Dear Mr. Hendrle:
Diablo Canyon Nuclear Power Plant should not be given an operatinglicense because of its proximity to the Hosgri fault, which ls 2 'mlles from the plant Diablo Canyon ls thus destined to remain lna state of seismic vulnerability unique among American atomic plants.
Despite PG&4's claims to the contrary, there is no guarantee thatthe plant could withstand the maximum shock del lvered by the Hos»grl fault, lf an ~arthquak~ should occur,
The plant's security ls questionable, especially with terroristthr~ats growing worldwide.
No evacuation plan could be comprehensive enough if a major earth-quake destroys all major outlets. Bridges and overpasses would col-lapse leaving the area in total chaos.
A means of storing and disposing of the radioactive toxic wastewhich will be produced by an operating Diablo Canyon nuclear planthas not been developed. Will the toxic waste be stored at the sl tefor years and years2

I think - little .common sense shows that nothing man
made will ever be 100I. safe. I see nothing economically

starts up again there is no way that it can be saving us
money. The cost of decomissioning these plants is even
greater than what thev cost to build. So where is the

This letter is to urge the NRC to allow the public every opportunity to comment onlicensing and operation of the Diablo Canyon Power Plant.
As you know, many of the residents of the Central Coast continue to ibelieve thatstudies which have been done so far fail to show that the operation of this plantwill be safe. Seismic hazards have received insufficient study, and long-term storageof nuclear wastes and plant de-commissioning problems have yet to be solved forany nuclear facility.I continue to believe that Diablo Canyon should not be granted an operating licensefor ~an power level, and that shortcutting the full public hearing process would bea ser~ous mistake.

I am writine to express mv concern over the licensing of the Diable Canvon
nuclear mwer plant. 'I first want to express the importance of holding
audi.c hearinc s before a low mwer license is granted.. There are still some
uaro.solv+. isssues in the onerathon of'he plant that need to be resolved, and
exnl~ined s-".tisf~ctorily to the public before the plant is licensed. These
include the fact that the Hosari Fault lies less than three miles away from the
olartpnd the plant's seismic safety is questionable, "As well; I don't 'feel
that'sufficient plans. have been made to cope with any of the possible
accidents that might occur to the plant, through human or mechanical failure,
and which could endanger the health and lives of much of the surrourding popula-
tion in San Luis Obism
I am concerned. about the licensing of Diablo because the health of
manv people is at stage, not only in the case of some accident as happened in
Three Mile Island., but also because of the increased health hazards that
will ari.se even from ~ the'low level radioactive emissions that are felt to be
