OTAQREG Company Association Tutorial Script

Introduction

Welcome to the tutorial on creating Company Associations within the OTAQREG CDX application. In this tutorial, you will learn how to associate to a company using the OTAQREG application in CDX. Note that the process described in this tutorial is only for associating with companies that are already active. Any new companies with pending registration requests cannot associate more delegated users until their registration is processed. If you need to register a new company, please refer to the specific guidance for your company type, which is defined by the company's business activities. Please note that the registration process may vary by company name (i.e. producer, importer, RIN owner only and obligated party).

CDX Home Page

This is the CDX home page, which is accessible by navigating to https://cdx.epa.gov. You are required to enter your user name and password. If you do not have a CDX user name, select the "Register with CDX" option. Remember that each user must have their own account, and it is a violation of the CDX user agreement to share user names and passwords. In this case, a user name and password are already entered. Please click the "Log In" button to continue.


MyCDX

You are now viewing the MyCDX home page, which contains links for the Program Services associated with your profile. For more information on adding Program Services to your profile, please see the tutorial titled "Adding the EMTS Application in CDX" which uses EMTS to demonstrate how to add a Program Service to your CDX profile. In this case, the OTAQREG Program Service is already available. Please click the "Fuel Programs Registration" link shown under the "Role(s)" heading to continue.


Paper CDX Electronic Signature Agreement Page

You are now on the Paper CDX Electronic Signature Agreement page. The CDX electronic signature agreement, or ESA, is an agreement between yourself and CDX that will authorize your electronic signature. Note: In order to submit information electronically through CDX, users must have an ESA on file with EPA. Filing an ESA requires you to sign and submit the ESA. You may do so in real time by electronically signing the ESA. You may also print out a paper form, sign it, and mail it to EPA. Once the paper form has been received and activated, you will be able to use your electronic signature to authorize further changes or transactions in CDX. Select the “Sign Electronically” button.


OTAQ Registration Home

You are now on the OTAQ Registration Home page where you can review any pending requests as well as the company information for any companies you are associated with. Select the "Associate to Company" option which is located on the left side bar menu.


Associate to Company Page

You are now on the Associate to Company page. If you know the four-digit Company ID for the company to which you would like to associate, enter the four digits into the available field and select "Search." If you do not know the four-digit Company ID, you may enter the company name in the available field and select "Search." When searching start by only using one field to search, the more fields you use in your search, the fewer results you will receive. In this case, a Company ID has already been entered. Click the “Search” button to continue.


Select Company

Here the search results are displayed. Since you searched by Company ID, there is only one result and the check box is already selected. If there were multiple search results, you would need to choose which one you want to associate with and click the check box. In this case, click the "Add Selected" button to continue.


Select Roles

Next, you need to select your role for this company. Note that if you are associated with multiple companies, you can click the "Add More" button to add all of the companies you are associated with in one request. You will still need to select a role for each company, as roles vary across companies. In this example, you will associate only one company. Please click the "Select Roles" link under the Roles heading.


Identify Roles

A pop-up window will appear listing possible roles. Use the check boxes to select all the roles that apply. In this case, DC Fuels Submitter, Title 40 CFR Part 80 Subpart K and M as well as EMTS Submitter have been selected. For more information on the different roles, please see the CDX Users Guide. Please click the "Select" button to save these selections.


Associated to Company

Under the Roles heading, you can now see the roles you selected on the previous page listed. Before you can submit the request, you must review it. Please click the "Review" button.


Review Information

After reviewing the Company ID, Company Name, and desired roles, select "Continue."


Further Action Required

Please review the Further Action Required page and, if you did not electronically sign your ESA, please remember to mail your signed ESA to EPA. Click the "OK" button to continue.


Print, Sign, and Mail

Here you will be able to print the required paperwork. Please select the "Print, Sign, and Mail" button to continue.


Company Association: Print, Sign and Mail page

You successfully created the request. To save a copy of the Company Association Request, select the "Click here to save copies of your registration forms" option. This will open the required forms in a new window where you will be able to print the forms for submission to EPA and save the forms for your company records. Additionally, please note and follow the appropriate mailing instruction located on this page. To return to the OTAQ Registration Home page, select "Home."


OTAQ Registration Home

You are now back on the OTAQ Registrations Home page. As you can see, the request you just completed is now pending. This table shows the Company Request ID, or CR ID, the company for which the request was generated, the date the request was generated, who initiated the request, and the current status of the request. The request status will either be "Awaiting RCO Wet Ink Signature" or "Awaiting RCO Electronic Signature." If the status states "Awaiting RCO Wet Ink Signature", it means that the Responsible Corporate Officer, or RCO, needs to physically sign the Company Association request and mail it to EPA. Once the RCO reviews the request, have the RCO sign, date, and mail the Company Association request to the appropriate address. Be sure to include the signed ESA in the package. If the status states, "Awaiting RCO Electronic Signature," it means that the RCO is capable of approving the Company Association request electronically by accessing the request on their own OTAQ Registration home page. However, if you were unable to electronically sign your ESA, you will still need to mail a version of your completed ESA to the EPA which will allow you to electronically sign requests and other transactions.
