Cluj Cultural Centre is a non-governmental organization for culture and sustainable development.

Legacy of the city’s bid for the European Capital of Culture 2021, the Centre implements an interdisciplinary programme to address strategic challenges of the society.

The Centre has 104 members: cultural organizations and institutions, universities, business clubs and clusters, associations of the civil society and the local and regional administration.

Our Theory of Change

In our effort to understand and perform change through culture, we designed WEAST, our five-step theory of change.

WEAST covers five phases of transformation:

W from Wonder Describing the situation we are starting from;

E from Explore Imagining, seeking new horizons, new possibilities of change;

A from Activate Testing and performing change in small scale;

S from Share Publicly releasing the new;

T from Trust Mass-producing of the new, replicating and scaling up.

Our cultural interventions move from one phase to another, evolving towards upscaling if successful or returning to previous stages if more experimenting is needed.

Change is finally possible when culture has brought trust to the society.

We act as a platform for cooperation and innovation. Our role is to bring together stakeholders from culture and other sectors to explore, experiment and co-create new solutions for collective concerns. Through participatory processes and capacity building, we support cultural and community actors to become actors of change in the society.

Our cultural programme includes interdisciplinary projects in contemporary art, cultural and artistic education, local development, social cohesion, well-being, cultural and creative sectors’ support, rural heritage, social and urban innovation, science education and communication, international cooperation, research and policies.

Activities on the Academy’s agenda include training and coaching for artists and cultural workers, a cultural mediation specialisation programme, an experimental programme for business and culture collaboration, an artist-in-residence scheme, and the cultural voucher - an initiative to increase access to culture.

The Academy facilitates connections and knowledge sharing among cultural practitioners through workshops, conferences, exchange programmes, and networking events such as the Concentric meetings, the annual Forum for cultural mediation and Culture 2030 - an international event dedicated to cultural policies.

Academy of Change is our platform for strengthening the cultural sector.

Project Highlights

The first edition of the Forum of the Academy of Change, bringing together over 100 professionals from the cultural and educational sectors, around the topic of audience development and cultural mediation.

People from vulnerable groups and first year students receive

free attendance passes at cultural venues and events in

the city - the Cultural Voucher.

We partner with the Romanian representation at the Venice Art Biennale to select and train the art mediators of the exhibition.

We start Concentric - a series of meetings dedicated to

exchange and networking for our member organisations.

The cultural mediation programme organized around the Vision as Memory exhibition enables 200 children to engage in learning activities around contemporary arts.

We launch the cultural mediation programme with a

training course on audience engagement.

With ten schools in Cluj-Napoca already active in the programme and five others in the metropolitan area ready to join, Art’n’Play establishes a network of schools where art and creativity are offered as resources for children’s social and cognitive development.

The Art’n’Play schools host an artist-in-residence who works with students, teachers and the community around the school to develop artistic projects meant to encourage innovation in the learning environment. Teachers and school managers are trained in the UNESCO-awarded Pre-texts methodology, so they can embed arts and culture in the generalist curriculum.

Art’n’Play is our programme for cultural education in schools, aiming to equip young people with cultural competences, creativity, creative thinking and life skills.

The project redefines the relationship between institutions and audiences, committing to accompany all segments of the public in a journey dedicated to critically exploring and actively involving the contemporary art practice as a model of knowledge production. ECCA is dedicated to researching and promoting artistic processes and works in the fields of visual arts, performing arts and media arts.

ECCA is coordinated in collaboration with the main contemporary art actors in Cluj-Napoca and with several key European institutions. In preparation for the future art centre, ECCA and its partners co-organize the Autumn School of Curating and establish the ECCA Archive, a programme to document, preserve and valorise artworks created by recent generations of Cluj based artists.

We organize the international conference “In Search for Institutional Models. Showcasing, Studying and Preserving Contemporary Art”.

Artists, scientists, health and psychology experts work together to raise awareness on the dangers that today threaten our emotional, mental and physical health. We explore how art and cultural participation contribute to the well-being of the city’s inhabitants.

The project develops a Culture and Well-being Think Tank, hosts an annual international forum and pilots design and artistic interventions aimed at individual and community well-being.

We aim that the city of Cluj-Napoca becomes one of the first cities from the region to include psychological well-being among the strategic factors for its sustainable development and an important centre of expertise in art and well-being.

Inspired by the model of Sites et cités remarquables de France, the network supports its member settlements to give new added value to their culture and heritage, for the sustainability of the community and the region.

At the moment, the network gathers 11 small settlements, all in Transylvania, and offers them access to training, networking and partnerships, hands-on local heritage-led development planning, and participation in national and international programmes and fairs.

Remarkable Romania is developed in partnership with Sites et cités remarquables de France and the Cluj County Council, under the patronages of the Romanian and French Ministries of Culture.

The network is promoted in the framework of the International

Heritage Fair in Paris and the National Tourism Fair in

First pilot activities take place in Sâncraiu, bringing together heritage, culture, technology and tourism.

The first Remarkable Romania conference gathers

The project uses culture to address topics such as Roma history and persisting inequalities, and facilitates new connections between the Roma and non-Roma communities of the city.

The project includes The Roma Culture Days, an annual event taking place in the framework of Cluj Days, and supports emerging Roma artists by commissioning their works. Jivipen also supports Cluj museums in their endeavour to establish collections and programmes dedicated to Roma culture.

