Tender Specification For Supply of Tubular Type Lead Acid Stationary Battery set to ITPS.

Ib Thermal Power Station, At/PO: Banharpali, Dist. Jharsuguda (Orissa), PIN: 768234 is a unit of Orissa Power Generation Corporation Limited a Joint venture Company of Govt. of Orissa and AES Corporation USA engaged in generation of 2x210 MW Thermal Electric Power. The Plant site is about 17 Kms. from Belpahar Railway Station and 40 Kms.from Jharsuguda Rly. Station on S.E. Rly. on the Mumbai- Howrah main line. Sealed tenders are invited from the reputed potential manufacturers/authorized dealer/Authorized distributor only in their own letter heads for supply tubular type lead acid stationary battery set in transparent container to IB Thermal Power Station as per specification mentioned hereunder. The bidder shall have to submit their sealed tender in two parts. The Part-I is Technical & Un-Priced Commercial bid and Part-II is the Price bid. The bidder shall have to confirm and clarify the following points in the Technical & Un-priced Commercial bid Part-I. Minimum Qualifying Criteria:

1. The bidders should have experience in design, manufacture, supply; erection of tubular batteries in transparent container (SAN) for capacity 220V, 2000 Ah or above and equipment is in successful operation in at least three different installations. The performance certificates from the installation owner, to which batteries are supplied, are to be enclosed. The Performance certificate should be submitted for the installations which are commissioned in the last ten (10) Years as on date of bid opening.

2. Bank solvency certificate of minimum rupees one crore. 3. Last three years annual turnover for minimum three crores. 4. EMD of requisite amount in tender.

SPECIFICATION FOR 220V, 2000 AH, TUBULAR TYPE LEAD ACID STATIONARY BATTERY SET IN TRANSPARENT CONTAINER Section – 1 : General Instructions to Bidders .00.00 SCOPE OF WORK: .00.01 Design, Manufacture, Assembly of components, Testing at manufacture works,

Packing, Supply and Deliver to site, Installation, Commissioning and Testing at site 220Volts, 2000Ah ( 10 hour discharge rate )115 cells, cell voltage 2.16 volts or nearest range available but not less then 2.16 volts, tubular type lead acid batteries in transparent (SAN) container and associated accessories for indoor installation.

.00.02 The batteries are required to supply DC power in the event of power failure to

the loads like Emergency oil pump (EOP), seal oil pump (SOP) , Jacking oil pump (JOP), Scanner fan, DC lighting load, Control and Instrumentation, Circuit breaker operation for tripping, closing and spring charging, protective devices and continuous operation of various low power indication and control functions.

2.00.0 QUALIFYING REQUIREMENTS FOR BIDDERS

Technical Requirements 2.00.01 The bidders should have experience in design, manufacture, supply, erection of tubular batteries in transparent container (SAN) for capacity 220V, 2000Ah or above and equipment is in successful operation in at least three different installations.

The performance certificates from the installation owner, to which batteries are supplied, are to be enclosed. The Performance certificate should be submitted for the installations which are commissioned in the last ten (10) Years as on date of bid opening.

2.00.02 The equipment covered by this specification is a very important source of power supply for a power plant/ substation and hence should be of high quality and reliability. The bidders shall preferably be ISO 9001 and ISO 14001 approved.

2.00.03 The bidder shall be financially stable and the following documents shall be submitted by the bidder with the bid a) Last 3 years Audited Annual Report b) List of plants and machinery installed in the works of bidder relevant to the

equipment in the bid. c) Details and range of products manufactured d) List of past supplies of similar products. e) The bidder has to submit the chemical composition or test certificate of

inputs required for manufacturing of batteries in an environment friendly manner.

f) The bidder has to clarify of their manufacturing process involved during the preparation of our required batteries & enclose the details of their product catalogue.

g) The bidder has to submit quality assurance plan/arrangement obtaining the overall quantity management & procedure, which is proposed to be followed in the programme of manufacturing.

h) Bidders must submit relevant credentials in support of their claim of being manufacturer and copies of purchase orders in support of supply of said items to other concerns of repute preferably NTPC and Other Thermal Power Stations.

i) Performance feedback report from the Industries supplied are to be enclosed.

j) The bidder may also offer batteries of International Standard with details of technical description & product catalogue to suit our required specification.

