and that they can provide the maximum level of learning that only schools can provide.

Primary and secondary education—Preparing environment for home study using computer terminals

By accelerating the integrated preparation of hardware, software, and human resources under the GIGA School Concept, which will realize the preparation of ICT environments even in homes and the "1 computer terminal per 1 student" goal, MEXT will promptly prepare an environment ensuring that all children can learn through the use of ICT even during emergency periods of temporary school closures due to natural disasters, pandemics, etc.

In regards to the provision of terminals, LTE communications devices (mobile routers), equipment for distance learning, etc. through the GIGA School Concept, MEXT will:

・ Take measures to enable local governments to start retrofitting preparations without waiting for decisions on supplementary budget payments

・ Work with equipment suppliers after ascertaining nationwide demand,・Directly advise through experts local governments for moving forward with prompt procurement.

In addition. In August, while utilizing the special regional revitalization grants, MEXT will realize its target of preparing an environment enabling all children to learn at home through online instruction utilizing ICT in the priority regions (13 prefectures) designated as "special alert prefectures.“

Primary and secondary education—Anti-COVID-19 measures at schoolsMEXT has compiled and is providing an infection control manuals and guidelines for schools under the "new lifestyle" for combatting COVID-19. https://www.mext.go.jp/a_menu/coronavirus/mext_00029.html

MEXT is providing support to kindergartens for expenses incurred for preventing the spread of COVID-19, such as purchases of masks, disinfectants, etc.

MEXT is supporting school establishers for the purchase and distribution of health and hygiene supplies like disinfectants, non-contact thermometers, and cloth masks to elementary and junior and senior high schools, special needs schools, upper secondary specialized training schools, etc.

MEXT is supporting efforts by school establishers to reduce the risk of infection on special needs schools' school buses (reducing the number of children riding a bus at one time, etc.)

MEXT will provide special additional payments to low-income households to cover communications expenses in order to support home learning through subsidies for students requiring public assistance in compulsory education, scholarships for special needs education, and High School Supplemental Scholarship Fund.

MEXT's "Children's Learning Support Website" provides convenient information on educational videos and other

materials. The Open University of Japan broadcasts programs nationwide for elementary and junior and senior high school students that are useful for home study through its BS broadcasts.

Support at higher education level

Project for upgrading educational environment of overseas Japanese schoolsTo ensure the learning of students at Japanese schools overseas, MEXT will support providing one computer for each student and teacher as well as projects for testing and validating the educational systems using ICT.

(Accelerated preparation of environment for distance learning)In continuation with the 1st supplementary budget, MEXT will support the preparation of the necessary environment for all universities, colleges of technology, and professional training colleges to conduct distance learning classes. This support will advance the building of environment enabling all of the above-mentioned institutions that have their own implementation needs to provide distance education to their students.

To lighten the communications costs for students, MEXT will support the provision of rental mobile routers, utilizing the above-mentioned supplementary budget, and the provision of special support measures such as easing of volume capacity limits for cellular phones provided by all telecommunications companies. For the preparation and implementation of distance learning at universities, etc., MEXT will collect and disseminate information on specific successful cases, for example, by collaborating with the "Cyber Symposium for Sharing Information on Distance Learning at Universities from April," held by the National Institute of Informatics (NII).https://www.nii.ac.jp/event/other/decs/

(Ensuring the quality of learning in distance learning)In addition to clarifying the conditions for ensuring the quality of distance learning, MEXT will disseminate examples of specific initiatives for the flexible handling of actual training, such as alternative training through distance classes, the postponement of the training period, and the staggering of classes after instruction in anti-coronavirus measures.

