BIG HIKE: DELHI LEGISLATORS ARE POOR COUSINS OF MLAS IN OTHER STATES

egislators in Delhi have reason to break into half a smile; the Union Home Minis-try has approved a

salary hike for them. From Rs 53,000 a month, including Rs 12,000 as salary and the remain-ing in allowances, their total sal-ary has been raised to Rs 90,000 a month. Of this the salary com-ponent will be Rs 30,000 and Rs 60,000 in allowances. This is the first salary hike for Delhi legisla-tors in 10 years and doesn’t look decent enough when compared to what their counterparts get in other states. Telangana legisla-tors get a whopping Rs 2.5 lakh a month and those in Uttarakhand are paid a salary of Rs 2.4 lakh. Goa MLAs get Rs 1.99 lakh and Andhra Pradesh pays Rs 1.75 lakh to its legislators.

The hike for Delhi MLAs is in line with the MHA’s proposal which rejected Delhi’s plea for parity with legislators in other States where a government is permitted to periodically raise members’ salaries.

RACE TO BE A FACE OF THE OPPOSITION

dialogue from a Hollywood movie based on a fictional character comes to mind which reads, “If you could make God bleed, people would cease to believe in him, there will be blood in the wa-ter, the sharks will come.” We may tend to enjoy the dia-logues for the brief moment, but sometimes they reflect the truth about life.

And this particular dia-logue fits well in the current political scheme of things vis-a-vis Narendra Modi and the Union government. While terming the Prime Minister a ‘God’, may be a tad too much, but you get the idea. So where is the comparison?

Well, winning West Bengal featured majorly in BJP and Narendra Modi’s agenda but when the party lost in the as-sembly election to Mamata Banerjee, it was seen as its most gruesome defeat till date. This has exposed the chinks in BJP’s armour, which is left scarred and bleeding now.

The political plethora real-ising that there is a way by which the political jugger-naut can be hurt, has left no stone unturned to make ad-vances. So there come the ‘sharks’ in the shape of Pegasus snooping case, oppo-sition’s ruckus and govern-ment’s inability to get the ‘House’ (Parliament) in order even as leaders of Opposition are getting bold by the day and mulling on formation of a larger alliance.

And it seems that their idea is working. Why? Bihar Chief Minister Nitish Ku-mar, whose party JDU is a part of the NDA, has yet again opened a front against the union government de-manding a probe in the Pegasus espionage case.

But what could be the rea-son for Nitish’s ‘change of heart’? Amid the sudden friendliness among opposi-tion parties, can Nitish be visualising himself in the chair of the Prime Minister? Let’s find out.

Let us take a stroll back into time. The year was 2015, when after leaving BJP’s fold, Nitish - riding high on his Prime Ministerial dream - had formed a Grand Alliance of various parties from Bihar and had successfully dented BJP’s dream of forming gov-ernment. The entire opposi-tion was looking at him as an alternative to Prime Minister Narendra Modi and he was being discussed everywhere from corporate to media sec-tor. However, at the last mo-ment, he left the Mahagath-bandhan and joined the BJP.

Nitish’s JDU had an upper hand in the state then but ta-bles turned after the 2020 election wherein BJP came on top. But Nitish’s ‘dream’ remains as strong as before and to fulfill the same, per-haps, he is not making re-peated remarks against the government, further hitting the morale of NDA leaders.

Even when Nitish had the

upper hand in the state, post 2015 assembly election BJP, Nitish was looking for a larg-er representation. While he swallowed the pill then, when the Modi government was formed again in 2019, then too BJP offered one berth to JDU but Nitish denied. Two years later, again, during the recent shuffle of the Modi cabinet, the same offer was repeated, and this time around Nitish accepted.

Interestingly, even before the Bihar assembly results were announced in 2020, Nit-ish had shown his reluctance, perhaps due to the pressing matters, to continue as Chief Minister of the BJP-JDU alli-ance but BJP leaders insisted to the tune that they denied having anyone else lead the government.

