LOCAL PLAN

The Land off Church Road, Hartshill lies within the administrative boundary of North Warwickshire Borough Council. North Warwickshire is currently consulting on their Local Plan and it should be in place by the end of 2017.

The site known as HAR3 originally, was identified in the adopted Core Strategy and the Draft Site Allocations Plan published in 2014. The Site Allocations Plan proposed a housing development of at least 400 homes.

The new merged Local Plan, approved by the Council in August 2016 allocates the site for a minimum of 400 homes with associated infrastructure, community facilities, an improvement in education, sport and recreation facilities within and adjoining the site, and publicly accessible green space.

We believe the proposed development site provides a very special opportunity to create an extension of the Hartshill community, with a minimum of 400 homes; alongside local amenities, community facilities and publically accessible green space.

NEW HOMES

The land off Church Road, Hartshill has the potential to provide a wide range of new homes – and we would like your views on what our priorities should be, from one-bedroom apartments to five bedroom family homes.

We expect to include affordable homes and could include assisted living for older residents to downsize into within their existing community, as is suggested in the Hartshill Neighborhood Plan.

An initial idea for the design of the layout of the site includes an emphasis on providing seamless housing, blending into the local landscape and looping around the old quarry site. High quality landscaping and the creation of green corridors would ensure links from the West of the site through to the East.

ENVIRONMENT

We will ensure that the new homes are carefully and sensitively integrated into the existing area.

Landscaping and ecology is key to achieving this and so we are developing a strategy that will ensure that the development respects the local area and

bats. We will submit a strategy for protecting the wildlife with the final application. In addition, we will be looking to introduce new hedgerows, tree planting and wildflower grassland in open spaces which will be managed under a Landscape and Ecological Management Plan post-development.

HIGHWAYSAND ACCESS

We know that residents hope that this site can bring about a through road which is specified in the Local Plan as being from Church Road to either Nuneaton Road or Camp Hill Road capable of taking busses, emergency vehicles and waste vehicles manoeuvring freely with access and parking issues addressed. Such a road is specified within the Neighbourhood Plan and the Draft Local Plan.

We don’t currently own all of the land within the land off Church Road allocation, so aren’t able to deliver a road directly from Church Road to Nuneaton Road/Mancetter Road, without crossing land owned by another party. If we were to look to buy the land, the scheme would become unviable and as a result the housing undeliverable, which would cause problems for

North Warwickshire Borough Council’s housing delivery. As a result, and understanding the strength of feeling to have a road through the proposed housing, we are currently looking at an option to have an entrance and exit on both Church Road and Camp Hill Road.

We would welcome your views on the matter.

As well as looking at the access arrangements, we are also looking at ways we could help alleviate the bus traffic from Hartshill School. Having spoken with the school, we have started to look at providing a bus drop off point at the back of the school, which could be accessed through the development. We would appreciate hearing your thoughts on the scheme.

DESIGNAND LAYOUT

We want to create a high quality residential environment, which is in keeping with the existing local area.

It is also really important that the homes promote a balanced community, including 30% affordable homes.

We have spent a long time discussing and giving careful consideration as to how we achieve this, we believe that an appropriate density development using a mixture of brick and rendering would be best. We would welcome any thoughts you may have in relation to materials, colours and architectural details.

The proposed development could feature:

• A minimum of 400 new homes• 30% affordable housing• A property mix including