Commercial Terms & Requirements:

k) Bidder must submit requisite amount of EMD in shape of DD payable on State Bank of India (Code No. 9510)/Central Bank of India, Belpahar/ Andhra Bank, Adhapada (Code-0662), Ib Thermal Power Station, Banharpali, Jharsuguda in favour of Orissa Power Generation Corporation Limited.

l) In case bid is downloaded the Bidders shall have to submit tender paper cost fee if any mentioned in the advertisement. They may submit both EMD & tender paper cost fee in M/s OPGCL Bank account, i.e. State Bank Account no. – 1 0 7 6 5 7 8 9 0 9 0. The details to be enclosed with the part-1.

m) Photocopies of of latest ITCC,STCC,PAN,TIN No, and Manufacture certificate registered as per Registration of Company Act/NSIC, status of the firm (Micro, Small or Medium Enterprise) are to be submitted by the bidders.

n) The bidder has to accept our payment terms i.e 90% payment shall be made within 30 days from the date of final acceptance of material & 10% shall be made within 90 days on submission of 10% of PO value as performance bank guarantee valid for a period of 21 months (18 months + 03 months grace period) from the receipt of materials or 12 months from the date of use. All payment shall be made in electronic mode. E mandate to be submitted for release of payment.

o) The bidder has to clarify to submit security deposit i.e 05% of the P.O. value in shape of DD/irrevocable bank guarantee from a nationalised bank executed on non-judicial stamp paper of appropriate value towards execution of the contract.

p) The bidder shall have to confirm that guarantee period of 12 months commencing from the date of utilisation or 21 months from the date of last despatch whichever is earlier for defects in material and workmanship.

q) The bidder has to clarify to accept our inspection by third party. Third party inspection charges if any to be clearly specified. The details of test procedure followed after manufacturing shall have to be mentioned in the techno commercial bid. Test certificate shall be submitted in the supply

documents. r) The bidder has to submit their valid BIS/ISO registration certificate or any

other international accreditation documents. s) The bidder has to clarify to deliver the material within six weeks with pre

despatch inspection by M/s OPGC and/or Third party from the date of receipt of our order for 01 set. 2nd sets shall be despatched within eight weeks from the date of P.O. placement. Bidders can quote for price variation clause if any as per IEEMA formula. IEEMA formula adopted for price variation clause to be enclosed. However OPGCL will have the right to purchase / cancel at any point of time. Schedule of delivery shall be a point for consideration during evaluation of the bid.

t) Validity: The price shall remain valid for a period of 180 days from the date of opening of techno-commercial bid.

u) Termination of Contract: The purchaser has to right to terminate the contract at any time.

v) The battery set should be suitable for the existing charger and can be installed in place of the existing battery set within the occupied area.

w) You shall have to depute your representative for installation; supervision and erection purpose.

x) Information on shipping weight and cubage (length, width & height) to be provided.

y) Any deviation from above points shall have to be mentioned clearly in the techno commercial bid.

z) The bidder must submit their proposal for the buy back of the existing battery and submit their offer for the same.

4.01.01 Type

The battery shall be lead acid Tubular type in transparent container. Sealed Maintenance Free VRLA type/ Nickel Cadmium type batteries are not acceptable.

4.01.02 Positive Plates :

The plates shall be of first class material and workmanship and shall be free from blow-holes, cracks and other imperfections. The tubular positive plates shall consist of a suitable bar with spines cast of suitably alloyed lead to give adequate mechanical strength and minimum electrical resistance. The tubular spines shall be cast of an alloy of Pb and Antimony with Antimony content not greater than 3% by weight. The casting shall be done using proper controlled procedure preferably using high pressure casting machine with an operating pressure not less than 90-100 Bars. Low antimony alloy (not greater than 3%) will ensure low water loss and a guaranteed topping up frequency of not more than once in 6 months. High pressure cast spines will ensure a long life and trouble-free operation. Porous, acid resistant and oxidation resistant tubes shall be inserted one over each spine. After insertion, the tube shall be adequately filled and packed with active material (preferable through a rotary shaking machine) before their lower ends are closed by common plastic bar. The construction and material of tube shall be such as to reduce the loss of active material and shall be able to withstand normal internal stresses developed during service.

4.01.03 Negative Plates :

The negative plates shall be of flat pasted type. The pasting shall be done on an automated machine for better control of process parameters. It should have adequate mechanical strength and would be so designed that active material is maintained in intimate contact with the grid under normal working conditions throughout the life of the battery. Lead antimony alloy grid with maximum 3% antimony content or lead calcium alloy grid shall be used.

4.01.04 Separators:

The separators shall be microporous polyethylene envelope type to avoid direct as well as side shorts. It should be acid resistant, chemically inert and should have excellent oxidation resistance and high degree of porosity to ensure minimum internal resistance. The average pore size shall be less than 1 micron. It should not exhibit any tendency to swell or shrink at temperature encountered during operation. Microporous synthetic separators shall conform to latest IS:6071.

