The reader wil l note that thea&:reement provides for cont rac to rsmaking two bids-one for a concreteroad and the other for bituminous surface on a concrete base. Engineersof the S ta te H ighway Depar tmen tdeemed it wise to ask fo r the alternatebid on a b ituminous surface on a c oncrete base, or what is known as an"asphaltic-concrete road," for this reas on : A t th e Roc kl an d avenue end ofWynnewood road, and at the Pennsylvania Railroad tunnel end, the roadj oins b ituminous-surface roads , and ,therefore, it may be necessary to makethe new roadway an "asphaltic-concrete" construction.The apprOXimate cost of t he " as crete const ruct ion of a 21-foot roadway wl11 be $6154.70. Narberth's sharewill be $3799.65 a nd t he State's share$2355.05.The apprOXimated cost of t he " as phaltic-concrete" (or bituminous surface on concrete foundation) construction of a 21-foo t r oadway will be$7014.90. Narberth 's share will be$4322.40 and t he State 's share will be$2692.50.The reason for the difference between Narberth's share and the State'sshare is this: All State highway aid isbased on 50 per cen t. o r t he cos t of a16-foot roadway. I f 16 feet would havebeen wide enough for the new road,Narberth's share and the Stat-e's shareof the cost would ha ve bee n e qu al .But, as Councilman Redifer explainedin last week's i ssue of Our Town:"The Boroug,h.
