International travel guru Rick Steves entertained a large audience as the featured speaker at our annual North Puget Sound Fundraising Luncheon Oct. 23, 2016 in Lynnwood, WA.

A Northwest native, Steves resides in Edmonds, WA, and is a member of Trinity Lutheran Church in Lynnwood. He told the audience that his travels have given him a broader perspective on the world. Europe’s passion for community has influenced Steves. He measures the caliber of a community by how they care for people in need.

“Lutheran Community Services – what a beautiful concept,” Steves said. “Motivated by our faith we’re taking action, we’re working together as a community and in our community. We’re dealing with a lot of important and pressing issues.”

Steves offered these travel tips to give you a broader perspective of the world:

z Connect with people. Meet locals and strike up conversations. Learn how their lives are different from ours and discover what you have in common.

z Get out of your comfort zone. Explore places that are outside of the mainstream. It might be a neighborhood off the tourist path or country less frequented by Americans.

z Empathize with the other 96 percent. Meaningful travel can help us build bridges, not walls. Learn to set aside your judgments and try to understand and humanize others. Others have dreams they aspire to and we are often surprised to learn that those are not the American dream.

Finding Strength in Uncertain Times CEO Report

I want to thank you for being an invaluable partner and friend to Lutheran Community Services Northwest. Last year, your contributions and support helped improve the lives of 61,000 people throughout the Northwest. These gifts strengthen and enrich our communities.

During the last two years, we’ve experienced record growth and have improved more lives than at any point in our 91-year history. We have opened new facilities in Arlington, Bend, Klamath Falls, Kennewick, Kent, Prineville, Salem, Spokane, and Terrebonne. This year, we plan to gain new space in Yamhill County, Oregon. Strong community partnerships are creating more opportunities to accomplish our mission. Growth is a buzzword throughout our agency.

Still, I can’t help but worry about our current social and political climates. This uncertainty makes it difficult to plan for and shape the future. In my 30 years of working for and leading nonprofits, I have never felt more conflicted.

The issues we face keep me awake at night. Our funding is under real threat, which includes mental health, housing, basic needs, refugee services and more. The number of homeless people in the Northwest continues to grow. World conflict has forced over 65 million people to flee their homes; a disproportionate number of the displaced are women and children.

We continue to learn of hate crimes in our own neighborhoods and in communities we all considered “safe.” We seem to be living in a culture of fear, of us and them. Shockingly, some immigrant families have new morning rituals: in case parents are rounded up for deportation, they say goodbye to their children before school, every single day. These stories are horrifying, yet, at LCS Northwest righting these wrongs motivates us to do better.

Despite my worries, I find hope for the future in the responses from people of faith. Your level of compassion and mercy are encouraging. You have heard about or experienced the fear and consistently respond with dignity and humanity. Thank you for standing up for what you know is right.

At Lutheran Community Services Northwest, we help individuals and families build strength while meeting the unique needs of each community. We honor our history and reputation by continuing to grow and to improve the lives of our neighbors in need. Thank you for helping us make the world a better place for all people and for being our partners in health, justice and hope.

In 2015, Glenda Miller had filed for disability and was struggling with mental illness. Communicating was tough, leaving home was a challenge, and she couldn’t hold a job. A woman from her bible study group told her to get help from Lutheran Community Services Northwest. Miller followed her advice.

“I am healthier now than I have been in a long, long time,” Miller said. “I am living proof that the mentally ill can get healthy and live productive lives.”

Her change remains a process. She started working with therapist Beverly Rossiter on the Adult Mental Health team. They teamed with Nick Campo, a psychiatric mental health nurse practitioner to work on medication management. Miller had a long-time bipolar diagnosis and was re-diagnosed with major depressive disorder. Campo changed her medication, and along with therapy, Miller’s life improved.

Miller started looking people in the eye and communicating honestly with them. She wasn’t afraid to drive anymore. She no longer dreaded the grocery store. She got her life back.

“I was brave enough to ask Beverly to refer me to Supported Employment,” Miller said. LCS Northwest’s Supported Employment Specialist Karianne Clark worked with Miller to recreate her resume and write a cover letter. She had experience as a business manager

for the Montana Rescue Mission in Billings and with Helping Hands, a women’s recovery house in Seaside, OR.

