It is my honor to take over the role of the immediate past Chair of ACECC Executive Committee, Prof. Albert Yeung of Hong Kong University. I would like to, first of all, congratulate Albert and his team, Dr. Edward H. Wang (Deputy Secretary General), Dr. Udai P. Singh (Chair, Planning Committee), Mr. Potenciano A. Leoncio Jr. (Chair, Technical Coordinating Committee), and Prof. Jae-Woo Park (Treasurer, Chair of Finance Committee), for their excellent

leadership during the term of 2013- 2016, and also for the successful CECAR 7 in Hawaii. The Chair of ACECC is certainly one of highlights in my professional career.

As one of a few survivors from the first CECAR held in Manila in 1998, I have been involved in the ACECC activities as well as in the formation of this organization in 1999. I served as the Founding Secretary General (1999-.2001), as Executive Advisor to ACECC Chair (2001-2004), Chair of ACECC TC3 on Inter-regional Cooperation for Great Mekong Sub-region (2007-2010), and JSCE representative to ACECC (2014-2016).

The original concept to create this umbrella organization covering civil engineering institutions in Asian region may be summarized in two aspects: “from bi-lateral relationship to multi-lateral relationship among civil engineering societies/institutions in Asian region”, and “to maintain a steady flow of communication between people and decision makers where civil engineers play a role of go-between for creating a better quality of life”.

Considering the increase in the ACECC membership from five founding members to

13 members at present, the first concept of creating multi-lateral relationship among the societies/institutions in civil engineering profession in Asian region has been mostly achieved, although we continue to make an effort in inviting more societies/institutions to join.

At the time of the formation of ACECC, the Asian region was considered to be a fast growing market for the development of new infrastructures with an increasing trend of population and urbanization. After 18 years since ACECC formation, the overall picture still

remains, but a part of the picture of the Asian region may have been changing. Several countries in Asia have concerns about the aging population and the aging infrastructures, rather than population increases and new civil constructions. More importantly, we are facing drastic climate change and frequent occurrences of earthquakes in the region. The Civil engineering profession is of course responsible for mitigating natural disasters. But our profession alone cannot cope adequately with these severe natural disasters. We must work with decision makers and we must share the awareness and preparedness of natural disasters with people in the region. In that context, the second concept becomes the first priority.

I have nominated/appointed the following members during my term: Prof. Mitsu Okamura (Chair of Planning Committee), Mr. Masaaki Nakano (Chair of Technical Coordinating Committee), Mr. Masayasu Kayano (Chari of Local Organizing Committee for CECAR 8), Mr. Jeff Howard (Treasurer, Chair of Finance Committee) , Dr. Edward H. Wang (Deputy Secretary General).

Working with the Secretary General, Dr. Kenichi Horikoshi, I consider the following seven issues important.

1. STRENGTHEN ACECC GLOBAL NETWORK a) Increase ACECC members, especially from Asian regions, and reconsider the membership structure, b) Strengthen relationship with global organizations, and c) Strengthen the information network through the internet, and social networking sites such as website, facebook etc. 2. ENHANCE KNOWLEDGE AND INTEREST IN ACECC a) Make potenial new members aware of the advantage of blonging to ACECC clearer

a and make these advantages known to a wider audience. b) Contribute more to civil engineers in practice.3. INVITE YOUNGER ENGINEERS TO ACECC ACTIVITIES a) Establish a committee or working group of younger engineers4. STRENGTHEN TECHNICAL COMMITTEEES’ ACTIVITIES5. STRENGTHEN RELATIONSHIPS WITH GOVERNMENTS6. MAKE ACECC MEETINGS MORE EFFECTIVE7. USE ACECC BUDGET MORE EFFECTIVELY TO FULFILL THE ABOVE PLANS

I look forward to strong support and kind cooperation. I look also forward to working with you.

Message from the PCM Chair

It is my great honor to be appointed by Prof. Kusakabe and approved by members as the next PCM chairman in the CECAR7. I believe that working with many of you in the PCM and interacting with you during the next 3 years and beyond will be great treasures. The ACECC has always looked into future and either adapted, or changed it. Our choices will define how we will be remembered. I would like to ask all of you to join me, to work together, to look beyond ourselves. Dr. Mitsu Okamura

It is a great honor and pleasure for me to serve as the TCC chairman for ACECC. As the activities of TCs are one of the most important responsibilities of ACECC, I think we need to step forward and transmit their outcomes to those who are interested in this. There are 9 on-going TCs and each of the themes meets the needs of Asian countries. We believe that ACECC activities including TCs are able to help building resilient infrastructure systems for a seamless Asia. I am looking forward to working with you all.

