notes from the SUPERVISOR’S OFFICE
It took a while for summer to arrive in Guilderland
this year, but once it arrived, it was here with a
vengeance. With all the heat and humidity we’ve
experienced of late, I think we should all remember
to be careful on those steamy summer days. It’s
important to avoid overexertion, and to stay
hydrated. I also urge our residents to pay special
attention to children in this weather, and to think of
checking on senior citizens in their families or their
neighborhoods.
One way to enjoy summertime is to make use of
Guilderland’s extensive network of Town parks.
Whether it’s a walk to the playground in one of our
neighborhood-scale pocket parks, a hike on our
5-mile trail network in Tawasentha Park and the
Winter Recreation Area, a visit to the dog park at Nott
Road Park, or a refreshing swim in the Town Pool at
Tawasentha Park, there are plenty of recreational
opportunities available at little or no cost to our
residents. On Thursday evenings at 7:30 in August,
the Guilderland Performing Arts Center will continue
its series of free concerts under the stars at its
Tawasentha Park facility. I hope that many of you will
fi nd the opportunity to take advantage of some of
these off erings.
August is also a busy month at Western Turnpike Golf
Course. The course is in fi ne condition and the rates
are always favorable for Guilderland residents. Call
the Pro Shop at 456-0786 with questions, or to book
a tee time.

I’d like to make people who travel through
Guilderland Center aware that the speed limit on
NY State Route 146 within the Guilderland Center
hamlet area was reduced to 35 miles per hour,
eff ective July 18. This change came about when the
Town undertook a neighborhood planning study,
and received signifi cant feedback from residents
concerned about noise and safety. The reduced
speed limit was initiated after discussion with the NY
State Department of Transportation. The Guilderland
Police Department will be regularly monitoring
traffi c fl ow through the hamlet, and will be enforcing
the reduced speed limit.
I hope that all of our residents continue to have a safe
and enjoyable summer season.

IS A MEDICAID TRUST RIGHT FOR YOU?
Q. What is Medicaid?
A. Medicaid is a joint federal and state program that helps low
income individuals pay for the costs associated with long-term
custodial care, such as a nursing home.
Q. Does everyone qualify for Medicaid?
A. No. Because Medicaid is a so-called needs based program, it
is only available to those whose assets and income levels meet
the eligibility standards. This means you may have to spend
down your assets before qualifying for Medicaid.
Q, When should I start planning for qualifying for Medicaid?
A. Right now. Congress has established a period of ineligibility
for Medicaid for those who transfer assets. Currently the look
back period is 60 months (5 years). In other words, if you apply
for Medicaid within 60 months of transferring assets by gift
or otherwise, those assets will be included for purposes of
determining your eligibility for benefi ts. Therefore, the sooner
a person begins planning, the more likely it will be that he
qualifi es for Medicaid before he actually needs it.
Q. Can I protect any of my assets for my family while still
qualifying for Medicaid?
A. Yes. If you are not in immediate need of long-term care, there
are a number of planning techniques available to protect your
assets for your family. One of the most useful is a Medicaid Trust.
Q. What is a Trust?
A. A trust is a legal entity involving three parties: the creator or
settlor (the individual who creates the trust), the person who
holds legal title to the property (the trustee) and the persons
for whose benefi t the trust was created (the benefi ciaries). The
trustee must follow the terms of the trust.
Q. What is a Medicaid Trust?
A. A Medicaid Trust is specifi cally designed to exclude some
of your assets, e.g., your home, for purposes of determining
Medicaid eligibility, allowing it to pass to your heirs when you
die. With a Medicaid Trust you still have the right to live in your
home and even sell it. If you sell your home while it is in a trust,
the proceeds will go into the trust and will be excluded when
determining Medicaid eligibility, which means you will not have
to spend that money before you qualify for Medicaid.
Q. Are there other advantages to a Medicaid Trust?
A. Yes. If your Medicaid Trust contains property that increases
in value (such as your home) your benefi ciaries will receive
the property with a step-up in basis at your death resulting in
potential tax savings.
Q. How do I know if a Medicaid Trust is right for me?
A. An experienced estate planning attorney will be able to
evaluate your needs and recommend planning techniques
that are right for you. Remember, for purposes of qualifying for
Medicaid, it is never too early to start planning.