In fact, Nitish Kumar is said to be angry with the BJP due to many things. First, the BJP broke his party in Naga-land and merged his party’s MLAs with the BJP.

So, this can be one reason for Nitish’s ‘resentment’. But being alive in the political arena for too long, Nitish knows how to handle the sit-uation and therefore his re-cent demand for a caste cen-sus, contrary to the opinion of the central government.

It is also to be kept in mind that even though with NDA, Nitish has been ‘lobbying’ to meet other party leaders, to initiate momentum in his fa-vour. There was a time, near-ly six years back, when Nit-ish was in the driving seat, like TMC’s Mamata Banerjee is in right now, but he let go of the ‘opportunity’ then.

His party leader and parlia-mentary board chairman Up-endra Kushwaha, regardless of ally BJP, has said that Nit-ish Kumar is capable of be-coming the prime minister and can run the country very

well if given a chance. After this statement, there was a tremendous political stir in Bihar. In the midst of this stir, Nitish Kumar met former Haryana Chief Minister Om Prakash Chautala on Sunday. Since his release from jail, Chautala has been talking of forming a Third Front and that is why meeting Nitish on ‘Friendship Day’ has more meaning than one.

Furthermore, Nitish has already ‘uprooted’ Chirag Paswan’s LJP in Bihar and made his uncle - Pashupati Paras - the leader. Chirag Pas-wan had fielded his candi-date against every candidate of Janata Dal-U and had an-nounced that JDU would be wiped out and his party would form the government with BJP. Nitish later took revenge and it now seems that Paras would back Nitish for the Union role, since there will be a chance of Pa-ras getting the chair vacated by Nitish in Bihar.

Meanwhile, RJD leader Tejashwi Yadav has met Nit-ish on the issue of conduct-ing caste census. Both are pressurizing the central gov-

ernment to conduct the caste census.

Seeing the manner in which Nitish is doing pro-active politics after being de-ceived directly from the NDA constituent Lok Janshakti Party and indirectly from the BJP in the assembly elec-tions, it seems that in the coming days, the equations will change. RJD and JDU, both arch rival parties of Bi-har, can grow closer and signs of this have already started to appear. Both the parties can come together on the issue of caste based cen-sus. Tejashwi Yadav went to Chief Minister Nitish Ku-mar’s chamber in the assem-bly and met him. Both Tejashwi and his brother Tej Pratap had gone to meet him on the last day of the assem-bly session.

And to top it all, his equa-tion with a mastermind po-litical strategist Prashant Kishor, who was accorded the rank of a minister by Nitish, is also well known. Prashant is looking for a central role in Congress and he could be an important piece of the puzzle when the ‘Mahagathband-han’ is formed yet again and his equation with Nitish will come in handy for a seamless coalition.

So long story short, it seems that Nitish could actu-ally be a dark horse in the race to the chair of PM, pro-vided he can forge a regional alliance of majority players like RJD, Samajwadi Party and other regional players down south as well, but first he will have to become the face of the opposition alli-ance and with Mamata Ba-nerjee too making her own efforts in the foray, things are surely going to be interesting in the months to come.

Covid 2nd wave not over yet, ‘R number’ high in 8 states: CentreNew Delhi: Underlin-ing that the second wave of COVID-19 is not over yet, the Union Health Ministry on Tuesday said that the Reproduction (R) num-ber is high in eight states adding that case trajectory needs to be controlled there.

Addressing a press conference over the Covid-19 situation in the country, Joint Secre-tary of Union Health Ministry, Lav Agarwal said whenever R num-ber is above one, it means that the case tra-jectory is increasing and it needs to be con-trolled. These eight states include Himachal Pradesh, Jammu and Kashmir, Lakshadweep, Tamil Nadu, Mizoram, Karnataka, Puducher-ry, Kerala, he informed.

