QUALITY OF EIA

Major Challenges

Variable quality of Scoping/IEE/EIA reports -30% deemed acceptable.

Major flaws in Scoping/IEE/EIA reports include absence of required items (esp.

map of facility layout, range of EIA investigation as well as the location of

monitoring points /anticipated impacts);

overly general description on predicted impacts and mitigation measures; copy-

and-paste from another EIA report.

Reasons for the problem in EIA quality include limited capacity of EIA consultants

–e.g. insufficient investigation equipment, technical capacity and experiences-,

as well as their external constraints –e.g. time and budget constraints provided by

the project proponents-.

Difficulty in identifying cumulative impacts, especially by two or more neighboring

projects under different governmental approval lines.

No Clear instruction in EIA guidelines relating to biodiversity and climate change

yet.
