1. Purpose 1.1 Primary functions

• Reconcile and balance creditor accounts and process payment requests on a monthly basis

• Prepare and balance end of financial year Payroll reconciliation and produce Group Certificates

• Process Salary Packaging Arrangements in accordance with ATO regulations • Administer, maintain and update employee Personnel records including

classification, rates of pay, leave entitlements, deductions and superannuation

• Coordinate new starters including employee probation reviews, notices and letters

• Administer and verify employee contracts and offers • Administer, maintain and update Payroll Masterfile • Conduct payroll audits as required • Interpret and provide quality advice on relevant Awards and Agreements • Administer Novated Leasing arrangements • Coordinate employee terminations including separation interviews and

termination calculations • Maintain a high level of working knowledge on statutory legislation relating

to payroll (ATO, Superannuation Act, LSL Regulations, Awards, Agreements) • Supervise, train and mentor Relief Services Officers with Payroll

administration tasks • Train and provide high quality advice to new and existing staff relating to

employee benefits/entitlements and timekeeping responsibilities

Work with the HR Manager and HR Advisor to research, develop initiatives and projects that support executive strategy and objectives for continuous improvement of HR systems

HRIS • Process agreement increases and global updates • Coordinate and setup labour codes, award rates, deductions and allowance

codes within Synergy • Manage HR file structure and administration within Synergy

• Implement and review Payroll procedures and guidelines • Monitor and evaluate existing Payroll and HR procedures and guidelines and

implement recommendations for improvements

Workers Compensation • Process Workers Compensation claims and reimbursements and maintain records

Reporting • Coordinate and assist with all statistical data, surveys and returns to meet Government and Council requirements such as EEO and ABS

• Report on employee entitlements and provide solutions for discrepancies • Maintain employee leave provisions and report through Interplan • Prepare and provide complex Payroll and HR reports using Report Writer • Provide Payroll updates against HR operational plan

Customer Service • Handle all queries by employees relating to their pays • Provide a high quality customer service to the organisation and provide

advice on the Shire’s issue handling procedures • Maintain relationships with external stakeholders and industry bodies

including ATO, WA Super, WALGA

2. Extent of Authority Under the limited direction of the Chief Executive Officer and as delegated from time-to-time, the incumbent has authority to act within predetermined guidelines, policies, procedures, predetermined budgetary limits and expenditure and in accordance with the statutory provisions of the Local Government Act 1995 and other relevant legislation. 4. Position Selection Criteria

4.1 Position essentials

Minimum 3 years’ experience and comprehensive knowledge administering end to end payroll service including processing, reconciling and maintenance of a payroll administration system. Current working knowledge and understanding of payroll legislation, administration and processing including Superannuation, Tax (PAYG, LAFHA), Workers Compensation and Fair Work Australia (NES) Knowledge and experience of employment law including the proven ability to administer contractual benefits through a payroll administration system accurately and efficiently Demonstrated experience in Synergy Human Resource, Payroll, Records and Report Writer Modules Demonstrated working knowledge and understanding of awards, agreements, legislation, policy and procedures Minimum Certificate III in Business or equivalent, or relevant experience High level attention to detail including high level of accuracy and numeracy Demonstrated ability to work unsupervised and in a team environment with the capacity to manage a diverse workload and meet competing deadlines with high level problem solving skills Demonstrated written and oral communication skills, including the ability to communicate with staff at all levels and develop and maintain positive working relationships Demonstrated experience in project management and delivery of Payroll and HR Programs Intermediate Level of MS Word, Excel, Outlook and PowerPoint 4.2 Position desirables

Understanding of Local Government Human Resources Management needs and requirements Diploma in Business or Human Resources, or progress towards Certificate IV in Training or equivalent