4ACECC Outlook

Albert T. YeungImmediate Past Chair of the Executive Committee

Asian Civil Engineering Coordinating Council

October 2016

First of all, I would like to thank the new leadership for allowing me to express some of my thoughts in their inaugural issue of the ACECC Newsletter. Having served as the ASCE Representative to ACECC for the last six years, it is time for me to pass the baton to the next ASCE representative to ACECC to be appointed by the 2017 ASCE President, Dr. Norma Jean Mattei. I have just met her at the 2016 ASCE Annual Convention in Portland, Oregon, U.S.A. after attending the JSCE Annual Meeting in Sendai, Japan. In fact, I have been active with ACECC since the 4th CECAR in Taipei in June 2007 when I was serving on the inaugural ASCE Region 10 (International Region) Board of Governors.

It is my honor to serve as your Chairman of the Executive Committee of this great organization, Asian Civil Engineering Coordinating Council, for the last three years. From Jakarta for the 6th CECAR, to Honolulu, to Tokyo for the 100th Anniversary of JSCE, to Dhaka, to Gunsan, to New Delhi, and return to Honolulu for the 7th CECAR, we all traveled a long way, so too is the progress of ACECC. In fact, I have just completed the million mile milestone flying with Cathay Pacific in September 2016. In addition to our professional development, we have also fostered our personal friendship internationally. It is a family reunion every time we meet. We all look forward to our next meeting every time we say good bye.

We celebrated the Centennial Anniversary of JSCE and witnessed her declaration with the Crown Prince of Japan in Tokyo in November 2014, in the same year we celebrated the Centennial Anniversary of one of the civil engineering wonders, the Panama Canal. We had our meeting in Dhaka in March 2015 in the midst of political instability. However, IEB’s great organization of the meetings and attention to details assured us that we were safe and in good hands. We took the opportunity of our getting together to organize technical sessions to benefit local civil engineers and ourselves, adding educational values to our administrative meetings. We interacted with young civil engineers and other professional societies in civil engineering. All these experiences becomes parts of our unforgettable memories of ACECC.

You can see farther by standing on the shoulders of giants. On the foundation of ACECC built by previous leaderships, we made great strides in the organization and running of ACECC in the past three years. A summary of our major achievements is tabulated as

Page 5: OUTLOOK - acecc-world.org · OUTLOOK. NO.10. For a Better Quality of Life. O c t o b e r. 2 0 1 6. ... leadership during the term of 2013- 2016, and also for the successful CECAR

5ACECC Outlook

follows so that we can look forward to making ACECC an even better organization:oExpanding of the number of member societies from eleven (11) to thirteen (13) and

many more potential members are in the pipeline;oEstablishment of the Permanent Secretariat for safe keeping of our documents and

resources;oEstablishment of the Finance Committee for better control of our finance;oInitiation of the review of constitution and by-laws on membership related issues for

the future development of ACECC;oRunning of more efficient meetings of the Planning Committee (PC), the Technical

Coordinating Committee (TCC) and the Executive Committee (EC);oOrganization of technical seminars and workshops during our meetings to benefit

local civil engineers;oOrganization of our meetings in parallel with major local events of the hosts;oPublication of newsletters to disseminate our progress and activities to our member

societies and others interested in civil engineering in Asia;oInitiation of funding mechanisms to support the work of our Technical Committees;oEstablishment of the program on cultivation of young civil engineers; and oNurturing of our smaller member societies to be organizers of the PC, TCC and EC

meetings, and possibly even the CECARs.

Looking into the future, our top priority should be expanding our membership to grow ACECC. With the increase in membership, we may have to re-define the types of membership and develop a better membership structure for ACECC. Some of our thoughts are:

oAllowing more than one member from an economy, with a primary member voting for the economy and non-voting associate members from the same economy so as to enlarge the representation of the civil engineers in the economy in ACECC. This would require amendments of our constitution and by-laws.

oRe-organization of the ACECC membership structure so that it will become a more workable and efficient membership structure. All member societies are currently members of the Executive Committee. It is obvious that the Executive Committee would become inefficient if the number of member societies exceeds approximately fifteen (15). We may need to have an assembly or council composed of all member societies and an EC composed of approximately twelve (12) members to be elected among all the member societies, i.e. a similar membership structure of the United Nation, to make the decision-making processes of the EC workable and efficient. Again, this would require amendments of our constitution and by-laws.

oThe membership structure of ACECC was established almost two (2) decades ago, it is time to review it so that it would move ACECC forward.