“US, Canada, Aus-tralia, and India have 1.2 R number, on aver-

New Delhi : The Lower House of the Parliament has been adjourned for the third time today till 4 PM following the ruckus created by opposi-tion parties on various issues. Rajya Sabha has also been ad-journed till 11 AM on August 4. While Lok Sabha Speaker Om Birla asked parliamentar-ians to maintain decorum, op-position MPs continued with repeated sloganeering on various issues. Before the House was adjourned, the Lok Sabha passed The Essen-tial Defence Services Bill, 2021. The Essential Defence Services Bill allows the cen-tral government to prohibit strikes, lock-outs, and lay-offs in units engaged in essential defence services. Defence Minister Rajnath Singh intro-duced this Bill in the Lower House.Meanwhile, in Rajya Sabha, Finance Minister Nir-mala Sitharaman introduced the Insolvency and Bankrupt-cy Code (Amendment) Bill, 2021 which also has been passed.

OPPOSITION NOT INTERESTED IN FARMERS’ ISSUES: OM BIRLA

Speaker Om Birla alleged the Opposition was not interested in the issues of farmers. Ad-dressing the protesting Opposi-tion members who huddled in front of the chair with placards, Birla said, “Today, I took up more than seven issues about farmers in the Parliament. I wanted you to question the (ag-riculture) minister about their issues in the Question Hour so that their problems would be

resolved. But you don’t want to debate or question about their issues.” He added that the Opposition also had a responsi-bility to respect the House and maintain decorum. “You have been chosen by the people of this country so that you can voice their issues here in Parlia-ment so that you speak about the issues of farmers. But you (Opposition) are just slogan-eerin This is not right,” he said.

The Essential Defence Services Bill, 2021, was passed by a voice vote without any discussion. Minister of State for Defence, Ajay Bhatt, presented the Bill for passage as the House convened at 2 pm even as Opposition leaders shouted slogans and created a ruckus demanding discussion over the Pegasus issue.

The Rajya Sabha was adjourned for the day on Tuesday amid continuous protest by opposition parties over their demand for a discussion on the use of Pegasus spyware, farmers’ agitation against farm reform laws and other issues. However, the House passed the Insol-vency and Bankruptcy Code (Amendment) Bill, 2021 with a brief discussion amid the ruckus created by opposition parties.BJP member Bhubaneshwar Kalita in Chair asked Finance Minister Nirmala Sitharaman to move the Insolvency and Bankruptcy Code (Amend-ment) Bill, 2021.

China releases video of 2020 Galwan clashes

New Delhi: Chinese online handles have released footage of the clashes which took place between Indian and Chinese soldiers in the Gal-wan Valley in Ladakh in June last year. The visuals sur-faced hours after In-dia and China issued a joint statement yes-terday saying they would continue Com-mander-level mili-tary talks to deesca-late tensions in east-ern Ladakh.

The clashes be-

tween Indian and Chinese troops, the worst since the 1962 war, took place on June 15 last year. The footage shows Chi-nese soldiers throw-ing stones at Indian soldiers from heights above the bend of the Galwan river. The clip also shows a few Chinese soldiers adrift in the shallow, fast-flowing river and soldiers of both sides amassed. 20 of-ficers and men were killed in the clashes said indian officers.

New Delhi: Even with 3 years still to go for the General elections, leaders of Opposition parties have started to play the ‘game of thrones’ and all the leaders are circling around a virtual chair to the tune of their own ‘music’.

Till a few weeks ago, the leader trying to unite the Opposition

was Sharad Pawar. Then election strate-gist Prashant Kishor went to Mumbai and met him and when both of them met in Delhi, it was believed that Pawar is being made the axis of Op-position politics.

Then one day a meeting of Opposition leaders and eminent citizens of the country was called at Pawar’s residence but that day

Pawar backed out and allowed Yashwant Sin-ha to take the credit.