4.01.05 Containers :

Containers shall preferably be made of transparent SAN copolymer giving excellent clarity, outstanding chemical resistance, rigidity and toughness with very high insulating qualities which eliminate the need for separate cell insulators. It shall have adequate mechanical strength to prevent bulging,

cracking etc. during the life span of battery when operating under expected temperature range and due to action of static and dynamic loads and the action of electrolyte. These containers should enable the electrolyte level and the cell condition to be monitored at a glance. The containers shall conform to latest edition of IS-1146.

4.01.06 Cell Lids

It should be moulded from opaque SAN or ABS and sealed to the container. It should be easily removable if the need arises.

4.01.07 Microporous Ceramic Vent Plugs : The vent plugs should be specially

designed incorporating a microporous ceramic filter which effectively returns all acid spray to the cell, but allow free exit of oxygen and hydrogen which is generated at the end of boost charging. On removal, the plugs shall permit drawing of the electrolyte sample for servicing and of checking of the electrolyte level. The vent plug should preferably be flame retardant type to prevent any fire hazard in the battery room.

4.01.08 Connectors :

Connectors shall be of lead plated copper. The lead coating shall be adequate and tenacious. Minimum thickness of lead coating shall be 25 microns. Connectors should be adequately designed to carry maximum duty cycle as specified and shall offer minimum resistance. The current density for Copper connectors shall not be more than 15 Amps/ sq. mm. While considering the terminal voltage of the cell at the time of testing for discharge, the voltage drop due to inter-row and inter-cell connectors shall be considered. Connectors shall be adequately designed to withstand various stresses due to temperature changes, attack of acid and dynamic forces that could occur during the operation of the battery.

4.01.09 Electrolyte :

The electrolyte shall be battery grade sulphuric acid conforming to latest edition of relevant IS 266. The strength of the electrolyte in the cell during operation shall conform to the governing IS specification for the cell. Required quantity of electrolyte for the initial filling with 10% extra quantity shall be supplied in no-returnable non-degradable acid resistant strong plastic containers.

4.01.10 Water :

Water used in preparation of electrolyte and also to bring the level of electrolyte to the correct position during the course of operation or testing shall conform to the latest edition of IS-1069.

4.01.11 Terminal Post :

Positive and negative terminal posts of the cells shall be clearly and unmistakably identifiable. Terminal posts shall be designed to accommodate external bolted connections conveniently and positively. All metal parts of the terminals shall be of lead coated type. Bolts, heads and nuts, except seal nuts,

shall be hexagonal and shall be lead coated. Terminal posts shall be adequately fixed to prevent its turning or twisting when the connectors are being fixed or removed. The junction between terminal posts and cover and between the cover and container shall be adequately sealed to prevent any seepage of the electrolyte. All terminals shall be provided with insulated covers. The pole terminal should be of lead with a brass core insert, which shall increase the conductivity. The pole should have a double layered protection against crevice corrosion. The lead lining of the terminal should be protected against any contact with the electrolyte at the place where it emerges out of the cell interior through an injection moulded plastic encapsulation.

4.01.12 General Requirements for Tests

Specific Gravity of Electrolyte: The specific gravity of a fully charged cells shall be adjusted to 1.200 +/- 0.005 at 27 deg. C as per the requirement of IS 1651 (latest revision). Temperature Correction: The capacity of the cell shall be corrected to 27 deg. C using the proper temperature correction factor pertaining to the type of the cell and the rate of discharge. The temperature correction should be made using factors supplied by the manufacturer but shall generally conform to some national or international standard for the similar type of cell. Observations: The observations, during any test shall be performed as specified in IS 1651 (latest revision).

4.01.13 Tests:

4.01.14.01 Test for Capacity:

The cell shall be tested for its rated capacity output. The fundamental requirement shall be a discharge for 10 hours whilst discharge at other rates, as decided mutually between the manufacturer and purchaser, may also be performed. A fully charged cell shall be allowed to stand idle for a period of 12- 24 hours before performing this test. The cell shall be discharged at a constant current of I10 = C/10 where C is the rated 10 hour discharge capacity of the subject cell till the voltage of the cell reaches 1.85 volts per cell. In case of more than one cell being tested at a time (in most of the cases), the discharge to be discontinued at a time when the voltage of the group has reached 1.85 x n volts where n is the number of cells in the group.

The capacity of the cell thus established shall have to be corrected for temperature variation during the test if the temperature is different from 27 deg. C. The temperature correction shall be as per the relevant IS for the type of the cell in question. The capacity output, at the first discharge, corrected to 27 deg. C shall not be less than 85% of the rated capacity of the cell. The cell shall reach 100% of its rated capacity within 5 charge-discharge cycles.

