Full Exclusion Netting BarrierTo reduce entrainment and impingement of adult paddlefish and other game fish through facility turbines, PNP designed a full exclusion barrier for this facility. Working with others, we built sample barriers to study behavior of the fish and determine the proper mesh size to assure the acceptance of our solution by biologists and the fish committee. We worked closely with the engineering firm to insure an effective debris management system and fail-safe deployment that was just 10 ft from the nearest turbine intake. After 10 years, the project is still 100% successful, with minimal maintenance and repair, and without any failures, .

Full Exclusion Guide Nets, Upper Baker LakePacific Netting Products designed a full depth barrier net to guide down-steam migrating smolts to a floating collector system at Puget Sound Energy’s Upper Baker Lake. In 1985, the Skagit River annual adult sockeye returns had plunged to a low of just ninety-nine fish, imperiling the stock. For the next twenty years, Puget Sound Energy invested in habitat, hatchery and other methods to support the watershed’s fish populations and to improve downstream fish passage. In 2011 a survey showed a contributing reason for poor fish passage collection results was material and design failures of their existing partial depth barrier net. Pacific Netting provided a temporary fix and then worked with PSE engineers and their engineering firm MWH, as well as fish biologists, regulators, contractors and others we helped them understand the benefits of advanced material and technology in meeting their goals, concerns and downstream migration objectives.

Working under tight schedules with multiple stakeholder interests, PNP custom designed flexible exclusion and guidance screens that were built of high molecular weight polyethylene fiber. These screens had structural features to allow strength, shape and fish passage service during periods of high pool fluctuations. It went into service in 2012, in time for the outbound spring migration.

Full Exclusion Guide Nets, Lower Baker LakePacific Netting was invited to bid on the manufacture and supply of a new barrier net for the Lower Baker Dam in 2011. The full depth exclusion net works “like an extension of the shoreline” said one agency biologist. The success of these high-tech barrier nets has been proven in fish passage counts, installation and maintenance cost, and in customer satisfaction. Following PSE’s investment in fish passage improvements, by June of 2014 over one million downstream migrating salmon were collected and returns of sixty to one hundred thousand adult fish are soon expected.

Longest Full Exclusion Net in the WorldPNP has been providing our barrier net technology to this customer since 2002 to assist them in reducing passage of fish through generation units at the largest pumped storage facility in the US. This massive net is the largest barrier net in the world. During the generation and pumping period, over 2 billion cubic ft of water per hour flow through it. The ocean conditions, rolling surf and winds, and high water flow velocity present many unique challenges.

To meet those challenges, PNP designed a Netfloat Pressure Release System to reduce load during high water flow velocity or inclement weather while still maintaining the net’s shape, position and effectiveness. For this critical installation, the owner chooses to keep a redundant backup net on site. Due to weather and ice, this net is seasonally deployed, continuously cleaned during deployment, and 20% of the net is replaced annually to maintain effectiveness.

Full Exclusion High Tension Netting BarrierPacific Netting was contacted by the owner and engineer to assist in preventing nuclear reactor shut downs each year due to algae entering their cooling water intakes. We formed a team with the customer and their engineers to design and develop a cost saving solution and install an algae and debris blocking net. The success of that net led to customer confidence in design of a larger, seasonally deployed system that could provide additional benefits.

PNP engineered a constant tension net with its proprietary Netfloat Pressure Release System designed to reduce net load during high water flow velocity or inclement weather while still maintaining shape, position and barrier net effectiveness. PNP participated in detailed quality control and inspection procedures to insure fail-safe design, installation and operation of our equipment at this nuclear facility.

In addition to blocking debris, the PNP solution prevents the entrainment of fish in the cooling water intakes and deflects the beds of algae which seasonally occur, allowing the natural process to continue. As a result, the installation resulted in a reduced risk of plant shut downs. It provided substantial financial savings through decreased plant maintenance and increased production while protecting fish and the environment.

