Abstract/Executive Summary.

The mission of Park River Parks and Recreation (PRPR) is to provide fun and safe recreational programs for all individuals. During 2012 to 2014, PRPR, in conjunction with other entities in the City of Park River, invested in a planning and feasibility study of the community. Based on those results, community support for a campground, with a recreation area is a high priority in this community. We are seeking funding to support a multi-phased recreation project. The City of Park River has donated 40 acres of land to PRPR. This land is currently farmed and will be converted into a public space with trees and natural grasses to provide exceptional outdoor recreation. Phase 1 will be the development of a 20-unit modern campground and Three-plex ball diamonds for outdoor recreational activities.

This fits into the Region IV Facilities Priorities set in the State Comprehensive Outdoor Recreation Plan (SCORP) by North Dakota Parks and Recreation Department for 2013 to 2017. Primary needs in Region IV are campgrounds and the secondary needs are sports fields. The SCORP showed 93 percent of North Dakota households in Region Four say outdoor recreation is important, and 61 percent of providers report demand for outdoor recreation facilities exceeds supply.

That primary need is based on 55 percent of North Dakota households in Region IV that are interested in camping, with 52 percent interested in a modern campground. In Region IV, 53 percent of the households are interested in playing a sport outdoors (other than for a school team). The study also showed that 33 percent of softball field facilities are in poor condition. This project is a priority for outdoor recreation in the area.

Matching funds will be derived in part from the PRPR budget, and largely from area donors. Based on the findings within the PRPR feasibility study, a great level of local support for the project is anticipated. An Advisory Committee has been established and fundraising is beginning to collect contribution pledges. PRPR's Board of Directors and the City's Economic Development Committee are currently negotiating a possible share of the City sales tax revenue to be dedicated to this. If additional matching funds are needed, the PRPF Board of Directors is prepared to secure a loan for any shortfall.

Narrative

The PRPR is a 501 (c)(3) organization with five board members, including President Kyle Halvorson. Our mission is to provide fun and safe recreational programs for all individuals. We aim to offer as many activities to the community's children and young adults as we can. We currently have active programs in baseball, swimming, football, basketball, and a fishing derby, as well as open access to our parks and other recreational facilities.

Paid positions include a Program Director, groundskeepers, seasonal sports program personnel such as coaches and lifeguards. We are also fortunate to have volunteers who assist with coaching, maintenance and repairs. Several booster groups and community organizations either contribute not only financially but many times offer in-kind services for exclusive use of a park or other facility for a particular event.

Purpose of Grant - Describe the proposed project identifying how the project will meet the specific directive(s) of the Outdoor Heritage Fund Program

The proposed project is Phase I of a multi-phase development of a 40-acre complex on the eastern edge of Park River near one of the City's main thoroughfares, Highway 17. The City has donated this land to PRPR to be converted to a public park space with trees and natural grasses. Phase I will include the development of a 20-unit campground and a three-plex baseball diamond for youth . The land was purchased by the City of Park River at a value of $120,000 and donated to PRPR for this project.

The project meets Directive D: Conserve natural areas for recreation through the establishment and development of parks and other recreation areas. It will convert bare land to a parks and recreation area with trees and other vegetation for shade, comfort and aesthetics to create a recreational area.

The project also complies with Directive A: Provide access to private and public lands for sportsmen. Nearby Homme Dam, (three miles west of Park River) offers boat access for fisherman and camping facilities, but is always full on the weekends. The proposed campground will allow people to stay within a short drive to enjoy the outdoors that Homme Dam has to offer, swimming, fishing, boating, canoeing, and rafting. Walking and bike paths run one mile east of Park River and west to Homme Dam, this campground

would increase the use of that path and increase outdoor activity. The western portion of the path jogs off to a resting area overlooking the river.

Development of a 20-site campground will benefit the community by providing additional camp sites not only for the outdoorsman and baseball participants, but for the general public. There is a shortage of adequate camping space within Walsh County. Homme Dam, a popular fishing, camping and swimming area, has 32 camp sites; Leistikow Park in the City of Grafton (17 miles from Park River) has 44 camp sites available for nightly/weekend booking. In neighboring Grand Forks County, Fordville Dam has about 22 nightly/weekend camp sites available but is over 30 miles from Park River. These camping spaces fill up quickly every weekend during prime camping season. Leistikow Park's campground has had full occupancy all week long during the past few years.

In addition to the sportsmen's recreation, baseball has always been a strong and indelible tradition in the community of Park River, and a major component of the PRPR program, especially for youth; not only from within City limits, but for kids from the rural areas and neighboring communities that do not have baseball programs. Participation has grown significantly in recent years, so that the number of active teams, while a positive factor for the community's youth, results in scheduling conflicts with neighboring teams, and inadequate space to host games, tournaments, and needed practice sessions. Existing ball diamonds are at maximum capacity with a full schedule of games, but inadequate space results in less practice and playing time for all teams, plus long hours of travel to tournaments in Munich, Langdon, Wahpeton, Red Willow in North Dakota, and Thief River Falls, MN; some of which could have been scheduled in Park River if space had allowed.

The planting of trees and natural grasses around the perimeter of the baseball diamonds and throughout the campground will provide a natural conservation and offer shade while enjoying the outdoors.

Management of Project- Provide a description of how you will manage and oversee the project to ensure it is carried out on schedule and in a manner that best ensures its objectives will be met.