4.01.15 Battery Racks :

The battery racks shall be constructed from good quality wood or of high strength good quality mild steel sections. These battery racks shall be painted by the bidder with two coats of acid/ alkali resistant paint of approved make. When steel stands are used, they should either be epoxy painted or epoxy powder coated with acid resistant grade of pigment as per approved coating process to provide a non-peelable protective coat. The racks shall be of single tier/ two tier construction depending on the final layout based on space availability.

4.01.16 Marking : Each cell shall be marked to meet the requirements of relevant Indian standards. In addition, each cell shall be legibly numbered serially to identify the cell during manufacture, testing, installation and operation of battery to identify after having assembled into battery bank in battery racks. Following marking however, shall be provided a) Manufacturer’s type and trade name b) Electrolyte level (min & max) c) Type of container and standard AH capacity as per IS d) Polarity marking as per relevant IS

A set of loose stickers shall be provided to mark the cells position in the assembled battery bank at site so that a cell removed for maintenance can be put back in original position.

4.01.17 The battery set should be suitable for the existing charger and can be

installed in place of the existing battery set within occupied area.

10.01.02 The batteries are required to supply inverted 230V AC power in the event of main

power failure to the loads like DCS, DAS, Control and Instrumentation supplies and continuous operation of various low power indication and control functions.

hh) Bidders must submit relevant credentials in support of their claim of being manufacturer and copies of purchase orders in support of supply of said items to other concerns of repute preferably NTPC and Other Thermal Power Stations.

ii) Performance feedback report from the Industries supplied are to be enclosed.

jj) The bidder may also offer batteries of International Standard with details of technical description & product catalogue to suit our required specification.

Commercial Terms & Requirements:

kk) Bidder must submit requisite amount of EMD in shape of DD payable on State Bank of India (Code No. 9510)/Central Bank of India, Belpahar/ Andhra Bank, Adhapada (Code-0662), Ib Thermal Power Station, Banharpali, Jharsuguda in favour of Orissa Power Generation Corporation Limited.

ll) In case bid is downloaded the Bidders shall have to submit tender paper cost fee if any mentioned in the advertisement. They may submit both EMD & tender paper cost fee in M/s OPGCL Bank account, i.e. State Bank Account no. – 1 0 7 6 5 7 8 9 0 9 0. The details to be enclosed with the part-1.

mm) Photocopies of of latest ITCC,STCC,PAN,TIN No, and Manufacture certificate registered as per Registration of Company Act/NSIC, status of the firm (Micro, Small or Medium Enterprise) are to be submitted by the bidders.

nn) The bidder has to accept our payment terms i.e 90% payment shall be made within 30 days from the date of final acceptance of material & 10% shall be made within 90 days on submission of 10% of PO value as performance bank guarantee valid for a period of 21 months (18 months + 03 months grace period) from the receipt of materials or 12 months from the date of use. All payment shall be made in electronic mode. E mandate to be submitted for release of payment.

oo) The bidder has to clarify to submit security deposit i.e 05% of the P.O. value in shape of DD/irrevocable bank guarantee from a nationalised bank executed on non-judicial stamp paper of appropriate value towards execution of the contract.

pp) The bidder shall have to confirm that guarantee period of 12 months commencing from the date of utilisation or 21 months from the date of last despatch whichever is earlier for defects in material and workmanship.

qq) The bidder has to clarify to accept our inspection by third party. Third party inspection charges if any to be clearly specified. The details of test procedure followed after manufacturing shall have to be mentioned in the techno commercial bid. Test certificate shall be submitted in the supply documents.

rr) The bidder has to submit their valid BIS/ISO registration certificate or any other international accreditation documents.

ss) The bidder has to clarify to deliver the material within six weeks with pre despatch inspection by M/s OPGC and/or Third party from the date of receipt of our order for 01 set. Bidders can quote with price variation clause if any as per IEEMA formula. IEEMA formula adopted for price variation clause to be enclosed. However OPGCL will have the right to purchase / cancel at any point of time. Schedule of delivery shall be a point for consideration during evaluation of the bid.

tt) Validity: The price shall remain valid for a period of 180 days from the date of opening of techno-commercial bid.

uu) Termination of Contract: The purchaser has to right to terminate the contract at any time.

vv) The battery set should be suitable for the existing charger and can be installed in place of the existing battery set within the occupied area.

ww) You shall have to depute your representative for installation; supervision and erection purpose.

yy) Any deviation from above points shall have to be mentioned clearly in the techno commercial bid.

zz) The bidder must submit their proposal for the buy back of the existing battery and submit their offer for the same.

IEC896-1 : Stationary Lead-acid Batteries 4.01.0 DESIGN AND CONSTRUCTIONAL FEATURES OF BATTERY 1.01.01 Type 1.01.02 The battery shall be lead acid Tubular type in transparent container. Sealed Maintenance Free VRLA type/ Nickel Cadmium type batteries are not acceptable.

