OSHO Centre works on different levels to satisfy the requirements of both the public and private sectors. With the increased demand on services in the fields of construction, industrial, and general services there has been a parallel increase in the need to offer solutions that can provide safe and healthy working environment and conditions. For that reason, OSHO Centre has decided to concentrate its efforts in these fields:

n Health, Safety, and Environmental (HSE) Management

n HSE Training & Awareness

n HSE Consultations

Each of these fields is explained in further detail below, as well as suggestion on their proper application.

The "Health, Safety and Environment Management" service line allows organization to outsource the activities of the HSE Department to OSHO Centre. The Centre will take all matters related to HSE "from A to Z" into action. This involves all the stages from initiations, planning and designing of the best system to implementation, monitoring, and periodic review and evaluation of the system in place. This service guarantees the full application of HSE Policies and required procedures on the national and international level (including OHSAS 18001:1999). This service will also reduce the potential conflict between management's objective of quick execution and the insurance of the health and safety of workers and the worksite from hazards and dangers.

The structure of this service is highly dependant on the size of the project at hand and the number of people involved. The outsourced department will always be run by a manager with excellent academic qualifications and experience in similar projects and applications. The second in command will be safety officers then safety representatives who will assist the manager.

This group will receive all the logistical support and experience from OSHO Center’s main office as well as periodic supervision visits. The group will focus on ensuring HSE maintenance within the project without undermining the main objective of enhancing productivity.

The department will undertake all matters relating to planning, design, implementation and evaluation; the following list summarizes the activities that can be performed by the department:

HSE Department Duties & Responsibilities

n Set up HSE organization within the company or project consisting of safety engineer, safety officer and safety coordinators.

n Coordinate with Site Company engineers, supervisors, foremen, labor and subcontractor’s representatives on the site for the implementation of the respective safety plans and record keeping.

n Implementation of HSEMS as per

l OHSAS 18001 specifications;

l Company HSE policy, goals and objectives, and procedures;

l Hse programs;

l Safety checklists;

l Safety formats;

l Hazard Identification and Risk Assessment (HIRA) for all activities;

l Job Safety Analysis (JSA);

l Daily safety Audits;

l Investigation of Accident/Incident/Near-miss and recommendation for corrective and preventive actions to prevent reoccurrences;

n Document management as required.

n Assist for preparation of method statements.

n Coordination for third party safety inspection and certification.

n Conducting internal safety audit and compliance of local legal legislation.

n Ensure that Health, Safety and Environmental programs and procedures are communicated and understood by all on-site personnel. Participate in giving lectures through Training Programs and Safety Tool Box Talks.

n Promote safe working systems and procedures. Monitor and advice on proper application of “Permit to Work System” participate in actual “Job Watch” as and where necessary; such as using access to work, scaffolding, confined spaces, etc. Insure that all safety regulations and practices are adhered to.

n Investigate all incidents and accidents involving personnel, site and equipment including dangerous occurrences. Analyze causes, determine future action to reduce these occurrences, prepare and maintain statistical records of all incidents. Prepare the related periodic reports, highlighting and analyzing problems and recommending preventive measures.

Fire Service job Responsibilitiesn Inspection/operation and maintenance of Fire service equipments like fire monitors (fixed/mobile) BA sets,

fixed fire fighting installations (water, DCP, CO2), mobile fire appliances (fire tenders).

n Preparing and implementing the maintenance schedule of fire appliances to ensure the same are working in case of emergency.

n Training on fire fighting equipment and their usage.

OSHO Centre works with several institutes and entities dedicated to the training and awareness field of occupational safety and health and occupational disease as collaborating centers. These organizations provide different specialized solutions and topics that can help in enhancing the level of knowledge, availability of information and exposure of participants to related topic. This is done by way of specialized courses. The possible educational applications lay within:

n Preparation and improvement of educational curriculum and specialized training in different fields related to occupational safety and health, safety engineering and work inspections.

n Assistance in implementation of training and educational programs specialized in the previously mentioned fields.

n Assistance in setting and implementing seminar programs and workshops in the client’s field of specialization.

n Conduct specialized occupational safety and health training related to a specific industry or to a specific topic within an industry.

OSHO Centre provides advanced experiences in the fields of preparation and production of many educational, and prevention awareness programs for workers who are exposed to work hazards. Our services include the design of awareness and training posters to help worker in protect themselves and their work environment from work hazards, environmental and occupational pollution (e.g. films, tapes, stickers, hand outs etc.)

OSHO Centre can provide professional course instructors who specialize in the field of occupational safety and health and the working environment. These instructors can assist in training workers on how to react to certain situations that they may face in their workplace. Courses can be tailor made to a specific industry or to a general audience.

