I am a parent of the late Donal Walsh who was a patient in St. John's Ward, Our lady's Hospital for Sick Children in Crumlin for a period of 4 years until his death at 16yrs. from osteo sarcoma, Bone Cancer. I wish to make the following points regarding my concerns about the proposed development of the National Paediatric Hospital (NPH) on the StJames's Hospital Campus in Dublin 8.

A NATIONAL Hospital • Having furthered agreements with Northern Ireland Medical services to make

Crumlin the centre of excellence for Cardiac and Oncological surgery and treatment this is no longer the National Children's Hospital but is fast becoming the Island of Ireland International Children's hospital and should be easily accessible for all the families on the island of Ireland. There are 6.4 million citizens on this Island of which 527,612 are living in Dublin or 1.3m in the greater Dublin area. This represents 8.25% population within Dublin or 20.3% in greater Dublin area while 79.7% need access to the facility from outside Dublin.

Access • Current traffic from Newlands Cross to city centre can take anywhere between 20

minutes to up to 1 hour. Recent personal drive at 7.1Sam from the Louis Fitzgerald took until 9.1Sam to reach the Marker hotel. Sick children do not work with the natural best traffic flow of the city and if in an emergency from Kerry the journey to Crumlin would be extended by a minimum of 1 hour at busy periods.

• Seriously ill children, not under ambulatory care, will invariably be transported by their parents to the hospital and not be subject to public transportation. Any oncological patient under treatment will not be able to utilise public transport as their immune systems will not be resistant to infection from such a means of transport and contact with the general public.

Parking • Site has inadequate parking for current users of the existing hospital. We have had

reason to use this hospital over the years and have found parking difficult as it is. With 360 beds there will be a requirement for a further parking of approximately

1,000 vehicles to cater for the families, medical and services staff. The site does not have space to provide for the hospital, support buildings and a car park to cater for 1,000 vehicles. With the addition of the National Maternity Hospital to the complex the problem of parking will only be further exacerbated.

Helicopter Access • landing of Helicopters in the current Children's hospital requires the deployment of

two units of Dublin Fire Brigade in the interest of safety. This would be a requirement also, and a serious continued waste of taxpayers finances as well as misuse of Fire Brigade Staff, on the St James site because of the buildings in it's proximity.

• The recent establishment of a permanent Emergency Aeromedical Support (EAS) service is a most welcome development in Ireland. EAS is now an essential part of the pre-hospital emergency response. It has offered seriously ill and injured people

living in remote areas timely access to high quality critical care. As recommended by an expert group, all future acute hospital developments must include provision for a ground hellpad. The helipad in the proposed NPH is located on the roof of the 41

floor and can't accommodate a coast guard helicopter. No space for helicopter access at ground level will result in the hospital failing in its duty of care to seriously ill children.

Space • The report on the co-location of the Children's hospital with a University Hospital

has long been proven as an untrue requirement and is admitted as such by previous Minister Micheal Martin at a recent meeting. This requirement should be reviewed

urgently with examples such as Guys Hospital or other stand alone children's facilities used as examples.

• The requirement of having the facility co-located with a Maternity hospital is laudable but given the current confined location of the three maternity facilities in Dublin it would be better to build in an open area where planning for development of this facility in the future could exist.

Environment • This site has no green areas included which are a requirement for entertainment,

quicker and more proper recuperation of seriously ill children.

I have no particular agenda for any existing hospital only the true and proper care of the seriously/terminally ill children of the island and their families when in time of serious trauma

Suggested Sites available include:

• Cappagh Hospital has many acres surrounding and is very close to MSO

• Newlands Cross Site

• Beaumont Hospital

• James Connolly Memorial Hospital

• Abbotstown Site

• St Vincent's Hospital buildings recently acquired by Dept of Health which only require the meeting of the consultants and the builders to adapt the buildings to suit purpose.

Donal's Wish

To be home as soon as possible after each treatment! Same as any child's wish or parents (those principle carers wish) get back to the bosom of the family that is supporting us as

soon as possible. This is the desire of each child that is suffering long term/terminal illness, to be with their families, and not be stuck in the hell of bad decisions by continuous governments dictated by badly informed advisors. Please listen to the real parent of a real

child who loves the care that he received! His care was first class, particularly on the front line, but now listen to those that cared for him and had his opinions! This is his wish ..... this is his hope and none of "those guys in suits, the politicians" seems to want to take his opinions into consideration ...... maybe now the time for new beginnings is to listen to the children involved!