That is, the NCP re-treated and the Rash-tra Manch created by Yashwant Sinha was brought in the light. Yashwant Sinha is also associated with the Trinamool Con-gress.

Now, both these leaders are of the age of 80 years or around and moreover, none of

them has the strength to be the ‘street

fighter’. Therefore, they can

‘work’ i.e. carry out manipulation behind

the scenes, but elec-tion cannot be fought with their face. That is when the third name yet another strong ‘sa-trap’, Mamata Baner-jee came.

She considers her-self a natural fit in na-tional politics after winning in Bengal for the third time and while she can compete on the road, but it’s not like she is the last face available before the

Opposition.One should always

be prepared for any surprise in politics. Akhilesh or Mayawa-ti’s face may emerge after next year’s elec-tions.

If Nitish Kumar changes the alliance again, then he can also be the face and if Con-gress performs well then Rahul Gandhi can also be the face of a United Opposition.

PAWAR, YASHWANT AND NOW MAMATA Who will finally emerge as the face of United Opposition?

Sharad Pawar Yashwant Sinha Mamata Banerjee

Barmer: Around 27 lakhs children in the state are at risk of get-ting anaemic. In a bid to help the children fight anaemia, the Un-ion government had launched a program the National Iron Plus Initiative (NIPI) in 2013. Under this pro-gramme the govern-ment is giving IFA (Iron Folic Acid) syrup to the target group. But it is running at snail pace in Ra-jasthan.

Due to official apa-thy, the situation is that around 27 lakhs children in Rajasthan have not got required doses of IFA syrup, helpful in fighting anaemia. Official data

reveals the govern-ment has decided to give 8 doses of IFA

syrup to 54.85 lakh children in the state. But till May 2021, it

could be given only to 26.96 lakh children. Around 27 lakhs chil-

dren did not get the supplement to fight anaemia.

27 lakhs kids in the state are at risk of getting anaemic as doses of IFA syrup not given

There are several reasons behind the programme not running with de-sired targets, main cause being lock-down restrictions. Besides this, lack of reporting and some technical issues are also there. Now, proper attention is being paid and targets will be achieved soon.

Negligence can lead towards the high risk of anaemia: ExpertsThe National Family Health Survey-3 (NFHS-3) data suggests that anaemia is widely prevalent among all age groups, and is particularly high among the most vulnerable – nearly 58 per cent among pregnant women, 50 per cent among non-pregnant non-lactating women, 56 per cent among adolescent girls (15–19 years), 30 per cent among adolescent boys and around 80 per cent among children under 3 years of age and 70% below 5 years of age. They said that in such a situation negligence toward such an important program can lead towards the high risk of anaemia.

After the discussion, Gehlot said that it is expected that the Central Gov-ernment can issue de-tailed guidelines in this matter soon. Chief Minister Ashok Gehlot further stressed that opening

It is worth noting that with the decrease in the cases of corona in the state, parents and student are hoping

Jaipur: Amid specula-tion of cabinet rejig, po-litical and organisation-al appointments in Ra-jasthan, there was a major political stir in Delhi on Tuesday, as Ma-hendra Jeet Singh Malviya, MLA from Bagidaura in Banswara and former Health Min-ister Emaduddin Ahmed Khan alias Dur-ru Mian met AICC Gen-eral Secretary in-charge Ajay Maken. However, both the leaders have called it a general meet-ing.

MLA Mahendra Jeet

Singh Malviya, who is in the race to become a minister, reached Gen-eral Secretary in-charge Maken’s residence on Tuesday afternoon. Malviya, who came out of Maken’s residence after meeting for about ten minutes, was seen to be happy and smiling

after the meeting. Re-garding the meeting, he said, “It was a normal meeting. It is not right to take any political mean-ing out of it.”

