Issue Solution ResultThe Phase IV plans contain the requirements for 100% EDC Monitoring Devices.
We suggest that the direction given in Design Bulletin C11-03 be implemented prior to completing the Contract Plans. Because this project is anticipated to let in June of 2011, the first option (SDG 3.5.10.F) in C11-03 is recommended, which includes the listing of ONE EDC in the pay item list and coordination with the Specifications office to include SP4550512 in the Specifications Package
Potential Cost Savings of approximately $2,500 per each of the 64 piles resulting in a possible savings of $160,000
For the Tucker's Grade bridges, test pile lengths are not intended to reach the lime rock layer near elevation -120-ft, but it is intended to reach the sand layer near elevation -70. The existing bridge piles were driven to much shorter lengths of approximately 75-ft to the first sand layer near elevation -45, due to the lighter pile loads and smaller pile size (18”). Some hard driving will be required to reach tip past this first hard layer of sand.
Recommend coordination with Geotechnical Services to minimize potential of damaging piles during the hard driving.
Prevents potential time overruns.
The Alligator Creek Bridge reveals that the 120-ft test pile length is short of the rock layer near elevation -105 for that bridge. Bridge widening will be constructed on Pile Bents (not multi-pile footings) and the pile loads are 25% greater for the Alligator Creek Bridge than the Tuckers Grade Bridge.
Recommend that the test pile lengths be set in order to reach the lime rock layer.

Note 5 on Sheet B-4 indicates that the Contract has a choice of welding the shear studs in the shop if 100% fall protection is provided. This used to be an option, but DCE Memo 03-10 clarified that OSHA no longer allows this practice.
Recommend this note be deleted and the Specifications Package includes the proper requirements, per DCE Memo 03-10.
Ensures compliance with the Specifications
The footings for the Tuckers Grade Bridge are large enough in every dimension to just qualify for the Mass Concrete designation. The EOR has smartly specified Class II (3,400 psi) concrete for the footing, which would reduce core temperatures and reduce the need for Mass Concrete measures, and thus has not specified the Mass Concrete Pay Item.
We recommend that a note be added to warn the Contractor that if another class of concrete is proposed, say to achieve high early strength, that a mass concrete plan will be required to be submitted by the Contractor and approved by the State Materials Office.
Will save potential time lost to approve mass concrete plan.
In the plans for the Alligator Creek Bridge, that the existing deck is only 7 ½” thick. For this reason, the plans prohibit the use of SIP forms between the new and existing girders. Use of SIP forms there would reduce the Load Rating for the existing Girders. Related to this issue is the plan requirement for 4” horizontal build-up shown on Sheet B2-20. Examination of the existing bridge plans reveals that this 4” horizontal build-up was waived during the original construction; and it is likely the Contractor will request that waiver on this project to make wood forms more compatible with standard wood form hangers.
We do not specifically recommend removal of the note, but recognize that our TEAM will coordinate this issue with District Structures Design and we will ensure that the side of the girder top flange is properly painted before the deck pour.

An existing high mast light pole is in conflict with the new pond construction.
Recommend that the EOR address this issue prior to bid and either include a means of relocating the light pole or revising the pond construction to avoid it.
