    GENERAL PROVISIONS—THIS TITLE 19

    SEC. 10101. For an additional amount for grants 20

    under the pilot program established under section 779 of 21

    Public Law 115–141, to prevent, prepare for, and respond 22

    to coronavirus, $258,000,000, to remain available until 23

    September 30, 2021: Provided, That at least 90 percent 24

    of the households to be served by a project receiving a 25

    grant shall be in a rural area without sufficient access to 1

    broadband: Provided further, That for purposes of such 2

    pilot program, a rural area without sufficient access to 3

    broadband shall be defined as 10 Mbps downstream and 4

    1 Mbps upstream, and such definition shall be reevaluated 5

    and redefined, as necessary, on an annual basis by the 6

    Secretary of Agriculture: Provided further, That an entity 7

    to which a grant is made under the pilot program shall 8

    not use a grant to overbuild or duplicate broadband expan-9

    sion efforts made by any entity that has received a 10

    broadband loan from the Rural Utilities Service: Provided 11

    further, That priority consideration for grants shall be 12

    given to previous applicants now eligible as a result of ad-13

    justed eligibility requirements: Provided further, That not 14

    more than three percent of the funds made available in 15

    this paragraph may be used for administrative costs to 16

    carry out the program: Provided further, That such 17

    amount is designated by the Congress as being for an 18

    emergency requirement pursuant to section 19

    251(b)(2)(A)(i) of the Balanced Budget and Emergency 20

    Deficit Control Act of 1985. 21

    SEC. 10102. The first amount under ‘‘Child Nutri-22

    tion Programs’’ in Division B of the Further Consolidated 23

    Appropriations Act, 2020 (P.L. 116–94) is amended by 24

    SEC. 10103. The matter under the heading ‘‘Supple-3

    mental Nutrition Assistance Program’’ in division B of the 4

    Further Consolidated Appropriations Act, 2020 (Public 5

    Law 116–94) is amended by inserting before ‘‘: Provided,’’ 6

    the following: ‘‘and for an additional amount, such sums 7

    as may be necessary to remain available through Sep-8

    tember 30, 2022, which shall be placed in reserve for use 9

    only in such amounts and at such times as may become 10

    necessary to carry out program operations’’. 11

    SEC. 10104. For an additional amount for ‘‘Supple-12

    mental Nutrition Assistance Program’’, to supplement 13

    funds otherwise available for the Food Distribution Pro-14

    gram on Indian Reservations, $100,000,000, to remain 15

    available through September 30, 2021, to prevent, prepare 16

    for, and respond to coronavirus: Provided, That of the 17

    total amount available, $50,000,000 is for administrative 18

    expenses, including facility improvements and equipment 19

    upgrades, and $50,000,000 is for the costs relating to ad-20

    ditional food purchases: Provided further, That such 21

    amount is designated by the Congress as being for an 22

    emergency requirement pursuant to section 23

    251(b)(2)(A)(i) of the Balanced Budget and Emergency 24

    Deficit Control Act of 1985. 25

    SEC. 10105. In addition to amounts otherwise made 1

    available, $200,000,000, to remain available through Sep-2

    tember 30, 2021, to prevent, prepare for, and respond to 3

    coronavirus, shall be available for the Secretary of Agri-4

    culture to provide grants to the Commonwealth of the 5

    Northern Mariana Islands, Puerto Rico, and American 6

    Samoa for nutrition assistance: Provided, That such 7

    amount is designated by the Congress as being for an 8

    emergency requirement pursuant to section 9

    251(b)(2)(A)(i) of the Balanced Budget and Emergency 10

    Deficit Control Act of 1985. 11

    SEC. 10106. The Secretary may extend the term of 12

    a marketing assistance loan authorized by section 1201 13

    of the Agricultural Act of 2014 (7 U.S.C. 9033) for any 14

    loan commodity to 12 months: Provided, That the author-15

    ity made available pursuant to this section shall expire on 16

    September 30, 2020: Provided further, That amounts 17

    made available by this section are designated by the Con-18

    gress as being for an emergency requirement pursuant to 19

    section 251(b)(2)(A)(i) of the Balanced Budget and 20

    Emergency Deficit Control Act of 1985. 21

    SEC. 10107. Notwithstanding any other provision of 22

    law, funds made available under each heading in this title 23

    shall only be used for the purposes specifically described 24

    under that heading. 25

    coronavirus, $2,000,000,000, to remain available until 10

    September 30, 2022: Provided, That such amount shall 11

    be for economic adjustment assistance as authorized by 12

    section 209 of the Public Works and Economic Develop-13

    ment Act of 1965 (42 U.S.C. 3149): Provided further, 14

    That within the amount appropriated, up to 2 percent of 15

    funds appropriated in this paragraph may be transferred 16

    to ‘‘Salaries and Expenses’’ for administration and over-17

    sight activities: Provided further, That the Secretary of 18

    Commerce is authorized to appoint and fix the compensa-19

    tion of such temporary personnel as may be necessary to 20

    implement the requirements under this heading, without 21

    regard to the provisions of title 5, United States Code, 22

    governing appointments in competitive service: Provided 23

    further, That the Secretary of Commerce is authorized to 24

    appoint such temporary personnel, after serving continu-25
