PROBLEM STATEMENT AND STRATEGIC APPROACH Despite progress since 1994, South African society remains divided. The privilege attached to race, class, space and gender has not been fully

reversed. Despite rapid improvements in access to basic services, the quality of

services continued to be affected by who you are and where you live. Unemployment is high particularly among black youth. Women suffer from discrimination in both the education system and in the

labour market. Apartheid spatial patterns mean limited opportunity for sharing of space

across race and class and that the poor often live far from places of work. Discrimination on the grounds of sexuality and homophobic violence are also

a major problem. Violence against women, homosexuals and immigrants continue to indicate

that values of the Constitution of non sexism and non racialism have not yet become the ethos of all South Africans

PROBLEM STATEMENT AND STRATEGIC APPROACH

South Africa as a country has achieved a lot since the dawn of democracy. This includes the following: The concept of non-racialism is broadly supported by all sections of society, and is entrenched in the Constitution. South Africans, more so now than before, unite behind their national symbols such as the flag. Political freedoms have been expanded and so have social protection and the social wage. Schools, health facilities and other public amenities have been opened to all.

PROBLEM STATEMENT AND STRATEGIC APPROACH

Despite progress made, challenges still exist. Therefore in securing the future the following (among others) need to be done:Work in engendering the knowledge of the Constitution and fostering the values contained therein must be intensifiedThe country must continue with measures to facilitate active engagement of the populace in its own development. Efforts to enable healing of the wounds of the past should continueEfforts to reduce economic exclusion and inequality should continue Sharing of space across race and class and fostering an overarching South African identity anchored by the Constitution should be optimised.Empower citizens to ensure that they become active in their own development and they are able to speak when things go wrong

NDP: Vision 2030

In 2030, South Africans will be more conscious of the things they have in common than their differences. In this South Africa there will be:Wide-spread accepting of peoples’ multiple identities. Broad-based knowledge about and support for a set of values contained in the Constitution. An inclusive society and economy. Increased interaction between South Africans from different social and racial groups. Strong leadership across society and a mobilised, active and responsible citizenry.Universal access to quality public services will reduce greatly inequality of opportunity and outcomes. Instruments to optimise redress will be in place and government across the three spheres will be more responsive and thus ignite a citizenry positively engaged and active in their own development.

NDP GOALS FOR 2030

The NDP sets out five (5) long-term nation building goals/outcomes for South Africa. These goals are as follows:

Knowledge of the Constitution and Fostering Constitutional values Equalising opportunities, promoting inclusion and redress Promoting social cohesion across society Promoting active citizenry and broad based leadership Achieving a social compact that will lay the basis for equity,

inclusion and prosperity for all.

These outcomes serve as pillars for realising nation building and social cohesion

COORDINATION AND INSTITUTIONAL ARRANGEMENTS

Coordinating Minister of Arts and Culture is responsible for coordinating the implementation the nation building and social cohesion programmes derived from the MTSF. DAC is the secretariat for the Outcome and will also be responsible for reporting on progress against the indicators in the tables below.The Social Sector Cabinet Committees: will continue to facilitate collaborative decision-making, and make recommendations to Cabinet as it relates to Outcome 14.Social Sector Directors General Cluster forum: The outcome will be housed and coordinated by the social cluster as part of an integrated approach to governance. The main functions of clusters are to ensure alignment of government-wide priorities, facilitate and monitor the implementation of priority programmes, and provide a consultative platform on cross-cutting priorities and matters being taken to CabinetThe Implementation Forum hosted by DAC will be constituted. It will be made up of all delivery partners of the outcome.

MANAGEMENT OF IMPLEMENTATION

The implementation forumAn implementation forum convened by the Department of Arts and Culture will be constituted. It will be made up of all relevant delivery partnersThe Strategic Level of the implementation forum for outcome 14 will be constituted by the Coordinating Minister (Minister of Arts and Culture) and relevant Ministers of partner departmentsThe Technical Level of the implementation forum will assume a form of a Technical Cluster of FOSAD made up of the Directors General of the Departments of Labour, Sports and recreation, Local government, Basic education, Public works and Finance as well as provincial Heads of Arts culture and sports.The technical implementation forum will deal with the technical aspects under Outcome 14. This forum will also create sub-outcomes forums. The National Department of Arts and Culture will serve as a secretariat for all structures and substructures established by the implementation forum.•
