    Re: Submission in respect of planning application for new National Paediatric Hospital in St. James's Hospital Kilmainham (Board Ref: 29N.P A0043)

    To whom it may concern,

    Myself, my wife {Mary Martin) and our young family live at 634 South Circular Rd. in Kilmainham, which is in close proximity to the proposed site for the new National Children's Hospital. We would like to make the following observations in respect of the planning application for consideration by the Board:

    In the current Dublin City Development Plan our section of South Circular Rd. is zoned Z2 - to protect and/or improve the amenities of residential conservation areas. Is the Board satisfied that the proposed development is consistent with this zoning? I would question whether the scale of the development and the proposed access at the end of our road achieves any improvement of our neighbourhood. The increased level of traffic both during and after construction will put significant pressure on the local infrastructure which will adversely impact the residential amenity in the area. We note that a valuable opportunity to open up the streetscape at the end of the road has been lost with the proposed wall and below street level floors of the buildings along SCR. The development does not provide any enhanced public spaces or facilities for local amenity and puts added pressure on existing public transport. The development will no doubt reduce the value of our houses and will increase pressure on people to move away from the area with potential for significant development of private clinics along our road - similar to Eccles St. just at a time when a number of young families have moved into the area.

    Notwithstanding that there is a current proposal to relocate the Coombe Hospital to St. James's hospital, has due consideration been given to locating the hospital on the vacant lands adjacent to the current location of the Coombe Hospital, which is still in close proximity to St. James's and the public transport infrastructure. A decision to locate the NCH to this site could promote co-location of a new maternity hospital at the same site. The Coombe Hospital is located along one of the main city radial access routes which has been improved in recent years, unlike the local road infrastructure around Kilmainham, which is at the convergence of the N4 and N7 National Primary Routes.

    We are very concerned with the potential for increased traffic along our street and with the pressure that the proposed development will put on parking in the area. We rely on street parking and east of access is an important amenity as a residential community.

  • Is the board satisfied that the traffic surveys that have been carried out reasonably represent the proposed increase in traffic and resulting potential for congestion in the area, particularly at rush hour? Currently there is significant congestion on the street. There are regular tail backs along the full length of SCR from Kilmainham Village to St. James' s Hospital, particularly travelling west towards the village at evening rush hour. The junction on Con Col bart Rd. is a well-known bottlekneck, as is Inchicore Village from the N7. We are at the convergence with the N4 and the N7, two of the busiest national primary routes in the country.

    Have the traffic surveys been carried out at a representative time of year -particularly during school tenn, at rush hour and in the winter months when traffic is at a peak? Traffic surveys during the summer within the period of economic downturn would not be representative.

    Has the potential impact of improved economic conditions been properly assessed in assessing traffic?

    We would strenuously object to permitting construction traffic in and out of the area during peak rush hour periods of7:30-9:00 am, and 5:30 - 7:30 pm. We assume that construction traffic at night (>7:30pm) and weekends will not be pennitted.

    We would ask the Board to particularly give consideration to the potential impact of the development on parking in the area, i.e.:

    o Is there sufficient on-site parking for the proposed development so that it does not force cars onto our street?

    o What is being done to prevent parking on our street at evenings and weekends?

    o Are the targets for employee commuting by public transport, on foot or by bicycle realistic? 27%? How does this compare to other hospitals with access to public transport?

    If our concerns about parking have not been addressed adequately in the planning application then we strenuously object to the proposed development. It is a significant amenity to the residential area and there is no off-street parking on SCR.

    Has due consideration been given to the compounding impact that the proposed development will have when considered in conjunction with the new Mercer Institute for Successful Aging and the proposal to co-locate the maternity hospital on the site? Are the applicants aware of any other developments on the site?

    If our observations have not been adequately addressed in the proposed planning application then we would urge the Board to reject the application or stipulate appropriate conditions that would mitigate our concerns.
