OUR TOWN EAST BRIDGEWATER, MASSACHUSETTS JULY 2019 Best wishes O n the 75 th anniversary of D-Day, Robert Earl Charles spoke about his experiences in the Navy and his service to East Bridgewater as Veterans Agent for the past eleven years. His long career in the Navy started in 1970 and included the position of Chief Petty Officer for 24 years of active duty on the USS Cascade destroyer out of Newport, RI. During his time in the Navy he has served on other destroyers, worked as a recruiter in New Bedford, Providence and cities in Pennsylvania before coming back to Massachusetts where he served as a Navy Counselor in charge of other recruiters. You can hear a little Southern twang in Bob’s speech. He was born in Florida but his military career often brought him to Rhode Island. That’s where he met his wife, a native of Fall River – and as Bob would say, “The rest is history.” Before his stint in East Bridgewater, Bob worked as the Veterans Agent in Norton. When that position was merged into another position, Bob was fortunate that the position in East Bridgewater had become available and he was chosen. You may have seen Bob in his dress whites at patriotic activities, like the recent June 14 th Flag Day ceremony at The Center at Sachem Rock, where a flag flown in Iraq was raised, the first on the new flagpole, purchased by the town and installed by the DPW – or at the recent Health and Wellness Fair – or at the Commercial Club chicken barbeque after Memorial Day services. On the second Wednesday every month, Bob can also be found at The Center for a Veterans Group Meeting, where Veterans come to ask for information, discuss their concerns, or simply to chat. He credits Nancy Hill, COA Director, with suggesting that meeting, which he considers an important part of his outreach. Every day, though, Bob is in his office on the first floor of Town Hall, directly across from the Board of Selectmen where he meets with veterans and their spouses to describe the income and asset-based requirements to obtain benefits. He cares that they access the benefits that are available to them, including health services, disability, financial assistance, or even burial costs. He says, “If you are not sure you are eligible, come see me.” He is proud that the number of veterans qualifying for Chapter 115 benefits has risen quite a bit during his tenure. “People often think they do not qualify because they didn’t serve during war time, but that’s false. It doesn’t matter if you served during war time or not, you are still eligible for disabilities. A veteran is someone who has done at least 180 consecutive days of active service, no matter where it was, no matter what time it was.” He has presented regularly before the Board of Selectmen as a way to publicize these services. Bob turned 70 recently and decided it was time to retire so he could “get up in the morning and do what I want to do, dress the way I want to dress.” And so, his final day in East Bridgewater will be July 26th. His successor will be chosen soon and will shadow him for a while. He leaves with fond memories of working with everyone in Town Hall, “A great bunch of people who made me feel very comfortable here.” We thank Bob for his service to our town and wish him well in his upcoming retirement.