Meanwhile, prior to Malviya’s meeting, for-mer Health Minister Durru Mian held a dis-cussion with Maken for

more than half an hour. He later said that he held a detailed discus-sion with Maken re-garding the issues re-lated to the minority community. In fact, this was Durru Mian’s sec-ond meeting with Mak-en in the past three days. Moreover, over the course of these 3 days, he has also met Salman Khurshid, Kumari Selja & Bhanwar Jitendra Singh. It is worth men-tioning that Durru Mi-an’s name is also being floated for political ap-pointment along with a major responsibility in the organisation.

Jaipur: A major scam has come to light where-in, scores of fake bene-ficiaries are found to be getting Rs 6,000 per year from Centre under PM Kishan Samman Nidhi scheme. Now, Centre has decided to recover all the money from the fake beneficiaries. There is no prior agenda of this visit, neither to Karnataka, nor Ra-jasthan and not of the High Command,” he said. Notably, after tak-ing off from Bengaluru at 10.15 AM, Shivaku-mar’s flight landed first at Hyderabad at 11: 20 AM, from where anoth-er senior Congress lead-er boarded the plane and reached Jaipur af-ter two hours.

In fact, sources reveal that while Selja had come to discuss Hary-ana politics especially the Hudda factor, Shiva-kumar came to apprise Gehlot of what was hap-pening in Karnatana since he is reportedly ‘troubled’ by the ‘Sid-dharamaiya factor’. It is a mere coincidence that both Selja and Shivaku-mar are close to the Gandhi family. Mean-while, a political ob-server, on these two sudden visits, has re-marked that Gehlot is now playing a dual role i.e. of the CM as well as of guiding senior Con-gress leaders which point towards the in-creasing stature of Ge-hlot in internal politics of the party.

Interestingly, al-though Shivakumar’s visit is in no way con-nected with the ongoing issues in Rajasthan, it is reported that it was the High Command who directed him to seek an audience with Gehlot to discuss poli-tics of other states & future polls. Gehlot and Shivakumar discussed various topics concern-ing Karnataka. There is

yet another grapevine that Shivakumar, who is a trusted loyalist of Gandhi family, could be elevated to the mantle left vacant by the de-mise of Ahmed Patel.

Meanwhile, after his meet with Gehlot, Shi-vakumar left by the chartered flight to Del-hi where he is expect-ed to meet party’s cen-tral leadership on Wednesday.

Women and weapons is as much a contentious issue as men & weapons and ‘gun control’ – the point is safety

and responsibility have to go hand in hand!

e recently printed an edit in First India on how women in Afghanistan are taking to weapons to protect them-selves against the Taliban and also a point a view about how Taliban had ini-

tially insisted on young girls and widows to pick up guns but later backtracked. A day later, I was in a discussion with some of my friends on feminism (one of my favourite topics by the way!) when one of them commented that we, the women might think that carrying a weapon or knowing how to shoot is ‘self-de-fense’ but the fact is it is very sexy!

I was zapped! Why was a woman with a weapon classified as sexy? If a man with a weapon is considered dangerous then same should apply to women, no? I was further mysti-

fied when this point of view was echoed my most of the men I

asked!I recalled the famous state-

ment by famous French New Wave filmmaker JeanLuc

Godard that “All you need to make a mov-

ie is a girl and

gun!” Though he probably did not mean that she should be holding the gun but over the past decade movies showing women wielding weapons and as killing machines have been huge grossers. Ditto with the video games, it’s fast catching on.

Regardless of the jokes that if women shoot the way they drive, they will shoot themselves first, (I always reply that we learnt from the men how to drive / shoot, can’t help it if we had such poor examples?), gun ownership is fast catching on in single independent women abroad and trickling to Indian metros.

At one time picking up the weap-on and seeking revenge on her own was a sign of putting the essential femininity of women aside and be-coming masculine but in the mod-ern real world weapons are ‘made’ especially for women which she is able to handle, carry and shoot con-fidently on her own though I am not sure having a pink coloured pistol adds anything to this part.
