Recommendation The decisions set out in 5 of the report be analysed and scrutinised by the Group as appropriate. 4. Overview and Scrutiny Committee – 3 March 2015

Review of decisions made by the Council

1. Purpose of report

To analyse and scrutinise, as appropriate against the criteria in 2.2 below, decisions made by the Council as the Executive.

2. Summary

5. Main report

Four Council meetings have been held since the Group last scrutinised decisions. The executive decisions made at these Council meetings, other than procedural matters or appointments, are set out below:-

Council Meeting – 13 January 2015

1. Swanage Local Plan Pre-Submission Consultation

Resolved that:

(1) consultation on the Swanage Local Plan Pre-submission Document be deferred until after the Town and District Council elections on 7 May 2015; and

Item 9 (2) officers submit a report to the Council as soon as possible setting out the possible

options for progressing the Swanage Local Plan process.

2. Purbeck Local Plan Partial Review Issues and Options Consultation

Resolved that:

(1) the Purbeck Local Plan Partial Review Issues and Options Document be published for a six week period of consultation between January and March 2015; and

(2) agreement of the final version of the Issues and Options Document for consultation be delegated to the General Manager – Planning and Community Services, in consultation with the Chairman of the Purbeck Local Plan Partial Review Advisory Group.

3. Draft Dorset Homelessness Strategy 2014–2019 – consultation response

Resolved that the proposed response, as set out in Appendix 2 to the report, forms the basis of the Council’s response to the consultation.

4. Disposal of former public toilets at Breachfield, Wool

Resolved that that the former public toilets site at Breachfield, Wool be declared surplus to the Council’s requirements and sold on the open market for redevelopment as housing.

5. Watery Lane public conveniences refurbishment

Resolved that a full refurbishment of the Watery Lane toilets be undertaken at a cost of £25,000, to be funded from the Council’s capital resources.

6. Dorset Waste Partnership – consultation on possible changes to Dorset’s household recycling centres

Resolved that the proposed response to the Dorset Waste partnership consultation on possible changes to Dorset’s household recycling centres, set out in Appendix 2 to the report, be approved.

7. Dorset Waste Partnership Revenue Budget 2015/16

Resolved that the Council’s share of the draft revenue budget for the Dorset Waste Partnership for 2015/16 be approved at a cost of £1,301,472.

8. Community safety – proposed pan-Dorset partnership arrangements

Resolved that a request be made to the Dorset Leaders and Chief Executives that further consideration be given to the proposed arrangements for the CSCJB and PDCG to address the concerns raised by this Council.

9. Review of polling arrangements

Resolved that:

(1) having undertaken the statutory review, the polling districts remain unchanged;

Item 9 (2) having undertaken the statutory review, the polling places remain coterminous with the

polling districts and therefore remain unchanged;

(3) the proposed polling stations, as set out in Schedule 2 to the consultation document, be approved subject to those serving East Holme and East Stoke and East Lulworth and Coombe Keynes remaining unchanged;

(4) following further investigation, the Returning Officer be authorised to designate a polling station to serve polling district CB – Swanage South;

(5) the details of the polling arrangements be published on Dorsetforyou.com and be implemented for the UK Parliamentary and District Council elections on 7 May 2015.
