Quality Assured Contracting Pty. Ltd. ( QAContracting ) was established in Mandurah in 1995 by David Cameron,

primarily to provide contract services to the Water Corporation in the Mandurah - Murray, South West and Greater

Southern regions of Western Australia. Due to health reasons, David retired from QAContracting in April 2013

and the company was taken over by Wayne Elliott and Roy Nella. Although David was a significant factor in the

success of QAContracting and the works the company delivered, both Wayne and Roy brought a broad range of

experiences to the company which enabled the company to continue operating as it always has, providing a quality

multi discipline services to its clients.

as part of DMCivil's upgrade works to the local pressure main for the Water Corporation. QAContracting procured

meeting the required schedule.

current pumps were overdue for replacement and could not meet the current required output. QAContracting laser

scanned the existing installation to ensure the premanufactured spools would match with the existing flange

orientation errors.

QAContracting was engaged to install new pumps to the Mary Street Mandurah waste water vacuum pumping

station as the old were badly eroded and not sized correctly for the current duty. The Water Corporation required

the new pumps to be Hidrostals which necessitated a total change to the existing pipework and because the well

could not be readily bypassed without significant risk, the installation was required to be performed as quickly as

possible. QAContracting premanufactured all of the pipework and installed the pumps simultaneously over a

period of three days, well within the five day schedule and with no installation or safety issues.

QAContracting were given the works to install new pumps to the Swanbourne Street Fremantle water booster

station as the old pumps were not sized correctly for the current duty and were transferring vibration and noise

through the piping system resulting in customer complaints. The installation needed to be done as quickly as

possible with no interruption to fresh water supply services. To ensure there was no risk to the local water supply,

QAContracting premanufactured all of the pipework utilising jigs to remove problems due to flange misalignment

and installed the pumps on two separate days over a two week period with no installation or safety issues.

QAContracting were awarded the works to demolish and dispose of the steel tank floating roof which was located

at the Kwinana Waste Water Treatment Plant ( WWTP ). The roof was systematically cut up using oxy acetylene

into manageable sizes and all steel delivered to the local scrap merchant for recycling. The roof was part of the

redundant equipment located at the treatment plant which QAContracting has proposed to demolish over a period

of three years, providing the Water Corporation with a milestone schedule and budget breakdown to assist with

their planning.

QAContracting provided design, fabrication and installation services to OdaTech Pty. Ltd. who are a preferred

supplier of odour control systems to the Water Corporation. Liaising directly with Tenix and on behalf of OdaTech,

QAContracting installed an eight tank biomedia odour control system to the Busselton WWTP as part of the plant

upgrade. QAContracting were responsible for all installation activities ranging from the transport of components,

erection, installation of biomedia to the vessels and commissioning. QAContracting also designed and supplied

the pipe supports and the 8 meter self standing fibreglass reinforced plastic ( FRP ) stack.

OdaTech Pty. Ltd. was engaged directly by the Water Corporation to install their proprietary odour control system

to the Wanjeep WWPS located in Coodanup. As OdaTechs' installer, QAContracting managed the complete works

liaising directly with local Water Corporation personnel to ensure all parties were aware of the works progress and

all approvals were in place. QAContracting installed the complete system whilst also supplying the concrete pad,

fencing, exhaust stack, sprays, drainage, ventilation, electrical components and connection plus coring of the well.

QAContracting further assisted with commissioning and training to ensure the system operated as designed and

the handover to the Water Corporation progressed with no problems.

During the winter months, the Mandurah Garden Estate pressure reducing valve ( PRV ) would become flooded

with ground water causing access issues for Water Corporation operations personnel. QAContracting elevate the

valve arrangement and relocated the existing walkway to make the installation accessible all year round. The

manifolds required to elevate the PRV were measured, drawn, then remeasured to confirm accuracy and to ensure

the PRV could be quickly elevated with minimal installation time and loss of water supplies to the local consumers.

The installation was progressed with no problems for a total isolation time of 45 minutes.

QAContracting is a Water Corporation contract panel member for the Fabricate and Install of Prevention of Fall

Equipment. As a panel member, QAContracting has successfully installed prevention of falls equipment to over

20 pumping stations of which Rockford street is the most recent. Works included the supply and installation of

stainless steel grates, installation of receptacles to existing concrete plus installation of a davit base and new

concrete mass. QAContracting also replaced the existing galvanized pump rails with stainless steel whilst installing

the falls protection system.

QAContracting was tasked with removing and replacing the badly corroded pumping system at the Bridgewater

WWPS. Works involved installing a bypass system to maintain flow then removing the existing pump set, valves

and discharge piping to be replaced with new. All works were progressed to Water Corporation standards and finish

to ensure the system operates trouble free and in excess of its intended life.

During inspections of the water storage tanks at the Yarloop Water Treatment Plant ( WTP ) it was discovered that

a number of roof columns were corroded and in danger of collapsing. QAContracting was engaged to replace the

corroded columns and any damaged roof beams that were found plus clean the vessels. During the repairs,

additional problems were found which included corroded overflow pipes and corroded access ladders.

QAContracting subsequently replaced the overflow pipes with PVC pipe and replaced the existing steel ladders

for FRP units. Swing gates were also added to the roof access ladder to improve safety during access and egress.

Wayne Elliott is a professional Mechanical Engineer who also holds a

further degree in Commerce ( Finance ) and a trade qualification as a

Mechanical Fitter. He has extensive experience across a broad range of

fields including asset management and maintenance, engineering design

and drafting, contract services, project engineering and project

management. Wayne is a Director and the General Manager of

QAContracting whilst also providing project and engineering management

support to QAContracting's operations. A member of the Institute of

Engineers Australia ( IEAust. ), Wayne is equally at home applying

engineer theory to design a piece of equipment or operating a skid steer

loader assisting the execution team to deliver their works to budget and

Matthew Bee is a graduate Mechanical Engineer with a Master’s

Degrees from the University of Western Australia. He is a member of

the Institute of Engineers Australia (IEAust) and has experience in

several fields from Mining Operations and Alumina Refining to

domestic construction work. Matthew has a thorough understanding