Repair of Full Exclusion Barrier Nets for Floating Surface CollectorThe Swift No.1 Hydroelectric Project is part of the Lewis River Hydroelectric Development located in southwest Washington State. It is owned and operated by PacifiCorp Energy. In 2008 the Federal Energy Regulatory Commission issued a new project operating license that called for the construction and operation of a Floating Surface Collector (FSC) in Swift Reservoir to collect migrating fish and then transport them downstream by truck. When installing guidance nets, the effects of pool fluctuation is critical to insure the nets’ supporting structures, positions and exposures to environmental conditions. At this site, a previous catastrophic failure of a net provided by others, had occurred within weeks of its deployment, resulting in application failure.

Pacific Netting Products was contacted by the owners, and on inspection we found a number of causes for failure. We worked closely with the owners to minimize their cost and salvage some of their investment, and to continue to meet FERC requirements. We quickly mobilized a team and equipment for this first-of-its-kind, in-water renovation resulting in a major redesign and repair of this 2400 ft long, 300 ft deep, 500,000 sq ft barrier net. After on-site redesign and rebuilding, this installation has been effectively deployed since 2015 and is providing fish guidance for the downstream migrating smolts. In 2016 PNP added a “lead net” to improve the fish guidance efficiency of the exclusion net. The PNP lead net is placed perpendicular to the current and helps reduce fish from straying by directing them to the collection system for efficient passage.

Full Exclusion, Full Depth Fish Guidance Barrier Nets for Floating Surface CollectorAs part of FERC relicensing requirements Tacoma Power installed a floating surface collector at their Cushman No.1 Dam. As a result of our success at Baker Lake and elsewhere, PNP was brought in early in the process. Pacific Netting Products designed the barrier net to guide juvenile migrating downstream fish to a floating surface collector. Once collected, fish are transported and released into the North Fork Skokomish River at the base of Cushman No.2 Dam. We worked with owners, engineers and contractors to provide a system that was delivered on time and on budget.

Improved Fish Habitat and Passage with Temperature Curtain BarrierThe Central Valley Project Improvement Act directs the Secretary of the Interior to “develop and implement a comprehensive program to provide flows to allow sufficient spawning, incubation, rearing, and outmigration for salmon and steelhead from Whiskeytown Dam.” They appointed the Bureau of Reclamation as the co-lead.

PNP responded to a request for quotation, and built and installed an 800 ft x 42 ft temperature curtain to BoR’s design. This fabric curtain was constructed of 5 ply, 60 mil CSPE Hypalon fabric and incorporates an Integral 30” diameter steel frame boat passage gate. PNP custom designed the flexible barrier to fit the location and delivered it in two sections requiring minimal on site assembly.

This cost effective temperature curtain restrains warmer water near the surface, causing cooler water from the deeper part of the water column to flow, providing a better migrating habitat. As a result, the Bureau of Reclamation continues to meet federal requirements to improve fish passage and continue their mission to protect the environment.

Fish and Debris ManagementCity Water, Light and Power of Springfield, Illinois operates 4 coal-fired steam turbine generators. In 2015, CWLP contacted Pacific Netting Products. Their existing net for fish and debris management was failing and needed to be replaced. Installation, service and repairs were time consuming and costly. PNP redesigned a net to work more efficiently in terms of both labor and environmental effectiveness. With a full, 100% blockage, our solution is helping them meet the requirements set forth by The Environmental Protection Agency’s (EPA) section 316(b) of the Clean Water Act.

316(b) provides standards so that water intake structures minimize their adverse impacts on fish, fish eggs, shellfish and other marine life.

The project at CWLP is a perfect example of how easy it can be to resolve 316(b) issues at smaller facilities without breaking the budget. Further, improving the environment while advancing operational efficiency is a benefit to all.

Floating Surface Collector and Spillway NetThe North Fork Hydroelectric Development is part of the Clackamas River Hydroelectric Project in northwest Oregon, owned and operated by Portland General Electric (PGE).

