Welcome, we are really excited about the opportunity to purchase the SDCCU stadium site in Mission Valley, and to take the next step in developing our vision to meet the needs of our growing campus. As you know we currently sit on 288 acres in the College area. With a diverse student population north of 30,000, and a growing team of faculty and staff, now is the right time for SDSU to grow and build a campus that will carry us forward into the next 100 years. Our vision extends beyond the campus footprint and so we want to create a development that benefits the larger San Diego Community To that end, we have committed to an engaged and transparent process – the Scoping phase is just the first step in that process.

I am going to start with some Housekeeping items Parking: At the Marriott – when you parked, you were given a ticket – we have green vouchers at the check in table. Please use this in the machine when you leave. If you have trouble please dial the front desk and they will let you out. We have arranged for the parking fee to be covered. Structure for the meeting I will be giving an overview presentation every 20 minutes. We have subject matter experts in the next room, so you can get more information on topics that interest you and discuss any questions with them. We also have comment cards and a court reporter to take your comments. We do need to have your comments in writing to include them in the consideration of impacts.   CEQA process has 4 major steps: NOP/Scoping – where seek input on which impacts need to be studied Draft EIR – where we study the project’s impacts, determine their significance, and propose mitigations for any significant impacts. We also study alternatives to the project in this phase. For this project we are providing a 60 day public review period for the Draft EIR. Final EIR – All comments on the draft EIR are considered, a response to those comments is prepared and any modifications are made to the project, EIR and/or mitigations. This is all documented in the final EIR. Approval/Certification by Lead Agency - CSU Trustees in an open meeting.

NOP Scoping Phase• What impacts will this project

have?

• Which ones are likely to be significant?

• Ensure that we do not miss any impacts that need to be studied

• All scoping comments will be included in Draft EIR

• We will consider all comments in analyzing impacts

The purpose of the scoping process and tonight’s meeting is to gather input on what impacts we should study, to ensure that we are studying all potential impacts of the project. All scoping comments will be included in the Draft EIR We have to consider all comments, and look at all impacts in preparing the EIR for the project. The comments from the scoping phase will affect our analysis of the project.

We have refined our project boundary: To reflect more accurate property description we have received since November. (previously we had used open source data like google earth) To minimize impacts to the flood ways along the San Diego River (to the south) and Murphy Canyon Creek (to the east). To minimize impacts on the habitat along those flood ways We have brought our boundary inside of the berms along those flood ways and moved trails away from those berms. We are still providing 34 acres of City Park in our plan

The next phase of the process is the Draft Environmental Impact Report Your written comments from tonight and through the scoping period will be reviewed and will help inform the scope and content of our Draft EIR .   A Draft EIR is expected to be released in the Summer. This document will: Document all comments from the scoping process; and consider them in analyzing impacts and developing mitigations Provide a fuller description of the project, both in text and drawings; including information on aesthetics, circulation, utilities, etc. Identify and analyze alternatives to the project. Analyze the environmental impacts of the project in a number of areas of impact (comments from the scoping process will influence how we analyze these impacts) Propose mitigation measures for any identified significant impacts The Draft EIR will be available on the website (see link) and in hard copy at local Libraries, the SDSU Library and our offices (Planning Design and Construction) on campus. There will be a 60 day comment period for the Draft EIR

Once the 60 day review of the Draft EIR is complete, we will prepare a response to each comment we receive on the draft EIR. The response may be: Modify the design Modify or clarify mitigation measures Explain why we believe we have adequately addressed the impact through the proposed mitigation. The comments and our written response to them become a part of the Final EIR. The final EIR will highlight the changes we made to the Draft EIR as a result of the comments we receive on the draft. We plan to seek approval of the EIR from the Trustees at their January 2020 meeting. All materials will be posted 10 days prior to that meeting.