Then the right job opening came along. Miller was well qualified. The position: Peer Support Specialist. The organization: LCS Northwest. The job was with a new rental assistance program in Prineville called Choice Matters. Miller got an interview and earned the job. On her first day of work, she was “scared to death” and forgot her job title in a meeting. Since then, she has changed completely.

“I’m not afraid to talk to anybody,” Miller said firmly. “I’ve gotten up and talked to the city council about the housing issue. The other day I talked to Rotary about our work.”

Choice Matters partners with people who have severe and persistent mental illnesses. They must have some type of income to qualify. Clients pay one-third of their income toward rent and a grant picks up the rest. Miller works as an advocate, making sure landlords follow fair housing laws. If clients have a drug conviction, Miller helps them write a letter to a potential landlord about how they’ve changed.

She provides person-centered support focusing on the positive things clients have done. With each visit, the list of positive attributes grows longer. When clients don’t think Miller understands, they find out about her battle with mental illness and addiction.

“I really do know what’s going on in their lives because I’ve lived it,” said Miller, who is in long-term recovery and has been sober for more than eight years.

After more than a year on the job, Miller looks forward to work and the connections she has built.

“I’m so happy to work with this organization,” Miller said. “The team I worked with literally saved my life. I honestly didn’t think that I could ever work again. They believed in me. Now I believe in myself.”

Partnering with Gonzaga for Campus Advocacy

Sexual assault is an uncomfortable topic. How sexual assault is handled on campus is a difficult issue for students and universities.

A collaborative program between Gonzaga University and Lutheran Community Services Northwest in Spokane takes a unique approach in providing sexual assault advocacy services at the university.

In 2015, LCS Northwest started providing a victim advocate to meet confidentially with students on campus or at the agency’s office near Gonzaga. The service is free and voluntary.

“We had no idea what the outcomes would be going into it,” said Eric Baldwin, Dean for Student Well Being and Healthy Living at Gonzaga University. “It has been a great resource for our students.”

With a few exceptions, if a student talks with a university employee about a sexual assault, federal Title IX rules require the university to report the conversation. The LCS Northwest advocate isn’t employed by Gonzaga, so the conversation goes only as far as each student wants. Confidential conversations make it easier to talk about a difficult matter.

“Students can explore options of how do I report it and who do I report it to,” Baldwin said. “A student can be ready when it’s time for a mandatory reporter to know.”

Ligeia DeVleming was the advocate for the 2015-2016 school year. When she was promoted, Kerri Handley became the advocate for 2016-2107. Together, they have seen about 35 students. All are female. The assaults took place before they arrived at Gonzaga.

“I didn’t think it was going to be nearly that many students,”

DeVleming said. “Providing a space and a person to talk to helps victims process.”

The advocate validates experiences by believing victims and letting them know it’s not their fault. The goal is to stabilize victims so they can begin healing through counseling. Some have started using LCS Northwest’s counseling services.

“We help them understand their choices and options both on and off campus,” Handley said. There is an educational component to the advocate position. DeVleming and Handley have given talks in residence halls and to other student groups, faculty and staff.

There are other services students can tap into. If an assault happens on or off campus, an LCS advocate or volunteer advocate will help them through the physical examination process. LCS Northwest provides this service to the entire Spokane community. The advocate also supports students with protection orders by helping them switch residence halls or class schedules if needed.

This collaborative effort started more than two years ago when a student group, called Cause a Scene, advocated for a confidential victim advocate on the Gonzaga campus. That student advocacy led to tough conversations about sexual assault between Cause a Scene members and administrators. The two groups decided to work together, which led to the partnership between LCS Northwest and Gonzaga. Gonzaga makes a donation to LCS Northwest to cover the cost of the victim advocate.

years of sobriety.

“She helped me save myself,” Ruiz said of Magnelli. “She made me feel OK. She had been where I was.”

With Drug Court, if you complete a treatment program, your record is cleared. Ruiz chose LCS Northwest for treatment. She went home from Drug Court and got high. That was the last day Ruiz used meth, a drug her boyfriend introduced her to in 2006.

“I hold all responsibility for this use,” Ruiz said. “I chose to do it. He didn’t make me. It went from what was supposed to be a party favor to a lifestyle. I had no idea.”