The Friends of the Schoolcraft Cultural Center are
once again seeking the community to assist in
preserving this important building by purchasing a
commemorative brick in the building’s walkway.
The 19th-Century Schoolcraft House, once owned
by Congressman John Schoolcraft, is the only
Gothic residence in Guilderland. The community is
fortunate that neither suburban sprawl nor fi re has
destroyed this historic structure, and now people
throughout the community have an opportunity to
be a part of Guilderland’s heritage. By purchasing an
engraved commemorative brick, residents have the
opportunity to establish a personal link to the process
of renovating the house and insuring its future.

The Friends of the Schoolcraft Cultural Center at the

Q. What year did your business start?
Capital Gate Insurance Group was under
the planning and building stage since
October of 2010 and offi cially opened its
doors for business on June 1st 2011. Our
members have amassed over 40 years of
experience in the insurance industry and
in business and were trained by some of
the best known companies in the area.
Q. Where are you located and were you
always in the same location?
Our Agency is located at 1843 Central Avenue in
Colonie at Route 155. Capital Gate purchased the
building from Northern Industrial Services whom
moved its manufacturing operations to Cohoes. The
building is still home to The UPS Store and Jackson
Hewitt Tax Service for those of you who may be
familiar with the area.
Q. How and why did you get into the business?
I worked and was trained my entire adult career as
a claims representative and personal lines customer
service representative for many of the most well-
known independent agencies here in the area. With
such a well-rounded and experienced knowledge base
of the insurance industry, it was a natural progression
to branch out on my own and off er what I have learned
and my expertise to clients of Capital Gate Insurance.
Q. Do you have many regular customers? Is there
anything specifi c that they are always coming in for?
The Agency is establishing very strong relationships
with our new customers and are providing customer
service that is second to none. Saving people
money is what we do. We perform a full analysis of
their particular risks, and work with our partnered
insurance carriers to make sure that they get the best
coverage at the best rate to properly protect their risks
and to suit their individual needs. Our customers can
be assured that we will continue to be there for them
and to service and guide them as their needs change
through time.
Q. What hours are you open?
The Agency location is opened Monday – Friday
from 9:00am to 5:00pm. We can also be reached by
telephone, text, or e-mail during the evenings and
on weekends for needed customer service or policy
inquiries.
Q. What do you love most about your business?
What I love most about the business is saving people
money based on the knowledge I have in the industry.
Not to mention I have met and befriended so many
great people along the way too. At the end of the day
our clients are very happy with the agency and our
performance that we off er which inevitably helps their
lives.
Q. What do you think is your biggest challenge with
the business?
Currently the biggest challenge with the business is
balancing the social media and expanding into new
markets within our projected growth budget.
Q. What do you want the community to know about
you?
We live in the area here that we serve. Capital Gate’s core

with our customers and to provide superior customer
service to give people the personalized attention
that a good agent should give. We work with the best
insurance companies in the industry, and in doing so

Q. Is it important to wear a properly fitted custom-made mouthguard during contact sports?
A. A properly fitted custom-made mouthguard significantly cuts down the number of serious jaw and neck injuries. A mouthguard should fit snugly over the teeth and stay in place on impact. When you receive a blow to the lower part of your jaw, such as under the chin, your teeth clamp shut. The impact is absorbed and distributed by the mouthguard, thus protecting your teeth. If you do not wear a mouthguard, your teeth and surrounding bone and tissue will absorb all that impact, and become seriously damaged. Your teeth aren’t the only parts in your mouth that may be injured, lost or broken. Soft gum tissue can get lacerated and bleeding or swelling may occur. The underlying bone supporting the teeth can fracture and become bruised. Wearing a custom-fitted, durable mouthguard while playing contact sports is recommended to prevent and minimize damage to the teeth and surrounding structures.