The North Fork Dam is a thin-walled arch dam. Project engineers determined that a large fish collection facility in the forebay could not safely be attached to the dam. In addition, studies revealed that fish tended to congregate along the dam near the center of the forebay. Since a fixed collector on the shore would be unlikely to attract a significant portion of downstream migrants, the choice for Floating Surface Collector became clear as did the need for three major components that Pacific Netting Products supplied: the spillway net, guidance net and the Multi-Function Boom.

The first step in the solution provided to PGE was to assist them with the overall design and installation of an exclusion net. This barrier is used to prevent downstream migrating fish from passing over the spillway, and instead guides kelts and smolts to a migrant channel.

PGE North Fork Multi-Function BoomsClackamas River, Oregon

Multi-Function Debris Boom with a Boat GateThe Floating Surface Collector (FSC) is a 2.5 million pound floating structure, designed to collect and guide downstream migrating fish in order to improve fish passage efficiency. Guide nets, on either side of the FSC direct fish towards the facility. A unique feature of this guide net is the top portion of the barrier. The unique hydraulics of the site required a non-permeable barrier made of XR5 fabric to optimize water flow. To provide strength to fabric, this barrier is placed in front of PNP Dyneema® web and uses natural water currents for support. To reduce debris loads for the efficient operations of the new floating surface collector and to lower costs of operations and maintenance related to debris removal at the dam, PGE installed our patent pending high density polyethylene Multi-Function Boom. The boom is fitted with both a debris guidance skirt and a boat gate. The debris skirt, built of a nylon reinforced heavy duty material, guides downstream debris to a predetermined spot on the shore for easily handling. Since installation, almost no debris has been removed from the trash racks.

Temperature and Algae CurtainIn 2015 PNP teamed with a company determined to reduce the impacts of their hydroelectric dams, particularly on migratory fish such as salmon and steelhead trout. The company has taken a proactive approach to endangered species protection in the Northwest. In order to achieve their goals in this region, the company needed to control algae growth in their lake environment and contain higher temperature lake water in the reservoir while releasing cooler, deeper lake water downstream.

This curtain was designed to control algae and temperature by holding warm water and algae at the surface and causing water deeper in the water column to flow downstream. A PNP Multi-Function Boom is used as the floating structure to support a custom built large mesh netting fabric which provides strength and support to the adjustable, non-permeable fabric. The non-permeable barrier was designed to be raised or lowered by operators as needed to regulate dissolved oxygen. The large mesh was chosen to allow fish to pass below the curtain. The expected life of the curtain is 10 years, and 25 years for the floating structure.

Dyneema® is the proprietary brand name of HMPE (high modulus polyethylene) fiber manufactured by DSM. It is a man-made fiber that is among the strongest fibers manufactured today. Technically, it is an ultra-high molecular weight, low density, highly crystalline linear polyethylene fiber. It is used in many applications, but when used in rope and cordage products it results in ropes that are as strong or stronger than steel wire ropes but weigh 85% less. Dyneema® fiber has increased abrasion resistance, better flex fatigue performance compared to steel wire, yet it is light weight enough to float. Highly UV resistant, it is impervious to damage from nearly the full spectrum of industrial chemicals. Its smooth surface with a low coefficient of friction results in less damage to other system components and to the fish and marine life it is set to divert. The smooth surface also provides low adhesion for zebra mussels and other marine growth.

Ultra-high strength and light weight combine to make handling easier and safer than the alternatives while lasting longer in critical applications.

For aquaculture or marine life management applications, AmSteel®-Blue’s smooth surface and low coefficient of friction ensure that contact damage or injuries are minimized. Very low elongation after the initial construction is set and bedded in, means there are fewer adjustments to maintain tension in taut-line systems.

With repair and maintenance in mind from the early stage of our design, we build our nets in sections or panels. The benefit of panelized construction allows simple on-site repairs by removal and replacement of individual damaged sections. In addition, the vertical ropes that define each section provide a strong framework for support and prevent catastrophic failure. Componentized construction reduces the cost of maintenance and repair.