The PRPR Board of Directors oversees all existing recreational programs, services and facilities, under the direction of President Kyle Halvorson; Mavis Nelson, Secretary/Treasurer; and Corri Bell, Program Director. Bell has experience in financial management and business operations and would oversee operation of the 20-site campground. In addition to the PRPR Board of Directors and staff, there are Baseball Boosters who also donate time to the maintenance of the ball diamonds.

Evaluation - Describe your plan to document progress and results.

Increased outdoor recreation in the community will become evident as the campground facilities and ball diamonds are used . PRPR staff and volunteer boosters would monitor the usage of the campground and ball diamonds. Evaluation of the usage will be reported to the Board of Directors. The PRPR Board of Directors is fully accountable for the financial management.

Progress of the funding will be documented locally in our county newspapers and using social media. The PRPR has a website and a Facebook page that is managed by the Program Director.

The budget includes development of 20 camp sites with full water, sewer and electrical hookups and a Three Plex Ball Diamond. Detailed cost estimates are attached to this application and were conducted by KLJ Engineering.

Indirect Costs The 40 acres of land where this project will be located was donated by the City of Park River in support of this project. The value of the land is $120,000.

Sustainability- Indicate how the project will be funded or sustained in future years.

Recreation groups such as the Baseball Boosters and Pool Boosters collaborate with PRPR for financial support of their programs. A PRPR Program Director was hired recently and the position is shared between PRPR and the Park River Hockey Program. The sports programs take in participation fees that are used to pay coaches, teachers, and lifeguards. However, additional revenue is needed for payment of repairs and maintenance for all PRPR facilities, as well as major improvements.

PRPR's revenues include a local tax levy, donations, and advertising. A billboard campaign, in which local businesses display a sign at the main baseball field at $200 apiece has grown to $4,500 in revenue in 2014. The Advisory Committee for Fundraising is in the process of securing pledges from contributors toward the local match portion of the project. PRPR is in the process of securing an $18,000 loan for a new mower and other maintenance items which will be used for this proposed project as well as existing parks.

The revenues from the campground, as well as tournament gate fees and participant registration fees, will ensure that the facility expenses are met. The project will be self­sustaining and if there are any shortfalls, PRPR will develop a plan to address the situation.

Because of the feasibility study that was done, we are confident that the community will come through to support the sustainability of this project. Park River prides itself in its motto "a town with a heart for everyone" and that is evident in the success of fund raising in the community for projects that benefit everyone.

Partial Funding - Indicate how the project will be affected if less funding is available than that requested.

This is a large project to be completed in phases. If we received less funding , the funding cut would lengthen the time of completion. Because this is a 40- acre field for outdoor recreation , the cost of developing would be less if developed all at once rather in different phases. In order to keep costs down for the entire project, site preparation and landscaping for both the campground and baseball diamonds should be completed at the same time . The campground would be the priority in the first phase as it would generate revenue for PRPR to continue its development efforts.

We are requesting $1,095,020 for the implementation of Phase I of a multi-phase project that will provide for a conservation of a natural area for recreation through the establishment and development of parks and recreation areas. The goal of this project is to improve the quality of life with the use of the outdoors to enhance recreation.

This project is well supported in our community and 40 acres of land has been donated by the City of Park River with a value of 120,000. This is just the beginning of the donations we wil l receive to achieve our goal. The fundraising committee is actively obtaining letters of support and pledges toward this project so we are able to provide the required match dollars.

The Red River Regional Council fully supports the Park River Parks and Recreation in their application to the North Dakota Outdoor Heritage Fund (OHF}. Outdoor recreation plays a significant role in the quality of life of North Dakotans. Outdoor recreation improves the health and well-being of the state's citizens, promotes the conservation of the land, and contributes to the state's economy as one of the primary drivers of tourism, North Dakota's third largest industry. The application meets Directive D of the OHF Program which states "conserve natural areas for recreation through the establishment and development of parks and other recreation

areas."

In spring 2014, the RRRC partnered with the Walsh County Job Development Authority to complete a Walsh County Economic Development Strategic Plan . The Walsh County Strategy Committee is comprised of 24 business and community leaders from Walsh County. The Strategy Committee identified outdoor recreation as a key part of its tourism development strategy. Building amenities such as the Park River Parks and Recreation RV Park and the Park River Sports Complex will provide a strong conservation use of the land as well as strengthen the outdoor recreat ion amenities offered throughout northeastern North Dakota . The Walsh County Strategic Plan will also be incorporated into the RRRC's Comprehensive Economic Development Strategy which will guide our development efforts for the next five years.

The Walsh County Job Development Authority strongly supports Park River Parks and Recreation (PRPR) in its application to the North Dakota Outdoor Heritage Fund. If awarded, these grant funds would allow for the development of a 20-unit modern campground as well as a three-plex baseball diamond. Both of these developments are needs that have been identified during a recent study completed by Park River Parks and Recreation.

This proposed project fits ideally with Directive D of the Outdoor Heritage Fund Application to

"conserve natural areas for recreation through the establishment and development of parks and other recreation areas." The campground and baseball diamonds will be developed on a tract of land that was donated by the City of Park River. The recreation area will be converted into a public space with trees and natural grasses to provide exceptional outdoor recreation.

I respectfully request that funding be allocated to Park River Parks and Recreation to make this project a reality.