4.01.03 Positive Plates : The plates shall be of first class material and workmanship and shall be free from blow-holes, cracks and other imperfections. The tubular positive plates shall consist of a suitable bar with spines cast of suitably alloyed lead to give adequate mechanical strength and minimum electrical resistance. The tubular spines shall be cast of an alloy of Pb and Antimony with Antimony content not greater than 3% by weight. The casting shall be done using proper controlled procedure preferably using high pressure casting machine with an operating pressure not less than 90-100 Bars. Low antimony alloy (not greater than 3%) will ensure low water loss and a guaranteed topping up frequency of not more than once in 6 months. High pressure cast spines will ensure a long life and trouble-free operation.

Porous, acid resistant and oxidation resistant tubes shall be inserted one over each spine. After insertion, the tube shall be adequately filled and packed with active material (preferable through a rotary shaking machine) before their lower ends are closed by common plastic bar. The construction and material of tube shall be such as to reduce the loss of active material and shall be able to withstand normal internal stresses developed during service.

4.01.04 Negative Plates :

The negative plates shall be of flat pasted type. The pasting shall be done on an automated machine for better control of process parameters. It should have adequate mechanical strength and would be so designed that active material is maintained in intimate contact with the grid under normal working conditions throughout the life of the battery. Lead antimony alloy grid with maximum 3% antimony content or lead calcium alloy grid shall be used.

4.01.05 Separators:

The separators shall be microporous polyethylene envelope type to avoid direct as well as side shorts. It should be acid resistant, chemically inert and should have excellent oxidation resistance and high degree of porosity to ensure minimum internal resistance. The average pore size shall be less than 1 micron. It should not exhibit any tendency to swell or shrink at temperature encountered during operation. Microporous synthetic separators shall conform to latest IS:6071.

4.01.06 Containers :

Containers shall preferably be made of transparent SAN copolymer giving excellent clarity, outstanding chemical resistance, rigidity and toughness with very high insulating qualities which eliminate the need for separate cell insulators. It shall have adequate mechanical strength to prevent bulging, cracking etc. during the life span of battery when operating under expected temperature range and due to action of static and dynamic loads and the action of electrolyte. These containers should enable the electrolyte level and the cell condition to be monitored at a glance. The containers shall conform to latest edition of IS-1146.

4.01.07 Cell Lids

It should be moulded from opaque SAN or ABS and sealed to the container. It should be easily removable if the need arises.

4.01.07.1.1.1 Microporous Ceramic Vent Plugs : The vent plugs should be specially designed incorporating a microporous ceramic filter which effectively returns all acid spray to the cell, but allow free exit of oxygen and hydrogen which is generated at the end of boost charging. On removal, the plugs shall permit drawing of the electrolyte sample for servicing and of checking of the electrolyte level. The vent plug should preferably be flame retardant type to prevent any fire hazard in the battery room.

4.01.08 Connectors : Connectors shall be of lead plated copper. The lead coating shall be adequate and tenacious. Minimum thickness of lead coating shall be 25 microns. Connectors should be adequately designed to carry maximum duty cycle as specified and shall offer minimum resistance. The current density for Copper connectors shall not be more than 15 Amps/ sq. mm. While considering the terminal voltage of the cell at the time of testing for discharge, the voltage drop due to inter-row and inter-cell connectors shall be considered. Connectors shall be adequately designed to withstand various stresses due to temperature changes, attack of acid and dynamic forces that could occur during the operation of the battery.

4.01.09 Electrolyte :

The electrolyte shall be battery grade sulphuric acid conforming to latest edition of relevant IS 266. The strength of the electrolyte in the cell during operation shall conform to the governing IS specification for the cell. Required quantity of electrolyte for the initial filling with 10% extra quantity shall be supplied in no-returnable non-degradable acid resistant strong plastic containers.

4.01.10 Water :

Water used in preparation of electrolyte and also to bring the level of electrolyte to the correct position during the course of operation or testing shall conform to the latest edition of IS-1069.

4.01.11 Terminal Post :

Positive and negative terminal posts of the cells shall be clearly and unmistakably identifiable. Terminal posts shall be designed to accommodate external bolted connections conveniently and positively. All metal parts of the terminals shall be of lead coated type. Bolts, heads and nuts, except seal nuts, shall be hexagonal and shall be lead coated. Terminal posts shall be adequately fixed to prevent its turning or twisting when the connectors are being fixed or removed. The junction between terminal posts and cover and between the cover and container shall be adequately sealed to prevent any seepage of the electrolyte. All terminals shall be provided with insulated covers. The pole terminal should be of lead with a brass core insert, which shall increase the conductivity. The pole should have a double layered protection against crevice corrosion. The lead lining of the terminal should be protected against any contact with the electrolyte at the place where it emerges out of the cell interior through an injection moulded plastic encapsulation.

