• Launched June 2002• Most Instruments are operating nominally• Technical status:

- STX-3 on 28April03 step decrease in power output from a nominal of 8watts to 2.48watts. Some degradation to users with dishes less than 1M. Evaluating need to reconfigure transmitters.

- STX-4 decrease in power output from a nominal of 7.5watts to 6.4watts during a 10-15mins activation. Further tests show that the transmitter is slow to reach nominal power. Currently used for Svalbard tracking tests.

- Digital Tape Recorder #5 anomaly on Feb 15, 2003. Removed from service on Feb16. Investigation underway

- AMSU-A1 intermittent radiometric count changes in PLLO channels 9-14. Similar problem on NOAA-16.

- AMSU-A1 periodic bias shift in channel 3 observed in internal warm and space view data.

• Launched September 2000• Most instruments are operating nominally• Technical status:

– Tape Recorder 4B anomaly 01/03. Test show can be used to record TIP data only. Investigation continuing. 4A is nominal. Tape recorders 5A, 5B, remain non-operational.

– Channel 3B is selected for AVHRR (01May03). No switching to 3A at terminator.

– SARR 121.5 placed in fixed gain mode for testing Dec 1-9, 2002– AMSU-A1 intermittent radiometric count changes and noise in PLLO

channels 9-14. Similar to NOAA-17. Backup PLLO non-operational– SBUV/2 erratic behavior in Range 3 measurements from the cathode of

the Photo Multiplier Tube (PMT)– APT transmitter is non-operational– 1707 MHz (high S-band) transmitter is degraded – STX 3 Off– SARR 243 MHz receiver non-operational

• Technical status continued:– AVHRR barcode coding and wavy data

– AVHRR TCE24 turn off on April 14 showed improvement but returned

– Manual rephasing once per day in addition to 0430Z rephasing

– Over weekend (April 24, 25) problem intensified recommendation to do rephasing 4 times a day.

– Affected HIRS channel data quality but cleared up

• Launched May 1998• Most instruments are operating nominally• Technical status:

– Swapped the telemetry processor to correct drift in many analog points.

– AVHRR – Has been stable since Mar ‘03– AMSU-A 2 failed channels: 14 failed on Oct 30, 2000, channel 11

failed on April 10, 2002• Loss of channel 11 (sensitive around 23 mb, 15 miles)

mitigated to some extent by overlap of channels 10 and 12 – SARR 243 MHz receiver experiencing a loss in sensitivity - Both

A and B sides of the SARR affected – Tape Recorder #5 failed June 20, 2002– Gyro #3 turned off

Other Spacecraft Highlights

N-14• On 30 Mar, AVHRR scan motor improved to the point where imagery was bar

code free for the first time since May 2003. Shortly thereafter, trend reversed and imagery again degraded.

• Spacecraft became a “permanent eclipse” vehicle starting on 30 March. Performance being closely monitored but no reconfigurations are currently planned. Bus voltage and shunt load were nominal throughout this reporting period.

• On 14 April, AVHRR scan motor toggled off then on for testing purposes associated with N16 AVHRR problem. Problems where encountered. No improvement in quality of data.

• MHS Channel 2 gain change:• Rework in progress:

– Down converter problem.– Replacement incorporated into the channel H2 subassembly– Subassembly tested successfully.– Subassembly reintegration into the instrument starts late this week.

• The next steps:– April 15-23: Channel H2 reintegration, performance and regression

testing.– April 26-30: Instrument in transit to Lockheed.– May 3-7: Instrument incoming inspection and testing, s/c integration,

s/c tests.

– The MECO loads issue has been revived by Boeing. A new study of 53 launches show loads in the 85-100 Hz range.

• The project has issued a Special Change to LM to analyze the S/C to the new levels. ECD June 30th.

• GSFC/Swales to analyze GFE to the new levels. ECD May 30th.

• Currently being evaluated by NOAA and DoC Senior Management• Lockheed Martin assessment on functionality of:

– Both CPUs will have been completely re-certified by end May.– 3 of 4 RWAs have been assessed as reusable.– 1of 2 MIMUs have been assessed as reusable. Unit with physical damage is functional, but spare is available.– New TCEs are being considered as qualification of the 3 TCEs damaged in the incident is not possible.

• The POES project at NASA has generated guidelines for the re-certifying the foreign supplied instruments.

– DND awaiting the N prime re-build decision before applying funding to the recertification testing of the SARR.

– CNES has completed initial assessment of the ADCS and SARP instruments. Awaiting re-build decision to determine qualification test schedule.

– MHS• Initial optical alignment test performed

– No changes noted on limited items tested.– Quasi-optics alignment not tested.

• Electrical isolation checks performed with nominal results.• Proceeding slowly to a power up test.• Continuing investigation at a low level.

• NASA HQ has formed a team to evaluate the progress of Lockheed in rectifying issues identified by the Mishap Investigation Board as possible contributions to the N prime incident. NOAA OSD will have a representative (Fitzmaurice) on the team.
