“Prevention”

• RBS – Recreational Boating Safety– “Prevention” refers to public education to

“prevent” recreational boating accidents• MS/MEP – Marine Safety and Environmental

Protection– “Prevention” is one of two Departments in the

Operations Directorate responsible for working to “prevent” safety, security and environmental incidents in marine environments , including both salt and fresh water areas.

Overview of Prevention

1. Mission = goal of Prevention Department2. Missions = activities; what does the Auxiliary

do to promote achievement of Mission goals? Sector augmentation, public contact.

District 11 SR serves two Sectors:LA/LB

San Diego• Each Sector will have different needs based on

physical and cultural factors• Each Sector sends information via ASCs about

opportunities for Auxiliarists to serve at the local Sector in Prevention and Response.

Sector LA/LB MDA Program

• MDA = Marine Domain Awareness• USCG Sector program to promote MDA

among port and waterways stakeholders using basic precepts of AWW

• Opportunity for Auxiliarists in Sector LA/LB Flotillas to receive training and serve as MDA Inspectors for Sector

• Force multiplier – additional members being sought for training

Trident Program

• Prevention training program• Three components:

1. Education – Marine Safety RibbonA. Introduction to Marine Safety & Environmental

Protection – also qualifies as 2 points toward AUXOPB. Good MateC. ICS 100, 200, 210, 700 & 800D. Initial Indoctrination to Marine Safety (proctored

exam) – ONLY IF IMSEP TAKEN PRIOR TO 01 OCT 2010

Trident Program….2. Personal Qualification Standards: 4 required;

27 are now available – 2 are Auxiliary onlyA. Each Sector offers selection based on needsB. Signed off by Verifying Officer who holds qualificationC. Requires an oral board to pass

3. Service: minimum of 96 hours per year for 5 years, recorded in AUXDATA

4. Application accompanied by Letter of Recommendation from the COTP

5. Signed off by DSO-MS

Many of these PQSs require a Direct Operational Clearance to begin working on; if required, it would be noted in the prerequisite list found at the beginning of the PQS booklet.

Forms 7030 & 7029 (“99”)

• ALL Travel and Prep time reported on 7029 as 99C for Prevention

• Form 7030 used for single day, activities under orders, for air/facility operations.

• OPCON will be Sector number on orders.• Use Form 7029 for “M” activities NOT under orders,

and for multiple days to cut down paperwork – label form as “MS/MEP”.

• Review of reporting codes for “M” activities, both Prevention and Response.