4.01.12 General Requirements for Tests

Specific Gravity of Electrolyte: The specific gravity of a fully charged cells shall be adjusted to 1.200 +/- 0.005 at 27 deg. C as per the requirement of IS 1651 (latest revision).

Temperature Correction: The capacity of the cell shall be corrected to 27 deg. C using the proper temperature correction factor pertaining to the type of the cell and the rate of discharge. The temperature correction should be made using factors supplied by the manufacturer but shall generally conform to some national or international standard for the similar type of cell. Observations: The observations, during any test shall be performed as specified in IS 1651 (latest revision).

4.01.13 Tests:

4.01.15 Test for Capacity:

The cell shall be tested for its rated capacity output. The fundamental requirement shall be a discharge for 10 hours whilst discharge at other rates, as decided mutually between the manufacturer and purchaser, may also be performed. A fully charged cell shall be allowed to stand idle for a period of 12- 24 hours before performing this test. The cell shall be discharged at a constant current of I10 = C/10 where C is the rated 10 hour discharge capacity of the subject cell till the voltage of the cell reaches 1.85 volts per cell. In case of more than one cell being tested at a time (in most of the cases), the discharge to be discontinued at a time when the voltage of the group has reached 1.85 x n volts where n is the number of cells in the group. The capacity of the cell thus established shall have to be corrected for temperature variation during the test if the temperature is different from 27 deg. C. The temperature correction shall be as per the relevant IS for the type of the cell in question. The capacity output, at the first discharge, corrected to 27 deg. C shall not be less than 85% of the rated capacity of the cell. The cell shall reach 100% of its rated capacity within 5 charge-discharge cycles.

4.01.14 Battery Racks :

The battery racks shall be constructed from good quality wood or of high strength good quality mild steel sections. These battery racks shall be painted by the bidder with two coats of acid/ alkali resistant paint of approved make. When steel stands are used, they should either be epoxy painted or epoxy powder coated with acid resistant grade of pigment as per approved coating process to provide a non-peelable protective coat. The racks shall be of single

tier/ two tier construction depending on the final layout based on space availability.

4.01.15 Marking : Each cell shall be marked to meet the requirements of relevant Indian standards. In addition, each cell shall be legibly numbered serially to identify the cell during manufacture, testing, installation and operation of battery to identify after having assembled into battery bank in battery racks. Following marking however, shall be provided e) Manufacturer’s type and trade name f) Electrolyte level (min & max) g) Type of container and standard AH capacity as per IS h) Polarity marking as per relevant IS

A set of loose stickers shall be provided to mark the cells position in the assembled battery bank at site so that a cell removed for maintenance can be put back in original position.

4.01.16 The battery set should be suitable for the existing charger and can be

installed in place of the existing battery set within occupied area.

Technical Requirements 2.01.01 The bidders should have experience in design, manufacture, supply, erection of tubular batteries in transparent container (SAN) for capacity 24V, 1500Ah or above and equipment is in successful operation in at least three different installations.

The performance certificates from the installation owner, to which batteries are supplied, are to be enclosed. The Performance certificate should be submitted for the installations which are commissioned in the last ten (10) Years as on date of bid opening.

2.01.02 The equipment covered by this specification is a very important source of

power supply for a power plant/ substation and hence should be of high quality and reliability. The bidders shall preferably be ISO 9001 and ISO 14001 approved.

TENDER NOTICE NIT GENERAL TERMS & CONDITIONS

1. Sealed Tender is invited (in duplicate) for the supply of articles as per details mentioned in the bid. Tender should be submitted in a proper sealed envelope addressed to the Manager (Mech.) Purchase Department OPGCL- Ib Thermal Power Station in variably giving on the cover Tender Notice No., Name of the Articles, the date of opening and EMD details.

2. The quantities mentioned in the Tender Notice shall be deemed to be only

approximate and will not in any manner whatsoever be binding on the OPGCL- Ib Thermal Power Station.

3. All tenders are to be submitted up to 13 hours on the opening date & they will be

opened at 15 hours on the date specified. Representatives of the bidders those who choose to be present may attend the bid opening..

4. The tender shall remain open for acceptance for a period of 180 DAYS FROM THE

DATE OF OPENING UNLESS OTHERWISE SPECIFIED. Tenders with a Validity of Less than 180 days are liable to be rejected/ or have lesser preference than those adhered the tender conditions.

