Introduction

This is the 23rd time that OSCAR (Off ice Service Charge Ana-lysis Report) has provided an analysis of the service char-ges for property used as off ices. The monitoring, analysis and control of service charges is an inherent part of profes-sional property management. We hope that OSCAR 2018 will be of assistance both to owners and tenants by provi-ding them with points of reference when assessing their own cost situation.

As was the case in previous years, the 2018 report is the result of a successful cooperation between JLL and BAUAKADEMIE Performance Management GmbH, formerly Neumann & Partner – CREIS Real Estate Solutions. As well as the evaluation of the individual service charge catego-ries, the current analysis also includes statistics that are broken down by criteria such as air-conditioning, location and building size.

The second part of the report provides an analysis solely of the costs incurred in owner-occupied buildings to enable owner-occupiers to compare their cost situation to our benchmark.

This OSCAR 2018 analysis is based on the service charge data for 394 off ice properties with a total area of 4.34 mil-lion sqm. The scope of the data sample thus exceeds the last year’s analysis and the proportion of buildings in this year’s survey already analysed last year is 59%.
