The topic areas to be covered include radio metric data,spacecraft orbital elements, solar systems epbemerides, trackingstation lo^ations, astrometric data, reference systems,astrodynamic constants, and spacecraft dynamic parameters . Theseparameters define the scope of the panel activities, and allshould deal explicitly with the technical definitions andconventions associated with inter-agency cross-support involvingthe transfer of orbital elements and ground-based conventionalradio metric data, i .e ., doppler and range .

The operating principles and procedure for the CCSDS are definedin Reference [1] . The context of the Channel Service within theoverall Telecommand System is described in Reference [2] . This isa working document, subject to update as experience is gained,which provides an inter-Agency coordination mechanism thatensures that compatible implementations are facilitated .