5. Actual percentage of Duties/Sales Tax( Local or Central or Both) of any description

whatsoever where leviable and intended to be claimed from the OPGCL-Ib Thermal Power Station , Whether as a part of the price or by way of tax in purchase of any statutory provisions enabling the dealer to collect the Sales Tax/Excise Duty leviable on him for purchase should be distinctly shown along with the price quoted. Where it is not done all claims for payment or reimbursement of Sales Tax/Excise Duty any description whatsoever whether part of the price or extra will be deemed to have been waived and such claims shall not be entertained on any ground whatsoever.

In case rates Ex-godown shops Please indicate actual amount of Packing and Forwarding charges and railway freight/Road freight up to destination, IB Thermal Power Station, Banharpali, Jharsuguda, Orissa. Jharsuguda is our nearest transport godown which is 40 Kms from Ib Thermal.

8. Wherever tenderers have entered into the Rate Contract with Director General of

Supplies and Disposals they will indicate the same in their tender. They will also certify that the rates quoted are same as are applicable on the rate contract finalized the Director General or Supplies & Disposals.

9. Illustrated pamphlet/leaflet and drawing indication technical details/Year of

manufacture, Maker’s Name , Country of Origin etc. must be enclosed with tender.

10. SPECIAL ATTENTION OF THE TENDER IS INVITED ABOUT THE RECEIPT OF TENDER IN TIME TENDERS RECEIVED AFTER THE STIPULATED DATE AND TIME DUE TO ANY REASON WHATSOEVER SHALL NOT BE CONSIDERED TENDERERS ARE REQUESTED TO SEE THAT THE TENDERS ARE DELIVERED IN THE OFFICE BEFORE THE PRESCRIBED DATE AND TIME. THE TELEGRAPHIC QUOTATIONS GIVING ALL THE RELEVANT DETAILS OF STORES OFFERED SHOULD ALSO BE RECEIVE BEEN POSTED AT LEAST A DAY BEFORE THE DATE OF OPEN OF TENDERS & FULLY CONFIRMING IN DUE RESPECTS TO THE OFFER BY TELEX/TELEGRAM/FAX.

11. The delivery period quoted must be specific and realistic. The inability of the

successful tenderers to execute orders in accordance with delivery schedules will entitle OPGCL to purchase the stores at the risk and cost of the contractors such failures will also be kept in view while considering that subsequent tenders.

12. With regard to acceptance of tender for earlier delivery it should be noted that if the

contract is placed on higher tender in preference to the lowest acceptable offer in consideration of earlier delivery the contractor will be liable to pay to OPGCL, the difference between the contract rate and the lowest acceptable, in case of failure to complete suppliers in terms of such contract within the date of delivery specified in the tender and incorporated in the contract. This is without prejudice to other rights of the OPGCL under the terms of contract.

13. The time given for delivery or dispatch shall commence from receipt by the contractor

of the purchase order. The time for and the date of delivery of dispatch stipulated in the schedule for the delivery or dispatch of stores shall be deemed to be the essence of contract and should the contractor fail to deliver or dispatch the stores or any consignment thereof within the period prescribed for such delivery or dispatch the purchased shall be entitled to withhold payment until the whole of the stores have been supplied and to recover from the contractor a sum of the half percent of the price of any stores which the contractor has failed to deliver of dispatch aforesaid for each and within week or part of a week during which the delivery OR dispatch of such stores may be in arrears subject to maximum of five percent of total of the contract

value alternatively at the option of the Purchase shall be entitled to purchase also where on the account & at the risk of the contractor the store of any consignment thereof which the contractor has failed to deliver or dispatch as afore said if not available the nearest available substitute thereof to cancel the contract and the contractor shall be liable for all loss or damage which may sustain by reason of such failure on the part of the contractor.

14. It is a condition of the contract that all though the currency thereof, the price at which

the tender shall supply stores shall be firm.

15. Tenderers may kindly note that it is essential to pay the requisite amount of earnest money in any one of the following form.

a) Demand draft. b)Bank Guarantee from a Nationalized Bank revocable and operative till the validity of the offer. The earnest money will be liable to be forfeited on revocation of the quotation expire if refused to enter into a contract after the award is made to the tender.

16. Small scale industries/National Small Scale Industries Corporation shall be exempted from payment Earnest Money Deposit/Security Deposit/Tender Fee/Tenderers seeking exemption should enclose a photocopy of valid registration certificate with NSIC.

17. Successful tenders will have to deposit security by the date specified in the

Acceptance of Tender in case they fail to deposit security by the specified date the OPGCL reserves the right to adjust the same from the payment pending with the OPGCL, ITPS, Banhaprali.

18. Preference will be given to those quoting payment and delivery as per bid norms.

Loading shall be made for other terms of payment and delivery.

