OBJECTIVE Administered by the National Youth Council, the Overseas Youth Programme Grant (OYPG) provides seed money to help develop and strengthen the capabilities of youth organisations and youths through engagements in overseas programmes. Applications are open throughout the year.

ELIGIBLE PROJECTS (A) Overseas Youth Organisation Development

Programme (For youth organisations) NEW!NEW!NEW!NEW!

OYPG supports Youth Organisation capability development initiatives such as:

� Joint overseas youth projects with overseas

youth or youth related organisations that will create long term sustainable strategic alliances.

� Trips to learn new youth development tools that will benefit local youth organizations and

youths. (B) Overseas Youth Development Programme

(For youth organisations and individuals. Application is open to Singapore Citizen or Singapore Permanent Resident aged 15 to 30 years old.)

OYPG supports youth participation in the following areas:

� International Competitions / Challenges / Performances that will bring prestige to Singapore.

� International Conferences of repute that enrich

youth organisations /youths and benefit the local community and youth sector.

ASSESSMENT CRITERIA In assessing applications, the following factors will be considered :

� At least 70% of the itinerary/programme must be dedicated to objectives that are supported under the respective grant schemes.

� The programme must be secular in nature. Programmes that proselytise, or have inflammatory remarks or racial elements, or involve partisan political agenda would not be funded.

� Demonstration of good planning, sound budgeting and effective use of resources

� Commitment to sustaining and advancing the vibrancy of the youth sector in Singapore.

� Applicant’s track record of active involvement in youth development.

APPLICATION PROCEDURES Applications should be made on prescribed forms available from the National Youth Council or from the NYC website at www.nyc.gov.sg.

CONDITIONS a. NYC’s support should be acknowledged on all publicity materials. b. NYC should be informed of any changes to the proposed activity or programme. c. Successful applicants are required to submit the following within two months from the end of the activity or event: (i) Evaluation report; and (ii) Certified statement of accounts

CLOSING DATE Applications must be made on prescribed forms at least two months before the date of the proposed activity & sent to:

IMPORTANT INFORMATION NYC reserves the right to review, withdraw or suspend the grant in full or in part if any of the rules and instructions are not complied with. NYC reserves the right to reject any application without disclosing the reason for doing so. Please refer to Annex A for Frequently Asked Questions on OYPG.

FREQUENTLY ASKED QUESTIONS ON OVERSEAS YOUTH

PROGRAMME GRANT (OYPG)

Objective Q1 What is the purpose of OYPG? A1 The Overseas Youth Programme Grant (OYPG) provides seed money to develop and strengthen the capabilities of youths and youth organisations through engagements in overseas programmes. This is in line with the Vision for Youth Development. NYC’s focus is to encourage youths to serve the community, dare to live their dreams, adopt a “can do”, “never say die” spirit and to have the courage to “walk the talk”. In short, we hope to nurture “World-Ready Youth”, youth with the values, outlook and skills to thrive and succeed in a global environment and yet maintain strong ties with their families, the community and Singapore.

Eligible Projects Q2 What kind of overseas programmes are eligible? A2 OYPG will fund overseas programmes under the following two broad categories:

(a) Overseas Youth Organisation Development Programme

include:

i. Joint overseas youth projects with overseas youth or youth related organisations that will create long-term sustainable strategic alliances.

ii. Trips to learn new youth development tools that

will benefit youths and organisations.

For study trips on new youth development tools, the applicant is required to submit an implementation plan to show how the community or organisation can benefit from the study trip.

(b) Overseas Youth Development Programme include:

i. International Competitions / Challenges / Performances that brings prestige to Singapore,

ii. International Conferences of repute that benefit local community and the youth sector.

For participation in International Seminars / Forums / Conferences,

applicant is required to submit an implementation plan to show how the community or organisation can benefit from his or her participation in the programme.

Eligibility Q3 Who can apply for OYPG?

A3 Applicants of OYPG must be: (a) Registered organisations engaged in youth or youth-related activities e.g. youth organizations and educational institutions; or

(b) Individuals who are members of youth or youth related organisations.

However, individuals can only apply for grant under the Overseas Youth

Development Programme of the OYPG. Applicants are NOT eligible for this grant until they have submitted feedback & evaluation reports on the use of any previous OYPG given by NYC.

Quantum of funding Q4 How much is the funding from OYPG?

A4 As OYPG is meant as seed money, funding is up to 50% of allowable project cost. For organisations receiving public funding from other government agencies or organisations for the same programme, funding from these agencies or organisations will be taken into account when determining the grant. Q5 Is there any limit on the total amount of YDF that an organisation

can receive?

A5 Each organisation can only receive up to $10,000 per calendar year.

Application Q6 When can I apply for OYPG? A6 You can apply for OYPG throughout the year. Applications must be made on prescribed forms at least two months before the date of the proposed activity. Q7 What are the types of joint overseas youth programmes that my

organisation can organise with our overseas counterpart? A7 Programmes must enhance Youth Development, promoting World Ready Youth. More importantly, you must provide NYC with the masterplan (using prescribed OYPG application form), highlighting how long-term

sustainable alliance with your overseas counterpart would benefit youth and your organisation. Q8 What do you mean by “at least 70% of the total duration of the

programme must be dedicated to objectives that are supported under the

respective grant schemes”? A8 This is to ensure that OYPG is used to serve the real purpose of the overseas programme. For example, applicants, for trips to discover or learn new youth development tools, should not spend more than 30% of the total duration on non-related activities such as sightseeing, trekking, etc. Travelling time will not be considered as part of the total duration of the project.

Approval Q9 How long will the approval process take? A9 You will be notified of the outcome of your application within two weeks of receipt by NYC (provided that the application is complete and satisfactory). NYC will release 60% of the approved amount to be funded upon approval. Q10 What must I do to receive the remaining 40% of the grant? A10 The remaining of 40% of the approved amount will only be released upon satisfactory examination of the evaluation report and statements of accounts. NYC reserves the right to review, withdraw or suspend the grant in full or in part if any of the rules and instructions are not complied with.