Page 6: OUTLOOK - acecc-world.org · OUTLOOK. NO.10. For a Better Quality of Life. O c t o b e r. 2 0 1 6. ... leadership during the term of 2013- 2016, and also for the successful CECAR

ACECC Outlook 6

Other fronts we have to advance may include:oEstablishment of formal guidelines for funding of our Technical Committee activities

so that we can use our funds more effectively for the benefits of fellow civil engineers and the public.

oEstablishment of formal mechanisms for younger members to participate ACECC activities. Professor Ed Wang has already put forward a Young Members’ Forum to be held in our meetings in Nepal in 2017. Such participation of young civil engineers should be formalized for the better development of ACECC and our civil engineering profession.

oLooking for safe avenues to invest our funds for the health growth of our finance.

It is time for ACECC to turn a new page under the leadership of Professor Osamu Kusakabe and his team from JSCE. They have already demonstrated their thoughtful thinking for the future of ACECC by re-appointing Professor Ed Wang as the Deputy Secretary General for another three (3) years. Together with the able leadership of our Secretary General, Dr. Kenichi Horikoshi, there would certainly be a very smooth transition of leadership. We are sorry to lose Ms. Emiko Serino to retirement although I am happy for her personally as she can spend more time with her wonderful grandchildren. She has been working with ACECC for almost two decades and we are grateful for her diligent service. In fact, ASCE is doing similar preparatory work for the future retirement of Ms. Meggan Maughan-Brown. They are both wonderful individuals whom we can never find exact replacements. We have to learn how to cope with our loss. However, their retirement also reminded us of our important task of putting the nurturing of the next generation of civil engineers into our own retirement plans, no matter how much we are enjoying our beloved civil engineering profession now.

We are all looking forward to attending the 8th CECAR - Resilient Infrastructure in Seamless Asia in Tokyo during April 16-18, 2019, and the celebration of the 20th anniversary of ACECC. JSCE should be commended for starting the organization of the 8th CECAR so early to ensure another successful CECAR after Honolulu.

Fellow representatives to ACECC, there is a Chinese saying that “there is no banquet that would last forever”. The end of one stage will mark the beginning of another. Certainly we’ll come across each other at many other professional junctures. In the meantime, I would say goodbye and thank you for your support in the last three years which made my job as the Chairman of the Executive Committee of ACECC very easy and enjoyable.

7ACECC Outlook

From the Past Chair, Planning Committee and Local Organizing Committee

As you can guess, I am much relieved after the completion of my 3 year term as Chair of the PC and LOC. With the help of several member societies, other leaders, and the secretariat, we were able to move forward on several fronts during this term.

Membership CampaignACECC added 3 more members (IEB, IEP, and NEA) for a total of 13 current members. We

are continuing to look for and invite other potential members: Sri Lanka, Myanmar, Malaysia, Thailand, and Singapore, among others. The new leadership under Prof. Kusakabe is setting up a task committee to look at the membership structure and recommend potential changes to the constitution to expand membership.

Cultivating the Next Generation of EngineersUnder Dr. Ed Wang’s leadership of this sub-committee, progress is being made. Several

students attended and interacted with professionals at the 29th ECM in Gunsan and at CECAR 7 in Hawaii. Dr. Wang’s proposal for a “Future Leaders Forum” was accepted by all at the 31st ECM. This will be initiated at the 32nd ECM in Nepal, with 13 young leaders (one from each member society) participating.

ECMsECMs were conducted twice a year during the last 3 years at various venues among the

member societies: Hawaii, Tokyo, Dhaka, Gunsan, New Delhi, and Hawaii, respectively, in chronological order. In addition to the meetings of the PC, TCC, and EC, technical workshops, tours, and evening cultural entertainment have now become a tradition and are much looked for during ECMs. The 32nd ECM is scheduled for Kathmandu, Nepal on April 23-25, 2017. The 33rd ECM is scheduled for Ulaanbaatar, Mongolia on September 21-23, 2017. Proposals have been made for the 34th ECM in Hanoi, Vietnam in March/April, 2018, and for the 35th ECM in Canberra, Australia in September/October, 2018. Further discussions will be held at the next PCM/ECM and decisions made. It was also decided that the 1st and 2nd tier member societies will be eligible for financial support from ACECC for hosting ECMs. Moreover, the first five delegates (plus spouses) from each member society will receive complimentary registration to the ECMs. For the 6th delegate and beyond, the host society may charge a registration fee at the ECM to cover some of the costs. The Technical Committees were encouraged to participate in technical workshops held immediately after the ECM and it was suggested that the half day workshop be expanded to a full day workshop at least once every year.