19. Wherever samples are asked from tenderers the same shall be submitted freight paid through post of Railways/Road Transport and should reach the OPGCL within the stipulated date and time failing which to cognizance will be given to such samples which are received late.

20. Printed Terms and Conditions on letter heads or Quotation form of tenderers shall not

be applicable.

21. Tendering firms are advised to quote as per our serials number specified in tender notice.

22. OPGCL Reserves the right to reject all or to any of the tenders or to accept the tender

or to accept the tender either in full or in part or to split of the contract without assigning any reason.

23. The quote price discount if any should be typed both in words as well as in figure without any cover typing. Alternations if any should be made clearly by crossing already entered rates and all such corrections should be attested by the tenderers under their full signature in no case there should be over writing and all tender with such over writing and all tender with such over writing shall be liable for rejection.

25. Wherever I.S is available please quote as per I.S only, otherwise quote the brand name

26. The material supplied shall be guaranteed for a period of 18 months from the date of supply or 12 months from the date of actual use whichever is earlier.

27. These terms and conditions shall from a part of the contract.

28. (a) Preparation of comparative statement

The Proforma for comparative statement has been standardized and is as per annexure of manual. CS should be prepared as per proforma and loading actors to be used for loading are as mentioned below ( if not mentioned specifically in the offer). P&F charges 2% Freight 2% 300 Kms. to 500 Kms. 3% 500 Kms. To 1000 Kms. 4% Above 1000 Kms. 5% Insurance 0.15% (NOTE:Percentage loading will be limited to full truck/trailer load rate for each truck load).

(b) Payment terms loading 1.5% per month ( wherever parties have quoted 100% through bank/advance against our standard and payment terms of 100% after receipt and acceptance of materials within 30 days.)

In case of payment through bank loading for a period 30 days and in case of advance payment alongwith P.O. the loading for the period of delivery period plus 30 days, may be taken. In case of 90% through bank & balance 10% within 30 days after receipt and acceptance of materials. Loading factor will be 1.5*0.9= 1.35%. Accordingly for other payment terms loading factors will be calculated.

(C ) Delivery term loading: If the delivery period required as per bid requirement is deviated the loading shall be done @0.5% per week or part thereof for the period over and above the stipulated delivery period.

( D ) If the PBG clause is not accepted or deviated loading for the same shall be done.

In case on variable prices, Variable excise duty etc. the following norms/systems will be taken into consideration. (a) In case of price variation clause (without specific mention of quantum), 10% price escalation per annum may be proportionality loaded. (b) In case of the bidder stipulates Excise Duty as applicable at the time of dispatch & specifies the present rate of Excise duty( a numeric percentage or nil ), in such case the offer shall be evaluated considering the maximum rate of E.D. applicable for the product as per Excise Tariff of Govt. of India or as evident from the other bids received in the tender. However, the liability of OPGCL shall be as per actual ED applicable at the time of dispatch, subject to production of Excise invoice. Further the rate of ED shall be restricted to as applicable within the contractual delivery period only. Increase in ED rate in any due delay in supply beyond the contractual delivery period shall not be payable by OPGCL. However the benefit of any decrease in ED shall be passed on to OPGCL. In case bidders quote with Fixed Rate of ED OR Special ED as NIL” the offer shall be evaluated accordingly. This will be subject to submission of Excise invoice copy for having actually paid the Excise Duty or otherwise but claim for any upward revision will not be accepted at a later stage. (Adverse loading in each factor to be done for comparison purposes, in case vender has not mentioned specifically however, for placement of order the lowest/beneficial terms will be indicated.) IMPORTANT NOTICES:

7. All person(s) connected with OPGCL shall have to adhere the safety rule regulations of the Company.

8. Salient points of HSE (Health Safety & Environment) that are to be considered while submission of offer are:

• Consumption benchmarks related to output shall be provided wherever applicable for key input resources(energy/ fuel/ chemicals).

• Competency requirements for operation, maintenance and calibration if any.

• MSDS to be submitted in case any hazardous chemicals as per MSIHC(Manufacturing.Storage,Import of Hazardous Chemicals (Rules 1989/94/2000 along with onsite and offsite emergency plan (as applicable).

• Occupational and Health safety control measures for safe working of the equipment offered.

• Equipment should be fitted with guard for rolling and moving part as per OH&S legislation and Factory Act.

• The recommended PPE for the equipment to be furnished. • Details of all hazardous/harmful substances discharged as by-

products/wastes during operations to be mentioned alongwith their permissible limits.

• Appropriate pollution controls measures to be taken to keep the emissions from the battery to be clearly mentioned.

• Chemical banned due to their negative impact on the environment shall not be used in the offered item.

• Details of disposal practices to be followed to be provided for the chemicals and the equipments.
