1. Purpose 1.1 Primary functions

Customer Service

Receive and respond technical enquiries (via telephone, email, and letter and in person) on behalf of the Infrastructure Services Directorate including storm water management, traffic management and road safety.

Respond to enquiries in a timely and positive manner and initiate action as required in accordance with Shire construction and maintenance standards.

Undertake research into customer service issues as required.

Carry out site inspections, investigation and research of requests/complaints, follow up, arrange for remedial action (if required) and report to the appropriate officer.

Project Planning Planning and scoping of capital works projects for inclusion in the ten year forwards capital works plan.

Applying for planning, building, environmental, aboriginal heritage and other necessary approvals for capital works projects.

Consultation with stakeholder groups and the broader community relating to capital works projects.

Preparation, submission and acquittal of grant applications.

Input to preparation of annual budget and annual updating of the capital works component of the Long Term Financial Plan

Project Management

Project manage minor capital works projects including the coordination of works, financials, community consultation, negotiation with affected land owners/agencies, project publicity and press releases.

Provide assistance, when required, with the management of major capital works projects.

Asset Management

Provide assistance to other members of the Asset Services team with tasks including asset data collection, database management, and reporting and subdivision inspections.

Administration

Business unit administration including progress reporting through Interplan, input to preparation of annual business plan and attendance at team meetings.

Bonds administration Investigate bonds held in Trust by the Shire to determine the need to retain or return.

Conduct site inspections of subdivisions and develop sites for which development bonds have been taken.

Liaise with Shire staff and third parties, as required.

Issue instruction to Shire staff or contractors for the completion of bond funded reinstatement works.

Arrange return of bonds and bank guarantees that are no longer required.

Update financial records and maintain Trust module of Synergy.

Assist Manager Asset Services and Senior Technical Officer-Developments, as required.

Provide regular progress reports on status of allocated tasks.

2. Extent of Authority

Under the limited direction of the Chief Executive Officer and as delegated from time-to-time, the incumbent has authority to act within predetermined guidelines, policies, procedures, predetermined budgetary limits and expenditure and in accordance with the statutory provisions of the Local Government Act 1995 and other relevant legislation. 4. Position Selection Criteria

4.1 Position essentials

Diploma of Public Works, Diploma of Project Management or equivalent.

Working knowledge of local government infrastructure operations and responsibilities.

Highly developed verbal and written communication skills – ability to communicate with all members of public sector agencies and private organisations, prepare reports and correspondence.

Capacity to analyse, interpret and provide advice on infrastructure enquires relating to roads, drainage, pathways and buildings.

Highly developed negotiation skills.

Ability to work autonomously and demonstrate time management skills.

Demonstrated office management skills – including sound keyboard skills and knowledge of Microsoft Office applications.

Licence - current “C” class drivers licence.

Possession of a Construction Safety Awareness Training White card.

4.2 Position desirables

Highly developed customer service skills and experience in dealing with difficult customers.

Knowledge of the construction and maintenance requirements and Australian Standards relating to roads, footpaths/trails and drainage infrastructure.

Knowledge of subdivision and land development processes and associated local government regulations.

Working knowledge of local area and community and issues pertaining to the Shire of Augusta Margaret River.

Demonstrated experience in project managing minor construction and maintenance works to infrastructure.

Basic Worksite Traffic Management ticket.

Demonstrated ability to facilitate a public consultation process.

Knowledge of Asset Management Principles.