Summer camps for Roma kids, a series of talks dedicated to intercultural topics and an international Think & Act Tank complete the Jivipen agenda.

Jivipen, which means “life” in the Romani language, promotes Roma culture and supports contemporary expressions of the Roma life.

The Cluj-Napoca Urban Innovation Unit is a research and development programme, bringing together ideas, knowledge and resources from the civil society, the academic sector, the cultural sector, the business sector and the public administration to propose alternative solutions to the city’s strategic challenges.

Developed in partnership with the Centre for Innovation and Civic Imagination of the Municipality of Cluj-Napoca, the Urban Innovation Unit is focused on R&D projects in urban mobility, future of work and urban resilience.

In 2022, the Urban Innovation Unit will be fully transferred to the Cluj-Napoca City Hall.

Cluj Future of Work, the first project in Eastern Europe

financed by Urban Innovative Actions of the EU, is launched.

The three winning projects of the Innovation Fund introduce new scenarios for the use of these common spaces to the community.

We launch the first call for groups of citizens interested in experimenting

with redesigning of common spaces, to encourage sustainable mobility

Quantum’s role is to cultivate the appetite for science and innovation in the local community and to develop capacity in four major groups (teachers, museums, artists and industry) to engage in participatory activities and inquiry-based education.

The network was founded in 2017 by current and former candidates for the European Capital of Culture title, and builds on the experiences, participatory processes and collaborations established during the candidacies.

The programme focuses on capacity building for members, organises conferences and annual meetings, and develops a platform for promoting member cities, as well as for facilitating collaborations amongst them. The network aims to become a voice in shaping European cultural policies.

We contribute to the improvement of the guidelines for the local public

March 16 An open letter signed by 50 members of

the Centre invites the Ministry of Culture to establish a task force with representatives

of the independent cultural sector, to identify measures to support the cultural

sector in the context of the pandemic.

About Cluj-Napoca

Cluj-Napoca is Romania’s second largest city and the unofficial capital of Transylvania.

With a population of over 320.000 in the city and 430.000 in the metropolitan area, Cluj-Napoca has the highest cultural vitality amongst Romanian cities outside the Capital.

The city hosts two national theatres and two national operas, 12 museums, a philharmonic orchestra and a very young and active independent cultural sector, with approximately 3.000 organisations and initiatives, including two centres for contemporary arts, and tens of private galleries and performing arts spaces. There are over 100 festivals and 3000 cultural events annually in the city.

Cluj-Napoca is a major university centre with 12 universities and an estimated 80,000 students. Each year, around 2,000 students graduate from art and humanities. The city has the highest economic growth rate in Romania in the last decade, with eight business clusters and more than 4,500 IT and BPO businesses employing over 35,000 people.

A multicultural city with 16 ethnic minorities and seven religious communities, Cluj-Napoca is home to numerous grassroots movements working for the vulnerable, piloting models of sustainable living and helping the shaping of urban policies.

Announced as a first year for consolidation in the history of the Centre, with 104 member organisations, an executive team of 25 and an annual turnover of 2 million euro, 2020 starts under the threat of the COVID-10 pandemic. The organisation has to adapt its working style, but also its calendar and programme, and becomes one of the key players in policy making and advocacy for the cultural sector locally and nationally. Financial sustainability is ensured through a diverse mix of European, private and local public sources, with the latest representing less than a quarter of the annual budget.

The Centre’s membership reaches 95 organisations, twice as much as during the candidacy in 2016. The executive team is strengthened to 21 persons and organisational systems and procedures are put in place. New funding is secured through European funds and external relations with the Ministry of Culture and international organisations are developed. The Centre’s projects reach 3,000 direct beneficiaries for the first time.

The Association was founded under the name of Cluj-Napoca 2020 (later 2021), with the purpose of preparing the city’s bid for the European Capital of Culture (ECoC) title.

The working groups responsible for the preparation of the cultural strategy and the ECoC bid book were created and began their activity. More than 200 specialists from various cultural organisations and institutions in Cluj-Napoca joined the activities.

East of West, the concept defining the city’s bid for the European Capital of Culture title, emerged. This concept expresses the need of the local communities to come together and cooperate on common projects.

After a double standoff between Cluj-Napoca and Timișoara, Timișoara was finally selected as the future European Capital of Culture, based on a special vote granted by the Chair of the European Capital of Culture Selection Panel. Cluj-Napoca announced its commitment to fully implement its candidacy programme.

The executive team was created and the basic functional mechanisms for programme implementation were set in motion. Ten of the projects within the programme were launched and European funds in amount of six million euro were raised from the very first year of operation.

With the assistance received from a commission of local experts, the Association made a preliminary analysis of the cultural sector in Cluj, highlighting the specificities of the different artistic disciplines.

At the end of a process involving over 60 local organisations, the Association developed and launched the Cultural Strategy of the city.

After numerous open discussions and work sessions involving local and foreign experts, the Association completed the cultural programme and bid book, which qualified the city for the final phase of the national competition for the European Capital of Culture title.

The Association changed its name to Cluj Cultural Centre. The projects within the bid book were piloted at local level and their relevance was assessed again by the community in order to proceed to the general implementation stage.