【Primary and secondary education】 Educational activities for ensuring learningThe following are ideas for necessary revision of curricula formulated at the beginning of academic year. -Recover learning at school by setting special attendance days and/or staggered attendance schedules, redesigning the timetable, reviewing the length of long

vacations, having school on Saturdays , as well as prioritizing school events and shortening their preparation time, etc. -Special measures can be taken when it is still difficult to complete the curricula scheduled even if the measures above are taken:(1)Moving some learning content from this year to 1 or 2 years into the future(2)Prioritizing of learning activities at school lessons

MEXT will prepare learning materials for the review of learning content (6th grade of elementary school, 3rd year of junior high school).In regards to the range of questions and question contents and methodology for high school entrance exams, MEXT will request prefectural boards of education and other implementers of the examinations to take special consideration and devise appropriate measures as needed for the entrance examinations in fiscal 2021 based on the learning situation in the region.

Support to university hospitals

Support to university hospitals, research labsIn addition to supporting the strengthening of university hospital functions in preparation for a second and third wave of

COVID-19, MEXT will provide support so that university hospitals do not suffer from a shortage of funds due to decreased revenues from dealing with COVID-19.

MEXT will also further strengthen research bases developing countermeasures against the novel coronavirus and provide support to research labs and other sites impacted by the self-constraints on their research activities.

In preparation for the second and third wave of COVID-19, MEXT will work to provide necessary medical equipment and ensure the safety and security of health care professionals so that they can devote themselves to medical treatment in order to enable university hospitals to fully carry out their functions (through support by emergency comprehensive support grants for COVID-19 [MHLW]).

In order to prevent university hospitals from suffering a shortage of funds due to decreased revenues, MEXT will provide advance payments of the management expenses grants to national universities, establish an interest subsidy system for short-term loans to national universities with hospitals, and provide interest-free financing (interest subsidies) to private universities. In addition, based on their income and expenditures, MEXT will consider support measures so that university hospitals will not be impeded in their provision of medical care and conducting of research and education activities.

Support to research labs, etc.

In regards to the competitive research funding system, MEXT will promote the flexible handling depending on the situation concerning the various funding procedures, including the extension of submission deadlines for applications, reports, etc. MEXT will centrally compile relevant information, including responses by the funding agencies, and post the information on its website. https://www.mext.go.jp/a_menu/shinkou/torikumi/mext_00638.html

Deadlines for the submission of documents (grant applications, performance reports, etc.) required for the procedures for the KAKENHI grants and deadlines for the repayment of carry-forward funds to the Japan Society for the Promotion of Science have been extended.

The deadlines for the submission of applications documents for the Promotion of Joint International Research Fund (Fostering Joint International Research [B]) and the Grant-in Aid for Research Activity Start-up have been extended. (Other initiatives)MEXT will promote the publicizing of materials for children on the research activities at universities and research institutes and disseminate information on research trends addressing the novel coronavirus.

Guidelines for conducting research activities while preventing the spread of COVID-19

Remote observation

(Support for resuming and continuing of R&D activities)MEXT will support the improvement of research facilities to enable automation or remote use so that doctoral students and other researchers can promptly resume and continue their research activities. Specifically, MEXT will support the introduction of equipment for the automation or remote use of shared research equipment in high demand by researchers, maintaining and enhancing research activities while protecting students and staff from the threat of COVID-19.

Even as researchers are constrained from going to their laboratories, etc., MEXT will endeavor to steadily maintain and provide bioresources that are important for Japan to develop strategically by supporting the maintenance of environments for bioresources through remote monitoring and automation.

Through its Nanotechnology Platform, MEXT supports "technical surrogacy," whereby technical staff acting as surrogates for researchers who cannot go to the implementing research laboratories conduct trial procedures and measurements.

MEXT is supporting the continuation and resumption of research activities by disseminating its "Guideline for Conducting Research Activities While Preventing the Spread of COVID-19," which is a compilation of caution points, examples of ideas and so on for conducting research activities while endeavoring to prevent the spread of COVID-19.

(R&D addressing the novel coronavirus)MEXT will promote research by moving up the schedule for the trial use of the supercomputer Fugaku and putting up for temporary offering the computational resources of universities and NIER supercomputers.

MEXT will announce and disseminate information regarding the utilization of facilities, provision of data, etc. to researchers and others at RIKEN and elsewhere for the development of effective treatment drugs.