Financial MattersACECC’s finances are strong enough to support technical and other activities, as needed.

It was decided that TCs will be eligible for financial support from ACECC as needed once a

year provided that the expenses are tied to a deliverable or activity such as presentation of their results/findings at an ECM venue. TC-21 was the first one to apply and get approval to receive such funding.

It was decided that ACECC will prepare an annual budget. It should be based on a strategic plan which is being initiated under the new leadership.

The Finance Committee membership was updated. Mr. Jeff Howard (EA) will be the Chair of the Committee, supported by members from JSCE, KSCE, IEP, HAKI, MACE, and NEA.

AwardsThe Awards subcommittee received several nominations for awards. Five projects

including the Grand Project Award were selected. In addition, three outstanding professionals were selected for the individual merit awards. All awards were presented at the Awards Dinner at CECAR 7 in Hawaii.

CECAR 7The 7th Civil Engineering Conference in the Asian Region (CECAR 7) was conducted

successfully at the Hilton Hawaiian Village, Oahu, Hawaii from 30th August through 2nd September, 2016. The theme of CECAR 7 was “Ho-‘omalamalama: Building A Sustainable Infrastructure In The Asia Pacific Region”. Ho-’omalamalama is a Hawaiian term that means to brighten, illuminate, enlighten, or inform. CECAR 7 enlightened conference participants and others on strides made in sustainable civil engineering infrastructure applicable to the Asia Pacific Region. Approximately 400 people from about 30 countries attended the conference.

Over 400 abstracts were received by the conference steering committee from ACECC Technical Committees and researchers/practitioners from about 30 countries. Of these, the final conference program included approximately 250 technical papers for presentation. In addition, the conference included six technical keynote addresses (two on each morning) given at plenary sessions by eminent experts in diverse areas of civil engineering from Bangladesh, Hong Kong, Japan, Korea, Taiwan, and USA. The keynote speaker from Hawaii, USA had to cancel his presentation at the last minute as he had to coordinate transportation planning activities for the state of Hawaii in preparation for a hurricane rapidly approaching the Hawaiian islands. U.S. Congresswoman Tulsi Gabbard gave the welcome keynote address at the opening plenary on 31st August. The Kyoto Declaration from WECC 2015 was also presented at the opening plenary. Moreover, the President of each member society was given an opportunity to briefly address the attendees.

A Proceedings of the conference was published. The CD-ROM was given out to attendees at the conference. In addition, the Proceedings will be maintained online at the ACECC website until the next CECAR. Papers and sessions were organized into seven broad-based technical tracks in the conference program and Proceedings: Environmental & Water

ACECC Outlook 9

Resources, Transportation, Infrastructure Management, Geotechnical, Natural Disasters, Structural, and Sustainability. Moderators selected from all member societies chaired the technical sessions. In addition to the podium sessions, poster sessions were held, primarily during breaks and lunch hours.

Two workshops were held on 30th August: (1) Engineering Ethics Workshop: Discussion of Case Studies, and (2) Natural Hazards Risk and Management Workshop. Three technical tours were conducted on 30th August and 2nd September: (1) Honolulu Rail Project Tour, (2) Hawaiian Aquaponic Farm Tour, and (3) Nu’Uanu Watershed Tour. An Awards Dinner, whose program included networking, local cuisine, presentation of ACECC awards, and local cultural entertainment, on the evening of 1st September was appreciated by all attendees.

The closing plenary on 2nd September started with a keynote motivational address given by Ms. Annabel Chotzen on “Put Your Dreams To Work”. Annabel took us on a journey of achieving our most heart-felt goals and dreams. Her powerful true-life stories were interwoven in a tapestry of success principles and the Hawaiian spiritual concepts helped us visualize, energize and reach for what we want most in our life. This was followed by the closing ceremony where the leadership of ACECC was passed on from ASCE to JSCE.

I have received positive feedback from many attendees at CECAR 7. Many of us came to Hawaii with our families and enjoyed the beautiful and magical settings of the islands. It was a team effort that made CECAR7 professionally productive and socially enjoyable. I will present a more detailed report, including finances, on CECAR 7 at the next PCM/ECM.

CECAR 8Preparations for the 8th CECAR have already begun. CECAR 8, with its theme of Resilient

Infrastructure in Seamless Asia, is being organized by JSCE in Tokyo and is scheduled for April 16-18, 2019 coinciding with the celebration of the 20th anniversary of ACECC. JSCE is looking at alternative ways (in place of corporate contributions from member societies) for funding support for the conference, and this will be discussed at the next ECM.

