Dear Sir I Madam,

We write in relation to the above planning application to detail concerns that we have about the proposed development. Our family home at 54 7 is situated to the west of the proposed development site on the South Circular Road which is Zoned Z2 - Residential Neighbourhood, Conservation Area and has the stated objective of "To protect and/or improve the amenities of residential conservation areas". This development does not meet this objective and accordingly we have a particular interest in any proposals which may represent a threat to our established residential amenities. We enclose €50 made payable to An Bord Pleanala in respect of the prescribed fee for making a submission outlining our objections to the application.

We would like to firstly state that we have no objection to the fact that there would be some development on this site as it is owned by St. James' Hospital. We have always welcomed the proximity of St. James' Adult hospital and have always expected that there would be developments to complement our neighbourhood, as was previously done by St. James' with the development of the Private Clinic and the buildings that now house the Speech and Language departments.

However, the development currently proposed does not complement this historic neighbourhood.

Our objections to the proposed development are on the following grounds:-

1. Impact on the quality of our home life as a result of the construction.

2. The duration of the build requested in the Planning Application. 3. Height and scale of the development and the adverse impact on our

existing level of amenity and privacy. 4. The impact that this development will have on the level of traffic

that is required to enter Dublin City Centre- this is contrary to Dublin City Council's stated objection of removing traffic from the city centre.

5. The impact that the location of this hospital on this site is having on the necessary development ofSt James' hospital- as an Adult Centre ofExcellence.

6. The lack of future expansion capacity, which such a significant and expensive project, should have to make sure it is a landmark construction for the 21st and into the 22nd Century for future generations of Irish families.

7. The proportion of St. James Hospital site taken up by this development- 8. 7ha of a 19 .48ha site (i.e. 44.7% of the Adult Hospital Site) and the impact that this development will have on the future of St. James' Hospital-(Zoned ZIS)

8. Local Impact -a. The visual overbearing nature of the development and 5

materials adjacent to a residential area (zoned "Residentia1-<C Conservation Area"). ~ ~ ~

Imposing nature of the site on significant Z2 areas both to ~ fQ ~~ ff: the West and to the North of the proposed site, and more ~ 1 g significantly the fact that future expansion is very limited gs and will have further adverse impacts on the area due to d e height and density proposed for the expansion of the c::t ~ Children's hospital, the maternity hospital and SJH itself. i=

'-------~ c. Adverse impact on local residents due to the increased on-street parking necessitated by this development as there is not adequate internal parking provided for patients, visitors, staff and the construction providers.

d. Adverse impact on local residents due to the increase in NlO pollutants from the level of construction traffic required for the extensive duration of the development- this is a particular concern for both the children and older people who live in the neighbourhood.

e. Adverse impact on local residents should this, and the required future developments of the National Maternity Hospital, together with the proposed plans for St. James' Hospital occur as the total increase in the amount of traffic for hospital patients will be unsustainable on our roads.

1. Duration of the Planning Application.

The timeframe for this development is well in excess of the normal grant ofPlanning Permission. We suggest that any permission for a National Children's Hospital should be for a period of 5 years only as it should be possible to build such an important building in this time frame if the site were suitable for such a building. This extended application request would indicate that this site is too constrained and is unsuitable for a building of this scale and mass. It may also be caused by the inaccessibility of this site from the perspective of the movement of construction and demolition materials required to prepare the site and to build the hospital A more suitable site would allow the development of the required National Children's Hospital take place and be fully operational in a quicker time-frame.

Concerns during the construction phase of this development. Without prejudice to the objections raised elsewhere in this submission, we request that in the event of a grant of permission that the following conditions be attached to its decision:-

most traffic will exit via SCR. ---"""'

It is likely that construction traffic will have a significant negative impact on the residents of the area given deliveries will have to take place via High Goods Vehicles and Long Goods Vehicles. There will be a minimum of240 lorry movements per day during various phases of this construction (sometimes twice that amount for limited days) with most of these also having to exit the site via this section of the South Circular Road. This is in addition to the traffic currently on the Road. The turn from Con Colbert Road to the South Circular Road is mentioned on AA Roadwatch every morning without fail as a traffic problem area. The road is currently like a car park from 4.00 pm in the afternoon, the additional proposed traffic will make movement virtually impossible.

The actual road surface is currently very poor and additional traffice will only make it worse.

We would request that Dublin City Council control the dirt, noise and vermin pollution that will result from this construction and ensure that this is kept to an acceptable level for the local residents. The regulation of these activities should be incorporated in a Construction Management Plan, which should be required from the developer prior to the commencement of development. A key objective of any such plan should be to minimise the impact of the construction project on the amenities of the neighbouring residents through the imposition of controls on noise/dust emissions etc. The related standards to be included in the Plan should be specified by way of condition. In the event of this development requhing to use our roads, we would request that a condition of the grant be that the developers and/or Dublin City Council do a full road clean each week to minimise the impact of dirt and dust on the roads. We also request that the windows of our home are cleaned on a weekly basis. Our home feaures the original windows which have been in the house since 1905 and are not double glazed. The additional noise and dust from the traffic will effect the comfort of our living room, at the front of the house. We also request that the developers and or Dublin City Council implement vermin control on a weekly basis to ensure this problem is kept under control.

We request that the healthy and viable trees existing within the site alongside the boundary wall on the South Circular Road be retained and those of the existing trees which have to be replaced because of disease/decay etc. be replaced by mature trees of a similar species.

Conclusion

To conclude we request that an Bord Pleanala has regard to this submission in the assessment of the proposed development and refuse it permission for the reasons as outlined above. Without prejudice to this submission, if the board decides to make a grant of permission we request that the conditions outlined above be attached to any such decision.