Development of Occupational Health and Safety Management Systems and policies (SMS)

Health and Safety policies should be designed to provide a clear and logical approach to the management of health and safety in the workplace. Without setting clear health and safety objectives, organizations will struggle to ensure that health, safety and welfare of staff and others is effectively managed.

Legislation places a duty on all employers to document policies which detail how the organization endeavors to provide staff with safe working environments and ultimately comply with their legal duties.

Policy development objectives

For health and safety management systems to be effective, they need to take into account organizational structure, organizational culture, existing capacity and competencies.

When working with clients in developing management systems, OSHO Centre ensures that the uniqueness of the client’s organization is systematically reflected in its safety policy.

The objective of our approach to policy development is to ensure that your management system works in practice by reducing workplace risks and positively influencing employee morale and ultimately business performance.

Types of policies

n Corporate and social responsibility policy statements and strategies can be prepared at the level of a parent company which owns several subsidiaries or business units.

n OHSMS Policies and Manuals can be developed for organizations that are in the process of developing, revitalizing or restructuring their health and safety management processes.

n Individual policies dealing with specific hazards such as CDM, noise, asbestos and many others can be developed for those organizations wanting to add such policies to their current management systems.

n Procedure Writing (or Safe Systems of Work) can be developed in support of health and safety policies. To maintain consistency and relevance OSHO Centre develops procedures in close partnership with clients and relevant client department.

Preparation

With the exception of individual policies and health and safety policy statements, in most instances development of health and safety policies follow baseline audits and inspections. This facilitates the identification of specific points in the company's operation that requires more attention than others. In some cases, a concentrated study of the company’s operating system is required.

Management systems

Management systems can be drafted in accordance with the following management system models/specifications.

n OHSAS 18000:1999 – Occupational Health and Safety Assessment Series. Internationally recognized OHS Management System Specification

n HS(G) 65 – Successful Health and Safety Management. Published by the HSE and implemented widely in the UK

n BS 8800: 1996 – A Guide to OHS Management Systems. Published by BSi

Policy development methodologyOrganizations cannot implement health and safety systems without comprehensive staff buy-in. Policy development work can be undertaken only after extensive staff consultation facilitated by the client organization as well as stakeholder representatives form work groups. OSHO Centre consultants can mentor and guide these groups leading to the development of a policy accepted by all stakeholders.All policies are submitted to the client in draft format, in order to provide each respective organization with the flexibility to continuously improve the managements system.

Organizations should have in place an environmental policy that fully commits them to the responsibility of proactive environmental management at all stages of a project. This is achieved by an Environmental Management Plan (EMP), which should be developed in advance of initiating the project. EMPs are most successful when developed in consultation with the stakeholders and regulatory authorities. The EMP is a method whereby the organization can demonstrate its commitment and document its approach to environmental management at all levels of the company in addition to the public, potential investors/tenants, government and the regulatory agencies. The EMP should be referred to in an on-going basis and updated annually (or as required).

A key component of a successful EMP is the Environmental Protection Plan (EPP), which can be in effect during the construction phase of a project. This document is usually used as a manual which describes environmental protection measures to be implemented by the project workers and contractors. For example, the EPP would address routine procedures for management of fuel and waste oils, lubricants and other hazardous materials, sanitary waste, construction waste, and site runoff. Implementation of the EPP will help to ensure that potential negative environmental effects are minimized.

The EMP can be used as the basis for generating the environmental performance standards and requirements that can be included in the contracts of those carrying out the works or providing supplies. It can be used as the basis of an environmental management system (e.g., ISO 14001 Environmental Management Systems) during the operational phase of a project.

Organizations often implement policies, systems and procedures to direct the manner in which work is done, facilities are managed, products are developed or services are provided. At some point these systems and procedures need to be validated to ensure that the desired objectives are met or to decide whether change is required. A health and safety audit is designed to critically examine your organization, your staff, your operations and facilities. Not only to ensure that risks are adequately controlled but also to ensure that they are compliant with the complex framework of health and safety legislation.

Audit objectivesOrganization must ensure that health and safety management systems are proactively monitored to ensure that they are appropriate and effective. For dynamic organization with rapidly changing operations, people and facilities this is a challenging task. OSHO Centre audits are designed to assist client organizations to understand how applicable health and safety legislation affects their operations, facilities and people, and rigorously examines the relevance and effectives of their existing Occupational Health and Safety Management Systems. OSHO Centre can undertake various types of health safety audits, depending on the needs of the client organization.

Audit structureThe aspects of occupational health and safety to be examined will be agreed at the pre-audit stage. Typically areas to be covered will include:

n Analysis of the organization’s management system or policy.

n Review of plans for implementation of the management system.
