NICTWhen one wants to begin a collaborative process among different actors, it is important to consider the many tools that can contribute to the development of a “multiple intelligence” for the legitimisation of individual viewpoints.

Among the “scaffolding” available for collaborative processes, the

New Information and Communication Technologies

have burst onto the scene.

The challenge for the Pandora project is to construct a virtual environment that will assist territorial planning in the real world, a tool to facilitate the involvement and participation of the “citizens of the web” in discussing the theme of sustainability in Venice.

PANDORA: a tool for on-line participation

PARTICIPATORY

FOR SUSTAINABILITY RESEARCH AND

ASSESSMENT.

Pandora was the first woman created by Zeus. One day she recieved a sealed urn from him as a gift with the order not to open it. Pandora couldn’t resist her curiosity and she opened the urn and released all the evils of the earth. Hope was found in the bottom of the urn to help mankind face these evils. The mythical Pandora presented the people with problems, and nutured the belief that solutions would be found. Venice’s “evils” such as pollution, erosion, population exodus, and loss of local traditions which threaten the very survival of the city are presented to the “citizens of the web” in PANDORA, in an environment that inspires hope and the desire to participate in knowing and solving such problems.

The Visions Project

The VISIONS Project (Integrated Visions for a Sustainable Europe) was a three-year project which started in February 1998. It was funded by DG RTD of the European Commission through the 4th Framework Programme, Theme 4 Human Dimensions of Environmental Change (Contract no.: ENV4-CT97-0462).

The involvement of actors of policy and decision processes - policy makers, business community, NGO's, public, etc. in the design and tuning of the integrated visions must be seen as a quality assurance process, helping amongst other things with the identification and evaluation of consensus and conflict between multiple perspectives in alternative scenarios. The participatory processes deployed in VISIONS have led to some research into interfaces between scientific and non-scientific audiences, including the conditions and types of efficient involvement of actors of policy and decision processes in sustainable development challenges and debate, taking into account several publics concerned.