Finally, I want to express my heartfelt thanks to all I worked with in the ACECC member societies and the secretariat. Without your support and cooperation we would not have succeeded in any of the activities of the Planning Committee and the Local Organizing Committee. And I certainly would not have enjoyed working on these activities without you. My best wishes are with the new leadership, and I am certain that they will do an excellent job.

Sincerely,

My three-year service as the ACECC Treasurer and Finance Committee Chair endedTreasurer and Finance Committee Chair endedFinance Committee Chair endedChair endedended with the finale of CECAR7 in Hawaii. Now I feel very much relieved since no majorCECAR7 in Hawaii. Now I feel very much relieved since no major mistakes seem to be made by myself. It was very rewarding experience for myself since I get to learn how an international organization runs and works. It is not something you get to be exposed very often, and I was very fortunate to be able to have such an excellent opportunity. I would like to say goodbye as an outgoing officer by thanking all who graciously embraced me during my tenure. First, I would like to express sincere gratitude for all the member societies. They made my job easier by faithfully following all the rules and agreements in ACECC. My second, not the smaller, gratitude goes to Dr. Kenichi Horikoshi and Ms. Emiko Serino, the Secretary General and Office Administrator for Secretary General. They not only provided all the information in a very professional manner but also were excellent co-workers to discuss issues. My last gratitude goes to my home society, KSCE. They gave me this wonderful opportunity to represent the KSCE for the position. The incoming Treasurer and Finance Committee Chair, Mr. Jeff Howard from EA, faces new challenge to guide ACECC expenditure in a strategic way. I am very much sure that Mr. Howard will do an excellent job, and propose that all of us should stand by his side so that he can accomplish more and better.

1. TCCM,PCM,andECMActivities during the last 6 months were reported at TCCM. Moreover, budget request

for performing the workshops and/or symposiums in 2016 and 2017 was made during the PCM. The last activities of TC21 were focused on outlining the fundamental methods to pursue the objectives of TC21. Series of preparatory meetings of JSCE National Team (JSCE-NT) clarified that initiative and proactive support of each participating member society are the key to promote the Transdisciplinary Approach (TDA), not only for its own country, but also to catalyze and encourage the activities of other countries. One of the important roles of TC21 is to support and coordinate such activities by ways of disseminating and sharing the experiences of disaster risk reduction (DRR).

On June 10th 2016, JSCE-NT and the PICE-NT teams, lead by co-chairs of TC21, met in Tokyo Japan (Photo 1) and agreed on the fundamental objectives of TC21 as well as performing the first symposium on November 18th, 2016 during the PICE national convention. Moreover, workshop and/or a seminar is planned during the ECM in Nepal (April, 2017). ECM recognized the importance to help start the activities of TC21 and decide support TC21 by ways of providing budget and supporting the coordination processes

2.TC21KickoffMeetingThe main members of TC21 met for the first time in Hawaii and performed the kick-

off meeting on August 31st (18:00 – 19:30) at Hilton Waikiki hotel, Honolulu. There were 30 attendances representing ASCE, CICHE, HAKI, JSCE, KSCE, PICE, and VFCEA. (Photos

2) Fundamental objectives, concepts and organization structures were presented by the co-chairs and the secretary. The following main agreement and notable opinions were expressed.

1) Proposed TOR was accepted in principle. The details were accepted to start off the

activities which are subject to modification when necessary. 2) There were opinions stating that steering group needs to draw base action plan so

that each national team can make the specific activity plan by customizing the base action plan. Steering group may support national committees’ fund raising efforts of national teams if needed.

3) It was discussed that responsibility and role of the National Team will be different from state to state, depending on the nature of the disasters, conditions of vulnerability, exposure to hazards, and socioeconomic conditions etc. Secretariats will take this into account modify the TOR as needed.

Table1.ProgramofthepaneldiscussionofTC21

The discussion among the presenters and the attendee was active. Some issues were related to resilience in terms of economical and technological strengths of states. One of the comments sated that advanced and/or extensive infrastructure does not necessarily mean that the society is resilient. Countries that frequently face disasters can achieve high level of awareness and develop original schemes to maintain and improve preparedness.

There was a notable comment regarding the effects of short term market mechanisms on the resilience of infrastructures. It was found, after the reconnaissance investigation of Chili earthquake in 2010, that old bridges, designed by Chili code were not damaged, whereas the new bridges, designed by Spanish codes for economical reasons, were damaged. It is implied that the reducing the initial cost of an infrastructure is not necessarily an economical choice, considering the potential damages due to disasters.
