Road Safety Audit Stage 1

1. Introduction 1.1 This report describes a Stage 1 Road Safety Audit carried out on highway

works associated with the Oxstalls Campus Extension in Gloucester, on behalf of Glanville Group. The audit was carried out between the 5th and 6th October 2015 in the offices of TMS Consultancy.

1.2 The audit team members were as follows:

1.3 The audit comprised an examination of the documents listed in Appendix A. The site was visited by the Audit Team on Monday 5th October 2015, between 11:00 and 11:30am. The weather was rain showers. Traffic, pedestrian and cycle flows were moderate.

1.4 The terms of reference of the audit are as described in HD 19/15, with the

addition of a risk assessment element, as described in the IHT guidelines on road safety audit (2008). The risk assessment has been carried out in accordance with the below risk assessment matrix, using engineering judgement and is based only on the information supplied by the client and observations made during the site visit. The team has examined and reported only on the road safety implications of the scheme as presented and has not examined or verified the compliance of the design to any other criteria.

1.5 All of the problems described in this report are considered by the audit team to require action in order to improve the safety of the scheme and minimise accident occurrence. The locations of specific problems are referenced on the plan in Appendix B.

1.6 The scheme consists of the introduction of traffic signals at the

Cheltenham Road / Oxstalls Lane junction, which is currently a priority junction. The Oxstalls Lane arm shall be configured as a left turn in / right turn out only. The improvements shall include controlled pedestrian crossing facilities at the signals and cycle lanes with advanced stop lines on Cheltenham Road.

2. Items resulting from this Stage 1 Audit 2.1 PROBLEM

Location � Western arm of signal junction (Cheltenham Rd)

Summary: Risk of pedestrians and cyclists being hit by vehicles. During the site visit, it was noted that there was a regular pedestrian and cycle demand to cross at the existing toucan crossing on the western arm of the junction. The majority of pedestrians and cyclists also appeared to travel to the Campus from the western direction and from Grafton Road (southern side of Cheltenham Road). Therefore, the new controlled crossing on the eastern arm of the junction is likely to be off the desire line of pedestrians and cyclists, especially for those arriving from Grafton Road, which is a signed cycle route. If these road users cross away from the proposed controlled facility, they could be at risk of being hit by vehicles as Cheltenham Road is a busy route.

RECOMMENDATION

It is recommended that the controlled crossing at the junction is provided at the most direct and popular desire line of pedestrians and cyclists.

2.2 PROBLEM Location � Cheltenham Road w/b approach to signal junction

Summary: Risk of collisions if vehicles overshoot stop line. The signal junction will occur after a left hand bend in the road and the visibility to the primary signals is likely to be restricted by dense overhanging vegetation from fir trees. This could result in collisions if vehicles overshoot the stop line, especially if they fail to stop at the controlled crossing.

Risk rating: Medium

RECOMMENDATION

The overhanging tree vegetation should be cut back up to the highway boundary and maintained on a routine basis.

Risk rating if recommendation implemented: Low 2.3 PROBLEM

Location � Campus junction on Oxstalls Road

Summary: Risk of pull-out collisions at campus junction. The speed of vehicles turning left into Oxstalls Lane from Cheltenham Road could increase with the new junction configuration. This could result in collisions at the campus junction involving vehicles pulling away from the give-way line.

Risk rating: Medium

RECOMMENDATION

The existing speed table at the campus junction should be retained to control the speed of vehicles at the conflict point.

2.4 PROBLEM Location � Left turn lane from Cheltenham Rd to Oxstalls Lane

Summary: Risk of two wheeled vehicles slipping on service covers. There are some service covers currently in the verge which will become located in the carriageway when the road is realigned. If these coincide with the left turn lane, the metal covers could become a slip hazard for the riders of two wheeled vehicles in wet and icy conditions.

Risk rating: Medium

RECOMMENDATION

Ideally, the services should be diverted so that metal work does not coincide with the left turn lane. Otherwise, the covers should feature suitable skid resistant properties.

PROPOSED HIGHWAY WORKS IN CONNECTION WITH OXSTALLS CAMPUS EXTENSION, OXSTALLS LANE / CHELTENHAM ROAD, GLOUCESTER

STAGE 1 ROAD SAFETY AUDIT RESPONSE

The following is provided in response to a Stage 1 Road Safety Audit (Ref. 12401), dated 6 October 2015 which was undertaken by TMS Consultancy Ltd. The Audit Team has reviewed the proposed junction improvements, vehicle swept paths and supplementary information provided by Glanville Consultants in order to produce the Stage 1 Audit report. The Design Organisation’s responses to the Audit Team’s comments and recommendations are as follows: Problem 2.1 Location: Western arm of signal controlled junction (Cheltenham Road). Summary: Risk of pedestrians and cyclists being hit by vehicles. Recommendation: It is recommended that the controlled crossing at the junction

is provided at the most direct and popular desire line of pedestrian and cyclists.

Designer’s Response: The Design Organisation notes the Audit Team’s concerns and

recommendations and will discuss the pedestrian crossing facilities for this scheme with Gloucestershire County Council.

Problem 2.2 Location: Cheltenham Road westbound approach to signal junction. Summary: Risk of collisions if vehicles overshoot the stop line.

Recommendation: It is recommended that the overhanging tree vegetation should

be cut-back up to the highway boundary and maintained on a routine basis.

Designer’s Response: The Design Organisation accepts the Audit Team’s

recommendation. Overhanging tree vegetation will be shown to be cut-back to the highway boundary to provide unobstructed forward visibility to the new traffic signal heads.

Problem 2.3

Location: Campus junction with Oxstalls Lane. Summary: Risk of pull-out collisions at campus junction.

Recommendation: It is recommended that the existing speed table at the campus

is retained to control the speed of vehicles at the conflict point. Designer’s Response: The Design Organisation accepts the Audit Team’s

recommendation. The existing speed table at the campus junction will be retained and modified to suit the new arrangement.

that metal work does not coincide with the left turn lane. Otherwise, the covers should feature suitable skid resistant properties.

Designer’s Response: The Design Organisation accepts the Audit Team’s concerns

and recommendations. The extent of service diversions has not yet been established. Services will either be diverted or existing utility covers will be replaced with non-slip surface covers. This will be confirmed at detailed design stage.