Ruiz’s life went downhill quickly. She tried to commit suicide. She had to sell her home. Her daughter went to live with her father. Her meth addiction intensified.

In 2009, she was convicted of felony domestic assault in Vancouver, WA after catching her boyfriend cheating on her. Her weapon was a crowbar. Their relationship eventually ended, and in March 2014, Ruiz moved back to Klamath Falls where she grew up.

Ruiz calls herself an addict with integrity. She didn’t steal, paid her bills, and always worked so she could buy a bag of dope. Her son stayed with her, and remains loyal. She would go months without using, but

she would always start back up.

When she came to our Klamath Falls office for treatment, Ruiz told counselors that her first urinalysis would be “dirty.” It was. There was a defining moment in that first month of treatment.

“I decided I was going to utilize this opportunity that God and the universe had presented me to get cleaned up and off drugs,” she said. The next 85 UA samples over nine months were all clean.

One reason treatment is working for Ruiz is that she started seeing Mike Bricker at LCS Northwest for mental health counseling. She was diagnosed with depression, PTSD and anxiety. She started taking Wellbutrin for depression, instead of self-medicating.

“Mike believed in me, and I learned that I can believe in myself again,” Ruiz said.

On March 28, 2016, Ruiz graduated from Drug Court. She did it in only nine months. She calls herself a “grateful recovering addict.” She credits LCS Northwest’s recovery program in Klamath Falls.

“I’m really me again,” she said with a smile. “I’m not hiding behind my meth mask.”

Holly Ruiz: Owning Addiction and Moving Forward

Holly Ruiz thought her life was over. On May 4, 2015, she was arrested for possession of methamphetamine in Klamath Falls, OR.

“Little did I know that my life was just beginning,” Ruiz said. “I was tired of the ball and chain that is methamphetamine.”

Ruiz was “seriously freaking out” when she went to Drug Court more than a month later. She told the judge she was an addict – the first time she admitted it in public. She met LCS Northwest Drug Counselor Dawn Magnelli that day. Dawn told Holly that she was just like her. Magnelli is going on 20

Across Our Agency Brief 2016 Highlights from Our Areas

Tri-Cities We are delighted to have opened The Learning Center, our training academy for direct providers interested in strengths-based Wraparound-principled approaches to working with clients. We’ve been able to provide trainings in both Eastern and Western Washington with a goal to offer trainings to a national audience.

Yamhill CountyyWe have expanded our services to two rural and underserved communities in the West Valley of Yamhill County. By extending our early childhood respite, outreach and mental health services to these high-needs communities, we hope to help combat the prevalence and generational cycles of abuse and neglect that exists there.

SpokaneThis year we expanded our impact by welcoming the first placements to our Unaccompanied Refugee Minor foster care program and by implementing Wraparound service teams for at-risk youth and their families.

South Puget Sound We expanded our Caregiver and Senior Support Services with a second weekly Zoo Walk in Tacoma for people with early stage dementia and their care partners. We also added a second monthly Memory Café at the Harvester Restaurant in Gig Harbor for people at all stages of dementia and their care partners.

BoiseOne staff member became a drug and alcohol Certified Prevention Specialist and a second one is working toward certification. The specialist works in our Positive Action and Second Step programs that teach substances abuse prevention in Treasure Valley schools.

Portland Multicultural Community Services expanded Refugee Reception and Placement services into the Salem area. We are adding Mental Health and Immigration counseling there in the summer of 2017. We are excited about offering these important services in Oregon’s state capital.

Klamath Falls We created two new peer support specialist positions to better serve our clients. The specialists are certified by the State of Oregon and have mental illness or substance abuse disorders. We have specialists who work in each area, and they have walked in the shoes of our clients and are able to give them advice based on experience.

Central Oregon In partnership with Deschutes County and High Desert Educational Service District, we opened Hope Academy for children in grades 1-5 in Crook and Deschutes Counties who are having trouble meeting expectations in school. Hope Academy offers a blend of therapeutic counseling and educational services during the school year and intensive counseling in the summer.

North Puget SoundOur refugee work has gone global. Beth Farmer and Andrew Kritovich of Refugee and Asylum Services shared their work counseling refugees, asylum seekers and survivors of torture in three different countries. They worked with mental health professionals in Kiev, Ukraine; Athens, Greece; and Zagreb, Croatia.
